INTRODUCTION
This item is in regard to approving the attached Application for Scheduled Use of
Recreational Facilities for use of Sundays from 4:00 p.m.-dark at Terrace & Rose
Parks.
DISCUSSION
Attached is the application for your review. This is the. same church youth group that
has requested and used the fields the past few years. In reviewing the approved 2006
schedule, the Andover Baseball Association (ABA) has only Rose Park scheduled for
their use on Sundays. Staff has discussed this further and ABA will make adjustments
with the teams so that the church youth group can use the fields for Sundays from
4:00p.m.-dark. Baseball would be allowed to use the fields until 4:00 p.m, Otherwise
Terrace Park is currently available for use. Note: The individual that has run the
church league the past few years indicated to staff a couple months ago decided not to
form a league. Since then there has been renewed interest to start the league again.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the revised 2006
Spring/Summer Softball/Baseball Schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is-to allot the Iimitad .number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis iffacilities are available. The sequencing of scheduling will be considered with
City youth associations having first priority.

Approve Timber Rivers Park Dock Exchange with Ham Lake - Engineering

INTRODUCTION
The City Council is requested to approve exchanging the Timber Rivers Park floating dock for a
roll-in dock that the City of Ham Lake has.
DISCUSSION
Just a little history about the dock for the City Council members. The dock was installed on the
Rum River in the mid 1990's as part of the development of Timber River Estates. During the first
few years, the dock became a maintenance issue for the Public Works Department due to the
installation in the spring and removal during the fall. In addition, the dock took a lot of abuse
during high flow of the river and in a couple cases it came off the pole as the poles were not long
enough (the dock was a floating dock). When the river was really low, the dock sat in mud. The
dock has been stored behind Public Works for the last few years and they would like to sell or
exchange it as it is taking up a lot of space. If you are not familiar with the dock, it is aT-style dock
with rails and would not be conducive to have at Crooked Lake Boat Landing access. The City of
Ham Lake has shown some interest in the Timber Rivers dock and would be willing to exchange for
this dock and in return the City of Andover would get a roll-in dock that could be put in at Crooked
Lake Boat Landing access, which is located at the north end of the lake. Note: Both Frank Stone
and I have looked at the Ham Lake dock and we feel their dock will worle well at Crooked Lake.
Having this type of dock will allow users of the lake to land their boats easier on and off their
trailers.
ACTION REOUIRED
The City Council is requested to approve the dock exchange with the City of Ham Lake.
Note: The Park & Recreation Commission has reviewed the request of City staff and is
recommending to exchange the dock with the City of Ham Lake.

The following is a list of reports generated by the Anoka County Sheriff=s Office regarding city
park activity for the 1st quarter, ending January 31,2006 and the month of April 2006.

There was a report of juveniles loitering at the park. Two deputies responded to patrol the area
but the juveniles were gone upon arrival.
2/26 1512 1535 Kelsey Round 06044051
A deputy received a call of four ATVs driving through the park. Upon arrival he did not see or
hear anything.
3/3 1918 1923 Bunker 06048030
A deputy was dispatched to an alarm at a park building. The building was secure and there was
nothing suspicious.
3/4 1313 1319 Prairie Knoll 06048613
Deputies responded to a report of a Jeep being stuck at the park. They arrived and spoke with the
driver who had gotten hung up on a snow pile. The driver's father arrived and they were able to
get the vehicle out. The driver had a clean driving record and there was no damage to the park.
He was given a verbal warning.

A deputy was dispatched to check for a fire in the woods at Wild Iris Park. He found some
charred leaves on the walking path and located a bonfire with several juveniles around it. All
juveniles denied setting the leaves on fire. The fire department requested that the fire be put out
because it was too close to a shed. The deputy stood by while the fire was extinguished. All the
juveniles were given a warning.

