INTRODUCTION
This item is in regard to the proposed building design at Andover Station North Park.
DISCUSSION
As you already know, the City Council has authorized the City Engineer to solicit bids for
construction of the new baseball fields (fencing, irrigation, parking lots, trails, etc.) but the
project this go around does not include construction of a building. The Andover Baseball
Association (ABA) is aware that the building is not part of the 2006 CIP. So, with this in
mind, the ABA is willing to begin constructing the building yet this year with the $70,000
that was donated to the City over the past two years. The City Council will consider this
at their next regular meeting of May 2, 2006,
The proposed building will look like the Sunshine Park building. The only difference is
that there will be a garage to store a cushman. Joe Deitz, President of ABA will be at the
meeting with a colored drawing of the building and answer any questions the Park
Commission may have,
ACTION REQUIRED
The Park & Recreation Commission is requested to recommend approval of the building
to the Economic Development Authority (EDA) and recommend to the City Council to
authorize the $70,000 that was donated by ABA to fund the new building.

INTRODUCTION
The Park and Recreation Commission recommended the creation of a task force to create a
policy for the placement of advertising signs on the outfield walls of baseball fields in City
Parks. A policy has been created and is being presented for consideration.
DISCUSSION
The task force, comprised of two members of the Park and Recreations Commission, the
presidents of the Andover baseball, football, and athletic associations, and the mayor, considered
a wide range of information while creating the policy. The main issues that needed to be decided
upon were; who was going to be in charge of the administration of the program, how much
would be charged for. signs, how the proceeds would be used, the length of contracts for signs,
what size the signs should be, whether there should be a uniform color scheme, how sign content
would be regulated, an which parks the signs would be allowed at. The decisions that were
reached are as follows:
Issue #1: Who will administer the program?
One of the key decisions that needed to be made was who would be responsible for the
administration of an advertising program, as this decision would have an impact on other parts of
the policy. Initial discussion leaned towards having City staff administer the program,
However, after it was determined that any money raised through a program administered by City
staff would go to the City's general fund, it was decided that the program would be administered
though a joint effort by the baseball, football, and athletic associations, The associations will
sign a lease agreement with the City for the use of the park facilities for advertising/fund raising.
This will allow the funds to be directed to specific park improvements wanted by the
associations. The associations will have to come to an agreement on the details of the
administration of the program: who does what will be up to them, not the City.
Issue #2: How much will be charged for signs?
Since the program will be administered by the athletic associations and not the City, they will
have the final say on how much will be charged. However, the task force did come up with a
pricing system that will likely be used. Signs will be $300 each, with a $25 discount per sign for
each sign beyond the first. The minimum price would be $200 per sign. (Example: One sign
would cost $300. For two signs, the cost would be $275 each, for a total of $550. Three signs
would be $250 each for a total of$750, and so on.)
Issue #3: How will the proceeds be used?
Proceeds from advertising signs will be used for park improvements. Because the atWetic
associations will administer the program, they will be able to guide the money towards specific
park improvements that they're looking for, All of the money will need to go towards park
improvements, minus any administrative costs and the cost of the lease agreement with the City,
Issue #4: How IODl! will sign contracts be?
This is another issue that will ultimately be up to the atWetic associations. The task force felt
that contracts should be at least 2 years. It is possible that contracts could be negotiated
individually with each advertiser. The lease agreement between the City and the associations
will be at least 2 years.
Issue #5: Will there be a uniform size for the signs?
It was decided that for the sake of uniformity, all signs would be 4 feet high and 8 feet long,
Advertisers can have up to 5 contiguous signs.
Issue #6: Will there be a uniform color scheme?
The task force did not want to require a uniform 2-color scheme. However, it was decided that
all signs will have black and gold borders on the top and bottom. Signs in center field will be
required to be colored in such a way so as to avoid visual interference with the ball. Sign design
will be kept simple: a logo/picture and the business name, but not a lot of additional writing like
phone numbers or addresses,
Issue #7: Will sign content be regulated?
The task force agreed that it was appropriate to prohibit signs relating to politics, alcohol,
tobacco, gambling, and adult oriented uses. The City will review and approve all signs before
installation.
Issue #8: Where will the signs be allowed?
The task force agreed that the most appropriate location for the signs would be Sunshine Park,
the high school and Eveland fields, and the future ball fields at Andover Station North. A
conditional use permit will be required for each park before any sign is installed, as per City
Code. Since the City owns the park property, the City will need to apply for the conditional use
permits.
Draft Lease Agreement
A draft of a lease agreement has been attached to demonstrate how/where other areas of concern
are addressed. A lease agreement will not be signed until the associations have reached an
agreement on how the program is to be administered. If the Park and Recreation Commission
feels that certain items from the lease agreement should be addressed in the Policy instead, or
vice versa, those changes can be made,
Additional Park Coordinator Comments
City staff has recently been approached by the Andover Football Association (AF A) about the
possibility of installing scoreboards with advertising sings on them at Prairie Knoll Park.
Currently, the City Code only allows for advertising signs to be placed on the outfield walls of
baseball and softball fields in City parks. In order to allow advertising signs to be placed on
scoreboards, the City Code would need to be .amended. If the Park and Recreation Commission
is supportive of this idea, it will be presented to the City Council along with the ball field
advertising policy, to get their input. If the City Council is agreeable to the idea, a code
amendment will be brought to the Planning Commission for a public hearing and then forwarded
to the City Council for final consideration. The AF A would like to have the scoreboards in place
by the start of their season in August.

