ANDOVER UNIFORM STREET LIGHT POLICY
o
The City has adopted a uniform street lighting-policy utilizing
high pressure sodium (HPS) lighting fixtures. These fixtures
should be used in the interest of energy conservation and
efficiency.
In areas that are served by overhead facilities, the lights should
be mounted on existing or new poles at a minimum of 21 feet over
the roadway using the following standards: (SEE EXHIBIT "A")
A) Major thoroughfares, i.e., county road intersections, a
250 watt HPS mounted on a 18 foot mastarm.

B) Residential intersections on county roads, a 150 watt HPS
mounted on a 18 foot mastarm. .
C) Residential intersections, a 150 watt HPS mounted on a 8
foot mastarm.
D) Residential midblock lights, a 100 watt HPS mounted on a 8
foot mastarm.
In areas that are served by underground facilities, the two
standards that are allowed: (SEE EXHIBIT "B")
E. 30 foot wood poles with a 100 watt HPS fixtures mounted on
8 foot mastarms. (25' mounting height)
F. 23 foot black fiberglass poles with a 100 watt HPS
traditional style fixtures. (18' mounting height)
DESIGN CRITERIA:
Lights in residential areas will be installed on
intersections, cul-de-sacs and midblock spacing of 300 feet or as
close as possible. (SEE EXHIBIT "C")
Anoka Electric Coop will coordinate and layout lights on all
plats after being requested and approved by the City of Andover
Engineering Department.
ASSESSMENTS:
In all subdivisions the charges shall be calculated as
follows, the total costs from the utility, i.e., energy and
monthly facilities charges multiplied by the number of lights and
divided by the number of lots in the subdivision, this charge,
plus a 1% administration fee, shall be billed on a quarterly basis
to each lot owner of record or occupant of each home.
UTILITY BILLING:

Anoka Electric Coop will bill the City of Andover on a
quarterly basis for all charges.
CITY PARK LIGHTING:
City Park lighting shall adhere to these standards as closely
as possible, recognizing that under certain conditions that

19. In the event that the City of Ana~ver, Minnesota
decides to bill the property owners within

owner shall promptly pay such charges as required

notwithstanding any law to the contrary.

We have a number of parties interested in buying lots in our
Commercial Park, however I do not know what price we will be
charging for the lots. Jim Schrantz suggested selling the lots
at each lot's share of the 50% write-down of the costs for street
and utility improvements.
It would be beneficial if a decision could be reached soon
regarding the formula we will use so that we can start selling
lots.

amount of the expenditures were incurred after and as a
result of combining Ditches 20, 23 and 37 with 57.

Dear Mayor and Council:
The fol lowing are engineering matters discussed and the action taken by the
City Council at the Regular Council Meeting held on October 6, 1987:
1. Woodland Terrace - Sewer and Water Service at 133rd and Narcissus
The owners of property at this location did not have the sewer and
water service located prior to house construction. As a result, the
length of the service was extended 120 additional feet to the front of
the home facing Narcissus Street. The service was available to 133rd
Street.
Counc II Act Ion
The Council approved payment to the owner a $855 sewer service claim
and charged the cost to the 86-9 construction account.
2. Creekside Estates - Final Plat
The owner asked the Council to release a previous open drainage
easement across the platted property. The new storm sewer easement as
described would control the storm drainage to one control led location.
Counc II Act I on
The Council authorized the attorney to file a release of easement
rights.
The Council approved the final plat subject to deleting the drainage
easement along and paral leI to Coon Creek.
Note: The Engineer, Mr. Davidson, did remind the Council that a
floodway and flood fringe have been established by HUD Flood Plain
Zoning. No Intrusion Into the floodway Is allowed.

3. Project Change Orders, 87-2; 87-3A, Band C; 87-4; 87-8
Mr. Dav I dson prese nted a I etter dated October 2, 1987, "I mprovement
Progress Status Report", Commission No. 7379-007. The Council did
discuss the specific change order work as fol lows:
A. 87-2, Hills of Bunker Lake, Kenko, Inc.. Commission No. 8806
The Council approved Change Order No.2 for no change In contract
price to extend the completion date from September 1, 1987 to
September 28, 1987.
The Council approved Change Order No.3 In the amount of
$45,302.50 to add concrete curb and gutter and aggregate base
street work to HII Is of Bunker Lake 2nd Addition (City Project 87-
22, Commission No. 8974).
B. 87-3A, Bunker Lake Boulevard, A.P. Keller Construction, Commission
No. 8179A
The Council approved Change Order No.2 for no change In contract
price to extend the completion date from August 28, 1987 to
October 5, 1987.
C. 87-3B, Crosstown Boulevard, Barbarossa and Sons, Inc.. Commission
No. 8179B
The Council approved Change Order No.2 for no change In contract
price to extend the completion date from October 1, 1987 to
November 1, 1987 for utility construction and street construction
from 140th Avenue NW to South Coon Creek Drive; and, June 15, 1988
for all construct I on and restoration.
D. 87-3C, Coon Creek, Bonine Excavating, Commission No. 8179C
The Council approved Change Order No.1 for no change In contract
price to extend the completion date from October 1, 1987 to
October 30, 1987.
E. 87-4, Woodrldge Acres. American Contracting, Commission No. 8897
The Council tabled approval of Change Order No.2 to extend
completion date from October 15, 1987 to November 10, 1987 until
the next regular meeting of October 20, 1987.

