INTRODUCTION
This item is in regard to considering the attached softball/baseball tournament
application forms for the upcoming 2007 softball/baseball season as requested by the
Andover Baseball Association.
DISCUSSION
The two attached applications were previously part of the other applications that were
submitted by the Andover Baseball Association but were not presented to the
Commission as the applications were not completed (missing signatures). At this time,
no other tournaments have been scheduled for the dates requested. Listed below in
bold are the dates of the additional tournaments that have been requested.

All requests for tournaments mczst be submitted by December 15. The application will be considered by me Park & Recreation
Commission at t'le first Tnursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date_ A penelty of 50 percent of t'1e field usage fee will be
assessed for applications made less t'1an eight weeks pri:lr to t,e tournament date. All fees must be submitted with the
application no later than eight weeks prior to me tournament date. For any late application, the late fees must also be submitted
with t,e application, includi;'Jg the penalty ree. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of me tournament Tne sequencing of scheduling will be considered with City Youth
Assoc;ations having first priority.

dete. Any equipment damaged Dr lost or any damage to City property by renter will be deducted from deposit fee. The S500.00
(or me $250.00), less any money for damages, will be retumed after inspection by t,e Pubiic Works Parks Supervisor.
. If the tournament organization is requesting a Non-Intcxicating Liquor License, it will be necessary to raquest Attachment A
The City Council hasadDpted the f:Jllowing refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the toumament is cancelled,
neither the Toumament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facliities after a toumament has been cancelled, the new sponsor must pay t'1e full
amount and the original sponsor will be rer.Jnded t'1e total minus any administrative costs incurred by me City.'
If further information is needed, please contact the Parks Coordinator at 755-5100. Application forms may be obtained from and
ratumed to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304.
. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
. During me months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
. Any organization that applies for use of e recreatiDnal faciiity will be required to pay e fee as determined by the City Council for
park security.

INTRODUCTION
Quarterly review of the Park Improvement Fund.
DISCUSSION
Attached are the Project Commitment Listing Report, Balance Sheet, and Revenue and
Expenditure Reports for the Park Improvement Fund as of December 31, 2006. Year end
adjustments can still be make through the completion of the annual audit.
There are two additional items listed in the Projected Commitments section of page 1: Debt
Service Payment - SA Bonds - Cap Proj Levy and Debt Service Payment - PIR Bonds -
Andover Station North. The debt service payment for the SA Bonds is payment for the initial
sight improvements for the ballfields. The debt service payment for the PIR Bonds is payment
for the actual construction of the ballfields. These funds are being set aside for future debt
service payments.

The following is a list of reports generated by the Anoka County Sheriff=s Office regarding city
park activity for the 4th quarter, ending December 31, 2006.

A deputy responded to a complaint of 40 juveniles in the park, possibly for a fight. The deputy
made contact with the juveniles and they were just hanging out, not breaking any ordinances or
laws. However, later in that deputies shift she was called back to the park due to a noise issue
and asked the juveniles to leave. They complied.
10.02 1924 1935 Oak Bluff 06234008
Our office received a call of several juveniles gathered in the park, possibly drinking. When we
arrived 11 minutes later, there was no one there.
10.30 1748 1805 Prairie Knoll 06257136
A deputy was dispatched to the park on two suspicious looking pickup trucks parked in the lot.
When the deputy arrived, there were no vehicles.
For the last 2.5 months, our office has been doing extra patrol at Oak Bluff Park with a zero
tolerance policy put on juvenile activity complaints.

INTRODUCTION
This item is a continuation from the last meeting in regard to the Park Chapter of the
Comprehensive Plan and the future park improvements the Park Commission may want to
consider.
DISCUSSION
At this meeting the Commission is requested to review Parks 10-20 (Woodland Meadows,
Valley View, Lunds North, Tulip, Pine Hills, Oak Hollow, Fox Meadows, Moores Estates,
Landlocked Park, Nordeen's and Kelsey Round Lake).
Attached are the proposed improvements recommended by City staff for each of the parks. At
this point, staff is not recommending any future improvements to Valley View (mostly wetland
floodplain) and Tulip Park (low/poor soils/may be wetlands).
The only park that will need some discussion is Fox Meadows. As most of you know, the park
currently has various activities including a couple of soccer fields and a frisbee golf facility. This
park is 12.76 acres in size. The Commission, as part of the Park Study done in 2002, indicated
that an outdoor hockey rink be constructed at this location. Is the Commission interested in
eliminating the soccer fields (or frisbee golf facility) to construct hockey rinks? Keep in mind
that a frisbee golf course has been around now for a couple years, which has taken up a lot of
the space including the area where the outdoor hockey facility could have been built.
ACTION REQUIRED
The Park & Recreation Commission is requested to continue reviewing the Parks Chapter of
the Comprehensive Plan and the future park improvements the Commission may want to
consider for Parks 10-20.
