SUBJECT: 4. White Pine Wilderness Preliminary Plat Park Dedication

INTRODUCTION
This item is in regard to determining the park dedication requirements for the proposed
White Pine Wilderness.
DISCUSSION
A copy of the grading plan is in the side pocket of the packet for review. If you recall, the
Commission reviewed and agreed to a park location on March 16, 2006 as part of the
review of the sketch plan (see attached meeting minutes). In addition, trials/sidewalks
have been identified on the plan, which is generally consistent with the Park
Commission's recommendation. The proposed park is 0.60 acres in size. The area of
the wetland within the park is about 0.10 acres.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the preliminary plat and
recommend park dedication requirements to the City Council.

Parks Coordinator Haas reminded the Commission they would need about 1.5 lots to
accommodate a decent sized park. Commissioner Lindahl stated he believed Lot 13 and
14 would be best, but he recommended accepting cash for the park dedication instead of
creating a park.
Mr. Emmerich suggested a baIl field to the north ofhis property, or Lot 7, Lot 8, or Lot 9
if the Commission needed to put in a park. He believed the residential lots were large
enough in the development to accommodate playground equipment each of the
residential lots. He indicated he would rather contribute to a trail, and had concerns
about ponding in Lot 23 and Lot 24. He would be willing to provide access for a trail
within Block 5 Lot 22 and along Lot 7 and Lot 8 Block 4.
Parks Coordinator Haas stated the trail on 16151 Avenue N.W. would probably be
postponed because the wetlands would make it difficult to create a trail there unless a
trail easement was required along the north side of the existing wetland between Hanson
Boulevard and Crane Street
Mr. Emmerich suggested providing access along Block 5 Lot 23, that he would extend in
the future.
Motion by Commissioner Blackstad, seconded by Commissioner Lindahl to recommend
the approval of the creation ofa trail along the north side of 16151 Avenue N.W. to the
west from Crane Street, and thence north along Avocet to Block 4 Lot 8 or Block 3 Lot 8.
Commissioner Blackstad and Commissioner Lindahl agreed to rescind the motion.

Motion by Commissioner Blackstad, seconded by Commissioner Lindahl to recommend
the approval of the creation ofa trail to allow access to the park along 161st Avenue
N. W. on the north side from Hanson Boulevard to Crane Street; thence north along Crane
Street to 161 st Lane; thence east along 161 st Lane to Avocet Street and ultimately to .
Block 4 Lot 8. Motion carried on a 4-ayes, O-nays, and 3-absent (Albee, Bedor, and
Nenmllnn) vote.
REVIEW ANDOVER STATION NORTH PARK BALL FIELD PLANS/OS-IS
Commissioner Blackstad expressed concern about the benches and the area between the
fields. Mr. Dietz answered that there would be a net between the fields.
Commissioner Lindahl stated that there could be a water retention issue with concrete for
bleachers. Parks Coordinator Haas indicated that the concrete was necessary for bleacher
expansion. In addition, there would be considerable wear on the grass if turf would be
used.

a park map identifying the current locations of existing parks in the general area. The
Commission needs to give direction as to dedication requirements either as land or cash
in lieu of land or a combination of cash and land.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan
and give direction as to park dedication requirements to the City Council.

INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for
the proposed preliminary plat.
DISCUSSION
A copy of the preliminary plat is in your side pocket of the packet for your review. Also a
location map is attached to this item. As you may already know, there is an existing park
just to the north a couple blocks from this proposed development in Country Oaks West
development. Therefore, the park dedication should be cash in lieu of land.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary

