INTRODUCTION
This item is in regard to considering the attached softball/baseball tournament
application forms for the upcoming 2007 softball/baseball season as requested by the
Andover Baseball Association and the Andover Athletic Association.
DISCUSSION
The earliest the associations can submit is December 15th for the following summer. At
this time, no other tournaments have been scheduled for the upcoming season for the
ball fields. Listed below are the associations and dates of tournaments that have been
requested.
- June 1-3/AAAlAndover Spring Tournament/Fields 1-6 at Sunshine Park, Eveland
Fields (north, middle & south fields) & Field 7 at City Hall
June 8-10/ABA/Mid-Season In House Tournament/Fields 1-6 at Sunshine Park,

Field Facility (west, middle & east fields), Pine Hills Park, Hidden Creek
North Park & Eveland Fields (north field only)

includes the use of the limer, lime and batter's box during the duration of the tournament. The Tournarnent

All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournarnent date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications rnust be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament The sequencing of scheduling will be considered with City Youth
Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournarnent
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(Dr the $250.00), less any rnoney for damages, will be returned after inspection by the Public Works Parks Supervisor.
. If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournarnent is cancelled,
neither the Tournarnent Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournarnent has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City."

returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
. Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for
park security.

All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the toumament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
* If the toumament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field.Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City..

returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
* The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
* During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
* Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for
park security.

INTRODUCTION
This item is in regard to considering DNR grant programs available for 2006 application
round, Project 07-6. As you may recall, this was on the agenda for discussion at the
last meeting.
DISCUSSION
Attached is a memo dated November 22, 2006 from the Department of Natural
Resources regarding the 2007 Grant Application Round. The Park & Recreation
Commission will need to review the grants programs that are available and recommend
to the City Council if any of the grant programs should be applied for.
At this point, the DNR has already scheduled to consider funding in 2007 for Crooked
Lake Boat Landing as part of the Water Resource Cooperative Acquisition and
Development Program. The only other grant that the City applied for in 2006 was the
Outdoor Recreation Grant, which the City did not receive for Red Oaks West Park.
If the Commission is interested in other grants, please review the attached 2007-2011
Park Capital Improvement Plan (CIP) that has been approved by the City Council.
Note: The City Administrator is aware of a couple of the grant programs that are
available for the greenways. Most likely at the earliest the City will start applying for
grants is next year (2008).
RECOMMENDATION
It will be necessary for the Park & Recreation Commission to make a recommendation
(if any) to the City Council regarding the grant program with the parks to be considered
for application.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch Iist- items the contractor needs to complete in the spring, but otherwise
everything is completed.
o Country Oaks Park - For the most part the landscaping is completed. Some additional landscaping
will be done around the park sign.
o Woodland Estates Park - Most landscaping has been completed.
o Oakview Park - Most of the landscaping has been completed.
o U~date of Park Dedication Improvement Fund Quarterly Report - Next report is due for the January
18 h meeting.
o Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Next report is due
for the January 18th meeting.
o Kelsey Round lake Park - The seeding of the prairie restoration area has been completed. Feel free
to stop by the park if you get a chance. If you have questions regarding the restoration, feel free to
contact Kameron Kytonen at 767-5137 at City Hall.
o Comprehensive Plan - Begin working on the Parks Chapter.

INTRODUCTION
This item is in regard to the Park Chapter of the Comprehensive Plan and the future park
improvements the Park Commission may want to consider.
DISCUSSION
As indicated at the last meeting, it is now time to begin reviewing and updating the current
Parks Chapter of the City of Andover's Comprehensive Plan.
The first goal to accomplish is to begin reviewing the most current version of the 2006 park
inventory and determine (if any) what type of future improvements should be made for eaCh
park. At this work session the Commission is to consider Parks 1-9 (Birch Ridge, Hawkridge,
Forest Meadows, Timber Trails, Langseths, Cedar Crest Estates, Cedar Crest, Grow Oak View
& White Oaks) as listed on your parks and trails map that is included in your information packet.
Attached are the proposed improvements recommended by City staff for each of the parks. At
this point, staff is not recommending any future improvements to Birch Ridge (most of the
property is wetland or low), Cedar Crest Estates (the lot has a slope in the front part and is
low/wet in back), Cedar Crest (mostly an open water pond), Grow Oak View (access to the park
is poor-steep slopes) and White Oaks (mostly wetland).
The only park that will need some discussion is Hawkridge. As most of you know, the park
currently has various activities including a soccer field, baseball/softball field and hockey rink
that includes a free skating rink. This park is 13.48 acres in size. The Commission will need to
determine if the park should remain as is or redevelop the park so that during the summer
months the park is strictly a soccer facility or a baseball/softball facility. If there is interest in
redeveloping the park, should a 2nd hockey rink be considered? The Public Works Parks
Department has indicated that the hockey rink gets a lot of use, which includes use for
practices by the Andover Huskies Youth Hockey Association.
ACTION REQUIRED
The Park & Recreation Commission is requested to begin reviewing the Parks Chapter of the
Comprehensive Plan and the future park improvements the Commission may want to consider.
