INTRODUCTION
The Public Works Committee is requested to consider Municipal State Aid (MSA) designations
for 2007.
DISCUSSION
As you know, as new local City streets are constructed each year, 20% of the basic mileage can
be designated as Municipal State Aid. Currently the improved mileage total as of December 31,
2006 is 201.42. This mileage includes County State Aid Highways (CSAR), Municipal State
Aid Streets (MSAS), County Roads (CR) and local City streets. The 20% calculation allows an
additional 0.97 miles available for designation. The Andover Transportation Plan identifies
existing MSA designations which are proposed to be deleted. Attached is a chart of MSA
segments recommended to be removed. We have also included the existing MSA designations
that are recommended to be removed and relocated. Also included in the chart are MSA
segments to be designated for your review and recommendation.
As far as the routes to be designated, staff recommends Crosstown Boulevard NW from Hanson
Boulevard NW to Prairie Road NW be designated as MSA (1.23 miles). In addition, staff also
recommends Crosstown Boulevard NW from 157th Avenue NW to 161st Avenue NW be
designated as MSA (0.50 miles). As you may recall, both these sections of Crosstown Boulevard
were turned over to the City by Anoka County this past January.
Note: The Public Works Committee should discuss if segment 198-128-010 (Flintwood Street
NW, Butternut Street NW & 173rd Avenue NW)should be removed as a MSA street.
Note: Included in your packet is a map identifYing the locations of the proposed designations.
ACTION REQUIRED
The Public Works Committee is requested to review and recommend to the City Council the
MSA routes removed and route to be designated.

INTRODUCTION
Staff is currently working on several improvement projects scheduled for construction in 2007.
Project layouts will be presented for discussion at the meeting.
DISCUSSION
The projects that will be presented include 161st Avenue & Crane Street intersection
improvements, Nightingale & Crosstown intersection improvements, Crosstown Trail from
Hanson Boulevard to Nightingale Street, Crosstown Blvd. & Crosstown Drive safety
improvements, Wayside Horns at Andover Boulevard and Crosstown Boulevard & Railroad
Quiet Zone project at Bunker Lake Boulevard and the railroad tracks.

SUBJECT: Update on Proposed Speed Limit Legislation
DATE: February 15, 2007
INTRODUCTION
Staff has been working with surrounding communities and Representative Kathy Tinglestad and
Senator Betsy Wergin on changing legislation to allow Cities such as Andover to post 30 MPH
speed limits in rural residential districts.
DISCUSSION
As you know Andover with the help of Representative Tinglestad and Senator Wergin are
pursuing new legislation that would allow Cities to reduce the current speed limit (statutory
speed limit) in rural residential district from 55 MPH to 30 MPH.
The legislation has been given a bill number (661). A verbal update will be given at the meeting.

INTRODUCTION
Staff has been looking into the possibility of requiring all irrigation systems to have a rain sensor
device that would shut down an irrigation system during a rain event.
DISCUSSION
As you are aware the City of Andover is one of the top, if not the top, users of water per capita.
The City of Andover is one of the leaders in water conservation but there is room to improve.
The League of Minnesota Cities has a sample Rain Sensor Policy that could be used to help in
our conservation efforts. This policy also states that all new irrigation systems shall furnish and
have installed technology that inhibits or interrupts operation of systems during periods of
sufficient moisture. This is part of the Minnesota State Statute 103G.298 that had an effective
date of July 1, 2003. All systems installed after this date should all ready have this technology
but may need to be inspected. Anyone prior to this date will be given the opportunity to have
something installed. Staff would like to educate the residents on the policy to try and get
compliance from as many residents as possible. This would be done through the city newsletter
and with door tags

A bill for an act 1.2 relating to water; requiring new landscape irrigation
1.3 systems to have furnished and installed moisture or 1.4 rainfall
sensing equipment; proposing coding for new 1.5 law in Minnesota
Statutes, chapter 103G. 1.6 BE IT ENACTED BY THE
LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1.
[l03G.298] [LANDSCAPE IRRIGATION SYSTEMS.] 1.8 All
automatically operated landscape irrigation systems 1.9 shall have
furnished and installed technology that inhibits or 1.10 interrupts
operation of the landscape irrigation system during 1.11 periods of
sufficient moisture. The technology must be 1.12 ad1ustable either by the
end user or the professional 1.13 practitioner of landscape irrigation
services. 1.14 [EFFECTIVE DATE.] This section is effective July 1.
2003. 1.15 for all landscape irrigation systems installed after that date.

Sample Policy for Rain Sensor use on
Landscape Irrigation Systems
Purpose:
To establish a policy for the use of a rain sensor device installed on landscape irrigation systems within
the City of Andover that conforms with applicable Minnesota State Statute 103G.298 and Federal Water
Conservation Standards.
Scope:
All automatically operated landscape irrigation systems shall have furnished and installed technology
that inhibits or interrupts operation of the irrigation system during periods of sufficient moisture.
Rain Sensor:
All newly installed irrigation systems (commercial or residential) will be required to have rain sensors.
Irrigation Systems:
All newly installed irrigation systems connected to the municipal water system, whether, aboveground
or underground, shall require a permit for connection and shall be installed in accordance with the
Plumbing Code of the Minnesota State Statues, Chapter 4715. All plumbing material, and installation
shall comply with Building Code, Section 326.37.
Back Flow Prevention:
A City approved back flow prevention device shall be installed (commercial or residential) as part of
the irrigation system. This device shall be installed a minimum of 12" higher than the highest sprinkler
head.
