A Public Hearing has been scheduled for 7:30 P.M. to discuss
ammending the Tax Financing District to include the Sonterre
property, which is Phase I of the Andover Commercial Park.
A preliminary plat for this phase of the Commercial Park is
on the agenda for later this evening.
The Council is requested to approve the resolution ammending
the TIF District.

NOTICE IS HEREBY GIVEN that the City Council (the "Council") of the
City of Andover, County of Anoka, State of Minnesota, will hold a public
hearing on Tuesday, September 15, 1987 at 7:30 o'clock p.m., at the City
Hall, in Andover, Minnesota, relating to the modification by enlargement
by the City of Andover of its Development District No.1 and of Tax
Increment Financing District No. 1-1 within Development District No. 1
pursuant to Minnesota Statutes, Chapter 469 The hearing is also relative
to a proposed modified Development Program for Development District No. 1
and modified Tax Increment Financing Plan for Tax Increment Financing
District No. 1-1 a copy of whiCh will be on file and available for public
inspection at the City Hall not later than September 4,1987.
The property proposed to be included in the modified Development
Program and Tax Increment Financing Plan is legally described as follows:
PIN 34 32 24 32 0004
and is generally located south of Bunker Lake Boulevard and east of
proposed Verdin Street and the Good Value Homes Subdivision.
All interested persons may appear at the hearing and present their
views orally or in writing.

RESOLUTION NO.
A RESOLUTION RELATING TO THE MODIFICATION BY ENLARGEMENT BY THE
CITY OF ANDOVER, MINNESOTA, OF THE DEVELOPMENT PROGRAM FOR
DEVELOPMENT DISTRICT NO. 1 AND THE MODIFICATION OF THE TAX
INCREMENT FINANCING PLAN RELATING TO TAX INCREMENT FINANCING
DISTRICT NO. 1-1.
BE IT RESOLVED by the City Council (the "Council") of the City of
Andover, Minnesota (the "City"), as-follows:
Section 1. Recitals.
1.01. It has been proposed and approved by the City of Andover,
Minnesota (the "City"), that the City amend the Development Program for
its Development District No. 1 and amend the Tax Increment Financing Plan
relating to Tax Increment Financing District No . 1-1 within Development
District No. 1 to reflect an enlarged development district and tax
increment financing district pursuant to and in accordance with Minnesota
Statutes, Chapter 469.
1.02. The City has caused to be prepared, and this Council has
investigated the facts with respect thereto, a proposed Modified
Development Program (the "Development Program") for Development District
No. 1 defining more precisely the property to be included within
Development District No.1.
1. 03. The City has performed all actions required by law to be
performed prior to the amendment of the Tax Increment Financing Plan
relating to Tax Increment Financing District No. 1-1 and the amendment of
the Development Program.
1.04. The Council hereby determines that it is necessary and in the
best interest of the City at this time to approve the amendment of the
Tax Increment Financing Plan relating to Tax Increment Financing District
No. 1-1 and to approve the amendment of the Development Program.
Section 2. Findin~s for the Amendment of the Tax Increment
Financin~ Plan for Tax Increment Financin2 District No. 1-1.

2.01. The Council hereby finds, determines and declares that the
amendment of the Tax Increment Financing Plan for Tax Increment Financing
District No. 1-1 is intended and, in the judgment of this Council, its
effect will be, to further provide an impetus for commerical, industrial
and housing development. increase employment and tax base and otherwise
promote certain public purposes and accomplish certain objectives as
specified in the Development Program and the Tax Increment Financing Plan.

2.02. The Council finds, determines and declares that the proposed
development and redevelopment, in the opinion of the Council, would not
occur solely through private investment within the reasonably foreseeable
future and, therefore, the use of tax increment financing is deemed
necessary.
2.03. The Council finds, determines and declares that the proposed
amendment ,of the Tax Increment Financing Plan will afford maximum
opportunity and be consistent with the sound needs of the City as a whole
for the development or redevelopment of Development District No. 1 by
private enterprise.
2.04. The findings of the Council determined previously during the
establishment of Tax Increment Financing District No. 1-1 are hereby
reinforced and restated.
Section 3.
AdoDtion of the Plan.

3.01. The proposed amendment of the Development Program and of the
Tax Increment Financing Plan for Development District No. 1 and Tax
Increment Financing District No.1-I, respectively, presented to the
Council on this date are hereby approved and adopted and shall be placed
on file in the office of the Clerk-Treasurer.
3.02. The Clerk-Treasurer is hereby directed to forward to the
Minnesota Trade and Economic Development Authori ty a certified copy of
the Minutes of the City Council Meeting approving the amendment mOdifying
Development District No. 1 and Tax Increment Financing District No.1-I,
and a copy of the modified Development Program and Tax Increment
Financing Plan. The Clerk-Treasurer is further directed to request
certification of PIN 34 32 24 32 0004 which, was added to Development
District No. 1 and Tax Increment Financing District No.1-I.

