INTRODUCTION
This item is being continued from the last meeting in regard to a 2006 toumament
application.
DISCUSSION
City staff has been in contact with Brad Povlitzki, owner of Pov's. to find out if ASA has
made a decision about having a tournament on September 30th & October 151 in Andover.
Mr. Povlitzki will need to let the City know by Thursday's meeting. Otherwise, the fields
will be scheduled by the Andover Football Association (AFA) for games on Saturday
mornings.
Note: Terry Boe, AFA President, has indicated that the association is willing to adjust
their football schedules to accommodate the tournament, but they will need to
know on Thursday.
ACTION REQUIRED
Action on this is pending. City staff will update the Commission at the meeting.

SUBJECT: 5. Berkshire Sketch Plan

INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for
the proposed sketch plan.
DISCUSSION
A copy of the sketch plan is in your side picket of the packet for review. The Commission
needs to give direction as to dedication requirements either as land or cash in lieu of land
or a combination of cash and land.
Note: The closest park is Sunshine Park, which is located Y2 mile north of the proposed
development.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan
and give direction as to park dedication requirements to the City Council.

This item is being continued from the last meeting.
DISCUSSION
Remember, the Park Commission is meeting at Fox Meadows Park at 6:30 p.m. (please
be on time) at the south end to review the layout of the baskets and tee areas. It is staffs
understanding based on the last meeting that the Burgeson's are requesting fencing be
placed along the property line to help eliminate trespassers from entering their property.
ACTION REQUIRED
The Park & Recreation Commission is requested to forward a recommendation to the
City Council for their review and approval.
Note: Rita Burgeson has indicated to staff that they will most likely pursue the issues
with the City Council.

INTRODUCTION
Tills item is in regard to scheduling a joint meeting with the Park & Recreation Commission.
DISCUSSION
The Park & Recreation Commission has requested a joint meeting to discuss the following:
. Discuss proposed 2007-2011 Park CIP.
· Provide an update of the revised draft park dedication study, which includes the camp
plan for parks.
. Discuss skate park facility.
· Discuss the idea of having guidelines for field usage by youth athletic associations, which
may also include a user fee.
The recommended date by the Park Commission is Thursday, September 21 st at 7 :00 p.m. which
is when the Commission regularly meets. Other potential dates are Tuesday, September 26th or
Thursday, September 28th.
Note: The Park Commission prefers not to meet in August to allow some time to prepare for the
meeting particularly the guidelines for field usage by the youth athletic associations.
ACTION REQUIRED
The City Council is requested to schedule the joint meeting with the Park Commission for
Thursday, September 21 st at 7:00 p.m,

SUBJECT: 8. Discuss Guidelines for Field Usage by Youth Athletic Associations

INTRODUCTION
This item is in regard to discussing the proposed guidelines for field usage by the youth
athletic associations.
DISCUSSION
Attached is a letter that was sent to various associations inviting them to the meeting on
Thursday night to discuss the proposed guidelines and fees that the Commission has
been considering.
Note: There is one other organization that may attend and participate in the discussion.
The organization is the Minnesota Revolution Soccer Club (previously known as
Anoka Area United). The club has merged with Andover Invaders and will most
likely be making application to start using the fields in 2007.
ACTION REQUIRED
As determined by the Park & Recreation Commission. Note: Keep in mind that if
guidelines and/or fees are recommended, the City Council will still need to review and
approve. This item has been scheduled to be discussed with the City Council at the joint
meeting.

As you mayor may not know. the Andover Park & Recreation Commission over the
past few months has been discussing the possibility of having guidelines for field
usage by youth athletic associations and user fee to use the City's facilities. The
Commission would like your input in regards to the proposed guidelines and user
fees. This discussion is scheduled at the next Park & Recreation Commission
meeting at 7:30 p.m. on Thursday, August 3, 2006 at Andover City Hall Council
Chambers. The discussion is anticipated to begin closer to 8:00 p.m., as there are
other items on the agenda to discuss first.
The City encourages each association to have a representative at the meeting. If
you would like to bring others within your organization, feel free to do so.

Youth Athletic Associations
1. Guideline Statement
A key goal of the City's Parks & Recreation Commission's function is to proVide a rich
variety of recreational opportunities to residents in the most cost efficient manner
possible. To achieve this goal, the City will emphasize a partnership with volunteer
orgllni7.lltions to plan, organize, and implement youth recreational programs both as a
means of containing service costs and as a method of ensuring a community-based
program.
2. Procednres
The City may recognize any number of associations based on the availability of resources
and determinllnon of the benefit to the community by the Parks & Recreation
Commission..
To qualify as a recognized City youth athletic association, the association must provide:
2.1.1. Youth sports program(s) open to all residents and have minimum of 51 %
participation from Andover residents.
2.1.2. A full array of sports programs for boys and girls involving all age and
competition levels.
2.1.3. Democratic procedures and elections that ensure input from the residents
regarding program input and policies. The Parks Coordinator shall receive a
copy of the group's by-laws to help verify this point.
2.1.4. Verification of non-profit status. They shall provide the City with an
annual financial report and a copy of any tax filings required by the state or
federal government.
2.1.5. Certificate of insurance which also names the City of Andover as
"Additional Insured".
2.1.6. Established grievance procedures, which involve a City staff member as a
non-voting observer. The City will observe in cases where City participation
seems prudent.
2.1.7. Opportunity for the Parks Coordinator or other city representative to
participate (non-voting) in Board meetings and attend monthly meetings as
desired.
2.1.8. Duplication of sport offering by associations is not permissible.
2.2. In return, qualifying associations will receive from the City, priority use of City-
owned facilities along with other established priority users. '
Acknowledgment of the groups as providers of their respective sport offerings. As part
oftbis, the City does not offer programs in these areas, but refers resideirt to these
org:mi7J'1tions.
2.3. Y outb athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising ',within or
between associations and resident groups that threaten the quality Of those
recreational opportunities are of concern to the City. i
2.4. Barring a legal imperative to the contrary, the City's role in resolvlng such
conflicts is limited to encouraging the association board and party'in conflict to
work through the problem, according to existing by-laws, with staff
representatives providing facilitation and information, as required.
3. Respnnsibility
The Parks Coordinator or a city representative will work with the various athletic
associations to ensure the responsibilities are begin met. Staff through the grievance
procedure addresses concerns from the general public.

COMPLETED PROJECTS

ON-GOING PROJECTS
D Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
D Andover Station North Park (propertv south of the old landfill) - Sanitary sewer and water main are
pretty much done. The ag-lime, fencing of the fields and the construction of the parking lot are currently
under construction, The installation of the irrigation system should begin within the next few days,
D Country Oaks Park - The park is coming along nicely. The park is nearly completed along with the
irrigation. There is some landscaping left to do.
D Woodland Estates Park - The only items let are to plant a few trees (will be done this fall) and to put
up a new sign. Otherwise pretty much everything else is done.
D Oakview Park - Pretty much everything is done except for trees which will be done in the fall.
D Update of Park Dedication Improvement Fund Quarterlv Report - Next report is due in October,
D Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next report is due
in October.
D Kelsev Round lake Park - The prairie restoration is underway. The goal is to have everything done
by early fall. Lets hope for some rain,
D Prairie Knoll Park - The gravel parking lot is done. Staff will be looking at redoing some of the
signage and placing no parking signs where we need them,
ON HOLD
TASK FORCE UPDATES
Skateboard Task Force - Blackstad/Neumann. This improvement can be considered as part of the
CIP discussion. There is still potential in building a skate park somewhere around City Hall/Public
Works, The skate park equipment has been installed for use at Constance Free Church.
