HomeMy WebLinkAboutOrd. 319 - General Provisions CITY OF ANDOVER COUNTYOFANOKA STATE OF MINNESOTA ORDINANCE NO. 319 AN ORDINANCE AMENDING CITY CODE TITLE 14-1-5 GENERAL PROVISIONS THE CITY COUNCIL OF THE CITY OF ANDOVER DOES HEREBY ORDAIN: 1. Chapter 14-1-5 of the City Code is amended as follows: 14-1-5: GENERAL PROVISIONS ... B. Official Zoning Map 1. The official zoning map, together with all materials attached thereto, is hereby adopted by reference and declared to be a part of this chapter. The attached materials shall include the following: a. Flood Insurance study for the city prepared by the federal insurance administration dated March 1980. b. Flood boundary and floodway map, and flood insurance rate map dated September 30, 1980, and the amended Flood Insurance Rate Map panels (10 of 15 and 15 of 15, dated July 18, 1983) and the amended Flood Boundarv and Floodwav Man Panel 15 of 15. dated Julv 18. 1983. c. A copy of the federal emergency management agency (FEMA) approval letter dated January 17, 1995 November 21. 1986(including appropriate attachments) referencing the amended floodway boundary revision (map panel 0015) along Coon Creek between cross sections "L" and "M" just upstream of the South Coon Creek Drive. A conv of the Federal Emere:encv Manae:ement Ae:encv (FEMA) Letter of Man Revision dated Anril 25. 2005 (includine: annronriate attachments) referencine: the amended Flood Insurance Rate Man Panel 0010 and amended Flood Boundarv and Floodwav Man Panel 0010. both with an effective date of Aue:ust 19. 2005. The new 100 vear flood elevations and floodplain boundary revisions contained in these amended man nanels are found alone: County Ditch No. 6 from apnroximatelv 3000 feet downstream of Tulip Street NW to iust downstream of 161st Avenue NW. alone: County Ditch No. 71 from approximatelv 1200 feet upstream of the confluence with County Ditch No. 48 to iust downstream of 161st Avenue NW. and alone: unnamed County Ditch No. 71 from the confluence with County Ditch No. 71 to iust upstream of Burlinl!ton Northern Santa Fe Railroad. 14-1-6: ESTABLISHMENT OF ZONING DISTRICTS: A. Districts Established: The floodplain areas within the jurisdiction of this chapter are hereby divided into three (3) districts: floodway district (FW), flood fringe district (FF), and general floodplain district (GFP). 1. Floodway District: The floodway district shall include those areas designated as floodway on the floodway boundary and floodway map adopted in subsection 14- 1-5B of this chapter. 2. Flood Fringe District: The flood fringe district shall include those areas designated as floodway fringe on the flood boundary and floodway map adopted in subsection 14-1-5B of this chapter. 3. General Floodplain District: The general floodplain district shall include those areas designated as Zone A or l:lI3.fll:lfl'Iered numbered A zones without a floodwav on the Flood Insurance Rate Map adopted in subsection 14-1-5-B of this chapter. 2. All other sections of the City Code shall remain as written and adopted by the City Council. 3. This amendment is approved upon the fact that the general floodplain district area for County Ditches 6 and 71 have been analyzed and approved by the Federal Emergency Management Agency.
