INTRODUCTION
The Park & Recreation Commission has requested to continue discussing the 2008-
2012 Parks Capital Improvement Plan.
DISCUSSION
Attached is a projected fund balance sheet that was prepared by the Finance
Department that was presented to the City Council and Park Commission at the joint
meeting last month. The proposed projects listed on the fund balance sheet include the
current projects for 2007 and proposed projects for 2008-2012. The Commission will
need to determine if any changes are to be made based on the discussion the
Commission had with the City Council. Note: As you may recall, there was a lot of
discussion regarding irrigating some of the playing fields with some of the parks, such
as Fox Meadows. After discussing this further with Dave Berkowitz City Engineer and
Brian Kraabel, Public Works Manager of Utilities, it appears that installing a sand point
will not provide an adequate supply of water to irrigate a soccer or ball field (sand points
generally work for small lots). Therefore, we will most likely be looking at installing a
well similar to the well at Prairie Knoll Park. If you have any questions regarding this,
feel free to contact Dave Berkowitz at (763)767-5133.
Keep in mind (as previously indicated to the Commission) that there are numerous
other parks that have been brought to our attention by Public Works which need
playground equipment to be replaced or updated. Also some of the same parks and
other parks do not meet ADA requirements. Public Works has mentioned there are a
number of parks that need security lights.
ACTION REQUIRED
The Park & Recreation Commission is requested to continue to discuss the 2008-2012
Parks Capital Improvement Plan.

Chair Masloski stated playground equipment was needed, soccer facilities and a skate
park. Because home sales were declining, the CIP was being decreased for needed
things. At present, there is a negative balance, however if Hawk Ridge was removed, it
would be balanced. Multi-use parks are a goal, and one method to help reach the goal
might be to begin charging user fees and signage, possibly a referendum.
Councilmember Jacobson indicated it was nice to have new buildings but he believed
maintenance was being overlooked. He requested that repairs be itemized. Chair
Masloski answered that the CIP enhanced the parks, while the maintenance was done by
Public Works.
Mr. Dickinson stated that they were maintaining without irrigation. In addition,
equipment was needed to bring four parks into ADA compliance.
Councilmember Knight inquired the number of parks without MUSA. Mr. Haas stated it
was 70%.
Councilmember Jacobson indicated he wanted to enhance what already existed.
Councilmember Knight inquired if a standard fann well was a possibility. Commissioner
Lindahl responded that Public Works would have to determine ifit was possible.

Mr. Dickinson stated if a farm well were permitted and certifiable as potable, a well
would pay for itself at Sunshine Park.
Commissioner Lindahl inquired about the reason it was not discussed in Public Works,
because they understood the need. Chair Masloski clarified there is a concern it would
drain water from other wells.
Mayor Gamache stated it would be $100,000 to drill a well at Hawk Ridge, and $250,000
for a regular well. Mr. Dickinson indicated the well size might be limited, in addition to
other agencies involvement such as the DNR, the Department of Health and others;
residential wells might be affected because of the City's significant water use. He noted
that irrigating Sunshine Park was very expensive. The housing market growth in the City
was in the single digits from the previous 13-15%.
Chair Masloski stated the CIP was bare bones. Baseball, soccer, and lacrosse needed
fields. As one commissioner, as all sports benefit, more people would support a
referendum. Councilmember Jacobson stated the seniors would not be able to support it
on a fixed income. He inquired if two fields could be irrigated with a simple well at
Hawk Ridge Park.

Mr. Haas stated a building like the one at Prairie Knoll Park would be needed.
Councilmember inquired if only a part could be potable.
Councilmember Jacobson indicated that there was a savings on the lighting at Andover
Station North. Mr. Dickinson answered the $17,000 savings went to the building per
Council approval. The developer will be the largest contributor to the park.
Chair Masloski stated that if playground equipment is installed, it needs to be protected,
however he hoped it would also be aesthetically pleasing because of its high visibility to
the community.
Chair Masloski stated that Mr. Dickinson has given the impression it could be postponed
until 2009; so finishing it immediately might not be as critical.
Mayor Gamache suggested Andover Station North and Crooked Lake Boat Landing be
completed in the CIP, and postpone the rest. Commissioner Lindahl stated Andover
Station North was highly praised by the players.
Chair Masloski stated the skate parks were heavily used at all times of the day. The
structures the City has would not last much longer. Councilmember Jacobson added the
church probably would not allow the skate park located there indefinitely, a permanent
home was needed.

