Present: Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie Trude and Voting resident members Joyce Twistol and Robert Nowak None Executive Director, Jim Dickinson Community Development Director, Will Neumeister City Engineer, Dave Berkowitz Others Absent: Also present: APPROVAL OF MINUTES August 21, 2007: Correct as written. MOTION by Jacobson, Seconded by Trude, approval of the Minutes as written. Motion carried unanimously. DISCUSS BUNKER LAKE BOULEVARD MEDIANS Mr. Neumeister explained the bid from Mickman Brothers regarding the medians on Bunker Lake Boulevard between Crosstown Boulevard and Martin Street that need to be weeded. The bid includes the removal of mulch and perennials out of the bed, installing a new irrigation line down the center of the median and prepping the median for the experimental poly pavement. Mr. Berkowitz explained poly pavement and the maintenance cost. Mr. Neumeister stated the businesses do not wantto help with the cost of the project. Commissioner Jacobson suggested using colored, stamped concrete with a few break out areas for planting. Commission Orttel suggested using crown vetch. President Gamache would like an estimate on the concrete and a picture of crown vetch brought to the next meeting. Mr. Nowak stated using stamped concrete with operungs for green plants that look good all year long and are easy to maintain. Mr. Neumeister stated there would be a proposal brought to the next meeting. UPDATE ON ECONOMIC DEVELOPMENT ACTIVITIES Mr. Neumeister gave updates on the following: Rudnicki's Retail Building- Mr. Rudnicki is still looking at expanding the retail center. Funeral Home-The building has begun. Roof trusses are in place. MVP Baseball (John Larkin)-Mr. Larkin would like to close on September 26, 2007. Dynamic Sealing Technologies-The soil correction to be completed September 5,2007. Closing is scheduled for September 5, 2007 at I :30 p.m. DISCUSS ALTERNATIVE USE OF LOT 1, BLOCK 2, ANDOVER STATION NORTH Mr. Neumeister stated Marshall Manufacturing is looking for a site that is five to ten acres in size to build two buildings for light industrial. Each building size would be 60,000 to 100,000 square foot. They have two divisions and would need the entire site to move their current operations, which has 65 employees. There is a machining plant and a die casting plant. They are an approved medical vendor. Commissioner Jacobson stated no outside storage would be allowed. Mr. Neumeister stated that has been made clear to them. Mr. Dickinson stated they would have to meet the design standards. All new manufacturing buildings have to be self-contained. EDA would entertain a light industrial proposal for the site. Motion by Jacobson, Seconded by Orttel, to adjourn. Motion carried unanimously. WWW.CI.ANDOVER.MN.US TO: EDA President and Board CC: Jim Dickinson, Executive Director Will Neumeister, Director of Community Developmen1tA- FROM: SUBJECT: Review Architectural Plans at Andover Station (Minnco Credit Union) DATE: October 2, 2007 INTRODUCTION The EDA is asked to review the attached architectural/site design of the proposed Minnco Credit Union that is to be built on the vacant parcel ofland located east of the new Northgate Liquor store. o DISCUSSION The Andover Station Design Guidelines require the building to be reviewed by the Andover EDA to determine whether the design is in conformance to the qualities the EDA has established for this area. ARC staff met with the architect and discussed the materials that it will be built of and feel that it is in conformance with the Andover Station Design Guidelines. The site design needs only minor modifications to be considered acceptable. Recommended changes primarily involve providing adequate turning radius and driveway widths for emergency vehicles. ACTION REOUESTED The EDA is asked to review the attachments and determine if it feels the building is generally in conformance with the Andover Station Design Guidelines. The Andover Review Committee will still require a full Commercial Site Plan Review. The Commons a landscaped area similar to a park or open space and may be public or privatel wned but must be accessible to the general public. No more than 5,000 square fee ay be met by a private community recreation facility structure such as a poo r clubhouse. SECTION 3 ARCHITECTURAL AND SITE REVIEW 3.01 Review The EDA shall review all construction, additions and exterior modifications for conceptual adherence to the provisions of this document. The ARC shall approve the final design and plans of all site, architectural, tree protection, landscape, luminary, sign, utility, and grading, drainage and erosion control plan, under the stipulations set forth in this document and the ordinances and policies of the City of Andover, 3.02 Approval Upon approval by the ARC of any plans and specifications and other submissions submitted hereafter, a copy of such plans and specifications, as approved, shall be deposited for permanent record with the City of Andover, and a copy of such plans and specifications bearing such approval, in writing, shall be returned to the applicant who submitted the same, A) ApDroval Whenever approval of ARC is required, the ARC shall take action within thirty (30) days after receipt of the request and all plans, specifications or other documents required to be submitted for approval. If not approved, specified written objections shall be mailed or delivered to the applicant within thirty (30) days. B) Construction Without Approval If the exterior of any structure is altered, erected, placed or maintained upon any lot without the approval of the ARC, such action is in violation of this Section 3 and, upon v\iritten notice from an Owner or the ARC, any structures altered, erected, placed or maintained upon any Lot in violation hereof shall be removed by the Owner or re-altered so as to extinguish such violation. The Owner of the Lot upon which such violations exists shall have fifteen (15) days after the notice of such violation to take reasonable steps toward the removal or termination of the same. If such Owner fails to take reasonable steps to eliminate the violation, the City of Andover, in addition to any right available at law or in equity, including injunctive relief shall have the right to enter upon such Lot and remove or terminate the violation. The Owner shall be assessed a violation assessment equal to the cost of correcting the violation plus ten percent (10%) of such host as an overhead charge. 