Based upon the statutory authority described in the Development Pro-
gram attached hereto, the public purpose findings by the City Council and
for the purpose of fulfilling the City's development objectives as set
forth in the Development Program, the City Council has created, estab-
lished and designated Development District No. 1 pursuant to and in
accordance with the requirements of Minnesota Statutes, Section 472A.03.
The following municipal action was taken in connection therewith:
July 29, 1986: The Develo~ment Program for Development District
No. 1 was adopted by the City Council.
September 2, 1986: The Development Program for Development
District No. 1 was modified by the City Council.
September 15, 1987: The Development Program for Development
District No. 1 was modified by the City Council.
The following municipal action was taken with regard to the Tax
Increment Financing Districts located within Development District No.1:
Tax Increment Financing District No.1-I:
July 29, 1986: The Tax Increment Financing Plan for Tax Incre-
ment District No. 1 was adopted by the City Council.
September 2, 1986: The Tax Increment Financing Plan for Tax
Increment Financing District No. 1-1 was modified by the City
Council.
September 15, 1987: The Tax Increment Financing Plan for Tax

SECTIOB I.
DEVELOPMENT PROGRAM FOR
DEVELOPMENT DISTRICT BO. 1
Subsection 1.1. Definitions. The terms defined below shall, for
purposes of this Development Program, have the meanings herein specified,
unless the context otherwise specifically requires:
"City" means the City of Andover, a municipal corporation and
political subdivision of the State of Minnesota.
"Comprehensive Plan" means the City's Comprehensive Plan which
contains the Objectives, pOlicies, standards and programs to guide public
and private land use, development, redevelopment and preservation for all
lands and water within the City.

"Council" means the City Council of the City, also referred to as
the governing body. (See "Governing Body" below).
"County" means the County of Anoka, Minnesota.
"Development District Act" means the statutory provisions of
Minnesota Statutes, Chapter 472A, as amended and supplemented.
"Development District" means Development District No. 1 in the City,
which is created and established hereto pursuant to and in accordance
with the Development District Act, and is geographically described in
Section I, Subsection 1.11. of the Development Program.
"Development Program" means this Development Program for Development
District No.1, ini tlally adopted by the Council on July 29, 1986. As
defined in Minnesota Statutes, Section 472A.02, Subdivision 5, a
development program is a statement of objectives of the City for
improvement of a development district which contains a complete statement
as to the public facilities to be constructed within the district, the
open space to be created, the environmental controls to be applied, the
proposed reuse of private property and the proposed operations of the
district after the capital improvements within the district have been
completed.
"Governing Body" means the duly elected City Council as defined in
Minnesota Statutes Section 472A.02, subdivision 10.
"Municipal Industrial Development Act" means the
provisions of Minnesota Statutes, Chapter 474, as amended.

"State" means the State of Minnesota.
"Tax Increment Bonds" means any general obligation or revenue tax
increment bonds issued and to be issued by the City to finance the pUblic

costs associated with Development District No. 1 as stated in the
Development Program and in the Tax Increment Financing Plan for each Tax
Increment Financing District within Development District No.1. The term
"Tax Increment Bonds" shall also include any obligations issued to refund
the Tax Increment Bonds.
"Tax Increment Financing District" means any, tax increment financing
district presently established or to be established in the future within
Development District No.1.
"Tax Increment Financing Act" means the statutory provisions of
Minnesota Statutes, Section 273.71 through 273.78, inclusive, as amended.
"Tax Increment Financing Plan" means the respective Tax Increment
Financing Plan for each Tax Increment Financing District located wi thin
the Project Area.

Subsection 1.2. Statement and FindinR of Public PurDose. The City
Council (the "Council") of the City of Andover (the "City") determines
that there is a need for development and redevelopment within the
corporate limits of the City in Development District No. 1 (the
"Development District") to provide employment opportunities, to improve
the tax base and to improve the general economy of the State. It is
found that the area within the Development District is potentially more
useful and valuable than is being realized under existing development, is
less productive than is possible under this program and, therefore, is
not contributing to the tax base to its full potential.
Therefore, the City has determined to exercise its authority to
develop a program for improving the Development District of the City to
provide impetus for private development, to maintain and increase
employment, to utilize existing potential and to provide other facilities
as are outlined in the Development Program adopted and modified by the
City.
The Council has also determined that the proposed development would
not occur solely through private investment in the foreseeable future;
that the tax increment financing plans proposed herein are consistent
with the Development Program; and that the tax increment finanCing plans
will afford maximum opportunity, consistent with the sound needs of the
muniCipality as a whole, for the development or redevelopment of the
Development District by private enterprise.

Subsection 1.3. StatutorY Authoritv. The Council determines that
it is desirable and in the public interest to establish, develop and
administer a Development Program for the Development District in the City
to implement its Development District Plan, pursuant to the provisions of
Chapter 472A, as amended, of Minnesota Statutes (the "Development
District Act").

Funding of the necessary activities and improvements in the
Development District shall be accomplished through tax increment
financing in accordance with Minnesota Statutes, Sections 273.71 to
273.78, inclusive, (the "Tax Increment Financing Act") and through the
use of industrial revenue bonds pursuant to the provisions of Chapter
474, as amended, of Minnesota Statutes (the "Municipal Industrial
Development Act").
The City has designated a specific area within the corporate limits
of the City as the Development District as authorized by Section 472A.03
of the Development District Act which is hereby amended as outlined in
this document. Within the Development District, the City plans to
undertake two (2) redevelopment districts as types of tax increment
financing districts established pursuant to Section 273.73, Subdivi-
sion 10, of the Tax Increment Act.

