INTRODUCTION
This item is in regard to holding a public hearing for an Outdoor Recreation Grant Application
through the Minnesota Department of Natural Resources for the potential of new playground
equipment at Red Oaks West Park located in Section 34, Township 32, Range 24.
DISCUSSION
John Angell who is a student at St. Could State University is preparing the application as part of
a course that he is taking this semester. John will be at the meeting to present this item to the
Commission and the public.
The project scope will include a new multi-use playground structure for ages 2-5 and 5-12 to
replace the existing older outdated equipment, new swing set, spring rides, concrete sidewalks
around the perimeter of the equipment, wood chips for fall zones, new park sign and
landscaping, seeding, perennials, grading, tables, benches and trees. The project is
anticipated to start possibly in late fall of 2006 but mostly in the spring of 2007. The overall cost
of the project is anticipated at $50,000. The financing for the project will be 50% DNR funding
and the other 50% City funds (park dedication and the general fund/taxpayer source funds).
Once the project is complete, the Andover Public Works Department will maintain the park as
they normally do on all other City parks, which are paid for from the general funds which are
available from City taxes. Some of these maintenance costs include mowing, litter pickup,
inspecting playground equipment, etc. The annual cost to maintain the park is about $6,490
per year. Other costs associated on an annual basis include utility (electricity for a security
light), waste management, vehicle costs (such as trucks and mowers) and repair/replacement
costs. These costs total approximately $1,550 per year.
BUDGET IMPACT
As indicated previously in the memo, 50% will be DNR funding and the other 50% would be City
funds.
ACTION REQUIRED
It is recommended that a public hearing be held to consider the application for an Outdoor
Recreation Grant for Red Oaks West Park.

Notice of Public Hearing on Grant Application
Project 06-6

NOTICE IS HEREBY GIVEN that the Andover Park and Recreation Commission of the City
of Andover, Anoka County, Minnesota will meet at Andover City Hall, 1685 Crosstown
Boulevard NW, in the City of Andover on Thursday, March 16,2006 at 7:00 PM, to consider
the making of an Outdoor Recreation Grant Application through the Minnesota Department
of Natural Resources for the potential of new playground equipment at Red Oaks West
Park located at 14058 Raven Street Avenue NW which is located in Section 34, Township
32, Range 24.
All written and verbal comments will be received at that time and location.
The project scope will include construction of new playground equipment.
The implementation schedule would be as follows:
Selection by the MnDNR would be completed during the summer of 2006 and if selected,
the playground equipment would be installed in the spring of 2007.
The overall cost of the project will be approximately $50,000. The proposed financing is
50% City funds and 50% DNR funds. The City would propose not to assess to community
residents. Once the project is completed and accepted by the City of Andover, the Andover
Public Works Department would maintain the park as they normally do on all other City
parks, which are paid for from the general funds, which are funds available from City taxes.
According to the Community Development application guidelines, the City must supply a
foreign sign language interpreter if requested. If an interpreter is needed, please contact
Vicki Volk or Todd Haas at (763)755-5100 by Tuesday, March 14, 2006.

INTRODUCTION
This item is in regard to considering a market value appraisal for the commercial
property that has been formerly approved by the City for a lot split at 3480 Bunker Lake
Boulevard NW.
DISCUSSION
Attached is a certificate of survey for your review of Parcel B which is the new
commercial parcel that has been created. Parcel A has an existing building on the
property. To allow the owner to record the lot split at the Anoka County Recorders
Office, a $30,300 escrow for park dedication was collected by the City until the Park
Commission reviews the appraisal and recommends if it is acceptable or not.
Also attached for your review is City Code 11-3-7 D-2, which outlines the process that
must be followed in order to determine the proper amount for commercial property. The
City Administrator, who is well aware of the current market values in the Andover area,
has reviewed the appraisal and is recommending the Park Commission recommend the
market value that has been presented of $303,000 (see attached appraisal) to the City
Council.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider the proposed market
value of $303,000 to the City Council.

Dear Ms. Boehland:
We have received the Market Value Appraisal of the property that has been formerly
approved by the City for a lot split.
As you are aware, a park dedication fee is required to be paid to the City prior to the lot
split being recorded at Anoka County. Based on the appraisal, the park dedication fee
due would be $30,300, which is 10% of the market value of the land. In order for the City
to accept the appraised market value, City Code 11-3-7 D-2 (see attached) outlines the
process that must be followed in order to determine the proper amount.
Therefore in order for you to record the lot split, the $30,300 park dedication fee that is to
be paid will be placed as an escrow until the Park & Recreation Commission reviews the
appraisal and makes their recommendation to the City Council. The Park Commission
will be reviewing the appraisal at their next meeting, which is scheduled for Thursday,
March 16th at 7:00 p.m. The City Council will consider the recommendation of the Park
Commission at their meeting on Tuesday, March 21st at 7:00 p.m.

