INTRODUCTION
This item is in regard to considering the 2006-2007 hockey rink schedule.
DISCUSSION
To date, City staff has forwarded the application and the hockey rinks that are available
to the Andover Huskies Youth Hockey Association president, the traveling and in-house
directors to fill out but we have not received applications from them. If an application is
received prior to Thursday's meeting, staff will have a schedule available at the meeting.
ACTION REQUIRED
If an application is received the Park and Recreation Commission is requested to
consider the application for scheduled use of recreational facilities and the 2006-2007
hockey rinks schedule.

INTRODUCTION
This item is in regard to considering recommending approval of the final revision of the
Guidelines for Field Usage by Youth Athletic Associations.
DISCUSSION
Attached is the most current revised version based on the discussion the Park
Commission had November 2nd. The three changes from the last meeting are bolded
and underlined.
If the Commission recommends approval of the guidelines, they will be presented to the
City Council for their consideration at the December 5th meeting. The chair or the vice-
chair will need to attend the meeting to answer any questions the City Council may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider recommending approval
of the Guidelines for Field Usage by Youth Athletic Associations to the City Council.

Youth Athletic Associations
1. Guideline Statement
A key goal of the City of Andover's Parks & Recreation Commission's function is to
provide a rich variety of recreational opportunities to residents in the most cost efficient
manner possible. To achieve this goal, the City will emphasize a partnership with
Andover's volunteer organizations to plan, organize, and implement youth recreational
programs both as a means of containing service costs and as a method of ensuring a
community-based program.
2. Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City of Andover youth athletic association, the association
must provide:
2.1.1. Unless specified by sanctioning or governing bodies, youth sports
program(s) must be open to all residents (regardless of their school
affiliation). The programs shall be targeted to have a minimum of 51 %
participation from Andover residents.
2.1.2. Democratic procedures and elections that ensure input from the residents
regarding the program and policies. The Parks Coordinator shall be
provided a copy of the group's by-laws with the required field application.
2.1.3. All associations must provide verification that they have 501e3 or
equivalent non-profit status with the State of Minnesota
2.1.4. Certificate of insurance, which also names the City of Andover as
"Additional Insured".
2.1.5. Established grievance procedures, as outlined by association by-laws.
2.1.6. Duplication of sport offering by associations is not encouraged. Example,:
If more than one recognized association offers the same level of
competitiveness, this shall trigger the field allocation clause. The number of
Andover residents within each of the associations will determine the
percentage of fields that will be allocated to the particular association.

2.2. In return, qualifying associations will receive from the City; priority use of City-
owned facilities along with other established priority users. This means that all
required information/documentation must be provided by the association to the
City of Andover before an application submitted by that association can be
accepted for use of the City's facilities. Note: The Park and Recreation
Commission has do ha'/e the authority to review the number of fields that are
being...requested by the association. The final determination will be made by the
Park and Recreation Commission based on need for the association.
Acknowledgment of the groups as providers of their respective sport offerings. As part
of this, the City does not offer programs in these areas, but refers resident to these
organizations.
2.3. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or
between associations and resident groups that threaten the quality of those
recreational opportunities are of concern to the City.
2.4. Barring a legal imperative to the contrary, the City's role in resolving such
conflicts is limited to encouraging the association board and party in conflict to
work through the problem, according to existing by-laws, with staff
representatives providing facilitation and information, as needed required.
3. Responsibility
The Parks Coordinator or a city representative will work with the various athletic
associations to ensure the responsibilities are being met. Staff through the grievance
procedure addresses concerns from the general public.

