SUBJECT: 4. Consider Park Dedication Requirements/Hickory Meadows

INTRODUCTION
This item is in regard to reviewing and determining the park dedication requirements for
the proposed preliminary plat of Hickory Meadows.
DISCUSSION
A copy of the preliminary plat is in your side picket of the packet for review. As you may
recall, the Commission did review a sketch plan that included pretty much all of the area
south of Andover Boulevard to Coon Creek and between Prairie Road and the East city
limits of the City of Andover. Attached is the overall sketch plan that was reviewed by the
Park Commission back in March of 2005 along with the meeting minutes for your review. '
The general location of the park, as suggested by the Commission during the sketch plan
review, is identified on the plan. As you can see in looking at the preliminary plat, the
developer is not proposing a park. The developer is well aware that a park was
recommended as part of the sketch plan,
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary
plat and give direction as to park dedication requirements to the City Council.

Mr. Haas agreed to put this item on the next agenda and a recommendation can then be
sent to the City Council since a amendment to the City Code would be required for this.
Motion carried on a 5-ayes, O-nays, 2-absent (Bedor and Walton) vote.
UPDATE OF TOBACCO FREE PARKSIANOKA COUNTY
. Ms. Rachel Hilyar, Tobacco Prevention Coordinator from Anoka County Community
Health and Environmental Services, was present to give an update in regard to the status
. of the program. Ms. Hilyar will also be meeting with the associations after approval of
the scheduling to see what the associations can do to promote the tobacco free parks.
Ms. Hilyar said that bookmarks were made by community members for distribution to
announce the policy for tobacco free parks. Ms. Hilyar haS also been working with the
Lacrosse Club with their tobacco free policy and is worldng to provide incentives, such
as water coolers, to entice groups to consider a tobacco free policy.
Mr. Haas told the Commission the signs for Tobacco Free Parks have been installed in
the parks.
Commissioner Dudgeon asked if there were any other communities participating in the
program.
Ms. Hilyar said the program was presented to the Parks Commission in Blaine, which
made a recommendation to the City Council of Blaine, but the Council has not yet heard
the recommendation.
No Action Needed.
SMITH/ANDERSONlCARLSON SKETCH PLAN
Mr. Haas explained that this item. is in regard to the proposed Smith! Anderson/Carlson
sketch plan. The Park Commission is requested to determine ifland will be required to
be dedicated, combinationofland and cash to be dedicated or cash in lieu of land to be
dedicated.
Commissioner Dudgeon asked if the subdivision would be well connected by trails.
Mr. Haas answered yes, the City built a trail to the East of Prairie Road and stops at
Andover Boulevard. There is also a trail that connects from the private streets in
Shadowbrook 5th Addition south up to Coon Creek. The plan is bring a trail all the way
through the development, but this bas not been discussed by the City Council.
Commissioner Blackstad asked the price of building a bridge.

Commissioner Albee asked about access for small children to a park closer to the homes.
Commissioner Masloski asked if the center area would be developed immediately.
Mr. Haas explained the area has been purchased. This sketch plan is the general idea of
the development The developers are meeting with the pllmnine Commission within the
next couple weeks. He went on to say Country Oaks West development has 100 new
homes proposed and 3 lots were taken for apark in that development; therefore, a similar
size park should be considered for these 186 new homes.
Commissioner Maslowski is in favor of park in this area, but would like to chose either
the east or west side.
Commissioner Albee expressed a preference for a park on the west side, because there
are more homes on that side.
Commissioner B1ackstad would like to see 2 or 3 lots in the center of the development
taken for a park. .
Commissioner Albee said more lots are needed for this amount of homes.
COmmissioner Maslowski asked if the center plot will surely be developed, as it would be
detrimental to set aside plots in that area and have the plots on either side be the only
places that are actually developed.
Mr. Haas answered yes, and the particular developer for the center area is pushing to
develop before the others.
Chair Lindahl suggested placing the park on the west comer off the cul-de-sac in the
center of the sketch taking the four lots from the cul-de-sac to the road.
Commissioner Dudgeon expressed concern about taking money now for parks that will
not be developed for many years and the Commission existing in a budget deficit
Discussion followed on concerns and possible solutions.
.... Motion by Commissioner Blackstad, seconded by Commissioner Maslowski, to approve
taking four lots in the center of the property and the balance in cash.
Further Discussion
Mr. Haas explained that this issue would return once the developers submit a prelimin:ny
plat of the property development. '

INTRODUCTION
This item is in regard to the update of the joint meeting with the City Council.
DISCUSSION
As previously mentioned to the Commission, the meeting is scheduled for Thursday,
September 21st starting at 7:00 p.m. '
At this point, the following items are planned to be discussed with the City Council:
. Discuss proposed 2007-2011 Park CIP.
. Provide an update of the revised draft park dedication study, which includes the
comp plan for parks,
. Discuss skate park facility.
. Discuss the idea of having guidelines for field usage by youth athletic
associations. Note: The City Council has indicated to City Staff that user.fees to
use the City facilities will not be discussed at the joint meeting.
. Hickory Meadows - depending on the outcome of the park dedication
requirements, if a park is recommended by the Commission and the developer
disagrees, discussion regarding this may need to take place with the City
Council.
If there are other items that the Commission would like to discuss, please bring them to
Thursday's meeting to discuss.