Subsection 1.4. Statement of Obiectives. The Council determines
that the establishment of the Development District will provide the City
with the ability to achieve certain public purpose goals not otherwise
obtainable in the foreseeable future without City intervention in the
normal development process. The public purpose goals include: restora-
tion and improvement of the tax base and tax revenue generating capacity
of the Development District; increased employment opportunities; realiza-
tion of comprehensive planning goals; removal of blighted conditions;
revitalization of the property within the Development District to create
an attractive, comfortable, convenient, and efficient area for
industrial, commercial, and related uses.
The City and Council seek to achieve the following Development
Program objectives:
1. Promote and secure the prompt development of certain property in
the Development District, which property is not now in productive use or
in its hig)1est and best use, in a manner consistent with the City's
Comprehensive Plan and with a minimum adverse impact on the environment,
and thereby promote and secure the development of other land in the City.
2. Promote and secure additional employment opportunities within
the Development District and the City for residents of the City and the
surrounding area, thereby improving living standards, reducing unemploy-
ment and the loss of skilled and unskilled labor and other human
resources in the City.
3. Secure the increase of commercial property subject to taxation
by the City, Independent School District No. 11, Anoka County, and the
other taxing jurisdictions in order to better enable such entities to pay
for governmental services and programs required to be provided by them.

4. Provide for the financing and construction of public improve-
ments in and adjacent to the Development District, necessary for the

Subsection 1.6. Environmental Control. The proposed economic
development in the Development District does not present significant
environmental concerns. All municipal actions, public improvements and
private development shall be carried out in a manner consistent with
existing environmental standards.
Subsection 1.7. Prooosed Reuse of Prooertv. The public improve-
ments needed to bring about the new development include acquisition of
land, site improvements, and general improvements. The Development
Program does not contemplate the acquisition of private property until
suCh time as a private developer presents an economically feasible
program for the reuse of that property. It shall be the intent of the
City to negotiate the acquisition of property whenever necessary.
Appropriate restrictions regarding the reuse and redevelopment of
property shall be incorporated into any land sale contract to whiCh the
City is a part.
Subsection 1.8. Administration and Maintenance of the Develooment
District. Maintenance and operation of the pUblic improvements will be
the responsibility of the Administrator of the City who shall serve as
Administrator of the Development District. The powers, duties and
responsibilities of the Administrator are spelled out in the
Administrative Guide for the Administration of the Development Program
for the Development District, attached hereto as Appendix A. Each year
the Administrator will submit to the Council the maintenance and
operation budget for the following year.

The Administrator will administer the Development District pursuant
to the provisions of Section 472A.10 of the Development District Act;
provided, however, that such powers may only be exercised at the direc-
tion of the Council. No action taken by the Administrator pursuant to
the above-mentioned powers shall be effective without authorization by
the Council.

Subsection 1.9. Rehabilitation. Owners of properties within the
Development District will be encouraged to rehabilitate their properties
to conform with the applicable state and local codes and ordinances, as
well as any design standards. Owners of properties who purchase property
within the Development District from the City may be required to rehabil-
itate their properties as a condition of sale of land. The City will
provide such rehabilitation assistance a's may be available from federal,
state or local sources.
Subsection 1.10. Relocation. The City accepts its responsibility
for providing for relocation pursuant to Section 472A.12 of the Develop-
ment District Act.

FURTHER INFORMATION REGARDING THE IDENTIFICATION OF THE PARCELS

Subsection 2.4. Parcels in Acauisition. The City may acquire and
reconvey the parcels identified in Section I, Subsection 1.12 of the
Development Program as originally adopted July 29, 1986. As the City
acquires said parcels, the Tax Increment Financing Plan for Tax Increment
FinanCing District No. 1-1 will be modified to reflect the acquisitions
of said parcels.

The following are conditions under which properties not designated
to be acquired may be acquired at a future date:
(1) The City may acquire property by gift, dedication, condemnation
or direct purchase from willing sellers in order to achieve the obj ec-
tives of the tax increment financing plan; and

(2) Such acquisitions will be undertaken only when there is assur-
ance of funding to finance the acquisition and related costs.
Subsection 2.5. Development Activitv in the Development District
for which Contracts have been Si~ned. The following contracts have been
entered into by the City and ,the persons named below:

the Development District.

