INTRODUCTION
This is in regards to approving the 2007 fall soccer/football schedule.
DISCUSSION
Attached for your review is the proposed 2007 soccer/football schedule. The City has
received applications for use of the fields from the following groups:

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the
Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in
a fair and equitable manner, using compromise when necessary to accommodate the maximum number
of requests possible. Facility requests submitted by the due date with this comDleted form will be
given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if
facilities are available. The sequencing of scheduling will be considered with City youth associations
having first priority.

This item is in regard to approving the 2007 softball/baseball/football schedule. ~ ,.s~ ~

DISCUSSION .
Attached are applications received from the Andover Football Association (AFA), the
Andover Athletic Association (AM) and the Andover Baseball Association (ABA). AFA
has requested use of Sunshine Park Fields 1-6 and all fields at Andover Station North
Ball Fields. The Andover Athletic Association (AM) has requested to use all six fields
at Sunshine Park and the one field at City Hall (#7) on Tuesday nights from July 30th
thru August 31st and all of Eveland Fields Monday thru Thursday nights. Starting
September 4th AFA will be using the Sunshine Park fields on Tuesday nights. AM has
also requested (per a conversation with Kelly Gothier) to use all three fields at Eveland
Fields Monday thru Thursday nights.

ABA has requested to use Shadowbrook East (both north and south fields), Hidden
Creek North, Andover Station North Ball Fields and Pine Hills Park
* Note:
Currently both ABA and AFA are requesting to use Andover Station North Ball
Fields. These two associations have been notified that they will need to sit
down and work out a schedule and forward that information to my office so it
can be shown on the schedule.

INTRODUCTION
This item is a continuation to establishing a policy and options for memorial plaques.
This item was tabled from the July 19th meeting due to one suggested change by the
Commission and to allow all the Commissioners one more review before it is
considered by the City Council.
DISCUSSION
Attached is the revised policy with the suggested change and meeting minutes from
that discussion between the City Council and the Park Commission.
ACTION REQUIRED

Policy for Memorial Plaques and Benches
I. Introduction
The City of Andover supports the needs and principles of allowing memorials in
parks and green space areas, but is also mindful that these facilities have many
uses and are enjoyed by a wide range of people. Therefore, the City desires to
manage and regulate memorials for the mutual benefrt of all. It is the intention
that the Memorial Giving Policy only covers the broad sense of memorials and is
not meant to be exhaustive. Memorial proposals outside the scope of this policy
may still be considered.
II. General
1. Applications for memorials and to scatter ashes in park and green space
areas are available at City Hall. The Parks Coordinator shall be responsible
for the consideration of applications.
2. Applications will be accepted from next of kin or an executor of estate.
3. All memorials are to be paid for by the applicant on or before installation.
4. Memorials will be positioned to maximize the benefrt to an area. The City will
attempt to accommodate the wishes of the applicant at all times.
5. The number of memorials shall not detract from the prime recreational
purposes of an area. The City may limit the number of memorials in a
particular area.
6. The City accepts no liability for damage to any memorials from vandals, third
parties or while canying out maintenance activities unless specifically noted.
7. The City reserves the right to remove any memorials that have been
damaged and, is in the view of the appointed officer, beyond repair.
8. Applications for memorials to pets or to scatter the ashes of pets shall not be
accepted.
III. Memorial Tree and Plaaue
1. The memorial tree program plants a 1 % caliper inch balled and buriapped
maple. oak, ash or linden tree in the donator's park of choice with recognition
of the memorial on a pennanent plaque to be displayed at City Hall.
2. The donor can choose the general vicinity of the planting location within a
park; the exact placement of the tree is dependent upon existing site
conditions and shall be detennined by the appointed officer.
3. The name displayed on the memorial plaque shall be the individual's full
proper name. Nicknames, where appropriate, may be included at the donor's
request. .
4. No additional mementos, e.g. vases, statues, etc., shall be permitted at the
location of the tree.
5. The estimated cost of a memorial tree is $500, which will be submitted as an
escrow. Unused funds will be returned to the applicant or donor of the
$500.The health of the tree is guaranteed for 5 years.

IV. Memorial Bench
1. A memorial bench may be dedicated in the donator's park of choice.
2. The donor can choose the general placement within a park; the exact location
of the bench is dependent upon existing site conditions and shall be
determined by the appointed officer.
3. Benches will be constructed from a concrete material and be of a high quality
design. The bench will be secured in a concrete pad by the City and/or its
contractor.
4. A brass plaque with the inscription "in memory of' the name of the person,
recognition of public office (if appropriate), and dates of birth and death will be
affixed to the bench. In the event that the plaque is damaged, defaced, and/or
removed, the City will replace it for the useful life of the bench.
5. No additional mementos, e.g. vases, statues, etc. shall be permitted at the
location of the bench.
6. The estimated cost of a memorial bench is $1 aDO, which will be submitted as
an escrow. Unused funds will be returned to the applicant or donor of the
$1000. A bench is guaranteed for a minimum of 10 years.

V. Other Memorials
1. Other memorial donations, e.g. picnic shelter, playground, etc., will be

2. Recognition of such memorials will be made at an appropriate level in
consultation with the next of kin or executor of estate.

Chair Masloski was in favor of a centralized location for memorials. It would solve
several issues, people could tell the stories to their children. The concept was gaining
popularity.
Councilmember Knight stated that someone put a memorial on the building at Prairie
Knoll Park.

Cl Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
Cl Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch list items the contractor needs to complete in the spri~, 'but otherwise
everything is completed. Construction of the building is underway with walls n the 2 floor now going
up.
Cl Oakview Park - Most of the landscaping has been completed. Trees will be installed later this fall.
Cl Update of Park Dedication Improvement Fund Quarterly Report - Next report is due in October.
Cl Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism - Next report is due
in October.
Comprehensive Plan - Item is on the agenda.
Crooked lake Boat landinQ - The contract has been signed by the contractor doing the work.
Reconstruction of the boat landing will begin on Monday, July 30th and will be open by Friday, August
31st. A sign has been installed by Public Works of the closing starting on July 30th.
Terrace Park - The same contractor doing Crooked lake Boat landing will be constructing a new
parking lot and basketball court. Completion is anticipated by the middle of September.
Strootman Park - The fencing and concrete work has been completed. The final grade of the ball field
and parking lot is nearing completion. let's hope for rain. I would suggest if you haven't yet that each
of the Commission members stop by and see the nice work that was done by contractors the City hired
and by Public Works Parks Department.
