INTRODUCTION
This item is in regard to consider approval of the 2007 spring/summer softball/baseball
schedule.
DISCUSSION
Attached for your review is the proposed 2007 softball/baseball schedule. The City has
received applications for use of the fields from the following groups:

AAA. City staff is anticipating to be receiving a new application by Thursday's meeting.
Note: Copies of the By-Laws for AAA and ABA are available from City staff if you would like to
review them.
The schedule includes the Andover Fun Fest and the tournaments that have been approved for
the year, but does not include the Twin City Blaze for fields.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2007 softball/baseball
schedule,

the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to consider approval of the 2007 spring/summer soccerllacrosse
schedule.
DISCUSSION
Attached for your review is the proposed 2007 soccerllacrosse schedule. The City has received
applications for use of the fields from the following groups:

Note: Copies of the By-Laws, 501 C3 Status, Certificate of Insurance and Grievance
Procedures for NMSA, MN Revolution and AALA (missing Certificate of Insurance and
Grievance Procedures) are available from City staff if you would like to review them.
At the time the packets were sent to the Commissioners, City staff still had not received an
agreeable schedule. It is our understanding the three groups may have a schedule available at
Thursday's meeting. If not, it is recommended to table the item until the next meeting, which is
scheduled in April.
ACTION REQUIRED
If a schedule is submitted the Park and Recreation Commission is requested to approve the
2007 soccer/lacrosse schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational

INTRODUCTION
As part of the discussion of contributing to the Anoka Aquatic Center at the February 6th Council
meeting, the Council ask staff to approach the Andover YMCA to see if a program could be facilitated
where Andover residents that are not YMCA members could pay a member or discounted rate for swim
lessons if the City made a contribution of $4,000 to the Andover YMCA.
DISCUSSION
Based on conversation with the YMCA, they would welcome a program that would meet the needs of
Andover Non-members to their aquatic program.
The current YMCA non-member rate is $80 and the member rate is $20
The YMCA would use the $4,000 to scholarship/discount Andover residents that are not members. This
would go hand in hand with one of the Y Partner critical factors: "Water Safety" - Provide water safety
for children. The City should direct what the discount to the non-member rate should be. For
instance, if the rate was discounted to $50 approximately 130 non-members could benefit while the
dollars last. The scholarship/discount would pay $30 and the Andover non-member would pay the .
remaining $50. (Other financial scenarios could certainly be done!)
The YMCA would also put up a City of Andover Y Partner banner in recognition of the City of Andover
support ofY Partners and making a difference in the conununity through one of their critical issues
"Water Safety".
The YMCA would be tracking the individuals getting the scholarship/discount and would have those
statistics available for the City to review at the end of 2007. Also, if the City would want this to be a
summer or all year round opportunity the YMCA could run sessions this summer just for the City of
Andover or open it up and place non-member residents through out the year until all of the dollars are
used.

Please review and provide direction to staff if this is the direction the Council/Commission wants to go.

INTRODUCTION
This item is in regards to the playground equipment that has been planned at the new
Andover Station North Ball Field Facility.
DISCUSSION
Attached is a letter from Scott Gesinger, Loss Control Consultant from the League of
MN Cities Insurance Trust. It appears from the letter that there are advantages and
disadvantages for both locations. With both locations the League is recommending
protection from foul balls be provided. City staff met with a playground equipment
supplier regarding playground equipment and the types of netting/fencing that could be
used for protection. Attached is the playground equipment that we are recommending
for the site for 2-5 & 5-12 year olds.
At this point City staff is recommending the playground equipment be located along the
3rd base line of the west field. The area is already graded flat and drainage is not a
problem. In addition, the equipment would be closer to the parking lot.
ACTION REQUESTED
If the Park Commission is agreeable to the recommended playground equipment and
netting of the playground area, staff will move forward to order the equipment and
netting.