Chair Masloski indicated that in Champlin, 40 kids participated in their competitions with
4-5 of those kids going to camp put on by the city. The stereotype causes people to
complain. Mr. Dickinson stated there were few problems in other communities if the
skate park was visible. It had been very successful.

INTRODUCTION
This item is in regards to the status of playground equipment for the area near the new
ballfields in Andover Station North.
DISCUSSION
As you recall from the joint meeting, the City Council requested City staff to explore with
the developer of Parkside at Andover Station a site within the residential area for the
location of the playground equipment.
Jim Dickinson, City Administrator, has been in contact with a representative of
Bruggeman Properties regarding this. We will inform the Commission if anything
happens.

INTRODUCTION
This item is in regard to the Park Chapter of the Comprehensive Plan and the future
park improvements the Park Commission is recommending.
DISCUSSION
In your side pocket of the packet is the most current existing and the proposed future
park facilities chart for your review which includes one larger park facility that was
approved as part of the original park study that was done and accepted by the City
Council in 2002
Please review this one more time to ensure the improvements that are being
recommended by staff are the improvements the Commission would like to recommend
to the City Council.
Note: If acceptable by the Commission, the next step is to insert the numbers into the
formula to determine what could be the new park dedication fee.
ACTION REQUIRED
No action is required at this time unless the Commission has a change of heart on the
development of any of the parks.

INTRODUCTION
This item is in regard to the Parks & Open Space Plan Chapter of the Comprehensive
Plan.
DISCUSSION
As you may recall, this was presented to the City Council at the joint meeting with the
City Council last month. The attached copy includes the comments from Council
members Trude and Jacobson. Just so you know, the comments made by Trude and
Jacobson were received by City staff and were appropriate to include in the chapter.
The attached version of the proposed chapter was emailed to the Park Commission
members last week, so that each of you had time to review it.
Note: The City Council has requested the Open Space Committee (which was formed)
to review this most up to date chapter. So there is a possibility that future
changes may need to be made to this chapter as suggested by the Open Space
Committee.

Goal 1: Provide parks and facilities that meet present park needs and plan
for the future needs of the city
Objectives:

Goal 2: Promote, protect, preserve and enhance the City's natural
and open space for the enjoyment of residents, protection of water
and air quality and the preservation of wildlife habitat
Objectives:

Consider development of passive, nature-related recreation or
conservancy areas on sites otherwise considered unsuitable for
development
b.
Identify appropriate areas for preservation through analysis of
natural features, the Site Selection Criteria established in the Parks
and Open Space Plan and the Land Use Plan

Plan for and Provide connections with the park and trail systems in a
manner that both preserves and allows public enjoyment of natural areas
Policies:
· Work collaboratively with property owners in the preservation of open space
· Utilize conservation easements, fee title acquisition and other methods as

address the specific characteristics of the various types of natural areas

· Work cooperatively with other organizations and government agencies to acquire

Chapter Five: Parks and Open Space Plan
The City of Andover provides a variety of recreation opportunities to its residents
through implementation of the Parks and Open Space Plan. The City recognizes that
the anticipated growth in population will increase demands on existing facilities and
programs. This chapter provides description of the various parks and recreation
facilities, the tools used to plan the park system and also establishes site selection
criteria for both parks and open space. Goals, policies and objectives are presented in
Chapter One: Foundation of the Comprehensive Plan.
Parks
The City of Andover contains 65 parks ranging in size from under an acre to more than
100 acres. Anoka County operates two regional parks that serve Andover residents.
There are no State or Federal parks within the city limits. Figure 5.1 shows the location
of all parks and trails within the City. Figure 5.2 identifies the type of facilities in each
park.
Types of Parks
The Metropolitan Council has categorized local and regional parks according to factors
such as size, use, service area, location and site attributes (Figure 5.3). All types of
local facilities can be found within the City including mini-parks, neighborhood
parks\playgrounds, community playfields, and community parks. The City uses these
categories in the selection of park locations to ensure a variety of park types and
facilities are available to serve the needs of residents.
Regional Parks
The two regional parks that serve Andover residents are Bunker Hills Regional Park
and Rum River Central Regional Park (Figure 5.4).
Bunker Hills Regional Park
Bunker Hills Regional Park is a 1600 acre regional park reserve located in the
southeast corner of Andover and extends into the adjacent cities of Blaine, Coon
Rapids and Ham Lake. The park includes a variety of passive and active recreation
facilities such as picnic areas, campgrounds, playgrounds, an indoor and outdoor
archery range; a water park with multiple slides, a sand play area, a proposed lazy river,
plus a wave pool; native prairie, wetland, oak savannah areas, a small lake, shade plant
gardens, abundant wildlife, hiking, biking, horse and cross country skiing trails, a
veterans memorial, and an 18-hole professional golf course. A horse stable and arena
offer riding lessons, trail rides, hayrides and campfire opportunities. An activities center
offers public meeting rooms and offices full time park staff. A year-round full service
restaurant with banquet and meeting facilities offers seasonal theatre and serves as the
golf course clubhouse. An overall master plan for the park is available from the Anoka

