The Regular Bi-Monthly Meeting of the Andover Planning and Zoning Commission was called to order by Chairperson Jay Squires on February 13, 2001, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: . Chairperson Jay Squires, Commissioners Larry Dalien, Dean Daninger, Douglas Falk, Rex Greenwald, and Mark Hedin. Commissioners absent: Commissioner Tim Kirchoff. Also present: Zoning Administrator, Jeff Johnson Others INTRODUCTION OF COMMISSIONER REX GREENWALD. Zoning Administrator Jeff Johnson introduced newly appointed Planning Commissioner Rex Greenwald, noting that he has been an Andover resident for five years. APPROVAL OF MINUTES. January 23, 2001 Motion by Daninger, seconded by Hedin, the Minutes be approved as submitted: Motion carried on a 6-ayes, O-nays, I-absent (Kirchoff) vote. PUBLIC HEARING: SPECIAL USE PERMIT (SUP 01-02) - BULK STORAGEOF FUELS (169XX VERDIN STREET NW), INDEPENDENT SCHOOL DISTRICT #11. Zoning Administrator Jeff Jolmson explained that the Planning and Zoning Commission is asked to holda public hearing and review the Special Use Permit (SUP) request by Anoka-Hennepin Independent School District #11 to install an underground fuel oil storage tank on the property located at l69XX Verdin Street NW, which is the new Andover Elementary School site. The applicant plans to install a 10,000 gallon underground double wall fuel oil storage tank on the north side of the proposed building. u U Regular Andover Planning and Zoning Commission Meeting Minutes - February 13, 2001 Page 2 , I Mr. Johnson noted the applicable ordinances and advised that the following criteria must be reviewed when considering a SUP request: 1. The effect of the proposed use upon the health, safety, morals and general welfare of the occupants of the surrounding land; 2. The effect on existing and anticipated traffic conditions including parking facilities on adjacent street and land; 3. The effect on the values of property and scenic views in the surrounding area; and 4. The effect on the proposed use on the Comprehensive Plan. Mr. Johnson noted that this underground tank will be a secondary fuel tank as the school will be heated with natural gas. He also noted the attendance of Nancy LaBissoniere, architect representing the applicant. Commissioner Hedin asked if other schools use secondary fuel sources with underground fuel tanks. \ ) Nancy LaBissoniere, Armstrong Torseth Skold & Rydeen, Inc., architect representing the applicant, advised that Oak View Middle School has an underground tank but she is unsure of the size. She explained that this tank will hold the secondary fuel source with natural gas being the primary fuel source. If their primary fuel source is shut down due to peak demands, it allows them to use the alternate fuel source. Chair Squires stated it is not uncommon for school facilities to have such a secondary fuel system. Commissioner Hedin asked if this is the only use, a secondary fuel source. Ms. LaBissoniere stated it is and the tank meets all MPCA requirements for containment monitoring, alarm system, and reporting information. Commissioner Daninger asked if equipment is in place that is capable of converting between natural gas and fuel oil, and how often the secondary tank would be refilled. Ms. LaBissoniere stated the school is currently under construction and she is unaware of how often the secondary tank would need to be refilled. Commissioner Greenwald commented on the growth in the area and inquired regarding the potential for an addition to the school. Ms. LaBissoniere stated the mechanical equipment does have the ability for additional capacity. She stated this tank holds 10,000 gallons and the school building is 132,500 square feet. Mr. Johnson displayed a site plan which identified the location of the school, secondary tank site, play fields, and points of access. There was no public input. Motion by Daninger, seconded by Falk, to close the public hearing at 7:13 p.m. Motion carried on a 6-ayes, O-nays, I-absent (Kirchoff) vote. Commissioner Falk stated he understands the reasoning behind the need for the storage tank, noting the request is straight forward. Motion by Falk, seconded by Daninger, to recommend to the City Council approval of Resolution No. ---.:' approving the Special Use Permit request for Anoka-Hennepin Independent School District #11 to install one (1), 10,000 gallon underground double wall fuel oil storage tank on the property located at I69XX Verdin Street NW, legally described as the southeast quarter of the northeast quarter of Section 9, To,^,uship 32, Range 24, Anoka County, Minnesota, subject to the following conditions: '. , ./ 1. The applicant obtain all required permits necessary for the installation of the fuel oil tank and piping connections to boilers and other fuel burning apparatus. 2. The proposed installation work shall comply with all applicable federal and State and local fire and building codes regulating the storage of fuel. 3. The Special Use Permit shall be subject to a sunset clause as defined in Ordinance No.8, Section 5.03(D). Motion carried on a 6-ayes, O-nays, I-absent (Kirchoff) vote. Chair Squires stated that this item would be considered at the March 6, 2001 City Council meeting. OTHER BUSINESS. Mr. Johnson updated the Commission relative to Council actions on planning items. Mr. Johnson advised that he has taken an out-of-state job and a new City Planner has been hired who will start on February 26, 2001. The Planning Commission offered their thanks and congratulations to Mr. Jolmson.