INTRODUCTION
This item is in regard to approving the 2006 softball/baseball/football schedule.
DISCUSSION
The Andover Football Association (AFA) has requested use of Sunshine Park Fields 1-
6. At this point the City has not received any applications for use of the fields for the fall
program from the softball or baseball associations. All applications are due by this
Thursday, July 20th. Note: Staff has contacted both associations reminding them that
applications are due Thursday.
ACTION REQUIRED
The Commission is requested to consider approving the 2006 softball/baseball/football
schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This is in regards to approving the 2006 fall soccer/football schedule.
DISCUSSION
The Andover Football Association (AFA) has requested use of all 3 fields at Prairie
Knoll Park and soccer field #3 at Sunshine Park. At this point the City has not received
any applications for use of the fields for the fall program from the soccer association.
All applications are due by this Thursday, July 20th. Note: Staff has contacted the
soccer association reminding them that applications are due Thursday.
ACTION REQUIRED
The Parks and Recreation Commission is requested to consider approving the 2006 fall
soccer/football schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to considering a request for scoreboards at Prairie Knoll Park from
the Andover Football Association (AFA).
DISCUSSION
Attached is an e-mail from Terry Boe of AFA with a list of issues that will need to be
addressed at the meeting. Terry Boe will be at the meeting to discuss this with the Park
Commission.
Also attached with this item are a couple scoreboard manufacturers for your review. The
first scoreboard and controller is manufactured by Daktronics. The other scoreboard and
controller are manufactured from All-American Scoreboards. Both scoreboards have the
ability to provide advertising.
BUDGET IMPACT
Currently the purchase of scoreboards is not identified in the 2006 Parks Capital
Improvement Plan. In addition, the $25,000 annual miscellaneous fund for 2006 is
already been spent on other projects that were done this spring and summer. Note: As
you know, the Commission did not identify any scoreboards for any of the parks in the
proposed 2007 Park CIP.
ACTION REQUIRED
The Park & Recreation Commission is requested to review the request for scoreboards at
Prairie Knoll Park as requested by the AFA.

Hello Todd,
Here is the information I promised you regarding the plans for installation of scoreboards at Prairie Knoll Park.
Andover Football Association would like to discuss this plan with the Park and Rec Commission at their next
meeting on Thursday, July 20th. It is our goal to have two scoreboards install and operational by Labor Day this
year. I have attached specs for the two models we are currently looking at along with product data sheets,
installation information, and ad-panel specs. .
The following is a list of issues that will need to be addressed at this meeting:
1) Cost of scoreboards and controllers (will there be any city contribution)
2) Cost of installation (will there be any city contribution)
3) Quoting and managing the installation (who will handle this)
4) Getting bids on installation (possible labor donations within association)
5) Use of scoreboards by other associations. (Possible purchase of multiple controllers)
6) Ad-Panels (AFA would like to have exclusive advertising rights to the ad-panels in order to recapture costs)