Subsection 2.7. Estimated Cos~ of Proiect. See Subsection 1.5 of
the Development Program for estimated costs associated with the Develop-
ment D.istrict.
Subsection 2.8. Estimated Amount of Bonded Indebtedness. It is
anticipated that $4,810,000 of bonded indebtedness will be incurred with
respect to this portion of the Development District.
Subsection 2.9. Sources of Revenue. Public improvement costs,
acquisition and other costs outlined in the Estimated Cost of Project
(Subsection 2.7 above) will be financed through the annual collection of
tax increments as described below.
Subsection 2.10. Estimated Orbina1 and Captured Assessed Values
and Estimate of Tax Increment. The most recent assessed value (the
original assessed value) of Tax Increment Financing District No. 1-1 is
estimated to be $80,560.
The estimated captured assessed value of Tax Increment Financing
District No. 1-1 on January 1, 1989 is estimated to be $6,836,840.
The 1987 original assessed value of PIN 34 32 24 32 0004, upon its
inclusion into Tax Increment Financing District No. 1-1 as modified
September 15, 1987, is $10,512. The future estimated value of this
parcel upon completion of the proposed improvement is estimated to be
$2,130,048. The ,captured assessed value is estimated to be $2,119,536.
Subsection 2.11 Mill Rate. The mill rate is 102.021.
Subsection 2.12. Tax Increment. Tax increment has been calculated
at approximately $697,501 assuming a static mill rate and a valuation
increased by zero percent (0%) compounded annually.

Subsection 2.13. Capi tali zed Interest. Capitalized interest will
cover interest payments on the Bonds prior to receipt of tax increment to
fully fund the principal of and interest on the Bonds.

Subsection 2.14. Investment Interest Rate. Investment interest is
assumed at six percent (6%). This is the estimated rate at which unspent
but obligated funds will earn interest as well as any surplus tax
increment funds wi thin any given year. This rate is contingent upon
rates paid on savings and upon arbitrage considerations.

Increment Financing District No. 1-1 is, pursuant to Minnesota Statutes
Section 273.73, Subdivision 10 a redevelopment district as defined below:

20 percent of the buildings are structurally substandard and an
additional 30 percent of the buildings are found to require
substantial renovation or clearance in order to remove such existing
condi tions as: inadequate st;.llet layout, incompatible uses or land
use relationships, overcrowding of buildings on the land, excessive
dwelling unit density, obsolete buildings not sui table for
improvement or conversion, or other identified hazards to the
health, safety and general well being of the community."

Subsection 2.18. Tax Increment FinancillJ!: Acco\Ult for Tax Increment
Financin2 District No.1-I. The tax increments received with respect to
payment of principal and interest for bonds issued for improvements made
within Tax Increment Financing District No. 1-1 will be segregated by the
City in a special aCCO\Ult or aCCO\Ults (the "Tax Increment Acco\Ult") on
its official books and records or as otherwise established by resolution
of the City to be held by a trustee or trustees for the benefit of
holders of the Bonds.
Subsection 2.19. MOdification of Tax Increment FinancillJ!: District
No. 1-1 and/or Tax Increment FinancillJ!: Plan. As of July 29, 1986, no
modifications to Tax Increment Financing District No. I-lor the Tax
Increment Financing Plan therefore have been made.
AS MODIFIED SEPTEMBER 2, 1986.
Pursuant to the adoption of the modification of the Development
Program for Development District No.1, Tax Increment Financing District
No. 1 is hereby modified to reflect an enlargement of the geographic area
and increased project costs of Development District No. 1 as outlined in
Section I, Subsections 1.11 and 1.5, respectively, of the Development
Program and is redesignated as Tax Increment Financing District No.1-I.

according to the plat on file in the office of the County Recorder, Anoka
County, Minnesota EXCEPT Lot 1, Block 2, and also EXCEPT that part of Lot
1,Block 3 described as follows:
Commencing at the northeast corner of said Lot 1, Block 3; thence
South, assumed bearing, along the east line thereof 196.00 feet to the
point of beginning of the land to be described; thence South 254.46 feet;
thence South 51 degrees 25 minutes 23 seconds West 129.99 feet; thence
North 89 degrees 49 minutes 12 seconds West 166,00 feet to a point in the
west line of said Lot 1; thence North 00 degrees 10 minutes 48 seconds
East, along said west line, a distance of 335.00 feet; thence East 266.57
feet to the point of beginning,
FURTHER INFORMATION REGARDING THE IDENTIFICATION OF THE PARCELS
TO BE INCLUDED IN TAX INCREMENT FINANCING DISTRICT NO. 1-2 CAN "
BE OBTAINED FROM THE OFFICE OF THE CLERK-TREASURER,
Subsection 3,4, Parcels in Acauisition, The City may acquire and
reconvey the parcels identified in Section I, Subsection 1.12 of the
Development Program as originally adopted July 29, 1986. As the City
acquires said parcels, the Tax Increment Financing Plan for Tax Increment
Financing District No. 1-2 will be modified to reflect the acquisitions
of said parcels.
The following are conditions under which properties not designated
to be acquired may be acquired at a future date:
(1) The City may acquire property by gift, dedication, condemnation
or direct purchase from willing sellers in order to achieve the objec-
tives of the tax increment financing plan; and

(2) Such acquisitions will be undertaken only when there is assur-
ance of funding to finance the acquisition and related costs,