There was a report of 15 - 20 juveniles fighting in the park. The deputies arrived and made spoke
with the juveniles. They said they heard there was going to be a fight but no one was there when
they arrived. They did not know who was supposed to fight. The juveniles were verbally warned
for being at the park.

o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Item is on the agenda with the
EDA on May 2M regarding the review of the building design and with the City Council regarding the
$70,000. The plans are ready for the ball field. The bid opening is scheduled for Friday, May 12th.
o Country Oaks West Park - The playground equipment has been installed along with the sidewalks and
the basketball court has been paved. The irrigation may begin this week. Some trees have been
planted by the developer and the City. The park is coming along nicely. To date, the City has been
invoiced about $56,000 by the developer for the playground equipment, sidewalk/borders, basketball
court and landscaping. The City has reimbursed the developer 90% of this.
o Woodland Estates Park - Playground equipment has been installed and the concrete sidewalk and
borders are done. Seeding will be done sometime this week.
o Oakview Park - Playground equipment has been delivered to Public Works. The site has been
graded. The installation of playground equipment will start this week.
o Update of Park Dedication Improvement Fund Quarterly Report - Next report due in July.
o Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Item is on the
agenda.
o Kelsey Round lake Park - The prairie restoration is underway. The area where prairie restoration is
going to be placed was burned last week and went very well.
o Prairie Knoll Park - The bleachers are done and placed at the 2 large fields.
o Park Advertisement Sicm -The City Council will be discussing this at their May 2M meeting. Staff will
update the Commission as to the results at Thursday's meeting.

TASK FORCE UPDA TES
Skateboard Task Force - Blackstad/Neumann. This improvement can be considered as part of the
CIP discussion. There is still potential in building a skate park somewhere around City Hall/Public
Works. Note: Constance Free Church has indicated that they would allow the skate park equipment to
be placed in the parking lot for the upcoming summer. The lease agreement has been forwarded to the
church for approval.

completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

This item is in regard to beginning to discuss the 2007-2011 Parks Capital Improvement
Plan.
DISCUSSION
At the last meeting, the Commission scheduled a workshop to begin discussing the
CIP. Attached is a projected fund balance sheet that was prepared by the Finance
Department for your use. The projects listed on the fund balance sheet are from the
2006-2010 CIP, which will most likely be revised based on the Commission's
recommendation of projects for 2007. Remember to bring your information packet with
you to the meeting.

The projects recommended to be considered for 2007 are as follows:
/. Woodland Crossinqs Park - $50,000 is needed for playground equipment for both
ages 2-5 and/or 5-12 year olds. As you may recall, this is a new park that will be
dedicated to the City in the next few weeks. The developer will be responsible for
the construction of a new basketball court and shelter that will be done yet this
summer.
; . Andover Station North Park - $20,000 is needed for 3 new bleachers (1 for each
field). As you know, the ball fields will be ready for use in the spring of 2007.
These fields will be getting a lot of use and there will be a number of regular
scheduled games and tournaments going on all summer long. Note: The
construction of the building may begin yet this summer. Does the Commission
wish to set aside any additional funds for the building since there will still be items
to complete in 20017
. Red Oaks West Park - $25,000 is needed for playground equipment for both ages
2-5 and/or 5-12 year olds. As you may recall, the $25,000 would be used as a
matching DNR Grant that the City recently made applicaiton for. At this point, since
. State Legislatures are still in session, the final bonding bill and funding is still in
question. The City of Andover will not be notified about the grant by the DNR until
late summer.
/. Crooked Lake Boat LandinQ - $62,500 is needed to reconstruct the existing parking
lot and boat ramp. The new parking lot would have concrete curb and gutter. In
/~
addition, a portion of the ramp will need to be dredged to allow boats easier access
in and out of the lake. This is a matching DNR Grant. The DNR recently met with
City staff and the DNR staff have indicated that the DNR will help fund the project
for 2007 or 2008 depending upon final bonding bill and funding. Again the City of
Andover will not be notified about the grant by the DNR until fate summer.
Strootman Park - $100,000 is needed to reconstruct the existing ball field, replace
fencing and pave the existing parking lot. Now that the Andover Station North Park
3 ball fields will be ready for use in the spring of 2007, City staff highly recommends
that the ball fields be done in 2007 as the playing field is in very poor shape and the
existing fencing does meet the League of MN Cities guidelines. In addition, the
field needs to be turned so that home plate is adjacent to the existing parking lot at
the south end of the park to eliminate the on-street parking issues on the east side
of the park on Kiowa Street NW. Also, staff recommends that the field be designed
for younger aged players with the understanding the field could be used for
baseball or softball.
Terrace Park - $55,000 is needed to install a new basketball and parking lot with
concrete curb and gutter along with completing a small section trail to provide ADA
access to the playground equipment and other portions of the park.