INTRODUCTION
This item is a continuation from the last Park & Recreation Commission meeting.
DISCUSSION
As you may recall from the last meeting, the Commission requested City staff to research
and provide a list of parks that were not dedicated as park property through a subdivision
or plat. So with that, the parks that were not dedicated as part of a subdivision or plat are
as follows:

Keep in mind, per City Code Section 9-12-5 states that towers with antennas may be
placed in City park sites greater than ten aces in size located outside of the MUSA if the
Park Commission determines that the tower is compatible with the nature of the park.
The other requirement is that towers shall be placed a minimum of 500 feet from any
residential dwellin~ units and at least a half mile from each other. Note: Please refer to
your November 2" packet for additional information on cell phone towers.
So with that, the only parks that appear to meet this requirement would be Birch Ridge
and Kelsey Round Lake.
For those Commissioners that are not familiar with Birch Ridge Park, for the most part the
park is wooded wetlands. The south and central.part of the park may have an area for a
cell phone tower, but again access would be difficult due to the wetlands.
As far as Kelsey Round Lake Park, some of the park was dedicated as park and other
portions were acquired as part of LAWCON grant. After discussing this further with
Audrey Mularie of the MN DNR, cell phone towers would not be permissible in this park,
as they are not considered park uses.

INTRODUCTION
This item is in regard to possibly installing a security light at Hills of Bunker Lake West
Park.
DISCUSSION
As you may recall from the October 5th Park Commission meeting, the Commission
requested City staff to inquire about the possibility of having a security light installed at
the park. Attached is the proposal from Connexus Energy in the amount of $4,656.00.
Almost. half of the cost is due to the footage necessary from the source to the light as
there is no energy source currently in the park.
BUDGET IMPACT
As it stands now, the security light is not part of the 2006 or 2007 Park CIP. The 2006
CIP Miscellaneous Fund of $25,000 has already been spent. It is possible to consider
using the 2007 CIP Miscellaneous if the Commission so chooses.

MINUTES
The regular Bi-monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chair Masloski on October 5, 2006, 7:38 p.m., at Andover City Hall.

Barb 6riel of 13992 Eagle Street W. and a resident of Bunker Lake Village Townhomes
expressed the concern she shared with her neighbors that underage drinking imd petty
vaDcbli=-t was occurring in the Hills of Bunker Lake West Park. She suggested that
lighting and paving the parking lot could deter this.
Commissioner Lindahl inquired about the specifics. Ms. Grid responded that satellites
had been tipped over several times.
Chair Masloski requested that Parks Coordinator Haas check to see if a light could be
installed.. Parks Coordinator Haas assured the Commission he would.

Motion by Commissioner Blackstad, seconded by Commissioner Boyer, to approve the
September 7, 2006 Park Commission minutes as presented. Motion carried on a 6-ayes,
O-nays, I-absent (Bedor) vote.
RECONSIDER PROPOSED 2007-2011 PARK Cll'
Chair Masloski inquired if there were any changes to reconsider for 2007 of the Park CIP.
Commissioner Boyer stated that there was a desire for a building for concessions more
than lights. Chair Masloski added that pull tabs was also an issue.

INTRODUCTION
This item is in regards to the status of parks that are currently irrigated either by
municipal water, by a well or at least have the potential to utilize municipal water.
DISCUSSION
As you may recall, the Commission discussed this at the joint meeting with the City
Council. As an update, the following parks either have municipal water or a well to
irrigate the park facility:

Creekview Crossing, Rose, Red Oaks West, Hills of Bunker Lake West, Wild Iris,
Crooked Lake Boat Landing, Hidden Creek East, Hidden Creek South, Andover Lions,
Terrace, Chesterton Commons, Oakview, Woodland Estates, Sophies South and
Woodland Crossings.
There are currently a number of parks in the rural area that are not irrigated. Some of the
parks that should be considered for irrigation in the near future are as follows:
Hawkridge, Forest Meadows, Timber Trails, Lunds North, Pine Hills, Fox Meadows,
Strootman, Green Acres, Northwoods East and Timber Rivers.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch list items the contractor needs to complete, but otherwise everything is
completed.
o Country Oaks Park - For the most part the landscaping is completed. Some additional landscaping
will be done around the park sign.
o Woodland Estates Park - Most landscaping has been completed.
o Oakview Park - Most of the landscaping has been completed.
o Update of Park Dedication Improvement Fund Quarterly Report - Next report is due in January.
o Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Next report is due
in January.
o Kelsey Round lake Park - The seeding of the prairie restoration area has been completed. Feel free
to stop by the park if you get a chance. If you have questions regarding the restoration, feel free to
contact Kameron Kytonen at 767-5137 at City Hall.