Subsection 3.8. Estimated Amount of Bonded Indebtedness. It is
anticipated that $1,300,000 of bonded indebtedness will be incurred with
respect to this portion of the Development District. At the present time
$1,025,000 of bonded indebtedness will be incurred.
Subsection 3.9. Sources of Revenue. Public improvement costs,
acquisition and other costs outlined in the Estimated Cost of Project
(Subsection 3.7 above) will be financed through the annual collection of
tax increments as described below,
Subsection 3.10, Estimated Orb:inal and Captured Assessed Values
and Estimate of Tax Increment. The most recent assessed value (the
original assessed value) of Tax Increment Financing District No. 1-2 is
estimated to be $66,720.
The estimated captured assessed value of Tax Increment Financing
District No. 1-2 on January 1, 1988 is estimated to be $1,439,160.
Subsection 3.11 Mill Rate, The mill rate is 102.021.
Subsection 3.12, Tax Increment. Tax increment has been calculated
at approximately $146,825 assuming a static mill rate and a valuation
increased by zero percent (0%) compounded annually.
Subsection 3.13. Capi tali zed Interest, Capitalized interest will
cover interest payments on the Bonds prior to receipt of tax increment to
fully fund the principal of and interest on the Bonds.

Subsection 3,14. Investment Interest Rate, Investment interest is
assumed at six percent (6%). This is the estimated rate at which unspent
but obligated funds will earn interest as well as any surplus tax
increment funds within any given year, This rate is contingent upon
rates paid on savings and upon arbitrage considerations,

Subsection 3.15, Tvoe of Tax Increment FinanciIUt District. Tax
Increment Financing District No, 1-2 is, pursuant to Minnesota Statutes
Section 273.73, Subdivision 10 a redevelopment district as defined below:
(3) "Less than 70 percent of the parcels in the district are
occupied by buildings, streets, utilities or other improvements,
but due to unusual terrain or soil de.ficiencies requiring substan-
tial filling, grading or other physical preparation for use at least
80 percent of the total acreage of such land has a fair market value
upon inclusion in the redevelopment district which, when added to
the estimated cost of preparing the land for development, excluding
costs directly related to roads as defined in Section 150,01 and
local improvements as described in Section 429.021, subd. 1, clauses
1 to 7, 11 and 12, and Section 430.01, if any, exceeds its antici-
pated fair market value after completion of said preparation; pro-
vided that no parcel shall be included wi thin a redevelopment dis-

trict pursuant to this paragraph (3) unless the authority has con-
cluded an agreement or agreements for the development of at least 50
percent of the acreage having the unusual soil or terrain deficien-
cies, which agre~ent provides recourse for the authority should the

ADMINISTRATIVE GUIDE
FOR THE ADMINISTRATION OF THE
DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO, 1
The Council has, pursuant to Section I, Subsection 1.8 of the
Development Program, designated the Administrator of the City to serve as
Administrator of the Development Program for Development District No. 1
and to supervise the maintenance and operation of public improvements and
activities financed by the Tax Increment Financing District within
Development District No.1. Minnesota Statutes, Section 472A,09 and
Section 472A.lO.
ADMINISTRATIVE POWERS
..
The Administrator will administer the Development Program pursuant
to the provisions of Section 472A,lO of the Development District Act. As
Administrator, he/she may, .....subject to such rules and limitations as
may be adopted by the governing body, be granted the following powers:
(a) to acquire property or easements through negotiation;
(b) to enter into operating contracts on behalf of the
muniCipality for operation of any of the facilities authorized to be
constructed under the terms of sections 472A.Ol and 472A,13;
(c) to lease
within the buildings
to 472A,13;
space to private individuals or corporations
constructed under the terms of sections 472A.Ol
(d)
structures
o472A.13;
to lease or sell land and to lease or sell air rights over
constructed under the authority of sections 472A,Ol to
(e) to enter into contracts for construction of the several
facilities or portion thereof authorized under sections 472A,Ol to
472A.13;
(f) to certify to the governing body
acquisition through eminent domain property
by negotiation, but is required for

PROCEDURAL REQUIREMENTS

All actions taken by the Administrator pursuant to the above-
powers shall be carried out within the statutory requirements
in Chapter 412 of Minnesota Statutes relating to statutory

subdivision 13.
4. Following Council approval of a Tax Increment Financing Plan
for a Tax Increment Financing District, the Administrator shall request
the County Auditor to certify the original assessed value of the Tax
Increment Financing District. Minnesota Statutes Section 273,74,
subdivision 3.
5, Upon adoption by the council of the Tax Increment Financing
Plan for a Tax Increment Financing District, the Administrator shall file
a copy of the Tax Increment Financing Plan with the office of the
Minnesota State Auditor, Minnesota Statutes, Section 273,74,
subdivision 6,

6. The Administrator shall seek modification of the Tax Increment
Financing Plan for a Tax Increment Financing District by the process
required for approval of the original Tax Increment Financing Plan if the
City seeks to do any of the following:
o
(a) reduce or enlarge the geographic area of the Tax Increment
Financing District (the geographic area can be reduced but not
enlarged after five (5) years following certification of the
original assessed value of the Tax Increment Financing District);

(b) increase the amount of bonded indebtedness to be incurred;
(c) increase the portion of captured assessed value to be
retained by the City;
(d) increase the total estimated tax increment expenditures; or
(e) designate additional property to be acquired by the City.
Minnesota Statutes Section 273.74, Subdivision 4.
7. On or before July 1 of each year, the Administrator shall
submit to the County Board, all affected school boards, and to the office
of the Minnesota State Auditor a report of the status of each Tax
Increment Financing District in Development District No.1, The
information to be included in the report is given in the model form
attached hereto as Exhibit 1.

