INTRODUCTION
This item is in regard to consider approval of the 2007 spring/summer soccer/lacrosse
schedule. If you recall, this item was tabled from the last meeting to allow the various groups to
meet to work out a schedule.
DISCUSSION
Attached for your review is the proposed 2007 soccer/lacrosse schedule that is recommended
by staff. The City has received applications for use of the fields from the following groups:

The Park and Recreation Commission is requested to approve the 2007 soccer/lacrosse
schedule.

SUBJECT: 5. Consider 2007 Spring/Summer Softball/Baseball Schedule

INTRODUCTION
This item is in regard to the status of the 2007 spring/summer softball/baseball schedule and to
also consider an application that has been submitted by the Christian Youth Softball League.
DISCUSSION
Attached for your review is the most current 2007 softball/baseball schedule for your review that
includes the Twin City Blaze Baseball program and the Christian Youth Softball League. The
Twin City Blaze will be using Timber Trails on Tuesday evenings for practice and when and if a
field becomes available at Andover Station North, the Andover Baseball Association will
communicate this to the Twin City Blaze. As for the Christian Youth Softball League (CYSA),
they have requested to use Hills of Bunker Lake West Park, Rose Park and Terrace Park on
Sundays from 4:00 p.m. to dark from June until mid August. Staff has discussed this with the
Andover Baseball Association and they have no problem with this. The chart below identifies
the status of the guideline requirements for each of the groups.

The schedule includes the Andover Fun Fest and the tournaments that have been approved for
the year. Since the last meeting the Andover Baseball Association has made some minor
adjustments for fields for a couple of their tournaments. Staff has no issues with these minor
changes.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2007 softball/baseball
schedule as presented.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

This item is in regard to considering memorial plaque requests.
DISCUSSION
The Chairman has requested this item be placed on the agenda to determine how to
handle requests by the public or by associations/organizations for individuals that have
passed away that may have been part of an association or some other organization.
Although the City has recently received a request, the Commission needs to discuss if a
policy should be in place and where the plaques should be allowed to be located.

INTRODUCTION
This item is in regard to the playground equipment that has been planned at the new
Andover Station North Ball Field Facility.
DISCUSSION
As you may recall, this item was tabled from the last meeting so that City staff could
obtain a quote for a shade system canopy for the playground equipment. Attached is a
quote in the amount of $22,956.28, which does not include installation. The Public
Works Parks Department may have an employee that has installed these types of
systems in the past. So there could be some savings on the installation. To fence (8
feet) the perimeter of the playground equipment may be in the neighborhood of
approximately $6,500, which includes mow strips on three sides of the fencing.
BUDGET IMPACT
Keep in mind that $65,000 has been budgeted in the CIP. Any types of improvements
such as the shade system and fencing would be funded from the $65,000.

DISCUSSION
A copy of the preliminary plat is in the side pocket of the packet for review. The largest
parcel of the three lots at some point in the future will be developed into 2.5 acre lots
which at that time the City will collect additional park dedication fees. City staff
recommends cash in lieu of land.

The following is a list of reports generated by the Anoka County Sheriff=s Office regarding city
park activity for the 1 st quarter, ending March 31, 2007.

A deputy received a complaint of two vehicles spinning circles in the parking lot. When he
arrived both vehicles were gone.

Deputies received a call of two pickup trucks driving in the park. When they responded, they
were unable to locate the vehicles.
02.18 1519 1535 Pleasant Oaks 07037010
A caller reported two pickups driving around the wooded area of the park. The deputy located
the suspects and spoke to them about their carelessness. The suspects were cooperative and they
were given a verbal warning.
02.19 1637 Kelsey Round 07037742
A caller reported 3 ATV's riding in the park by the Indian Hills. The deputy was unable to
access the location with a vehicle. Extra Patrol was given to that area for one month in order to
detour future incidents.
03.22 1524 1526 Oak Bluff 07061952
An anonymous caller reported high school students smoking at the park. When deputies arrived
there were students smoking, but they were over the age of 18.
03.28 1449 1454 Sunshine 07067009
A passerby called to report juveniles fighting at the park. Upon arrival the kids were gone and a
witness stated they left and gave a vehicle description of the vehicle.

INTRODUCTION
This item is regard to considering naming the new ball field facility at Andover Station
North.
DISCUSSION
Kevin Starr from the Public Works Parks Dept. would like to order a new identification
sign for the facility. But before a sign can be made, it is the responsibility of the
Commission as per the attached policy to recommend a name to the City Council. To
date, the facility has not been officially named by the City.
Currently the facility is known by City staff as the Andover Station North Ball Field
Facility.
ACTION REQUESTED
The Park & Recreation Commission is requested to consider recommending the
naming of the facility to the City Council.