Rum River Central Regional Park
Rum River Central Regional Park is a 434 acre regional park located adjacent to the
northwest corner of the city on the west bank of the Rum River. A substantial
improvement project completed in 1999 allowed the park to reopen with picnic areas
and pavilion, playground equipment, boat launch and fishing deck, as well as hiking,
biking, horse and cross country skiing trails. Expansion of the park area has been
discussed by the Metropolitan Parks and Open Space Commission. This expansion
would likely not affect adjacent residential property within Andover due to the park being
separated by the Rum River. An overall master plan for the park is available from the
Anoka County Park & Recreation Department. More information can also be found on

Regional Trails
The two regional trails that pass through Andover are the Central Anoka
County Regional Trail and the ih Avenue Regional Trail (Figure 5.4).
Funding for these trails is provided by city, county, state and federal
sources. Figure D shows the location of these trails in the city. A county
wide trails map is available from the Anoka County Parks Department and

Central Anoka County Regional Trail
This trail extends along Bunker Lake Boulevard and will connect Bunker Hills Regional
Park west to the Mississippi West County Park in the City of Anoka and east into
Linwood Township. Presently there are two gaps in the trail within Andover. One exists
between Bunker Hills Park and Hanson Boulevard to the west. A portion of this trail will
be constructed with the Hanson Boulevard Improvement project with completion in
2008. However, a safe crossing of the Burlington Northern Railroad needs to be
resolved before the trail will connect with Bunker Hills Regional Park. The second gap
is between Round Lake Boulevard and ih Avenue. This trail segment will likely be
constructed at the time this section of Bunker Lake Boulevard is reconstructed by
Anoka County.
7th Avenue Regional Trail
This trail presently exists south of the intersection of Bunker Lake Boulevard and ih
Avenue and continues south to the Mississippi River Regional Trail to provide a
continuous route that connects with the Minneapolis park system. The ih Avenue
Regional Trail is planned to extend north along ih Avenue to the Rum River Central
Regional Park in the future.
Recreation Facilities
Recreation facilities are an essential component of active use parks. The development
of recreation facilities requires an understanding of community needs based on
population, service radius, and space requirements. Standards established by the
National Recreation and Parks Association provide guidelines for such development.
The city has used these guidelines in the preparation of a Park Study with community
input. This document evaluates the present park system and facilities and uses growth
projections from the Land Use Plan to determine the steps necessary to complete the
park system. The plan is amended periodically to document changes to the park
system and to adjust the park dedication rate.
Additionally, the city maintains a detailed list of park facilities including their type, age
and expected life. This list aids routine maintenance of facilities and is used to
determine the types of facilities and improvements that need to be included in the
Capital Improvement Plan.
Open Space
A plan for the preservation of open space is necessary to protect natural areas from
development, as well as to protect water and air quality and preserve wildlife habitat.
The city has worked cooperatively with a variety of resource protection organizations
and government agencies to enhance natural areas within the existing park system and
to protect floodplain and wetlands in areas outside of the park system. In 2006, the
voters approved a bond referendum to provide a dedicated funding source for the