Dear Mr. Starr:
On the above date I met with you to discuss and view possible location for playground equipment at
the Andover Station North Ball Field Improvement. My loss control services are provided to the city
of Andover in conjunction with the city's participation in the League of Minnesota Cities
Insurance Trust.
Discussion:
During our meeting, we viewed two possible locations for the playground equipment and discussed
positive and negative points of each location.
Location one was on the north end of the corridor between the central and east fields. The
advantages of this location are that it is viewable from both fields, it is enclosed on three sides (to
limit wandering of children), and there are no plans for other use of this area. The disadvantages to
this area are that it would be an ideal area for wann-ups by ball players, foul balls may strike
children who wander out of the protective netting provided over the equipment, and the steep hill
directly north of the playground site may attract children to climb it. Additionally, the sloping in the
area means that the soil could remain wet as other areas of the park drain. This site also has limited
area, and providing adequate clearance for playground equipment may be difficult.
Location two is directly south of the third base line of the east field. The advantages of this location
are that it is easily accessible, it is viewable from the east field, and because of sloping, the soil here
should remain more dry than it will at the first location. The disadvantages of this location are that it
is closer to the parking lot than the first location, it is more open, which could lead to wandering of
children, and it viewable from the center field. Additionally, this location is closer to retaining
ponds, although the distance does not lend itself to attractive riuisance issues. This area also has
limited area, and it may be difficult to provide adequate clearance for all types of playground
equipment.

Recommendations:
At this time, I do not recommend one location over the other. Both locations have advantages and
disadvantages that are equalizing. I do recommend that protection from foul balls be provided, the
playground is designed to prevent children from accessing the fields, and consideration is given to
possible nuisances.

INTRODUCTION
A request has been made to name a section of the Andover Trail System in honor of a past now
deceased Park and Recreation Commissioner, Tom Anderson. The request is being made by
Mayor Gamache.
DISCUSSION
In special situations there may be a desire to name a park, park facility or trail in honor of an
individual or group who has had a significant positive impact on the city in some fashion. This
may include memorials to someone who has passed on, as well as individuals still living. The
attached policy (approved September 5,2006) guides the process and identifies specific criteria
to be met prior to consideration.
Uponreview by staff, the attached request and narrative meet the basic criteria of the "Policy for
Naming and Renaming of Parks, Park Facilities, and Trails" and can be brought forward for
consideration.
ACTION REQUESTED
The Park and Recreation Commission is requested to discuss the merits of the attached request
and provide a recommendation to the City Council.

Parks, Park Facilities, and Trails
I. Introduction
The selection of a proper name for a park, park facility and trail is a thoughtful process
which requires careful analysis. This policy and procedure has been adopted by the City
of Andover to provide the proper procedure and guidelines for any naming or renaming
of said amenities
II. Procedure
Original naming of a park, park facility and trial will be done as part of the platting
process guided by the City of Andover's subdivision ordinance. Subsequent renaming
will use the following procedure:
1. Staff, Council, Advisory Body, or an Andover resident recognizes and requests
the naming of a park, park facility, or trail.
2. Staff will perform a background investigation of the request and then distribute
the request to the City Council, upon review, send to the Parks and Recreation
Commission for review.
3. The Parks & Recreation Commission will discuss the merit of the name and make
a recommendation to the City Council.
4. The recommendation will then be placed on the next regular City Council meeting
for consideration.
IlL Park. Park Facilitv. and Trail Namine Criteria
Listed below are some of the criteria that may be used to determine the appropriate
naming or renaming of parks, park facilities and trails.
l. The name of the subdivision associated with the park, park facility or trail.
2. The name of the neighborhood in which the park, park facility or trail is located.
3. The street name adjacent to or closely identified with the park, park facility or
trail.
4. The name of a local interest point, or local focal point near the park, park facility
or trail.
5. The name of an event or historical occurrence associated with the park, park
facility or trail.
6. The name of a person who donates a major part or all of the land for the park,
park facility or trail.
7. The name of a person of significant stature within the community (with the
permission of the honoree, immediate family or designated representative).
He/she must adhere to at least one of the following credentials and complete a

waiting period of at least six months from the conclusion of service or time of
death:
a At least ten years of local service to the community.
b. Shown outstanding assistance or support of the local park system.
c. Major fmancial donor to the park system.
d. A historical figure or family.
e. A local born or raised person of historic, statewide or national importance.
VITI. Final Determinations
The City Council reserves all rights in the naming or renaming of all parks,
park facilities and trails.

