INTRODUCTION
This item is in regard to considering a request to approve the Application of Scheduled Use
of Recreational Facilities for the Andover Traveling Boys Basketball.
DISCUSSION
The Traveling Basketball program would like to use the basketball court at Sunshine Park
the following dates: June 13-August 29 from 10:00 a.m.-noon on Tuesdays.
This is pretty much the same group that used the court last year.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled
Use of Recreational Facilities for the Andover Traveling Boys Basketball.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
. maximum number of requests possible. Facility requests submitted by the due date with this .
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to considering the 2006 Tournament Application Form from the
Riverdale Assembly of God Church.
DISCUSSION
Attached is the application for your review. The tournament would be scheduled for
Saturday, September 9, 2006 at Sunshine Park for fields 1-4. Currently no individuals
or groups have tournaments scheduled for that day at Sunshine Park. Fees due to the
City are as follows: Field usage is $1,075.00, plus a $250.00 Damage Deposit Fee.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2006 Tournament
Application Form from the Riverdale Assembly of God Church.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
D If you need to use the Cushman, there will be a fee of $35.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
D List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubberS ancllor base locations.)
All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
Associations having first priority.
,)500.00 damage deposit fee (or $250.00 deposit file for non-profrtorganlzations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
. If the tournament organization is requesting a Non-Intoxicating Uquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Uquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City."

returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard tom, Andover, MN 55304.
. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
. Dunng the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
. Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City CouncD for
park security.

INTRODUCTION
This item is in regard to considering the 2006 Tournament Application Form from the
Andover Baseball Association.
DISCUSSION
Attached is the application for your review. The tournament would be scheduled for
June 9-11, 2006 at Field #7 at the City hall Park Complex #1, which is the field located
on the north side of the YMCA. Currently no individuals or groups have a tournament
scheduled for that day at City Hall. Note: ABA is holding a mid-season tournament at
Sunshine Park, Fields 1-6 on June 9-11.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2006 Tournament
Application Form from the Andover Baseball Association.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
o If you need to use the Cushman, there will be a fee of $35.00 per day and $350 refundable damage deposit It will be
necessary to pay the necessary fees 1 week prior to the tournament Training for the Cushman by the Public Works
Department will be necessary prior to any use.
[] List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by December 15_ The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) Is due eight weeks before the toumament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The
$500.00 (or the $250.00), less any money for damages, will be retumed after inspection by the Public Works Parks Supervisor.
* If the toumament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Toumament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event
that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the
full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City:

* The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
" During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
* Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council
for park security.

INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for
the proposed sketch plan.
DISCUSSION
A copy of the sketch plan is attached with this item for review. Attached is a park map
identifying the current locations of the existing parks in the general area. Timber Trails
Park is directly located to the west of the parcel being considered for development (Lots
are a minimum of 2.5 acres in size). The Commission may want to consider if a trail
should be constructed for the proposed development to the park. Otherwise without the
connection, the residents will need to access the park via Xenia Street NW, 178th Lane
NW and Aztec Street NW.
ACTION REOUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan
and give direction as to the park dedication requirements to the City Council.

Attached is the projected fund balance based on the proposed projects that Commission
has suggested. City staff is recommending that the Woodland Crossing Park be moved to
2008 based on the projected fund balance. It will still be necessary to either move
another park from 2007 to 2008 or beyond or reduce one of the improvements that would
be made within a specific park.
Once the Commission has determined the improvement that should be made, the City
staff would recommend a special meeting of the Park Commission be held on Thursday,
June 22, 2006 at 7:30 pm to hold a public hearing in regards to the 2007-2011 Parks CIP.
Note: The next regular meeting is Thursday, June 15, 2006 but I have other
commitments for that day so staff recommends canceling the regular meeting.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the revised proposed 2007-
2011 Parks CIP and also schedule a public hearing for Thursday, June 22, 2006 at 7:30
pm to allow the public to comment regarding the proposed improvements.

Andover's Play Structures 2006
Some great strides and progress have been made in our playgrounds the last few years. We
are still on track to replace at least one playground per year. The life expectancy of a play
structure is 15-20 years. We have had 40k each year in our CIP for replacement/repairs. I
would hope that this schedule will continue. At this time we stilI have three Durascape type
play structures in service.
Fox Meadows Creekview Crossing Hidden Creek South
They were installed between 1988 and 1991. These are the older style units that do not
comply with ADA or Accessibility guidelines. The deck heights and entry/exit points are the
biggest problems for each of these structures. The lexan spiral slides also continue to be a
problem. Access is not sufficient at any of these playgrounds. Fall zones and material will be
upgraded as the units are changed out. We have been using engineered wood fiber on our
rebuilds that is proving to be a very good product. Weare also trying to install sidewalks or
paths around each play area
Anything that has been installed in our parks since 1992 is either a Primetime or Powerscape
structure. AIl play units manufactured after January 1992 had to meet the new ADA and
accessibility guidelines. We have 30 of this type of units in service. These playgrounds are
our relatively newer or rebuilt facilities.

All of these are very nice play structures. Some of them still need upgraded access or fall
zones but most of these are in total ADA compliance. AIl of them meet all safety codes and
guidelines set forth by the U.S. Consumer Product Safety Commission and the ASTM. There
are, however some spring rides and swings that need changed out. There have been requests
to add the small 2-5 year old units along with the structures that were designed for 5-12 year
olds.
There are three parks that do not have a play structure per say, but just the basic swings,
slide, climbers and spring rides. They each need updates on all aspects of the standards and
guidelines.

