INTRODUCTION
This item is in regard to approving the attached Application for Scheduled Use of Recreational
Facilities for use of the hockey rink at Crooked Lake School for broomball.
DISCUSSION
Attached is the application for your review. The church will be using the rink on Saturday,
January 13th from 11 :00 a.m.-6:00 p.m.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at Crooked Lake School

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fajr and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this

first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to approving the attached Application for Scheduled Use of
Recreational Facilities for use of the hockey rink at Prairie Knoll Park for broomball.
DISCUSSION
Attached is the application for your review. The dates and times are as follows:
. December 31,2006/10:00 PM - 11 :30 PM (New Years Eve)
. January 1,2007/1 :00 AM - 2:00 AM (New Years Day)
The church did this last year at Prairie Knoll Park without any problems. The church
group will contact the Anoka County Sheriffs Dept. a few days before they use the rink
so that they are aware of the use of the rink. Uses of the rinks will be youth under 18
years of age. Note: If you recall from last year, there was a fee associated with the use
of the rinks by adults.
Note: Last year, City staff did send notices to the adjacent properties to let them know
of the activities that were to take place on those nights. If the Commission would
like staff to send the letter again we can.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for
Scheduled Use of Recreational Facilities for use of the hockey rink at Prairie Knoll Park

INTRODUCTION
This item is in regard to approving the attached Application for Scheduled Use of Recreational
Facilities for use of the hockey rink at Prairie Knoll Park.
DISCUSSION
Attached is the application for your review. The church would like to use the rink on
Wednesday, February 7th from 6:00 p.m.-9:30 p.m. The warming house does close at 9:00
p.m., therefore staff recommends use from 6:00 p.m. -9:00 p.m. If the church would like to
start at 5:30 p.m. to make sure that all of their games stay on time, staff would recommend the
earlier start time.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at Prairie Knoll Park

SUBJECT: 6. Update on Cell Phone Towers/City Hall Property, Cant.

INTRODUCTION
This item is in regard to an update on cell phone towers.
DISCUSSION
The City Council was updated at their meeting of December 5, 2006. Chair Dan
Masloski was present at the Council meeting to represent the Park Commission. After
a discussion regarding the current City Codes, the City Council directed staff to look at
updating the code so that towers can be located in reasonable areas within the City.
Attached are draft Council meeting minutes of December 5th for your review.
ACTION REQUIRED
None as this is an update item as to the status of the cell phone towers.

problems with the guidelines. Mr. Pierce stated they will not get the 503(C) unless they are
recognized by the Federal Government first so they would need to be a corporation and all the kids
want to do is play ball; he does not want to be a corporation. Councilmember Trude thought it
would also be an equivalent to a non-profit organization too.
Mr. Pierce believed it was wrong to be allocated fields last year by the association.
Mr. Brent Wilkie, 16933 Tulip Street, President of the Andover LaCrosse Association. stated he
agreed with most of the things in the guidelines but his only problem is with the documents on the
fifty-one percent with trying to enforce that and make that calculation work. He thought they were .
trying to work through that calculation with the Board but no one has sat down with him to show him
how the calculations would work. They help out with other communities because they 'are the only
LaCrosse Association in the area so he did not know how they would reach the fifty-one percent.
Mr. Masloski stated Andover Blaze Baseball was invited to the meetings and they had great input in
the guidelines.
Councilmember Jacobson asked how the grievance process worked in the guidelines. Mr. Masloski
explained how the process would work.
Motion by Orttel, Seconded by Jacobson. to approve the Guidelines for Field Usage by Youth
Athletic Associations as amended and to come back within one year to discuss how it is working out.
Motion carried 4 ayes, 1 nay (Trude).
The City Council recessed at 9:40 p.m.
The City Council reconvened at 9:45 p.m.
UPDATE ON CELL PHONE TOWERS IN PUBLIC PARKS
City Engineer Berkowitz updated the City Council on cell phone towers in public parks.
The staff discussed with the Council obstacles they have with allowing cell phone towers in
public parks if it is part of a subdivision. No towers would be allowed in the MUSA area in
parks. A park has to have ten acres to allow a cell tower there.
After discussion. it was determined that based on the current code cell phone towers could not be
placed in public parks in Andover. Council directed staff to look at updating the code to help
provide towers in reasonable locations with the city.