8, An annual statement showing the tax increment received and
expended in that year, the original assessed value, the captured assessed
value, the amount of outstanding bonded indebtedness and any additional
information the City deems necessary shall be published in the official
newspapers of the City, Minnesota Statutes Section 273,74, subdivision 5
and other requirements pursuant to Minnesota Statutes Section 273.74,
subdivision 6,
9, All revenues derived from each Tax Increment Financing District
shall be used in accordance with the Tax Increment Financing Plan. The
revenues shall be used for the following purposes:
1, to pay the principal of and interest on bonds issued to
finance the project;
2, to finance or otherwise pay the capital and administration
costs of Development District No. 1 pursuant to the. Development
District Act;
3. to accumulate and maintain a reserve in a special develop-
ment account for the payment of the principal of and interest on
bonds issued to finance a project;
4, to pay for project costs as identified; and
5. to finance or otherwise pay for other purposes as provided
in Section 273,75, Subdivision 4, of the Tax Increment Financing Act.
These revenues shall not be used to circumvent any levy limits.

10. In the year in which the tax increments exceed the amount
necessary to pay the costs authorized by the Tax Increment Financing
Plan, inClUding the amount necessary to cancel any tax levy as provided
in Minnesota Statutes, Section 275.61, Subdivision 3, the City shall use
the excess amount to:

1, prepay any outstanding bonds;
2. discharge the pledge of tax increment therefor;
3. pay into an escrow account dedicated to the payment of
such bonds; or
4. return the excess
distribution as provided in
Tax Increment Financing Act,
amount to the County Auditor for
Section 273,75, Subdivision 2, of the
Minnesota Statutes Section 273.75, Subdivision 2.
11. Pursuant to Section 273,75, Subdivision 1, of the Tax Increment
Financing Act:
>-
1. No tax increment shall be paid to the Ci ty for the Tax
Increment Financing District after three (3) years from the date of
certification of the original assessed value of the taxable property
in the Tax Increment Financing District by the County Auditor unless
within the three (3) year . period: (a) bonds have been issued
pursuant to Section 273.77 or in aid of a project pursuant to any
other law, except revenue bonds issued pursuant to Chapter 474 prior
to August 1, 1979, or (b) the City has acquired property within the
Tax Increment Financing District or (c) the City has constructed or
caused to be constructed public improvements with the Tax Increment
Financing District.
2. The tax increment pledged to the payment of bonds and
interest thereon may be discharged and the Tax increment Financing
District may be terminated if sufficient funds have been irrevocably
deposi ted in the debt service fund or other escrow account held in
trust for all outstanding bonds to provide for the payment of the
bonds at maturity or redemption date.
3. No tax increment shall in any event be paid to the Ci ty
from a redevelopment or housing Tax Increment Financing District
after twenty-five (25) years from the date of the receipt by the
City of the first tax increment or after eight (8) years from the
date of receipt or ten (10) years from approval of an economic Tax
Increment Financing District, whichever is less. Modification of
each Tax Increment Financing Plan pursuant to Section 273,74, Sub-
division 4, of the Tax Increment Financing Act shall not extend the
durational limits of that provision.
o
4. If, after four (4) years from the date of certification of
the original assessed value of the Tax Increment Financing District
pursuant to Section 273.76 of the Tax Increment Financing Act, no
demolition, rehabilitation or renovation of property or other site
preparation, inClUding improvement of a street adjacent to a parcel
but no installation of an underground utility service, has been
commenced on a parcel located within the Tax Increment Financing
District by the City or by the owner of the parcel in accordance

with the Tax Increment Financing Plan, no additional tax increments
may be taken from that parcel, and the original assessed value of
that parcel shall be excluded from the original assessed value of
the Tax Increment Financing District, If the City or the owner of
the parcel subsequently commences demolition, rehabilitation or
renovation or other site preparation on that parcel, inClUding
improvement of a street adjacent to that parcel, in accordance with
the,Tax Increment Financing Plan, the authority shall certify to the
County Auditor that the activity has commenced, and the County
Audi tor shall certify the assessed value thereof as most recently
certified by the Commissioner of Revenue and add it to the original
assessed value of the Tax Increment Financing District, For
purposes of this subdivision, "parcel" means a tract or plat of land
established as a single unit for purposes of assessment.
A list will be maintained by the Building Inspector of the City to
document all building permi ts issued wi thin the Tax Increment Financing

District for private redevelopment, including alterations, additions, new
construction and demolition.
12, The tax increments received wi th respect to the Tax Increment
Financing District shall be segregated by the City in a special account
or accounts on its official books and records or as otherwise established
by resolution of the City to be held by a trustee or trustees for the
benefit of holders of the bonds. Minnesota Statutes, Section 273,76,