Dear City of Andover Park Board,
We have lived at 4345 157th Ave NW in Andover (the Northeast corner of Th Avenue and
County Road 20) since 1978. Our North property line is the most southerly property line
of the "Park" in the plat of Fox Meadows.
The Fox Meadows Park has been open for quite a few years. A large number of soccer
games are played in the park each year and people use the park for other recreation. We
have not previously had any problems with the park. We have no problem with the park,
so long as it doesn't infringe on our property and our property rights.
On about September 15th, 2005, a Frisbee course was opened in the park.
. No study or investigation was done on the sport or its potential impact on the park or
adjacent property before the course was put in, according to Todd Haas.
. The person who laid out the course (Mike) did not know where the property line
between our property and the park was, according to him. In fact, this fall, the city
manager and the Mike the designer of the course told us they did not know where the
property line was, so we showed them our property stakes.
The Frisbee course has resulted in a number of serious problems for us:
· Large numbers of Frisbee players have been throwing their Frisbees into the trees on
our property and retrieving them.
· Numerous Frisbee players coming on our property looking for their Frisbees and use
bad language, drink beer, smoke cigarettes. We wouldn't care if they smoked on park
land, but they are causing a potential fire hazard when they smoke on the dry pine
needles and dry weeds on our property.
· We have observed about one out of three players throwing their Frisbees onto our
property.
· They climb our trees, they break branches on our trees, they walk around on our
property interfering with our privacy.
· When people have their expensive Frisbees land on our property, they try to retrieve
them.
· The Frisbee course is generally creating a situation that causes people to go on our
property.
· We find empty beer bottles & cans both on our property and on park property along
the Frisbee course.
· Besides concern for invasion on our privacy and property rights, we have an eight year
old daughter and are extremely concerned for her safety - since large numbers of
strangers are entering our property, including people drinking alcohol.
After numerous discussions with us, the city has reluctantly taken some steps that have
not solved the problems.
· The city put in "No Trespassing" signs along the property line. We appreciate the
effort, but they did not seem to deter people wanting to retrieve their valuable
Frisbees. They still retrieved them.
· The city eventually changed the layout of the course. That does seem to have reduced
the amount of trespassers, because fewer Frisbees land on our property, but people
are still trespassing.
The Frisbee course draws various people.
· We have been told that Frisbee courses become posted on Web sights and draw
people from far away, even all over the state. It is not just a local sport - it draws
people from outside of Andover.
· People are still trespassing onto our property.
· W~ are afraid that if we confront them or call the police that they might retaliate.
· The older adults with younger children seem to act properly, other than the
trespassing.
· The teenagers and young adults seem to be the ones who do more of the drinking,
smoking, and loud swearing, besides the trespassing.
· Even when they stay on the park side of the property line, from time to time we can
hear loud swearing, even through closed windows in our house.
· They play the Frisbee course from morning until well after dark all days of the week.
Soccer and other team sports are generally supervised and the people are not drinking,
smoking, swearing loudly, trespassing, leaving beer bottles, and hanging out even well
after dark.
If a private business caused this to happen to a nearby homeowner and did not
immediately put a stop to the situation, they would be shut down.
We have not complained over the years as the park functioned with soccer and other park
usage.
The City of Andover is failing to protect our property rights. We have no problem with
the park when it was under control, but with this Frisbee course, the City of Andover has
lost control of its park. The situation is terrible and our worst fear is for the safety of our
little 8 year old daughter.
The course should be taken out of Fox Meadows Park or if it is to remain, the city should
erect a high fence or golf netting on the south property line.

INTRODUCTION
This item is in regard to a request from Rita Burgeson at 4345 - 157th Avenue NW regarding
the frisbee golf course that was installed late last summer at Fox Meadows Park.
DISCUSSION
Attached is a letter from Ms. Burgeson regarding concems that they are having since the
course was opened, which includes a request for a fence or netting along the south property
line of the park.
In response to the letter, City staff would like the Commission to know that we have made
significant efforts to work with the Burgeson's and have relocated two of the baskets and two
tee box areas along the south end of the park. Staff has encouraged the property owners that
if users are trespassing onto their property, it would be appropriate to call the Sheriffs
Department to investigate. This also pertains to the littering, drinking of alcohol, inappropriate
language, etc. With regard to frisbees flying onto the property, City staff has made several
attempts to throw a frisbee through the trees and found that in all cases the frisbee did not end
up on the private property.
As far as the request for fencing or netting that has been requested by the Burgesons, it is City
staffs position that we would not recommend fencing or netting. Generally, it has been past
practice not to fence along private property unless there is a safety issue with someone getting
hurt from baseballs or softballs.
Fox Meadows Park is one of the City's largest parks and sporting activities such as frisbee golf
are appropriate for a park of this size. In evaluating all of the parks within the City that would be
conducive to this particular activity, the Park Commission recommended Fox Meadows Park. In
addition to the size of the park, the terrain is ideal for this type of activity.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider the request and recommend to
the City Council if a fence or netting should be installed along the south property line of Fox
Meadows Park.

The following is a list of reports generated by the Anoka County Sheriff=s Office regarding city
park activity for the 2nd quarter, ending June 30, 2006.