F. 87-7, Shady Knol I, Channel Construction, Commission No. 8915
The Council approved Change Order No.2 In the amount of
$20,795.75 for core excavation of unstable materials in the
subgrade within Uplander Street. The unstable material
constituted a change in conditions to the contract.
The Council directed TKDA to report back to the Council the
anticipated final construction costs due to these changed
cond i ti ons.
G. 87-8. Kensington Estates, Channel Construction, Commission No.
a2Q2.
The Council approved Change Order No.2 in the amount of $727.00
for additional work in street preparation and grading and repair
to damaged water valve box.
The change order also extended the contract completion date from
September 10, 1987 to October 15, 1987.
4. 87-3B - Award Contract - Crosstown Boul evard
The Council, by resolution, awarded the contract to Barbarossa and
Sons, Inc., for the balance of their contract bid for storm sewer,
street construction and restoration In the amount of $392,996.84.
The Council directed the City Administrator and TKDA to meet and
secure a Joint Powers Agreement with Anoka County for payment of the
Anoka County share of roadway construction for CSAH 18 within one
year.
5. 87-6 - Commercl al Park Uti 1 Itles and Street Construction. Commission
No. 8840
The Council, by resolution, did approve plans and specifications and
authorized the securing of bids to be opened at 10 AM, Friday, October
30, 1987.
Work wll I include sanitary sewer, watermaln, storm sewer and street
construction within Andover Commercial Park and Verdin Street from
Bunker Lake Boulevard to the south Corporate limits.

When the Special Use Permit was requested by Local Oil in October 1986 it
included specific directions for the construction of the fence with the fence
being similar in appearance to that of the shopping center. That fence was
approved by the homeowner's association. The shopping mall fence would not
look good in this location because when you are traveling north on Round Lake
Boulevard you would see the frame work of the fence. Only when going South
would it look good; therefore, I propose the shadow box type to hide the
fence frame work.
The six foot setback would allow the fence to set on top of the bank
(Ord., Max. six feet height on property line) which is about one foot
higher than the property line. To set the fence at a ten foot setback
would interfere with the sprinkler system and surface drainage.

OF OCTOBER 1986 APPROVING A SPECIAL USE PERMIT REQUESTED BY LOCAL
OIL COMPANY FOR THE CONSTRUCTION OF A CONVENIENCE STORE/GAS STATION
IN SECTION 32-32-24.
WHEREAS, the City Council has approved an 8 foot screening in
combination of wood and berming; and
WHEREAS, the Building Official has requested that a different
type fence be installed.
NOW, THEREFORE, BE IT RESOLVED By the City Council of the City
of Andover to amend Resolution No. R178A-86 to require an 8 foot screen-
ing be provided of brown treated wood with the fence being an alternating
board (shadow box) type and that the fence be constructed six feet south
of the north property line.

COLONIAL CREEK PRELIMINARY PLAT.

WHEREAS, a E.A.W. was published for review per Minnesota rules;
WHEREAS, the 30 day comment period has expired; and
WHEREAS, the City recieved comments as (ollows:
1. Rosella Sonstaby objects to development for unrelated'
reasons.
2. Minnesota Department of Transportation - "We anticipate that
the project will not cause a significant impact on the present
highway facilities"
3. Minnesota Historical Society - "There are no sites in the
project area which are on the National Register or eligible for
inclusion on the National Register, and therefore, none which may be
effected by your proposal"
4. Metropolitan Council - "Has concluded that the EAW is
c mplete and accurate with respect to regional concerns and raises no
maj r issues of consistency with Council Policies. An EIS is not
necessary for regional purposes."
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Andover that after consideration of the comments from the responding
agencies and by it's determination considering the requirements in
"inn,~otarules, part 4410.1700 decision on need for an E.I.S.. Make
. ,n gative declaration that an E.I.S. IS NOT necessary.
BE IT RESOLVED that a notice be sent to all persons on the EAW
distri-bution list, all pe.r,sons who commented and to .anyone who make a
request.