Step 3: "Total park dedication fee" will be determined by establishing
the ultimate number of residential lots being dedicated (if no park
land was dedicated) multiplied by the park dedication fee per unit.
Step 4: Divide the "total park dedication fee" by the required land to
be dedicated. This yields the "fee per acre".
Step 5: Multiply the "fee per acre" by the acres of park to be
dedicated. This yields the dollar value of credit for land being
dedicated.
Step 6: "Total fee" minus the dollar value of credit for land being
dedicated yields the dollar amount and/or balance due in park
dedication fee.
2. Market Value Of Lands: "Market value", for the purposes of
calculating the commerciallindustrial park dedication fee as required
by this title shall be determined as of the time of the final plat
approval without improvements in accordance with the following:
a. The park and recreation commission and owners or
developers may recommend to the city council the market value. The
city council, after reviewing the park and recreation commission's
recommendation, may agree with the owner or the developer as to
market value.
b. The owner or the developer may select from a list, one of
three (3) accredited appraisers that has been approved by the city to
establish the market value. The appraisal shall be at the expense of
the owner or the developer. Such appraisal shall be accepted by the
city council and the owner or developer as being an accurate
appraisal of "market value".
D. Density And Open Space Requirements: land area so conveyed or
dedicated for park, open space and playground purposes may not be
used by an owner or developer as an allowance for development as
set out in the city zoning ordinance. The land shall be in addition to,
(except for subsection E of this section), and not in lieu of, open
space requirements for planned unit developments pursuant to title
13, chapter 3 of this code.
E. Credit For Private Open Space: Where private open space for park
and recreation purposes is provided in a proposed development and
such space is to be privately owned and maintained by the owner of
that development, such areas may be used for credit at the

LAND VALUE BY MARKET APPROACH
The appraisers have cited three recent sales of land most similar and
proximate to the subject and have considered three of them in the direct sales
comparison analysis which follows. The description includes a percentage adjustment
reflecting market reaction to those items of significant variation between the
subj ect and the comparable land sales. If a significant. item in the comparable land
sale is superior to, or more favorable than, the subject site, a minus (-)
adjustment is made, thus reducing the value of the subject site. If a significant
item in the comparable land sale is inferior to, or less favorable than, the subject
site, a plus (+) adjustment is made, thus increasing the value of the subject site.
All sales have been personally viewed by the appraisers and detail sheets for
each are contained in the addendum. Copies of deeds or certificates of real estate
value each are contained in the appraisers' files. Comparable land sales one, two
and three are arrayed with the subject in a direct sales comparison analysis.
Appropriate adjustments are made to adjust for financing, time at a rate of

INTRODUCTION
This item is in regard to consider approval of the 2006 spring/summer softball/baseball
schedule.
DISCUSSION
Attached for your review is the proposed 2006 softball/baseball schedule. The City has
received applications for use of the fields from the following groups:
· Andover Athletic Association (AAA)
· Andover Baseball Association (ABA)
· Blaze Baseball
The schedule includes the Andover Fun Fest and the tournaments that have been
approved for the year.
Note: As mentioned to the Park Commission previously, Blaze Baseball program is a
team from Andover and plays traveling baseball at the U13 age level. The
program does not play through the Andover Baseball Association. However,
they do play sanctioned league baseball through the AABA and MBA
representing the City of Andover. Blaze Baseball is requesting a practice field
for two nights per week as well as a game field for one night per week.
Currently they are not shown on the schedule.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2006
softball/baseball schedule.

mentioned in my previous email, our boys all reside within the City of Andover and play
traveling baseball at the 13U age level. We do not play through the Andover Baseball
Association. However, we do play sanctioned league baseball through the AABC and
MBA representing the City of Andover. We are requesting a practice fIeld for two
nights per week as well as a game fIeld for one night per week.