A deputy was dispatched to check for a fire in the woods at Wild Iris Park. He found some
charred leaves on the walking path and located a bonfire with several juveniles around it. All
juveniles denied setting the leaves on fire. The fire department requested that the fire be put out
because it was too close to a shed. The deputy stood by while the fire was extinguished. All the
juveniles were given a warning.
4/12 2317 2325 Strootman 06080528
There was a report of 15 - 20 juveniles fighting in the park. The deputies arrived and made spoke
with the juveniles. They said they heard there was going to be a fight but no one was there when
they arrived. They did not know who was supposed to fight. The juveniles were verbally warned
for being at the park.
4/26 2022 2025 Creek View 06092309
Deputies responded to a call of juveniles yelling at each other. Upon arrival the deputy spoke
with several juveniles who stated they were just playing around. They were advised to keep the
noise down.
4/28 2127 2133 Prairie Knoll 06093961
A caller reported a vehicle doing burnouts at the park. Upon the deputies arrival there were no
vehicles in the area
5/7 1130 1136 Terrace Park 06100837
A deputy went to the park on a report of a dire bike in the park. He located the driver of the dirt
bike who stated that the bike went "crazy", she drove it around once and parked it. The deputy
advised her of the ordinance.
5/9 1735 1738 Redwood 06102728
A deputy responded to a fight at the park. When he arrived, the fight was over and one of the
participants were still there. The victim did not want to file charges.
5/19 2117 2120 Kelsey Round Lake 06111130
A deputy responded to a call of gunshots fired in the area. When he arrived he did not hear any
shots.
5/27 2312 2317 Landlocked 06118806
A deputy received a call about two suspicious vehicles in the park. When he arrived, he spoke
with the drivers and advised them that the park was closed. Both vehicles left.
5/29 2105 2114 Pine Hills 06120393
A deputy responded to a call of juveniles drinking at the park. Upon arrival he located the group
of juveniles and they did not appear to be drinking or intoxicated. He checked their vehicles and
there was nothing suspicious.
6/1 1342 1342 Oak Bluff 06122956
A deputy responded to a call from a resident stating there were American flags in the park that
were left on the bench. The deputy locked the flags and put them in to the found property room
at patrol.
6/1 2053 2053 Sunshine Park 06123369
On routine patrol a deputy found a large group of juveniles loitering at Sunshine Park. The group
was asked to leave and they complied.
6/2 2339 2346 Redwood 06124653
A deputy was called to the park on suspicious activity. He located a group of20 to 25 people.
The people were told to clear the park and to stay out of the park after houses. If the problem
continued, the deputy told the group he will issue citations.
6/24 0833 0918 Prairie Knoll 06144652
A deputy went to the park on a report of a bicycle being on top of the building at the park. The
deputy located the bike but was unable to gain access to the roof. 2800 will contact public works
in the morning for assistance on getting the bike down and a CSO will transport it to patrol.
6/24 2349 2359 Prairie Knoll 06145304
A resident reported a suspicious vehicle at the park. The deputy made contact with the people in
the vehicle and advised them that the park was closed. They left.
6/23 2006 2009 Sunshine Park 06144113
A deputy dealt with a child custody dispute between two parents at the park.
6/24 1930 1941 Hidden Creek East 06145070
A deputy received a call of two males riding 4-wheelers and tearing up the grass in the park.
Upon arrival the suspects were gone and there appeared to be no damage to the grass.
6/27 0013 0016 Hidden Creek East 06147082
A resident reported hearing three juveniles in the park talking about having a gun at the park.
Tbree deputies responded and checked the park and surrounding area but were unable to locate
anyone.

· Provide an update of the revised draft park dedication study.
. Discuss skate park facility.
. .Qiseuss the idQa Of a dog park.
· Discuss the idea of having guidelines for field usage by youth athletic
associations, which may also include a user fee.