3.@3 Disapproval Plans and specifications submitted pursuant to Section 3 shall be disapproved if they fail to include any and all information requested. by the ARC. The ARC may also disapprove such plans and specifications if any of the follo,^,ing are objectionable: A) The exterior design, appearance, or materials of any proposed structure. B) The location of any proposed structure upon any Lot..or parcel or with reference to other lots in the vicinity. C) The grading plan of any Lot or parcel. D) The color scheme, fmish, proportions, style or architecture, height, bulk, or appropriateness of any structure. E) Nwnber of and size of parking spaces, vehicular circulation patterns or design or location of parking areas proposed for any lot or parcel. F) The landscaping and/or signing and lighting plan for any Lot or parcel. G) Violation of Andover City Ordinances. Andover Station Design Standards December 18, 2001 - 29- " (; o o '. '. The EDA shall also have the right to disapprove any plans and specifications which, in the reasonable judgment of the EDA, would render the proposed structure or use inharmonious with the general plan of improvement of the property or with structures located upon the Lots, parcels or other properties in the vicinity. In any case .where the EDA disapproves any plans and specifications or other submissions submitted pursuant to Section 3.03, such disapproval shall be accompanied by a statement stating with specificity the grounds upon which such action was based. 3.04 Restrictions on Construction and Alteration No structures may be erected, placed, moved onto, or permitted to remain on any Lot or parcel, nor shall any existing structure upon any Lot or parcel be altered in any way which materially changes the exterior appearance thereof, unless: A) The plans and specifications therefore meet, in form and content, the requirements of the City of Andover and any other local, state, federal, or other governmental agency of authority. B) Such plans and specifications have been submitted and approved to the ARC together with any other information or other submissions, which the ARC may require in its reasonable discretion. C) All submissions shall have been approved in wntmg by the ARC. Plans and specifications submitted pursuant to this section shall conform to the requirements of Commercial Site Plan application of the Pty of Andover and contain all information required by the ARC. 3.05 Development Guidelines The EDA may from time to time adopt guidelines for approval and disapproval of proposed improvements or alterations- and the maintenance of them; and, in the event such guidelines are adopted, shall make them available to all owners. SUBJECT: Review Sign Request from Walgreen's (Scrolling Message) DATE: October 2,2007 INTRODUCTION The EDA is asked to review the attached letter from Walgreen's Manager who is requesting a electronic scrolling message board to be added to the bottom of the existing sign located at the Southeast comer of Quinn Street and Bunker Lake Boulevard in front of their store. DISCUSSION The section of the Andover Station Design Guidelines related to signage is attached. The EDA is asked to allow the manager ofWalgreens to state his case as to why this should be allowed. ACTION REQUESTED The EDA is asked to make a decision related to whether the scrolling message sign will be allowed in Andover Station. Thank you Joe Gomez (/ o . Submittal Requirements and Design Review A lighting plan prepared by a qualified lighting consultant shall be submitted for design review. All lighting and their methods. of installation shall be reviewed and approved by the City. Each owner/tenant will be responsible for the design, fabrication, and installation of ligh~s on private property. 2.06 Signage The City of Andover recognizes there is need for signs advertising the identity of Owner and the business conducted on the Premises. It is further recognized that acceptable standards fqr such signs may change from time to time, In 9i"der to allow for such change, all requests for signs to be located on any part or parcel of the Property shall be submitted to the City of Andover for approval, The ARC shall review all signs for approval. The follovving criteria shall be used to evaluate sign appropriateness: A) Advertising signs, advertising businesses or products other than those sold, manufactured or warehoused on the part or parcel of the Property on which the sign is located shall be prohibited. ~ B) Use of any flashing, pulsating or rotating light or lights shall be prohibited. ~- C) Rooftop signs shall be prohibited. o D) Signs shall be stationary and lighted by surface mounted fIxtures located on the sign or the adjacent facade. Self-illuminating signs may be used only upon approval of the ARC. The ARC shall deteimine appropriateness based upon size, scale, colors, materials; and compatibility with neighboring signs and structures within the property. E) P1?