On May 20, 2006, the Andover High School Track community honored Tom Anderson with the
Tom Anderson Memorial 5K Run. It was a fundraiser for the Andover Track Team and it was
there way to thank Tom for all he had done for the team and school.
I would like to go further and memorialize Tom for the work he did for our city when he was a
Park Commissioner. Tom served from the early 90's through 2000 and was influential in
establishing the trail system we have today. Tom was a voice of reason on the Park Commission
when some in the neighborhood fought against the trail along the creek east of Hanson. It was
the first part of a trail system we are all proud of today and from the discussions I have had from
Todd, and Park Commissioners who served with Tom he wasn't called Tough Tommy for
nothing.
For those of you who were on the Council during this tough time I know you remember the
hostility and how Commissioners like Tom made it a bit easier for the Council to take the first
step.
Since we have passed an ordinance to handle these I am officially requesting that we name the
first trail in Andover along Coon Creek just to the east of Hanson Blvd Tom Anderson Memorial
Trail. Tom was a dedicated individual to his City and to creating a trail system to serve our
residents. Many use these trails everyday and the system has expanded to something that our
residents cherish.
Last year the Andover Track Team conducted the First Memorial Tom Anderson 5KRun on May
20th. I would expect that this year it will be held around the same time and I think it would be
fitting if we move this through so we can hold a ceremony on that same weekend.
The Sign Department can handle the printing of the memorial sign and we can invite Tom's
family, members of the Andover Track Team, Park Commissioners present and former.

D Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
D Andover Station North Park (property south of the old landfill) - Pretty much everything is done,
There are a few punch list items the contractor needs to complete in the spring, but otherwise
everything is completed. Bleachers for each of the fields are on order and anticipated to be delivered to
the City by the end of this week or early next week. Installation will start as soon as the snow is gone.
D Country Oaks Park - Most landscaping has been completed.
D Woodland Estates Park - Most landscaping has been completed,
D Oakview Park - Most of the landscaping has been completed.
D Update of Park Dedication Improvement Fund Quarterlv Report -Next report is due in April.
D Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next report is due

to the site, the regarding of the site will begin. As you may recall, the field is being relocated.

INTRODUCTION
This item is a continuation from the last meeting in regard to the Park Chapter of the
Comprehensive Plan and the future park improvements the Park Commission may want to
consider.
DISCUSSION
At this meeting the Commission is requested to review Parks 31-50. Attached are the
proposed improvements recommended by City staff for each of the parks.
Most of the improvements that are being recommended by City staff for these parks are pretty
much straight forward except for 3 of the parks (Green Acres, Rose & Crooked Lake School
across from the boat landing). The issues or concems of those 3 parks are as follows:
. Green Acres (#38) - Currently there is a small ball field that has been used over the
years by the associations but the City in the past has had issues with on-street
parking, as no separate parking lot is available. The other item that is a concem is
the outfield area and 3rd baseline is relatively too close to the street (balls are ending
up in the street creating potential hazards for the players).
. Rose (#39) - The park has a lot of potential for redevelopment. This site is a very
good location for a hockey rink facility as the park us surrounded by residential
developments. In addition, access to the park is very good.
. Crooked Lake School (#50) - As you mayor may not know, the City has an
agreement to maintain and operate the hockey rink facility. If the Commission is not
familiar with the facility, the hockey rink lights need to be replaced along with hockey
rink boards and fencing. In addition, the free skating rink is too small. This facility is
included with the Crooked Lake Boat Landing since it is located directly across the
street.
Note: Keep in mind that the Commission still needs to give direction on development for the
following parks: Hawkridge (see draft drawing in side pocket of packet) & Fox Meadows
(need to determine if soccer fields are to remain or redevelop with a new hockey rink
facility).
ACTION REQUIRED
The Park & Recreation Commission is requested to continue reviewing the Parks Chapter of
the Comprehensive Plan and the future park improvements the Commission may want to
consider for Parks 31-50,
