INTRODUCTION
This item is in regard to approving the two attached Applications for Scheduled Use of
Recreational Facilities for use of the hockey rink.
DISCUSSION
The two applications for your consideration are as follows for your review.
. Saturday, January 12, 2008/10:00 AM - 7:00 PM/ Crooked Lake Elementary
School.
. Wednesday, January 23, 2008/6:30 pm - 9:30 pm/Prairie Knoll Park
Note: The warming house officially closes at 9 pm so the Church will need to
make arrangements for the closing or reserve the rink from 6 pm - 9pm (the
attached schedule identifies 6pm - 9 pm).
Note: Since these are one-day requests, the Commission may want to consider waiving
the requirements that are to be submitted as part of the Guidelines to use the facility.
Also attached is the most current approved 2007-2008-hockey rink schedule. As you
can see there are no conflicts with the request.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for
Scheduled Use of Recreational Facilities for use of the hockey rink at Crooked Lake
School and Prairie Knoll Park.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
coml:lleted form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is an update in regards to the Park Comprehensive Plan and Park Dedication
Fee.
DISCUSSION
The City Council at their workshop of November 27, 2007 has agreed to revise the park
dedication fee for future residential developments. As far as the commercial/industrial
fee, the park dedication fee will be charged based on the residential equivalent.
Attached is a copy of the agenda item that was presented to the City Council for your
review. If you have any questions regarding this, feel free to contact Jim Dickinson, City
administrator at 763-767-5110.
As far as evaluating Hawkridge and Rose Parks proposed hockey rink improvements
costs, the city staff is recommending no changes to the proposed estimated costs to
construct the hockey rinks at this time.
ACTION REQUIRED
No action is required as this was just an update of the proposed park dedication fee
that will most likely be approved by the City Council later this month as part of the 2008
fee schedule.

SUBJECT: Park Comprehensive Plan Update on Commercial/Industrial Fee

INTRODUCTION
As part of the Park Dedication Study and Park bnprovement discussion at the October 23rd
workshop meeting staff was directed to further research the commercial/industrial park
dedication fees and present a recommendation to the Council in December (I am bringing this
forward now, since there will be no workshop meeting in December).
Another question at the October 23rd workshop was what have been the Park System additions
since 2000 and the corresponding maintenance expenses? Staff has prepared an attached report
( that reflects those items and will review this with the Council at the meeting.
DISCUSSION
The City's current commercial/industrial park dedication fee is set at 10% of the value of the
land. Based on research, staff has discovered that this fee is not comparable to what other
communities are charging, and may deter future commercial/industrial development in the City.
A quick example of our current fee for the commercial/industrial fee follows: If land sold for
$8.00/square foot, one acre would yield a park dedication fee of $34,848 ($8 * 43,560 =
$348,480 Total purchase price; $348,480 * 10% = $34,848).
The following chart identifies the commercial/industrial park dedication fee in other metro cities:

Staff is recommending that the City Council consider a new fee structure based on the current
! residential development fee with an appropriate multiple of that fee ($2,794 * 3 = $8,382 per
acre fee) or 10% of the value of the land, which ever is less. The multiple of three (3) was
selected since that is generally the highest residential units per acre accepted in the City. The "or
less" caveat is provided as a stop gap measure for low value commercial/industrialland.

Receive a presentation from staff and provide direction to staff if the recommended fee structure
meets with the Council's expectations.

0 Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
0 Andover Station North Park (property south of the old landfill) - Construction of the building is still
going on. To date the roof is on. Some of the doors have been hung and the plumbing permit has
been issued but none of the plumbing work has started. At this point it doesn't appear the restrooms
will ready for use in early spring of 2008. As far as the playground equipment, the city staff will be
meeting with the League of Minnesota Cities Insurance Trust representative on Wednesday, December
5 the day before the next meeting. Staff will provide an update at the meeting.
0 Update of Park Dedication Improvement Fund Quarterly Report - Next report will be due in
January.
0 Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Next report will be
due in January.
0 Woodland Crossing Park - Now that the 2008 CIP for parks has been approved by the City Council,
the playground equipment has been ordered. The structure is designed for 2-12 year olds. A copy of
the layout is attached for your review.
0 Comprehensive Plan (Park & Open Space Chapter) - Item is on the agenda.
0 Strootman Park - Everything is completed. We are anticipating be purchasing a bleacher for the park
as we do have some funds available that were not used in the reconstruction of the ball field.

TASK FORCE UPDATES
0 Skateboard Task Force - Hupp/Kowaleski
0 The Task Force did have their first meeting a couple weeks ago. Commissioners Hupp and
Kowaleski will be meeting with a couple venders that sell skate park equipment on late Thursday
afternoon. The Task Force will meet later that evening prior to the regular Commission meeting at
6:00 p.m. Commissioners Hupp and Kowaleski will give an update at the meeting. Note: Again as a
reminder, the Commissioners are more than welcomed to listen into presentation of the types of skate
park equipment which will begin at 3:30 pm on Thursday.