No action is necessary as this is an update of the meeting that will be held In
September,

. Prairie Knoll Park - The gravel parking lot is done along with all of the necessary signs,
ON-GOING PROJECTS
D Develoo Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (orooertv south of the old landfill) - Sanitary sewer and water main are
pretty much done. The ag-lime and fencing of all the fields are done, The first lift of asphalt is in, The
irrigation system of 2 of the 3 fields is done. The middle field as of September 1 st is currently being
sodded. Jay Street will be open to the public as of September 1st. So if the Commission would like to
get a closer view of the ball fields, feel free to stop by.
D Country Oaks Park - The park is coming along nicely, The park is nearly completed along with the
irrigation, There is some landscaping left to do.
D Woodland Estates Park - The only items let are to plant a few trees (will be done this fall) and to put
up a new sign, Otherwise pretty much everything else is done.
o Oakview Park - Pretty much everything is done except for trees which will be done in the fall.
o Uodate of Park Dedication Imorovement Fund Quarterlv Reoort - Next report is due in October.
D Uodate of Quarterlv Sheriff's Deoarbnent Reoort on Park Patrol & Vandalism - Next report is due
in October.
o Kelsev Round lake Park - The prairie restoration is underway, The goal is to have all the seeding
done by the end of September.

Skateboard Task Force - Blackstad/Neumann. There is still potential in building a skate park
somewhere around City Hall/Public Works, Item is on the agenda for the City Council at the joint

SUBJECT: 2. Discuss Guidelines for Field Usage by Youth Athletic Associations,

INTRODUCTION
This item is in regard to continuing the discussion of possibly having guidelines for field
usage by youth athletic associations and user fees to use the City's facilities.
DISCUSSION
Attached is a revised version of the guidelines that is being recommended by Chairman
Maslowski for your review. If any of the Commissioners have any other recommended
changes, please bring them to the meeting for consideration. Also, just so the
Com'mission is aware, the City Council recently indicated to City staff that user fees to the
use the City's facilities will not be a discussion item at the joint meeting which is schedule
for Thursday, September 21 at 7:00pm.
Note: Letters were not sent out to the associations, As far as staff knows, all of the
associations are aware of the meeting (the Andover Athletic Association and the North
Metro Soccer Association were not at the last meeting but have contacted staff about the
next meeting).

Youth Athletic Associations
1. Guideline Statement
A key goal of the City of Andover's Parks & Recreation Commission's function is to
provide a rich variety of recreational opportunities to residents in the most cost efficient
manner possible. To achieve this goal, the City will emphasize a partnership with
Andover's volunteer organizations to plan, organize, and implement youth recreational
programs both as a means of containing service costs and as a method of ensuring a
community-based program.
2. Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City of Andover youth athletic association, the association
must provide:
2.1.1. Youth sports program(s) must be open to all residents (ref!ardless of their
school affiliation) and the vrOf!1"ams must have g minimum of 51 %
participation from Andover residents witl:! tl:1g ~eeoti(J1l of ,\oc/rt; t",

2.1.2. A full array of sports programs for boys and girls involving all age and
competition levels.
2.1.3. Democratic procedures and elections that ensure input from the residents
regarding program input and policies. The Parks Coordinator shall receive
and review a copy of the group's by-laws to help verify this point on a
yearly basis.

2.1.4. All associations must vrovide verification that they have 501 C3 non-profit

2.1.5. Certificate of insurance, which also names the City of Andover as
"Additional Insured".
2.1.6. Established grievance procedures, which involve a City staff member as a
non-voting observer durinf! f!1"ievance vroceedinf!s. The City will observe in
cases where City participation seems prudent.
2.1.7. Opportunity for the Parks Coordinator or other city representative to
participate (non-voting) in Board meetings and attend monthly meetings as
desired.
2.1.8. Duplication of sport offering by associations is not permissible. Examvle:
If more than one soccer association offers the same level of comvetiveness
(for examvle a in-house vrogram), then it would be in the best interest to
combine as one association.

2,2, In return, qualifying associations will receive from the City; priority use of City-
owned facilities along with other established priority users. This means that all
required information/documentation must be vrovided by the association to the
City of Andover before an avvlication submitted by that association can be
accevted for use of the City's facilities. Note: The Park and Recreation
Commission do have the authority to review the number o(fields that are beinf!
requested by the association, The final determination will be made by the Park
and Recreation Commission based on need for the association.
Acknowledgment of the groups as providers of their respective sport offerings. As part
of this, the City does not offer programs in these areas, but refers resident to these
organizations.
2.3. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or
between associations and resident groups that threaten the quality of those
recreational opportunities are of concern to the City.
2.4. Barring a legal imperative to the contrary, the City's role in resolving such
conflicts is limited to encouraging the association board and party in conflict to
work through the problem, according to existing by-laws, with staff
representatives providing facilitation and information, as required.
3. Responsibility
The Parks Coordinator or a city representative will work with the var;ious athletic
associations to ensure the responsibilities are being met. Staff through the grievance
procedure addresses concerns from the general public.