INTRODUCTION
This item is in regard to the Parks Chapter of the Comprehensive Plan.
DISCUSSION
As most of you know, it's that time again to begin reviewing and updating the current
City of Andover's Comprehensive Plan. One of the chapters the Park Commission will
be reviewing and recommending any changes to is the Parks Chapter.
Everyone should already have a copy of Chapter 8 from the City's current comp plan
(Parks & Open Space Plan) which can be reviewed in your Park & Recreation
Commission information packet (Section C) and the park dedication study that was
done by Northwest Associated Consultants, Inc. dated November 11, 2002 (Section G).
Just so the Park Commission is aware, the goal is to begin updating the Parks & Open
Space Plan with a draft plan to be completed by the end of May 2007, which is to
include all future park facilities including the rural reserve area. The Community
Development Department will be taking the lead on this and work with all the
departments to stay on track. With that in mind and to keep things rolling along, City
staff is suggesting the Park Commission begin reviewing existing park facilities and
determine what future improvements/facilities need to be made at each park.
Starting at the first meeting of January 2007, staff will schedule a workshop immediately
following the regular meeting agenda meeting so that the Commission can have the
similar type of atmosphere that was done with establishing the guidelines for field
usage. Staff will have the most current version of the 2006 park inventory up to date at
the next meeting. This existing park inventory will help guide the Commission as to
other additional improvements that should be considered to each park.

INTRODUCTION
This item is in regard to considering DNR grant programs available for 2006 application
round, Project 07-6.
DISCUSSION
Attached is a memo dated November 22, 2006 from the Department of Natural
Resources regarding the 2007 Grant Application Round. The Park & Recreation
Commission will need to review the grants programs that are available and recommend
to the City Council if any of the grant programs should be applied for.
At this point, the DNR has already scheduled to consider funding in 2007 for Crooked
Lake Boat Landing as part of the Water Resource Cooperative Acquisition and
Development Program. The only other grant that the City applied for in 2006 was the
Outdoor Recreation Grant, which the City did not receive for Red Oaks West Park.
If the Commission is interested in other grants, please review the attached 2007-2011
Park Capital Improvement Plan (CIP) that has been approved by the City Council.
Note: As in the past, the City has made several applications for different parks and has
not been successful on any of them during the past few years due to the
competitiveness all the other agencies that have also applied for the grants.
RECOMMENDATION
It will be necessary for the Park & Recreation Commission to make a recommendation
(if any) to the City Council regarding the grant program with the parks to be considered
for application.

Description I
Continued development and construction of an Athletic/Park Complex south of the WOE site. With the fields due to be completed in the fall of
2006; bleachers and playground equipment will be necessary. In order to maximize the usage of the fields, lighting of the two larger fields is
necessary with the possibility of lighting the third and smaller field.
2007 - $20,000 for 3 sets of bleachers, $65,000 for playground equipment and $300,000 to light the 2 larger fields and possibly the smaller field.
2008 - $35,000 for playground equipment.
Note: Parking would be shared with the businesses.
Justification
I
The bleachers are necessary to allow the spectators to enjoy watching the games without having to stand for long periods of time. The playground
equipment will allow families with children not playing baseball the opportunity to enjoy another activity. The lighting of the fields allows
additional games and practices to be played during the evenings.

o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch list items the contractor needs to complete, but otherwise everything is
completed.
o Country Oaks Park - For the most part the landscaping is completed. Some additional landscaping
will be done around the park sign.
o Woodland Estates Park - Most landscaping has been completed.
o Oakview Park - Most of the landscaping has been completed.
o Update of Park Dedication Improvement Fund Quarterly Report - Next report is due in January.
o Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Next report is due
in January.
o Kelsey Round Lake Park - The seeding of the prairie restoration area has been completed. Feel free

OTHER ITEMS OF INTEREST
o As you know, Terrace Park was not going to be flooded this winter due to Public Works Parks
Department noticing a lack of use of the rink last year. The neighborhood recently contacted staff
regarding this and expressed their frustration. With renewed interest from the neighborhood, Kevin
Starr from Public Works will try and get the rink up and running once we have cold enough weather.