-stic, plexi-glass, clear plex or similar material signs and awnings are prohibited unless used in conjunction with other decorative materials. F) Signs may be painted, prefinished or utilize expesed metal. Any exposed metal shall be stainless steel, titanium, bronze, or other similar. non-corrosive materials. G) Consistency in signage shall relate to color, size, materials and heights. H) All signs must meet the requirements of the City of Andover, including receipt of permits prior to erection. Sign Construction Attractive and long-lasting signage shall be encouraged through the following provisions: Andover Station Design Standards December 18, 2001 - 19 - o :> All Signs shall be made of materi81s compatible with exterior building colors, materials and finishes and be of high quality fabrication. The scale and proportion of graphics shall be compatible with buildings' architectural character. :> Signs are to be free of all labels and fabricator's advertising, except for those required by code. :> All electrical signs and their installation must comply with all local building and electrical codes, :> All electrical service to sign lights shall be fully concealed. No sign shall have exposed wiring, raceways, ballasts, conduit or transformers. ~ All exterior, mounted letters exposed to the weather shall be mounted at least three-quarters of an inch (3/4") from the building wall to permit proper dirt and water drainage. All bolts, fastenings and chips shall be of stainless steel, aluminum., brass, bronze or other non-corrosive materials. No black iron materials of any type will be permitted. :> Owners/Occupant shall be fully responsible for the operations of their SIgn contractor. o :> All sign illumination systems shall minimize the energy needed by utilizing contemporary energy saving techniques and materials. :> Sign materials shall be limited to metal, wood, concrete, glass and acrylic materials with UV inhibitors. All materials shall be of high quality, durability and require low maintenance. :> Wall-mounted signs must be constructed of cut-channel letters. :> Wall-mounted signs may not project more than eight (8) inches from face of structure to which the sign is attached. :> Freestanding monument signs shall be integrated with landscaping or an architectural feature such as a wall or fence to minimize visual mass. :> Signs shall not be more than five (5) feet in height. o Andover Station Design Standards December 18, 2001 - 20- '. o . Sign Lettering v Typography and graphics shall be constructed of durable materials capable of being permanently maintained, such as metal lettering, framed panels or engraved masonry. Any advertisement text, symbols or other indications displayed on the sign face shall be limited to not more than five (5) words, letters, numbers, figures, symbols or other indications used as a substitute for words. Lettering on Gateway and Project Identity signs shall not exceed a height of 24 inches, while lettering on tenant signs is limited to a height of twelve (12) inches, . . Tower Signage Tower locations are shown in the Site Plan, while tower height and width limitations are shown in the section on Building Height. Towers may have face and projecting signs, but signs for individual tenants are not permitted. Face signs may not be mounted higher than sixty-five (65) feet above grade. Any tower signage exceeding 35 feet in height shall comply with zoning ordinance requirements. . Gateway Signage for Project Identity and Tenants o Project gateways, shown in the Site Plan, are the four most commonly used vehicular entries into the Andover Station. Gateways are marked by wall or trellis treatments on one or both sides of the street. . Building Sign age These signs identify buildings and individual building tenants while respecting the character and human_sc.ale of buildings in Andover Station. Signs shall not obscure architectural elements such as pilasters, cornice lines, capping or the edge of openings. Building signs serve several purposes and may take several formats. . Building Sign Purposes ~ Signs for building identification announce the. building, either with a street address name (for example, 100 Andover Station Drive) or a building name (for example, The Birch Building). Building identification signs are usually placed at the top of the building or over major entrances. ~ Signs for individual ground-level tenants. o Andover Station Design Standards December 18, 2001 - 21 - " '. Q >- Signs for shared-entry tenants address conditions in which multiple tenants share a building entry and an exterior identity, or when upper-story tenants share a ground-level entry, >- Additional minor, pedestrian-oriented signage for individual tenants. . Building Sign Formats >-- Building Face Signage lies against the plane of the building and is integrated into building details along cornices, base treatments, entrances or centered within building recesses. >- Projecting or hanging signs are panels perpendicular to and projecting from a fa~ade to identify a business tenant. Projecting signs shall be at least eight (8) feet above pedestrian paths and thirteen (13) feet above streets that are used by trucks or emergency vehicles. >- Pedestrian-oriented signs. The~e smaller signs for individual building tenants may be flush with the building face, project at right angles or be painted on awnings and shall not obstruct architectural features. . Monument Signage o Monument-style signs shall be limited to communicating the general locations and direction of amenities or facilities, such as tenant location maps and directions to parking lots, exits and delivery and loading areas. Monument signs shall not exceed six (6) feet in height. Signs may be posted on all sides of monuments but shall not exceed two (2) square feet in display area per sign. Monument signs should have limestone or brick bases, complemented with-J.imestone, dark greenlTIetal or wood trim. Signage lighting should be discreet, directed only at the sign rather than causing glare. . Other Signage >- Public Traffic Safety Signs The City and other public agencies charged with the responsibility of traffic safety may place public traffic and other signs throughout the plan