· Concerts in the Park - A concert in the park is scheduled for this Wednesday, July 19th at 6:00-10:00
p.m. Hope everyone can make it.
ON-GOING PROJECTS
D Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
D Andover Station North Park (property south of the old landfill) - Sanitary sewer and water main are
pretty much done. The ag-lime, fencing of the fields and the construction of the parking lot are currently
under construction.
D Country Oaks Park - The park is coming along nicely. The park is nearly completed along with the
irrigation. There is some landscaping left to do.
D Woodland Estates Park - The only items let are to plant a few trees (will be done this fall) and to put
up a new sign. Otherwise pretty much everything else is done.
D Oakview Park - Pretty much everything is done except for trees which will be done in the fall.
D Update of Park Dedication Improvement Fund Quarterly Report - Item is on the agenda.
D Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Item is on the
agenda.
D Kelsey Round lake Park - The prairie restoration is underway. The goal is to have everything done
by early fall.
D Prairie Knoll Park - The gravel parking lot is currently under construction. Public Works should be
done by the end of the month.
ON HOLD
TASK FORCE UPDA TES
Skateboard Task Force - Blackstad/Neumann. This improvement can be considered as part of the
CIP discussion. There is still potential in building a skate park somewhere around City Hall/Public
Works. The skate park equipment has been installed for use at Constance Free Church.

INTRODUCTION
This item is in regard to considering approving the attached 2006 Toumament
Application.
DISCUSSION
Attached is the application for your review. This toumament is being held at Povs
Sports Bar on Bunker Lake Boulevard NW. Additional fields are being requested to
accommodate the three different weekends. The days that are being requested are as
follows:
· Saturday, July 29th (2 fields). Currently no other tournaments are being
held at Sunshine Park.

Application Form with the understanding that fees will be required for each three
separate weekends.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
. SPECIAL REQUEST SECTION Check the following boxes if applicable,
D If you need to use the Cushman, there will be a fee of $35.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the toumament. Training for the Cushman by the Public Works
Department will be necessary prior to any use. .
D List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for toumaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any toumament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the toumament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the toumament date. All fees must be submitted with the
application no later than eight weeks prior to the toumament date. For any late application. the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament The sequencing of scheduling will be considered with City Youth
Associations having first priority.
. ..>'500.00 damage deposit fee (or $250.00 deposit fee for non-profrt organizations) is due eight weeks before the toumament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be retumed after inspection by the Public Works Parks Supervisor,
. If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for toumaments shall be paid no later than eight weeks prior to the toumament date. If the toumament is cancelled,
neither the Toumament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be retumed. In the event that
another sponsor requests the use of the facilities after a toumament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City..
If further information is needed, please contact the Parks Coordinator at 755-5100. Application forms may be obtained from and
retumed to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard tffl, Andover, MN 55304.
. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
. Durtng the months of May & June, no more than three consecutive weekend toumaments in a row will be allowed.
. Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for
park security. .

INTRODUCTION
This is a supplemental item in regard to an application that the City has received from
the North Metro Soccer Association (NMSA) for use of the fields for the 2006 fall soccer
program
DISCUSSION
Attached is the a~plication for Jour review. NMSA is requesting to use all other fields
from August 15 -October 30 that are not being used by the Andover Football
Association. Note: The lights at the south soccer field at Sunshine Park will need to be
shut off at 9:00 p.m. from September 5th to the end of the season to accommodate the
neighbors, as school will be in session.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider approving the application
for scheduled use of recreational facilities for the North Metro Soccer Association.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

INTRODUCTION
This is a supplemental item in regard to an application that the City has received from
the Andover Athletic Association (AAA) for use of the fields for the 2006 fall softball
program
DISCUSSION
Attached is the application for your review. AAA is requesting Sunshine Park Fields 1-4
from August 1-September 5. It appears that both football and softball want to use
Sunshine Park Fields 1-4. It is recommended that both associations meet to work out a
field schedule and forward it to staff to approve. Note: Both associations need to keep
in mind that if the Povs tournament dates are approve they will need to schedule
around the tournament and the previously approved tournaments that are indicated on
the schedule.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider approving the application
for scheduled use of recreational facilities for the Andover Athletic Association subject
to the football and softball associations agreeing to a schedule.