INTRODUCTION
This is in regard to considering approving the 2006 spring/summer soccer/lacrosse
schedule.
DISCUSSION
Attached for your review is the proposed 2006 spring/summer soccer/lacrosse schedule
that identifies the fields that will be used by the associations. Attached are the
applications from the following groups: Andover Invaders Soccer Club, North Metro
Soccer Association and the Andover Area Lacrosse Association. As a reminder, North
Metro Soccer Association (NMSA) will be having a tournament June 16-18. NMSA will
use fields at the following locations:
. City Hall Complex #1 (Field 1)
· Sunshine Park Soccer Fields (Fields 2-4)
· All fields at Prairie Knoll Park
Also, the Andover Family Fun Fest is scheduled for July 7-8.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2006 spring/summer
soccer/lacrosse schedule.

completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to considering the tournament application for the Anoka Area
United Soccer Association for this upcoming 2006 soccer season.
DISCUSSION
Attached is the application from the Anoka Area United Soccer Association. The
association is requesting the use of four full size fields at Sunshine Park or a
combination of two full size fields at Sunshine Park and two full size fields at Prairie
Knoll Park. A representative from the association has indicated to City staff about 37%
of the association are youth from the City of Andover. This association as part of the
tournament could have as many as 60 teams participating in the tournament. The
tournament will also be using the school's fields along with the City of Anoka's fields. A
representative is anticipated to be at the meeting to answer any questions the
Commission may have. The tournament would be held May 12-14, 2006.
Note: The other associations (North Metro Soccer Association, Andover Invaders &
Andover Area Lacrosse Association) have not been notified regarding this
tournament. The decision to allow the tournament is the Park Commission's
responsibility to determine. If the tournament application is approved, the other
associations make adjustments for those three days depending on which fields
the Park Commission approves for use.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider approving the attached
tournament application for the upcoming 2006 soccer season.

submitted with the application, Including the penarty fee, Late applloations must be approved by the Park and Recreation
Commission at least two weeks prior to the date of thl!l tournament. The sequencing of soheduling wilf be conSidered with City
Youth Associations having fif'llt prIorIty.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City properly by renter will be deducted from deposit fee. The
$500.00 (or the $250.00), less any money for damages, will be returned after Inspection by the Public Works Parks Supervisor.
· If the tollrnament organization .Is requesUng a Non-Intoxicating Liquor LIcense. it will be necessary to request Attachment A,
The City Counoil has adopted the follOWing refund policy:
'Fees for tournaments shall be paid no later than eight weeks prior to the tournament elate. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the faclJltlas after a toumament has been cancelled, the new sponsor must pay the
full amount and the original spon$Or will be refUnded the total minull any administrative costs incurred by the City."

INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for
the proposed sketch plan.
DISCUSSION
A copy of the sketch plan is in the side pocket of the packet for review. Attached is a
park map identifying the current locations of existing parks in the general area. The
entire area being proposed is an urban development with municipal sanitary sewer and
water. A total of 75 lots are being proposed for all that is left in urban between the DNR
wetland and Hanson Boulevard NW. The area to the north of the proposed urban area is
not in the future sanitary sewer area and most likely will remain as a rural area (2.5 acre
lots). The two parks in the general area are Country Oaks Park which is located to the
east of the property being considered and Oakview Park which is located on the south
side of 161 s Avenue NW (CSAH 20). Both of these parks are difficult to get to by walking
or biking as you would have to cross 161st Avenue NW (County road) to get to Oakview
Park or ride the shoulder on the north side of 161 sl Avenue NW to gain access to Country
Oaks Park as there is currently no trail along this section. As a reminder, the
Commission should review the Park Comprehensive Plan which is available in your
Commission Information packet when determining if a park should be located and the
size of the park.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan
and give direction as to park dedication requirements to the City Council.

INTRODUCTION
This item is in regard to reviewing the draft plan and any comments the Commission
may have regarding the proposed improvements for Andover Station North Ball Fields,
Project 05.15.
DISCUSSION
A copy of the draft plan is in your side pocket of the packet. If any of the Commission
members would like to go over the plan with staff, feel free to contact Todd to set up a
time to meet. Otherwise, bring your comments to the meeting.
Note: All City departments have copies of the plan and their comments are due by
Friday, March 17th. The Andover Baseball Association also has a copy of the
plan for review and comment.
ACTION REQUIRED
The Park & Recreation Commission is requested to review. the draft plan and consider
recommending approval of the plan to the City Council.

