HomeMy WebLinkAboutSP December 8, 1987 o o o WHAT'S HAPPENING BUDGET MEETING 7:30 P.M. - December 8,1987 9~ / BUDGET: I assume the Council still has their last copy of the budget. If you need a copy please call. There is $80,000.00 for added Police Protection as expenditure and $30,000.00 revenue for the sale of 3 lots in Nordeen's. The problem is the money from the sale of the lots must go back into the CDBG Fund and not into Andover "general fund". We can consider carrying over 1987 funds in the amount of $30,000.00. BUDGET ISSUES TO TALK ABOUT: 1.) FIRE MARSHAL - We need time duringlworking hours for inspections - Andover Fire Marshal is volunteer therefore has to inspect after working hours. The contractors have to keep people late on overtime to have us make the inspections. We often have to have the Building Offical stay and go along with the Fire Marshal. 2.) Public Works - Truck, Plow, Wing, Sander, or Sanding Truck. INCLUDED: Dale Mashuga's discipline letter. Dale's response letter requesting a hearing before the City Council. I received the request December 3rd, ten working days would be December 17th. Dale is giving me dates he is available to meet. (Dale gives Fire Training around the area and has evening training meeting scheduled.) Copy of letter mailed to the residents on the Hanson Boulevard part of Ward Lake Drive. The following were affected/notified: Daniel A. & Janet B. Skwarek 18017 Ward Lake Drive N.W. Loren & Barbara J. O'Brien 17947 Ward Lake Drive N.W. This was done before the project was accepted, without obtaining the required permit, without paying the required fees, without a licensed plumber, and without anyone from the CIty knowing about it. As a representative of the City, you inspect these service connections as part of your employment responsibilities and, therefore, are aware of these requIrements. This was a dishonest and illegal action. You wIllfully and knowIngly performed this act whIch vIolated a trust as a CIty employee and resident to uphold the ordInances. Your action also sets a bad example for the staff and dIscredIts others who hav to enforce the ordInances. Because of the seriousness of the offense, the City CouncIl took the followIng dIscIplinary actIon at the CouncIl meetIng last night: SuspensIon for 1 week wIthout pay begInning 5 days after receiving this notice, and Demotion to a Public Works III position beginning January 1, 1~88. The Ci ty's personnel policy allows you 5 days In which to submit a written appeal and request a hearing before the Council. Such hearIng must be held wIthin 10 days of receIpt of that appeal. o 1. ANDOVER, MINNESOTA 55304 · (612) 755-5100 December 4, 1987 RE: Hanson Boulevard/Ward Lake Drive Dear Homeowner, Now that the new County Road 78 is nearly completed it appears that the appropriate name for the street in the front of your house would be Hanson Boulevard instead of Ward Lake Drive. This proposed change would make it easier for Police and Fire Personnel to identify your house. If you wish we could consider changing your house numbers a few numbers either way, but on the east side of the street they must stay odd numbers and the west side even numbers. \:) Example: 17725 could be changed to 17727 or 17723 The City Council will discuss this at the December 15, 1987 meeting. If you have any questions please call. Sincerely, of Andover mes E. Schrantz City Administrator JES/pr o 1'-\ W AGENDA SECTION NO.