City of Andover Park Advertising Policy
It is the policy of the City of Andover not to allow advertising in City parks except as
follows:
1. Advertising signs shall only be allowed on the outfield fences of baseball and
softball fields at Sunshine Park, Eveland/Andover High School Fields, and
Andover Station North.
2. Prior to the sale or installation of any signage, a Conditional Use Permit is
required for each park where signs are to be installed.
3. Only the City or a party or parties who have a valid lease agreement with the City
shall place signs in the approved parks.
4. Signs shall be a uniform size of 4' high by 8' wide,
5. The signs shall be designed so as not to inhibit the ability of players to see the ball
in play.
6. Signs shall not be placed prior to April I sl and shall be removed by November I sl
each year,
7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are
prohibited, as are signs containing offensive or obscene language.
8. The content of all signs shall be subject to approval by the City of Andover before
installation.
9. Signs shall be installed and removed by the City of Andover. Off-season storage
of signs shall be the responsibility of the lessees.
10. Proceeds from the program shall be used to improve local park facilities utilized
by local sporting associations.

2. The City shall receive 10% of the proceeds from each advertising sign per year.
Full payment shall be made by October 1 st of each year.
3. All signs shall confonn to the City of Andover Park Advertising Policy.
4. All signs shall be maintained during the season and stored during the off-season
by the lessees.
5. Any damage to the park property caused by the sign program shall be paid for by
the lessees.
6. Sponsorship, promotion, and administration of the advertising sign program shall
be the sole responsibility of the lessees.
7. The lease agreement shall expire on December 31, 2007, and is renewable upon
agreement by both parties for two-year periods.

Control console electronics are housed in a rugged aluminum case. Console has 32-character
liquid crystal prompting display to verify entries and recall infonnation currently displayed. Case and

OPT'ONAL: RC-100 CONTROL CONSOLE:
The RC-100 is a wireless handheld device housed in an ABS plastic case. Console has a 97x32 liquid
crystal display to verify entries and recall infonnation currently displayed. Case and sealed membrane
keyboard make the console face water-resistant. Console is capable of controlling other sports through
the use of keyboard inserts. The handheld operates using a 900 MHz radio with internal antenna and
comes with a rechargeable Ni-MH (Nickel Metal Hydride) 1500 mAh battery which provides 8-10 hours
of operation. Console has a range of 500 ft. with 15 selectable channels. The controller kit includes a
protective callYing case with a belt clip, wrist and neck strap. It also has an external power supply for
charging and/or 120 VAC operation.
CONTROL CABLE:
One-pair shielded cable of 22 AWG minimum is required if console is powered by standard
120 V AC outlet. Two-pair shielded cable of 22 AWG minimum is required if console is powered
by scoreboard.
JUNCTION BOX:
A cover plate with mounted connector and standard 2" x 2" x 4" (51 mm, 51 mm, 102 mm) outlet
box is provided. Connector mates with connector from control console.
SERVICE ACCESS:
Digit panels and electronics are serviced from the front of the scoreboard.
GENERAL INFORMATION:
Scoreboard provides timing and scoring capability for two teams. 100% solid state electronic
housed in an all aluminum cabinet. This scoreboard is shipped in one section and includes
hardware to mount it on two poles. Hardware for additional poles is available at additional cost.
Heavy-duty 6 amp solid-state switching device is located on the driver to reduce display failure rate.