prepared a community wide natural resource inventory and established policies to guide
this effort...
Site Selection Criteria And Acquisition Policies
The city has established criteria to evaluate sites for their potential to fulfill the needs
identified by the plans and studies described earlier in this chapter. The following
criteria are used to properly evaluate sites for the location of parks, recreation facilities
and open space preservation areas.
a) Open Space: The City of Andover will select open space sites based on the
following criteria:
i) The area provides an opportunity to protect and preserve significant
local natural resources, including:
· Groundwater recharge areas and natural hydrological systems
. Forests and native plant communities
. Buffer areas adjacent to Wetlands
· Unique biological, geological, historical and archaeological sites
· Lands containing significant areas of natural habitat, and threatened
or endangered species of plants or animals
. Educationally valuable features
. Sites of exceptional aesthetic quality
ii) The area to be protected is of sufficient in size to preserve and enhance
natural resources
iii) The area presents an opportunity to protect significant natural
resources that would otherwise be negatively affected by urban
development or negligence
iv) The area connects or expands corridors of floodplain and wetlands.
v) The area provides opportunities for passive recreation and observation
of the natural environment along trail corridors
vi) The area provides views of the natural environment along major
transportation corridors
b) Park Land: The City of Andover will select park sites based on the following
criteria:
i) The area is in close proximity to particular natural resources, such as
lakes, rivers and other unique features
ii) The area is sufficient in size to allow the user to experience the natural
resource and enjoy compatible recreation activities without degrading
the natural resource or the visitor's experience
iii) The area is suitable for recreation opportunities that complement those
provided by other city parks and county and regional agencies
iv) The area is geographically located to fulfill and not duplicate the type of
park and facilities needed to serve the present needs of residents and
the needs of the long range projected population in the service area
v) The area is located where it will be easily accessible
vi) The area is physically suitable for types of facilities that are needed in
the service area
vii) The area has sufficient size and flexibility to provide a
variety of recreation opportunities and the capacity to be
adapted to the changing needs of residents in the future
viii) The area can provide linkage to the trail system, open
space corridors or other parks
c) Public Controls or Ownership: The City of Andover recognizes that official
public controls and/or public ownership may be desirable and in some cases
essential to:
i) Assure public land availability for future generations although the current
need may not be imperative
ii) Protect a significant resource threatened by development, deterioration,
neglect or inordinate increase in land values
iii) Preserve unique or significant landscape features, including geographical,
historical and archaeological
iv) Provide open space
v) Meet both active and passive recreation needs
d) Methods of Acquisition: To assure protection and availability of public land,
the City of Andover shall utilize various methods of acquisition, including but
not limited to:
i) City purchase
· Negotiated purchase with willing seller when possible
· Eminent domain may be utilized if an overriding public need can be
established and 2006 Open Space Bond Referendum funds are not
utilized

IMPLEMENTATION
The Park Study summarizes the types of parks and facilities that are needed to
complete the park system. The park facilities maintenance list and policies track the
condition and useful life of existing facilities. These documents are used to determine
the improvements that need to be included in the city's Capital Improvement Plan. As
described earlier in this chapter, the Park and Recreation Commission and City Council
make decisions about the location of new parks based on the needs identified in the
Park Study, the goals, objectives and policies of this plan and the selection criteria
established in this chapter. These goals will be implemented based on overall public
policy and finance considerations.

DISCUSSION
As you recall, this proposed policy was presented to the City Council last month for
consideration. Attached are the meeting minutes from that discussion.

The Park & Recreation Commission is requested to continue discussing the draft policy
for memorial plaques and benches and determine if there are any revisions that the
Commission would like to make before it is presented to the City Council for their
consideration.

Policy for Memorial Plaques and Benches
I. Introduction
The City of Andover supports the needs and principles of allowing memorials in
parks and green space areas, but is also mindful that these facilities have many
uses and are enjoyed by a wide range of people. Therefore, the City desires to
manage and regulate memorials for the mutual benefit of all. It is the intention
that the Memorial Giving Policy only covers the broad sense of memorials and is
not meant to be exhaustive. Memorial proposals outside the scope of this policy
may still be considered.
II. General
1. Applications for memorials and to scatter ashes in park and green space
areas are available at City Hall. The Parks Coordinator shall be responsible
for the consideration of applications.
2. Applications will be accepted from next of kin or an executor of estate.
3. All memorials are to be paid for by the applicant on or before installation.
4. Memorials will be positioned to maximize the benefit to an area. The City will
attempt to accommodate the wishes of the applicant at all times.
5. The number of memorials shall not detract from the prime recreational
purposes of an area. The City may limit the number of memorials in a
particular area.
6. The City accepts no liability for damage to any memorials from vandals, third
parties or while carrying out maintenance activities unless specifically noted.
7. The City reserves the right to remove any memorials that have been
damaged and, is in the view of the appointed officer, beyond repair.
8. Applications for memorials to pets or to scatter the ashes of pets shall not be
accepted.
III. Memorial Tree and PlaQue
1. The memorial tree program plants a 1 Y2 caliper inch balled and burlapped
maple, oak, ash or linden tree in the donator's park of choice with recognition
of the memorial on a permanent plaque to be displayed at City Hall.
2. The donor can choose the general vicinity of the planting location within a
park; the exact placement of the tree is dependent upon existing site
conditions and shall be determined by the appointed officer.
3. The name displayed on the memorial plaque shall be the individual's full
proper name. Nicknames, where appropriate, may be included at the donor's
request. .
4. No additional mementos, e.g. vases, statues, etc., shall be permitted at the
location of the tree.
5. The estimated cost of a memorial tree is $500, which will be submitted as an
escrow. Unused funds will be returned to the applicant or donor of the
$500.The health of the tree is guaranteed for 5 years.

