Consider Additional 2007 Softball/Baseball Tournament -- Applications DATE: January 18, 2007 INTRODUCTION This item is in regard to considering the attached softball/baseball tournament application forms for the upcoming 2007 softball/baseball season as requested by the Andover Baseball Association. DISCUSSION The two attached applications were previously part of the other applications that were submitted by the Andover Baseball Association but were not presented to the Commission as the applications were not completed (missing signatures). At this time, no other tournaments have been scheduled for the dates requested. If the toumament is cancelled, neither the Toumament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facliities after a toumament has been cancelled, the new sponsor must pay t'1e full amount and the original sponsor will be rer.Jnded t'1e total minus any administrative costs incurred by me City.' SUBJECT: 2006 Fourth Quarter Financial Report DATE: January 18,2007 INTRODUCTION Quarterly review of the Park Improvement Fund. DISCUSSION Attached are the Project Commitment Listing Report, Balance Sheet, and Revenue and Expenditure Reports for the Park Improvement Fund as of December 31, 2006. Year end adjustments can still be make through the completion of the annual audit. There are two additional items listed in the Projected Commitments section of page 1: Debt Service Payment - SA Bonds - Cap Proj Levy and Debt Service Payment - PIR Bonds - Andover Station North. The debt service payment for the SA Bonds is payment for the initial sight improvements for the ballfields. The debt service payment for the PIR Bonds is payment for the actual construction of the ballfields. These funds are being set aside for future debt service payments. Date: Time: Arrival: Location: Case Number: 10.02 1549 1554 Oak Bluff 06233805 A deputy responded to a complaint of 40 juveniles in the park, possibly for a fight. The deputy made contact with the juveniles and they were just hanging out, not breaking any ordinances or laws. However, later in that deputies shift she was called back to the park due to a noise issue and asked the juveniles to leave. They complied. 10.02 1924 1935 Oak Bluff 06234008 Our office received a call of several juveniles gathered in the park, possibly drinking. When we arrived 11 minutes later, there was no one there. 10.30 1748 1805 Prairie Knoll 06257136 A deputy was dispatched to the park on two suspicious looking pickup trucks parked in the lot. When the deputy arrived, there were no vehicles. For the last 2.5 months, our office has been doing extra patrol at Oak Bluff Park with a zero tolerance policy put on juvenile activity complaints. Discuss Park Improvements/Park Comprehensive Plan/06-46D DATE: January 18, 2007 INTRODUCTION This item is a continuation from the last meeting in regard to the Park Chapter of the Comprehensive Plan and the future park improvements the Park Commission may want to consider. DISCUSSION At this meeting the Commission is requested to review Parks 10-20 (Woodland Meadows, Valley View, Lunds North, Tulip, Pine Hills, Oak Hollow, Fox Meadows, Moores Estates, Landlocked Park, Nordeen's and Kelsey Round Lake). Attached are the proposed improvements recommended by City staff for each of the parks. At this point, staff is not recommending any future improvements to Valley View (mostly wetland floodplain) and Tulip Park (low/poor soils/may be wetlands). The only park that will need some discussion is Fox Meadows. As most of you know, the park currently has various activities including a couple of soccer fields and a frisbee golf facility. This park is 12.76 acres in size. The Commission, as part of the Park Study done in 2002, indicated that an outdoor hockey rink be constructed at this location. Is the Commission interested in eliminating the soccer fields (or frisbee golf facility) to construct hockey rinks? Keep in mind that a frisbee golf course has been around now for a couple years, which has taken up a lot of the space including the area where the outdoor hockey facility could have been built. ACTION REQUIRED The Park & Recreation Commission is requested to continue reviewing the Parks Chapter of the Comprehensive Plan and the future park improvements the Commission may want to consider for Parks 10-20.