INTRODUCTION
This item is in regard to Prairie Knoll Park and playground equipment that has been
identified in the 2006 CIP.
DISCUSSION
Recently Jeremy Johnson, Parks Department, and I visited the park to determine a
possible location for the playground equipment for ages 2-5 year olds. Unfortunately, we
were not able to find a good spot to locate the equipment. The existing playground
equipment cannot be enlarged due to the existing sliding hill on the north side, the
existing building/basketball court on the east side, existing parking lot on the south side
and the soccer/football field on the west side. We have also evaluated the area on the
north end of the park near the shelter but due to the existing wetlands, soccer field,
parking lot and Northern Natural Gas line, it makes it too difficult to put the equipment
here also. We would encourage the Park Commission to visit the site for yourself.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider not putting in the
playground equipment at Prairie Knoll Park,

SUBJECT: 9, Discuss Status of Timber Rivers Park Dock

INTRODUCTION
This item is in regard to the status of the Timber Rivers Park dock.
DISCUSSION
Just a little history about the dock for the new members of the Park Commission. The
dock was installed on the Rum River in the mid 1990's as part of the development of
Timber River Estates. During the first few years, the dock became a maintenance issue
for the Public Works Department due to the installation in the spring and removal during
the fall. In addition, the dock took a lot of abuse during high flow of the river and in a
couple cases it came off the pole as the poles were not long enough (the dock was a
floating dock). When the river was really low, the dock sat in mud. The dock has been
stored behind Public Works for the last few years and they would like to sell it as it is
taking up a lot of space. The City of Ham Lake has shown some interest in the dock and
would be willing to exchange for this dock and in return the City of Andover would get a
roll in dock that could be put in at Crooked Lake Boat Landing access, which is located at
the north end of the lake. Note: The Minnesota DNR has indicated to us that they will
provide a dock at the access once the parking lot is reconstructed which mostly will not
be done until 2007 or 2008 at the latest.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider recommending to the City
Council whether to sell the dock or exchange the dock for another dock with the City of
Ham Lake.

The meeting is anticipated to be an informal round table discussion. The workshop will
not be televised, If one of the days is selected it may be of interest to begin reviewing the
2006-2010 Park CIP to review projects that were identified in 2007-2010, This
information can be found in your information packet.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Item is on the agenda regarding
the review of the building design. The plans are ready for the ball field. The bid opening is scheduled
for Friday, May 12th.
o Country Oaks West Park - The playground equipment has been installed along with the sidewalks and
the basketball court has been paved. The irrigation will begin within the next week or so. Some trees
have been planted by the developer and the City. The park is coming along nicely. To date, the City
has been invoiced about $56,000 by the developer for the playground equipment, sidewalk/borders,
basketball court and landscaping. The City has reimbursed the developer 90% of this.
o Woodland Estates Park - The site has been graded and playground equipment is being installed this
week.
o Oakview Park - Playground equipment has been delivered to Public Works. The site will need some
grading but won't be done until road restrictions are off, within the next week or so, Clearing of the
trees has started.
o Update of Park Dedication Improvement Fund Quarterlv Report - Item is on the agenda.
o Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next quarterly
report will be on the agenda in May.
o Kelsev Round Lake Park - The prairie restoration is underway. The area where prairie restoration is
going to be placed was burned last week and went very well.
o Prairie Knoll Park - The bleachers that have been purchased are currently being constructed at the
park and they should be completed by the end of the week.
ON HOLD
· Concerts in the Park - Commissioner Albee is currently doing more research on this. This will be
discussed with the Commission at a later date.
TASK FORCE UPDATES
Skateboard Task Force - Blackstad/Neumann. The Task Force should meet within the next week or
so to determine the next step in establishing a permanent skate park so that this improvement can be
considered in the CIP. There is still potential in building a skate park somewhere around City
Hall/Public Works. Note: Constance Free Church has indicated that they would allow the skate park
equipment to be placed in the parking lot for the upcoming summer. The lease agreement has been
forwarded to the church for approval.

facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.