Other parks to consider for 2007:
· Hidden Creek East Park - $10,000 has been requested by the neighborhood to
construct a basketball court at the park. Attached is a petition from the
neighborhood requesting the improvement along with a pledge to contribute a
minimum of $2,000. Kevin Starr from Public Works has indicated that the court
could be constructed in the free skating rink area.
Note: As always, $25,000 has been budgeted every year for miscellaneous items.
Some of the parks with playground equipment that need to be replaced or
updated as recommended by the Public Works Parks Department are as follows:
· Playground equipment at Meadowood North, Oak Bluff, Timber Trails, Red Oaks
West and the tot lot park on 138th Avenue NW. Note: It was mentioned by Public
Works that Sunshine Park needs playground equipment for ages 5-12 year olds
and a swing set.
Some of the parks that still need access to meet ADA requirements are as
follows:
· Timber Trails, Pleasant Oaks, Hawkridge, Rose & Terrace.
Also attached is a list of parks that need security lights. Public Works has expressed
concern that some of the parks need to be updated to provide decent parking by paving
them.
If the Commission does not include Red Oaks West Park in the CIP for 2007, a portion
of the $40,000 replacement funds the Public Works Parks Department receives each
year from the general fund would be used towards Red Oaks West Park and the
remaining portion would be spent at Creekview Crossing Park. Other parks for future
consideration beyond 2007 that will need equipment include Forest Meadows and
Creekridge Estates Park. Currently neither one of the two parks have playground
equipment as the equipment was removed due to lack of meeting ADA requirements
and the playground equipment was outdated and in poor shape. If the Commission
includes Red Oaks West Park in the CIP for 2007, most likely a portion of the $40,000
would then be used to buy new playground equipment for Forest Meadows Park.
BUDGET IMPACT
It appears that approximately $645,000 will be available for projects for 2007 unless the
Commission would like to extend some of the funds in 2008 or beyond.
ACTION REQUIRED
The Park & Recreation Commission is requested to begin discussing the 2007-2011
Parks Capital Improvement Plan.

Weare trying to get the city to put in a basketball court in the park for the kids.
We need the neighborhood behind this idea in order for anything to happen. The next
park bored meeting is on May 4th, the petition needs to be in by April 28th. To raise
money we would like to have a fund raiser or get donations from the citizens. We are
almost assured of success if the communilY he idea with even a small amount of financial
contributions, then the park bored will commit the additional funds needed.

The Park and Recreation Commission has scheduled a Special Workshop on Thursday evening, May
4th, 2006. The Commission would like the Public Works Parks Department to submit a
list of replacement projects that they plan on doing over this same period to ensure that Commission is
not overlapping the projects that Kevin would like to do. I would appreciate it if this could be submitted to
my office by the end of the day on Thursday, April 27th. This will allow me to include this in the agenda
packet that will prepared next Monday. I already have a list of the parks that Kevin would like to have
security lights installed at. Note: I know Kevin has Monday's off so I wanted to make sure that I have this
in time to make copies for the Parks Commission packet that is distributed on Tuesday's. Thanks!

Some of the things we are working on in the future with our replacement funds;
2006, replacing playgrounds at Fox and Hidden Creek South.
Will be doing Red Oaks West if the grant goes through, if not, will do in 2007
For next year I am looking at updating Creekview Crossing. This will be the very last of the Durascape units that
are in our system. That will take care of our oldest equipment in service but we will still be working on access
points at many sites.
A couple parks that you need to look at are Forest Meadows and Creekridge. They each have had everything
pulled and nothing replaced. We do not know what is to happen at these sites. Creekridge was pulled due to the
sewer or water lines going through the site and Forest was pulled because everything was shot and non ADA.
There was also talk of this site being redesigned at one time? I would suspect that our funds will need to go
towards rebuilding Forest Meadows in 2007.
There are also some large projects on schedule from the CIP book in 2007. Kevin