MOTION by Bosell, seconded by Vistad that the Andover
Planning and Zoning Commission recommend to the City
Council approval of the lot split request of Ron Smith
on the property described as the West Half of the West
Half of the Southwest Quarter lying North of the center-
line of Anoka County Ditch No. 57, Section 26, Township
32, Range 24, Anoka County, Minnesota, for the following
reasons:
1) The lot split will not be detrimental to the health,
safety, or general welfare of the occupants of the
surrounding area;
2) The lot split will not have an adverse effect on the
scenic and/or property values of the surrounding
properties;
3) The lot split will not have an adverse effect on the
traffic affecting this property;
4) The lot split is not in conflict with the spirit and
intent of the Ordinances of the City of Andover nor
in conflict with the Comprehensive Plan;
5) It has been determined by the City Council that although
this parcel is not within the Metropolitan Council MUSA,

A RESOLUTION APPROVING A SPECIAL USE PERMIT REQUESTED BY INDEPENDENT
SCHOOL DISTRICT #11 FOR THE INSTALLATION OF AN UNDERGROUND FUEL
STORAGE TANK ON PROPERTY IN SECTION 22-32-24.
WHEREAS, pursuant to published and mailed notice the
Planning and Zoning Commission has held a public hearing and reviewed
the request of Independent School District #11 for a Special Use Permit
to install a 10,000 gallon underground fuel storage tank; and
WHEREAS, as a result of such hearing, the Planning and
Zoning Commission recommends approval of the request; and
WHEREAS, the City Council hereby agrees with the recommend-
ation for approval of the Special Use Permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Andover to hereby approve the request of Independent School
District #11 for a Special Use Permit to install an underground fuel
storage tank on property in Section 22-32-24.

MOTION by Jacobson, seconded by Vistad that the Andover Planning
and Zoning Commission recommend to the City Council denial of a
lot split requested by Tyrone Mills for the property located at
17340 Roanoke Street N.W. for the following reasons:
1) Under Ordinance 40B, the resultant lots must meet of exceed
lots in the applicable zoning district. Neither of these
two parcels meet the frontage requirements.
2) Notwithstanding Andover Ordinances, which allow lots that meet
the 60% requirement, the Commission feels this is creating a
new lot and that ordinance is not applicable in this situation.
Vote on motion: Yes - Vistad, Jacobson; No - Bosell, Perry. Motion
fails.
NOTE: This was the second motion made on this item. The first motion
was for approval but died for lack of a second.

Andover,MN.
We are requesting the above Lot Split for the purpose of
building our new home.
We have lived her for 17 years, love the area and want
to build our first ever new home here.
We have talked to all our neighbors and there is no
objection.
We own properties in both,Ramsey and Burns Townships, but
prefer to live here if at all possible.
This would represent a definite tax advantage for the
City of Andover.
We have a Purchase Agreement with a builder to build our
new home and have applied for the loan throughSears
Mortgage Corporation with no problems anticipated.
We are ready to start cleaning up the area and building
our home as soon as this Lot Split is approved,with a
date of November15,1987 as Closing Date.
No trees will be removed and we will be renting out our
existing house to our son and daughter-in-law.

MOTION by Bosell, seconded by Jovanovich that the Andover
Planning and zoning Commission recommend to the City Council
approval of a Special Use Permit requested by James perunovich
pursuant to Ordinance 8RR on the property described as 13427
Round Lake Boulevard N.W. for the following reasons:
1) The Special Use Permit for the conversion of the parcel
from two rental units to two single family units sharing
a common party wall will not be detrimental to the health,
safety or general welfare of the occupants of the surround-
ing area;
2) The Special Use Permit will not have an adverse effect
on the scenic and/or property values of the surrounding
properties;
3) The Special Use Permit will not have an adverse effect on
the traffic affecting this property;
4) The Special Use Permit is not in conflict with the spirit
and intent of the Ordinances of the City of Andover nor in
conflict with the Comprehensive Plan;
5) The Special Use Permit is subject to the following variances
pursuant to Section 6.02 of Ordinance 8 and its amendments:
a. Each parcel will bave less than the 80' frontage as
required; however, this is a fully developed lot of
record and will change nothing from what is already
existing;
b. Each parcel will have a lot depth of 100' rather than
the 130' required; however, the same rationale as noted
above must be used.

MOTION by Jacobson, seconded by Vistad that the Andover Planning
and zoning Commission recommend to the city Council approval of
the preliminary plat known as the Andover Commercial Park subject
to the following 3 conditions:
1) The easement for l36th Avenue N.W. east of Thrush Street be
redrawn to show that it is not being constructed as a half
street but to indicate no construction at all;
2) That legal counsel consider the driveway easement through
Outlot A and Lots 3 and 4 of Block 1 and advise the Council
of its legal standing. The Commission has concerns that as
said easement stands, it may impinge on the saleability of
those lots;
3) That the legal description be updated.
Reasons for approval are as follows:
1) The plat has been reviewed by the Andover Review Committee
and the Anoka County Highway Department;
2) The plat meets the city ordinances and is not in conflict
with the Comprehensive Plan;
3) It will not adversely affect the surrounding property or
scenic values;
4) The plat will not adversely affect the traffic.
Approval is also subject to the appropriate park dedication fees.