area >- Temporary Signs and Banners Temporary signs intended for seasonal events, holidays or special events may be attached to light standards within the street or project from building faces, subject to approval of sign permits. ""d BoanI ~ Jim Dickinson, Executive Direc TO: CC: FROM: Will Neumeister, Director of Commum Development~ SUBJECT: Discuss Letter of Intent (Louis Rudnicki) DATE: October 2, 2007 INTRODUCTION A new "Letter of Intent" has been received from Louis Rudnicki for the lot located south of the new retail center that he developed within the last two years. DISCUSSION Staffhas been working with Mr. Rudnicki and several other people to see if there is any interest in expanding the existing shopping center. There appears to be some interest and someone needs to be the lead developer. Mr. Rudnicki has stepped forward as that individual. Staff has reviewed the letter of intent and feels that the price he is offering is too low. Staffhas been indicating that the land should be sold for approximately $9 per square foot. The price Mr. Rudnicki is offering calculates out to approximately $5 per square foot. ACTION REQUESTED Staff requests theEDA to review the newest letter of intent from Mr. Rudnicki and determine if there is interest in selling the land to him at the price he is proposing: If so, please authorize the City Attorney to prepare a purchase agreement. EDA directed staff to develop a cost estimate on installing colored concrete in the median with small openings for plantings. See attached cost estimate from a concrete contractor to do stamped colored concrete work, however it does not include the cost to make changes to the irrigation lines. Also, note that every couple of years the contractor recommends the concrete be sealed at a price of $1 per square foot. Which will require lane closures, and those costs would be about $600- $1,000. There are approximately 22,700 square feet of area to seal Based on the high cost of concrete and sealing costs, staff started to brainstorm what other alternatives may exist. The other idea that came up was actually suggested by Board Member Orttel. That idea to plant a ground cover like "Crown Vetch" was investigated and it seemed like it might be a possibility until we checked with the MnDNR Ecologist, and she indicated that it would take over the area, including the surrounding ditches and property. See attached information sheet and email, she has recommended native grasses, such as little bluestem, june grass or broom grass, and even plain old sod. These would require regular maintenance and that could still be a costly item for the business owners to pay for. DISCUSSION Again, the "Crown Vetch" ground cover seemed to be an alternative that should be considered, but the plants are considered very invasive. For years MnDOT used the plant material along Minnesota Highways. DNR indicates the plant is considered invasive and should be avoided, as we it will spread uncontrolled to surrounding property. Staff contacted Mickman Brothers to obtain an estimate of what the cost would be to remove the existing wood chips, weeds, perennials that still remain and prep the area for a spring planting of native grass seed, See attached cost estimate. That would get the area looking clean and ready for an April 2008 seeding. Spring is the recommended planting time for Crown Vetch, however the fall of this year would work for the other native grasses. Staff recommends that the native grass seeding alternative be discussed as the cost of this approach is much less than the concrete alternative. We think plain concrete may be less cost and not need to be regularly sealed so that should be discussed also. However, if the seeding doesn't work, then the EDA will be back to discuss this once again in a year or two. The choice is yours to discuss, there are no easy answers only intelligent choices ACTION REOUESTED The EDA is asked to receive the information and discuss which option is desired. Crown vetch does spread easily. It will spread down the ditch and road area quite extensively. Crown vetch will also spread easily into open areas around the roadway. The following is the update on activities: Rudnick's Retail Building - The staff met with Rudnicki and a broker who would like to consider expanding the retail center. The possibilities look very positive towards building out the center as originally envisioned with another 20,000 square feet of space added onto the existing center. Bruggeman Homes - Two of the townhomes were recently sold and nothing else has been happening. Funeral Home - They are in working to get the structure built and be in it by January. Office/Day Care Site -Seeking day care operators out. One has shown some interest. MVP Baseball (John Larkin)- They are working on thermal architectural and site plans. John Larkin would like to close on October 10,2007. We have agreed to a two-week extension to allow him to finish getting his financing. If they do not close by that date we will need to discuss with the EDA whether there is a desire to keep working with Mr. Larkin on time extensions as this is now going on three months of additional time to get it closed. We originally were to close on August 1 st . Light Industrial Building (Dynamic Sealing Technologies) - They closed on the land purchase on September 5th. They want to have a full building permit by late fall for their new building. They're working on drawings. Office Development (Northstar Partners) - The listing agreement has been extended an additional six-months as approved by EDA in August. They are now marketing the site for both office and light industrial uses. Tasty Pizza (Darren Brenk & Associates) - The purchase agreement has not been modified by the Attorneys. The Brenk's are working on getting their group of owners put together before they are willing to enter into a purchase agreement.
