Update of Fox Meadows Park DATE: August 17, 2006 INTRODUCTION This item is an update as to the status of the frisbee golf course at Fox Meadows Park. DISCUSSION Attached is the agenda item that was prepared for the City Council for their regular meeting, which is scheduled for Tuesday, August 15th. As you can see from the memo, the Public Works Department has already moved basket #6 slightly north from the current location, which will also slightly change the mowing path. In addition, the Public Works Parks Department is currently planting quite a few seedlings along the south area of the park generally between the soccer field and the Burgeson property. ACTION REQUIRED No action is necessary as this item is to give an update as to the status of the course. Staff will update at the meeting as to the discussion the City Council may have had. Berkowitz, City Engineer FROM: Todd Haas, Asst City Engineer SUBJECT: Fox Meadows ParkIBurgeson Family - Administration DATE: August 15,2006 INTRODUCTION The Burgeson Family has requested to address the City Council regarding on-going trespassing of frisbee golf players from Fox Meadows Park onto the Burgeson property. DISCUSSION It is anticipated that the Burgeson's will be making a presentation to City Council similar to the presentation that was made to the Park & Recreation Commission on July 20tb. After the presentation was made to the Commission on July 20tb the item was tabled until the August 3rd Park Commission meeting to allow a site visit by the Commission before the meeting. Attached are the Park Commission meeting minutes of the July 20tb and August 3m meetings for your review. As you can see by the meeting minutes of August 3m (draft), the Commission did make a motion to adjust the mowing path of tee #6 and to place a sign at tee #1 to remind players to respect certain rules of the park and to respect property and signage along the south end of the park. The motion was approved on a 6 yes and 1 no vote (the 1 no vote was by Commission Bedor as he thought the current mowing path was fine for tee #6 and an additional sign to remind players using the park was not necessary as a sign already exists at the parking lot). Jim Dickinson. City Anmini~trator, did meet with the Burgeson Family attorney (Jim Neilson) on August gtb to review other potential options. Based on the discussion with Mr. Neilson. basket #6 has already been moved slightly north from its current location. which will also slightly change the. mowing path. In addition. the Public Works Department will be installing orange fencing around the old long tee #6 (players are still throwing from here when they shouldn't be). Also, the Public Works Parks Department is currently planting quite a few seedlings along the south area of the park between the soccer field and the Burgeson property. Note: The City Council is encouraged to visit the site before Tuesday's meeting. If you would like to visit the site with City staff, feel free to contact Jim or Todd to set this up. The subjects I want to talk to the city council about are ongoing problems caused by the Frisbee course in Fox Meadows Park: . Large numbers of criminal trespassers onto our property. Attempted theft of our property. Vandalism. Destruction of our property. Littering with beer bottles, beer cans, & other trash. Shouting of swear words. Frisbee players smoking on our property while criminally trespassing. Lack of sufficient action by the City of Andover to take care of the problems. . . . . . . . We respectfully request that the City Council review the two Andover City Park Board meetings that we attended, to see the positions the Park Board has taken and the manner in which they treated us. Engineering DATE: August 17, 2006 INTRODUCTION This item is in regard to the update of the joint meeting with the City Council. DISCUSSION As previously mentioned to the Commission, the meeting is scheduled for Thursday, September 21st starting at 7:00 p.m. At this point, the following items are planned to be discussed with the City Council: · Discuss proposed 2007-2011 Park CIP. · Provide an update of the revised draft park dedication study, which includes the comp plan for parks. . Discuss skate park facility. · Discuss the idea of having guidelines for field usage by youth athletic associations, which may also include a user fee. If there are other items that the Commission would like to discuss. please bring them to Thursday's meeting to discuss. Review Outstanding Items August 17, 2006 Issues list as of 8/14/06 COMPLETED PROJECTS . ON-GOING PROJECTS Q Develop Site Plans for all existing parks which indicates the facilities available. (On-Going). Q Andover Station North Park (property south of the old landfill) - Sanitary sewer and water main are pretty much done. The ag-Iime, fencing of the fields and the construction of the parking lot are still under construction. The installation of the irrigation system is underway. Q Country Oaks Park - The park is coming along nicely. The park is nearly completed along with the irrigation. There is some landscaping left to do. Q Woodland Estates Park - The only items let are to plant a few trees (will be done this fall) and to put up a new sign. Otherwise pretty much everything else is done. Q Oakview Park - Pretty much everything is done except for trees which will be done in the fall. Q Update of Park Dedication Improvement Fund Quarterlv Report - Next report is due in October. Q Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next report is due in October. Q Kelsev Round Lake Park - The prairie restoration is underway. The goal is to have all the seeding done by the end of September. ' Q Prairie Knoll Park - The gravel parking lot is done. A work order has been forwarded to Public Works to install the necessary signs. ON HOLD TASK FORCE UPDATES Skateboard Task Force - Blackstad/Neumann. There is still potential in building a skate park somewhere around City Hall/Public Works. Item is on the agenda for the City Council at the joint meeting. Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first- come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority.