IV. Memorial Bench
1. A memorial bench may be dedicated in the donator's. park of choice.
2. The donor can choose the general placement within a park; the exact location
of the bench is dependent upon existing site conditions and shall be
determined by the appointed officer.
3. Benches will be constructed from a concrete material and be of a high quality
design. The bench will be secured in a concrete pad by the City and/or its
contractor.
4. A brass plaque with the inscription "in memory of' the name of the person,
recognition of public office (if appropriate), and dates of birth and death will be
affixed to the bench. In the event that the plaque is damaged, defaced, and/or
removed, the City will replace it for the useful life of the bench.
5. No additional mementos, e.g. vases, statues, etc. shall be permitted at the
location of the bench.
6. The estimated cost of a memorial bench is $1000, which will be submitted as
an escrow. Unused funds will be returned to the applicant or donor of the
$1000. A bench is guaranteed for a minimum of 10 years.
7. A local born or raised person of historic, statewide or national importance.
V. Other Memorials
1. Other memorial donations, e.g. picnic shelter, playground, etc., will be
considered on an individual basis.
2. Recognition of such memorials will be made at an appropriate level in
consultation with the next of kin or executor of estate.

Commissioner Kowalewski noted signs were put up at Sunshine Park in Fields 5 and 6.

Chair Masloski stated the Commission discussed the issue of a centralized location, or all
over the City.
Councilmember Jacobsop noted it stated that there would be no scattering of ashes on
park property. Was it necessary to state, when it was already against state law. He
suggested 3 or 4 choices in style of plaques or benches. Councilmember Orttel
mentioned the City should have a standard.
Mr. Haas stated there were wood benches outside of City Hall. He admitted that concrete
was more durable, however skateboarders loved to skate on them, because they prefer
concrete.
Councilmember Jacobson inquired ifit should state the Park Commission should address
each request.
Councilmember Orttel questioned ifthere had been a request for it. Commissioner
Lindahl stated they had a request for a tree.

Chair Masloski was in favor of a centralized location for memorials. It would solve
several issues, people could tell the stories to their children. The concept was gaining
popularity.

INTRODUCTION
This item is in regard to the Park dedication requirements of the City Code 11-3-7 which
is located in subdivision regulations for new developments.
DISCUSSION
As you mayor may not know, the City Council has given direction to City staff to update
the subdivision regulations of which the park dedication section is one part of the
subdivision code.
City staff has been working on the new subdivision codes for the past few months. The
City Council has reviewed the draft of the changes that are being recommended by City
staff. The new version of the subdivision code does include changes recommended by
the City Council. And now since this version is ready to go, it is now time for the Park
Commission to review the draft and make any recommendations for changes to the City
Council. The Planning Commission will be reviewing the proposed code changes at the
regular meeting of July 24, 2007.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider the proposed revisions to
the Park, Playground, Open Space & Public Uses (Code 11-3-7) of the subdivision
regulation (City Code 11).

