ORDINANCE No. 293
AN ORDINANCE AMENDING CITY CODE 12-2-2; DEFINITIONS, AND CITY CODE 12-
14-10 D.8.; LIGHTING IN OFF STREET PARKING AREAS.
THE CITY COUNCIL OF THE CITY OF ANDOVER DOES HEREBY ORDAIN AS
FOLLOWS:
12-2-2: Definitions:
AVERAGE FOOTCANDLE: The level of light measured at an average point of illumination
between the brightest and darkest areas.
EXTERIOR LIGHTING: Temporary or permanent lighting that is installed. located or used in
such a manner to cause light rays to shine outside. Fixtures that are installed indoors that are
intended to light something outside.
FULLY SHIELDED LIGHT FIXTURE: No light shines above the horizontal. from any part of
the fixture either directlv from the lamp or a diffusing element. or indirectlv bv reflection or
refraction from anv part of the luminaire.
FOOTCANDLE: The international unit of illumination produced on a surface.
IESNA: Illuminating Engineering Society of North America.
PHOTOMETRIC PLAN: A point-bv-point plan depicting the intensity and location oflighting on
the property.
UNIFORM RATIO: The maximum-to-minimum value between adiacent luminaries.
12-14-10: Off Street Parking ReQuirements:
D. 8. Lighting:
a. All off street parking areas for residential uses of twelve (12) or more spaces and
all off street parking for commercial, industrial, institutional, and public uses
shall be equipped with operable lighting designed to illuminate the entire surface

conformance with current standards as set forth by the Illuminating Engineering
Society of North America (IESNA). This shall not apply to neighborhood parks
as identified in the "Andover Comprehensive Park System And Recreation Plan",
as amended.

b. For the PUl:POSeS of interpreting IESNA standards. land use categories shall be
interpreted bv the Community Development Director.
c. Any lighting used to illuminate the off street parking area shall be arfaHged fullv
shielded with a total cutoff angle equal to or less than 90-degrees.

d. Illumination from light fixtures shall be measured at one foot above ground level
on a 45-degree angled plane.
e. Developments where more than one land use exist and different lighting
requirements are applicable will be addressed during the commercial site plan
review process.