Equipment or structures have been pulled and not replaced at Forest Meadows, Creekridge,
Northwoods West, Forest Meadows and Crooked Lake. I do not know what direction in
development or funding these facilities are to go.
Like I stated at the start, we have made very good progress in the past few years. We have
been able to rebuild at least two playgrounds a year. By doing this we are able to comply
with State and Federal guidelines as well as keep up with current trends and play structure
developments. If we are able to continue at this pace, we should catch up with our
playground replacements and rebuilds. When we do finally 'fInish' it will be time to start all
over again!

INTRODUCTION
This item is a continuation from last meeting of May 4.
DISCUSSION
As you may recall from the last meeting, the Commission has expressed interest in
preparing a Guidelines for Field Usage by the Youth Athletic Associations. Attached is
basically the City of Champlins guidelines that has been modified to the City of Andover.
Also attached is the City of Champlins Youth Athletic Participation form and the 2006
Park and Recreation fees for your review.
City staff would remind all commissioners to bring the other guidelines of other
cities (Bloomington, Edina and Vadnais Heights) to the meeting that was sent out to
each ofthe commissioners on April 27, 2006.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing guidelines for
field usage by youth athletics.

Youth Athletic Associations
1. Guideline Statement
A key goal of the City's Parks & Recreation Commission's function is to provide a rich
variety of recreational opportunities to residents in the most cost efficient manner
possible. To achieve this goal, the City will emphasize a partnership with volunteer
organizations to plan, organize, and implement youth recreational programs both as a
means of containing service costs and as a method of ensuring a community-based
program.
2. Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City youth athletic association, the association must provide:
2.1.1. Youth sports program(s) open to all residents and have minimum of 51 %
participation from Andover residents.
2.1.2. A full array of sports programs for boys and girls involving all age and
competition levels.
2.1.3. Democratic procedures and elections that ensure input from the residents
regarding program input and policies. The Parks Coordinator shall receive a
copy of the group's by-laws to help verify this point.
2.1.4. Verification of non-profit status. They shall provide the City with an
annual financial report and a copy of any tax filings required by the state or
federal government.
2.1.5. Certificate of insurance which also names the City of Andover as
"Additional Insured".
2.1.6. Established grievance procedures, which involve a City staff member as a
non-voting observer. The City will observe in cases where City participation
seems prudent.
2.1.7. Opportunity for the Parks Coordinator or other city representative to
participate (non-voting) in Board meetings and attend monthly meetings as
desired.
2.1.8. Duplication of sport offering by associations is not permissible.
2.2. In return, qualifYing associations will receive from the City; priority use of City-
owned facilities along with other established priority users.
Acknowledgment of the groups as providers of their respective sport offerings. As part
of this, the City does not offer programs in these areas, but refers resident to these
organizations.
2.3. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or
between associations and resident groups that threaten the quality of those
recreational opportunities are of concern to the City.
2.4. Barring a legal imperative to the contrary, the City's role in resolving such
conflicts is limited to encouraging the association board and party in conflict to
work through the problem, according to existing by-laws, with staff
representatives providing faciIitation and information, as required.
3. Responsibility
The Parks Coordinator or a city representative will work with the various athletic
associations to ensure the responsibilities are begin met Staff through the grievance
procedure addresses concerns from the general public.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - The bid was awarded to W.B.
Miller (the alternate bid for the bullpen was not). The construction started on May 25.
o Country Oaks West Park - The playground equipment has been installed along with the sidewalks and
the basketball court has been paved. Most of the irrigation is done. Sodding is scheduled to be done
the week of May 30th. Some trees have been planted by the developer and the City. The park is
coming along nicely. To date, the City has been invoiced about $56,000 by the developer for the
playground equipment, sidewalk/borders, basketball court and landscaping. The City has reimbursed
the developer 90% of this.
o Woodland Estates Park - Playground equipment has been installed and the concrete sidewalk and
borders are done. The seeding is done. The only items let are to plant a few trees and to put up a new
sign.
o Oakview Park - Playground equipment has been installed last week along the sidewalk. The site has
been graded. Seeding and tree planting will be done probably over the next month.
o Update of Park Dedication Improvement Fund Quarterlv Report - Next report due in July.
o Update of Quarterlv Sheriffs Department Report on Park Patrol & Vandalism - Next report is due
in July.
o Kelsev Round Lake Park - The prairie restoration is underway. The goal is to have everything done
by early fall.
o Prairie Knoll Park - The City has received approval from Northern Natural Gas to construct the gravel
parking lot on the East side of the park. Public Works has been notified to get it done.
o Park Advertisement SiQn -The City Council will be considering this at their June 6th meeting. Staff
will update the Commission as to the results at later this month.

· Concerts in the Park - Commissioner Albee is checking into doing a concert yet this summer.
TASK FORCE UPDATES
Skateboard Task Force - Blackstad/Neumann. This improvement can be considered as part of the
CIP discussion. There is still potential in building a skate park somewhere around City Hall/Public
Works. The Public Works Department will be installing the Skateboard equipment at Constance Free
Church on May 30th.