PARKS, PLAYGROUNDS, OPEN SPACE AND PUBLIC USES:
A. Lands For Public Use Required: Pursuant to Minnesota Statutes Section
462.358, as amended, the City Council of the City of Andover shall require
all owners or developers, as a prerequisite to approval of a plat,
subdivision or development of land, to convey to the City or dedicate to
the public use for park or playground purposes, a reasonable portion of
the area being platted, subdivided or developed as hereinafter specified.
Said portion to be approved and acceptable to the City, or in lieu thereof,
the owners or developers shall, at the option of the City, pay to the City for
the use in the acquisition of public parks, open space and playgrounds,
development of existing public park and playground sites, and debt
retirement in connection with land previously required for public parks and

playgrounds. Any park cash contributions based on market value for
commercial/industrial zoned property is to be determined as identified in
Subsection C of this section are to be calculated and established based
on the land value at the time of final plat. Any park cash contributions for
residential zoned property are to be determined as identified in Subsection
C of this section. The form of contribution (cash or land) shall be decided
by the City based upon need and conformance with the approved City
Park Comprehensive Plans.
Dedicated Lands:
1. Requirements: Any land to be dedicated as a requirement of this
section shall be reasonably adaptable for use for active park and
recreation purposes and shall be at a location convenient to the people to
be served. Factors used in evaluating the adequacy of proposed park
and recreation areas shall include size, shape, topography, geology, tree
cover, access and location.
Also land dedication shall be selected based on the parkland need defined
by the Andover Park System Plan. Active parkland areas shall be
exclusive of wetlands, slopes exceeding twelve percent (12%), ponding
areas, or other features unsuitable for active park development. The City
may accept natural open space or passive park containing unique natural
environmental features as part of the parkland dedication. Selection of
park land for dedication shall be at the discretion of the City Council,
based on the policies and recommendations of the Comprehensive Plan
and the Comprehensive Park System Plan. The Council mav vary from
these requirements if a development demonstrates unique attributes
sufficient for parks and open space included in the development.
2. Maximum Area of Dedicated Land: Developers of land within the
City of Andover shall be required to dedicate 10% of land to the city

park dedication analysis) fairly and accurately represent the effect
of the subdivision on the park or trail system of the city, the
applicant or developer may request that the city prepare an in-
depth study of the effect of the subdivision on the park and trail
system and an estimate of that effect in money and/or land. All
costs of said study shall be borne by the developer or applicant. If
the developer or applicant requests the preparation of such a study,
a plat application mav proceed as if the fee had been paid.

35 may recommend to the City Council the market value. The City
36 Council, after reviewing the Park and Recreation Commission's
37 recommendation, may agree with the owner or the developer as to

the riqht to require park dedication for anv future subdivision of the
property. Credit shall be qiven for previously paid park dedication.

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city
park activity for the 2nd quarter, ending June 30, 2007.

A resident was asking if they could park a semi-truck in the parking lot for 2 days. The deputy
advised it was fme and roll called the information.

A deputy responded to an A TV complaint near the dirt trails. The deputy drove the trails and
could not locate the ATV's.
05.04 1459 1500 Oak Bluff 07097785
A deputy was flagged down by a resident and advised there were 20 juvenile males who were
about to fight at the park. Upon arrival the park was empty. After investigating the deputy
learned that there was a planned fight and it never took placed. The deputy made contact with
two parents and advised them as to what was happening. Both parents were cooperative.

A deputy responded to a motor vehicle crash where one person rear-ended another. Both parties
were valid and had insurance. Information was exchanged at the scene.

ON-GOING PROJECTS
o Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
o Andover Station North Park (property south of the old landfill) - Pretty much everything is done.
There are a few punch list items the contractor needs to complete in the spring, but otherwise
everything is completed. Construction of the building is underway with walls now going up.
o Oakview Park - Most of the landscaping has been completed. Trees will be installed later this fall.
[;] Update of Park Dedication Improvement Fund Quarterlv Report - Item is on the agenda.
o Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Item is on the
agenda.
o Comprehensive Plan - Item is on the agenda.
o Crooked Lake Boat Landing - Bid opening was Monday, July 16th. Each of you should have received
the e-mail regarding the bids for Crooked Lake Boat Landing and Terrace Park. We did receive very
good bids on Crooked Lake Boat Landing but Terrace Park was a little higher than what was budgeted
in the CIP. The money we saved from the Crooked Lake Boat Landing will be used to help fund
Terrace Park.
o Terrace Park - The project was bid with the Crooked Lake Boat Landing project. Bid opening was
Monday, July 16th. The bids were a little bit higher than the budgeted but the project will most likely
move forward.
o Strootman Park - The fencing and concrete work has been completed. The final grade of the ballfield
and parking lot is nearing completion. Let's hope for rain. I would suggest that each of the Commission
members stop by and see the nice work that was done by contractors the City hired and by Public
Works Parks Department.

Skateboard Task Force - No updates to report. Note: The skate park equipment was installed at
Constance Free Church on Tuesday, May 29th. To date, I have not received any complaints.