INTRODUCTION
This item is in regard to considering quotes for fencing and concrete mow strips for the
ball field at Northwoods East Park and for fencing at Prairie Knoll Park for the sliding
hill.
DISCUSSION
As you recall, last September's storm that hit Andover caused a lot of tree damage
along the south property line of Northwoods East Park which created an unwanted clear
view of the park for the property owner on the south side of the park. If you haven't
been to the park before the old ball field backstop fence was located adjacent to this
property owner. Due to trees that were knocked down from the storm, it was suggested
by the Public Works Parks Department that the field should be relocated to the
northwest comer of the park to get further away from the property owner. Also, just so
you know, the old backstop fence was outdated which prompted installing a new fence
that meets guideline requirements from the Minnesota League of MN Cities. The
quotes received are as follows:

Note: Alternate #1 is a quote for an outfield fence at Northwoods East Park. Just so
the Commission is aware, an outfield fence is not necessary as there was no
fence there previously. Alternate #2 is a quote for fencing for the existing sliding
hill at Prairie Knoll Park to eliminate users sliding onto the free skating rink and
also eliminate users hitting the light pole that exists between the hill and the free
skating rink.

BUDGET IMPACT
The fencing is not currently budgeted in the CIP or in the Public Works Parks
Department maintenance budget. If the Commission is interested in installing the
backstop and sideline fencing, the improvements cold utilize the $25,000 miscellaneous
find that is budgeted in the CIP every year to take of projects such as this.
Note: So the Commission is aware, the infield and ag-Iime have already been relocated
as of last fall. City staff has already indicated to the Andover Baseball
Association that the ball field will not be ready until May 30th.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider the quotes received for
fencing at Northwoods East Park and Prairie Knoll Park.
Note: If the Commission does not approve the fencing improvements at Northwoods
East Park, the associations will not be able to use this field as a practice or game
field. As far as Prairie Knoll Park, the fence for the sliding hill is highly
recommended to be installed as a safety issue.

SUBJECT: Update- Advertising Signs on Outfield Walls

INTRODUCTION
The Ball Field Advertising Task Force has met twice, and reached a consensus on a number of
issues. The decisions that have been made will be used to formulate an official policy for
advertising on outfield walls in City parks. When the policy has been agreed upon by the task
force, it will be brought to the Park Commission for consideration then forwarded to the City
Council for approval.
DISCUSSION
The task force has reached a decision on the following issues:
Administration of the program- The program will be administered through a joint effort by
the Andover Athletic Association, Andover Baseball Association, and Andover Football
Association. These groups will sign a lease agreement with the City for the use of the park
facilities for advertising purposes.
Cost- Banners will cost $300 per year. A $25 price cut will be given for each sign beyond
the first, with a minimum price of $200 per sign and a maximum of 5 signs per advertiser per
field.
Use of the proceeds- The money will be used for improvements to the parks where it is
generated. The 3 organizations that will administer the program will decide how the money
is allocated.
Length of contracts- A minimum contract of at least 2 years will be required for advertisers.
Sign size- A uniform size of 4x8 will be used. Signs will be vinyl banners attached to
outfield walls.
Color scheme- Signs will feature a uniform border of black and gold. There will not be a
uniform color scheme for the advertising space, though use of white will be limited.
Content- Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses will
be prohibited.
Locations- Advertising space will be sold at the Eveland fields, Sunshine Park, and the
Andover Station North ball fields.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Item is on the agenda
regarding the review of the plan.
o Country Oaks West Park - The playground equipment has been installed along with the sidewalks
and the basketball court has been paved. The irrigation will now be installed next spring. Some
trees have been planted by the developer and the City. The park is coming along nicely. To date,
the City has been invoiced about $56,000 by the developer for the playground equipment,
sidewalk/borders, basketball court and landscaping. The City has reimbursed the developer 90% of
this.
o Woodland Estates Park - Playground equipment has been ordered. The equipment will be
installed by Public Works early this spring once the frost is out of the ground.
o Oakview Park - Playground equipment has been ordered. The equipment will be installed by
Public Works early this spring once the frost is out of the ground.
o Update of Park Dedication Improvement Fund Quarterlv Report - Next quarterly report is due in
April.
o Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next quarterly
report is due in April.

· Concerts in the Park - Commissioner Albee is currently doing more research on this. This will be
discussed with the Commission at a later date.
TASK FORCE UPDATES
Skateboard Task Force - Blackstad/Neumann. The Task Force should meet within the next month
to determine the next step in establishing a permanent skate park. There is still potential in building
a skate park somewhere around City Hall/Public Works. Note: We will discuss the possibility with
Constance Free Church of having the equipment placed in the parking lot once again.