Parks, Park Facilities, and Trails

I. Introduction
The selection of a proper name for a park, park facility and trail is a thoughtful process
which requires careful analysis. This policy and procedure has been adopted by the City
of Andover to provide the proper procedure and guidelines for any naming or renaming
of said amenities
n. Procedure

I
Original naming of a park, park facility and trial will be done as part of the platting
process guided by the City of Andover's subdivision ordinance. Subsequent renaming
will use the following procedure:
I
1. Staff, Council, Advisory Body, or an Andover resident recognizes and requests
the naming of a park, park facility, or trail.
2. Staff will perform a background investigation of the request and then distribute
the request to the City Council, upon review, send to the Parks and Recreation
Commission for review.
3. The Parks & Recreation Commission will discuss the merit of the name and make
a recommendation to the City Council.
4. The recommendation will then be placed on the next regular City Council meeting
for consideration.

III. Park. Park Facilitv. and Trail Namine Criteria
Listed below are some of the criteria that may be used to determine the appropriate
naming or renaming of parks, park facilities and trails,
1. The name of the subdivision associated with the park, park facility or trail.
2. The name of the neighborhood in which the park, park facility or trail is located.
3. The street nanie adjacent to or closely identified with the park, park facility or
trail.
4. The name of a local interest point, or local focal point near the park, park facility
or trail.
5. The name of an event or historical occurrence associated with the park, park
facility or trail.
6. The name of a person who dohates a major part or all of the land for the park,
park facility or trail.
7. The name of a person of significant stature within the community (with the
permission of the honoree, immediate family or designated representative).
He/she must adhere to at least one of the following credentials and complete a

waiting period of at least six months from the conclusion of service or time of
death:
a. At least ten years oflocal service to the community.
b. Shown outstanding assistance or support of the local park system.

VITI. Final Determinations
The City Council reserves all rights in the naming or renaming of all parks,
park facilities and trails.

. Country Oaks Park - Project has been completed and the developer has been reimbursed by the City.
ON-GOING PROJECTS
Q Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
Q Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch list items the contractor needs to complete in the spring, but otherwise
everything is completed. Bleachers have been installed for all three fields. The bases and benches are
done. The baseball association will begin using the fields next Monday, April 23rd.
Q Woodland Estates Park - Most landscaping has been completed.
Q Oakview Park - Most of the landscaping has been completed.
Q Update of Park Dedication Improvement Fund Quarterly Report - Item is on the agenda.
Q Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Item is on the
agenda.
Q Comprehensive Plan -Item is on the agenda to discuss Parks 51-65.
Q Crooked lake Boat Landinq - Design is underway. Construction is anticipated sometime mid summer
(probably August).
Q Terrace Park - Design of the parking lot will begin within the next couple weeks. The project will be bid
with the Crooked Lake Boat Landing project. Again, this project will be constructed sometime in mid
summer.
Q Strootman Park - Public Works has removed the old fencing from the ball field. The design is
currently being worked on by the Engineering Department.

INTRODUCTION
This item is a continuation from the last meeting in regard to the Park Chapter of the
Comprehensive Plan and the future park improvements the Park Commission may want to
consider.
DISCUSSION
At this meeting the Commission is requested to review Parks 51-65. Attached are the
proposed improvements recommended by City staff for each of the parks.
Most of the improvements that are being recommended by City staff for these parks are pretty
much straight forward. There are still five parks (Green Acres, Rose, Crooked Lake School
across from the boat landing, Hawkridge & Fox Meadows) that need to be discussed as to how
the parks may be developed or redeveloped. The issues or concerns of those 3 parks are as
follows:
· Green Acres (#38) - Currently there is a small ball field that has been used over the
years by the associations but the City in the past has had issues with on-street
parking, as no separate parking lot is available. The other item that is a concern is
the outfield area and 3rd baseline is relatively too close to the street (balls are ending
up in the street creating potential hazards for the players).
· Rose (#39) - The park has a lot of potential for redevelopment. This site is a very
good location for a hockey rink facility as the park us surrounded by residential
developments. In addition, access to the park is very good.
· Crooked Lake School (#50) - As you mayor may not know, the City has an
agreement to maintain and operate the hockey rink facility. If the Commission is not
familiar with the facility, the hockey rink lights need to be replaced along with hockey
rink boards and fencing. In addition, the free skating rink is too small. This facility is
included with the Crooked Lake Boat Landing since it is located directly across the
street.
· Hawkridge (#2) - A copy of the draft drawing was in your last packet. Please bring
that drawing with you.
· Fox Meadows (#16) - Need to determine if soccer fields are to remain or redevelop
with a new hockey rink facility.
ACTION REQUIRED
The Park & Recreation Commission is requested to continue reviewing the Parks Chapter of
the Comprehensive Plan and the future park improvements the Commission may want to
consider for Parks 51-65 and discuss the five parks that were mentioned above that need
direction as to how to develop the parks.

I did speak with the NMT Board last night and we want to participate in this development.
We are willing to be involved from a fiscal perspective in addition to planning and development.
My feedback on your proposed drawing is that if we can increase the size of the large field spaces to 360'
by 470' it would make the space more multi-field useful.
NMT would be interested in contributing to the cost of a permanent building which could accommodate
space for our use; we have additional needs that the Prairie Knoll space cannot handle. We would like to
be involved in the planning of this building.