A RESOLUTION APPROVING THE PRELIMINARY PLAT OF THE ANDOVER COMMERCIAL
PARK BEING DEVELOPED BY THE CITY OF ANDOVER IN SECTION 34-32-24.
WHEREAS, pursuant to published and mailed notice thereof, the
Planning and Zoning Commission has conducted a public hearing to
review the preliminary plat of the Andover Commercial Park; and
WHEREAS, as a result of such hearing the Planning and zoning
Commission recommends approval of the preliminary plat citing the
following 1) the plat has been reviewed by the Andover Review Committee
and the Anoka County Highway Department; 2) the plat meets the city
ordinances and is not in conflict with the Comprehensive Plan; 3) it
will not adversely affect the surrounding property or scenic values;
4) the plat will not adversely a~fect the traffic; and
WHEREAS, the City Council is in agreement with the reasons

GENERAL:
In following the intentions of the Manual on Uniform Traffic
Control Devices, the subject non standard signs should only
be used when deemed absolutely necessary to warn traffic of
existing hazardous conditions created due to limited sight
distance caused by horizontal and/or vertical alignment of
the roadway or other roadway environment conditions.
The use of these warning signs should be kept to a minimum
because: >-
*
No factual evidence has been presented to document
the subject signs success in reducing pedestrian
accidents, vehicle operating speeds, or legal liability.
*
Children should not be encouraged to play within the
the roadway. These signs have long been rejected by
traffic engineers since they are a direct and open
suggestion that this behavior is acceptable.
*
If signs encourage parents and children to believe
they have an added degree of protection, which the
signs do not and can not provide, a great disservice
and false sense of security results.
*
Unnecessary use of these warning signs to warn of
normal or non existant conditions tends to breed
disrespect for these signs.
*
Specific standard warning signs for schools, play-
grounds, parks and other recreational facilities are
available for use when clearly justified.
WARRANTS:
Upon receiving a request to install such a warning
sign, an engineering evaluation should be made of the sub-
ject location to determine whether that location warrants
installation of such a warning sign.

of the subject location is permanently restricted to less
than the required,safe stopping sight distance for the 85th

Dear Mr. Hawkins:

Thankyou for responding to our letter on the recovery of
possible sales tax refunds.
Our firm has been in contact with the Minnesota Sales Tax
Department for nearly a year trying to develop a procedure for
obtaining a sales tax refund mistakenly paid on the purchase of
process piping and related materials, by our contractor clients
on work performed prior to May 9, 1985. Unless you, as the tax-
exempt entity, filed a claim for Refund within 2 years of the
payment of tax, you are now foreclosed from doing so by the
applicable statute of limitations. Our contractor clients think
it may still be possible to obtain some sales tax refunds based
upon the contractor's claim for refund, if you will cooperate and
assist us in our effort.
The recovery of sales tax paid on these projects involves
uncertain legal entitlement and difficult issues of proof, most
of which are within the control of the contractor. However, if a
tax refund occurs, it will be payable to the tax-exempt entity.
We have been authorized by our contractor clients to push for
refunds if we can obtain the interest of enough owners to make it
worthwhile, and if the various tax-exempt entities agree to split
any recovery on a 50-50 basis. If you have any questions,
contact the undersigned. Otherwise, please have an authorized
representative sign and return a copy of this agreement,

DRAFT - DECEMBER 23, 1986
The philosophy, goals, and policies of the Lower Rum River WHO were
developed after an examination of existing conditions and trends identified
in the inventory and analysis process. These goals and policies serve to
direct the development of projects that impact water resources in the
Watershed.
As with all planning tools, the material presented here is meant to be
dynamic and to evolve with changing conditions in the watershed, However,
amendments and improvements will be made only to reflect new trends and
general conditions and not on a case-by-case basis.
Philosophy
The administrative philosophy of the WHO is based on the
responsibilities imposed by the Metropolitan Surface Water Management Act.
The WHO will deal with all forms of water resources within its boundaries
and will manage those resources with attention to the watershed as a
whole.
The WHO also believes that changing relationships among agencies,
municipalities, and individuals affect wate~ resources management on a
watershed basis, and that the WHO is needed to deal with conflicts which
can frequently occur. The organization will expend financial resources as
needed to improve or correct particular water-related problems. The WHO
may use its authority pursuant to the JPA to alleviate water management
problems that transcend municipal boundaries and to resolve problems that
cannot be resolved by the municipalities involved,

Goals
A "goal" is a desired end toward which the WMO policies, standards,
criteria, and rules are directed. Under this definition, the organization
has nine specific goals to guide its water resources planning and
management functions:

The WMO recognizes that the primary authority for the determination of
land use rests with the local municipality. In those areas of activity
where both the WMO and the municipalities have authority, WMO policy is to
refrain from action where the municipalities are willing and able to
perform, The WMO believes municipalities are best able to control
development and insure compliance with the WMO's overall water management
plan, particularly through their established engineering departments,
building departments, and planning commissions, (See Appendix B for
regulations relating to standards and design criteria,)

Wetlands
1. Wetlands that are tributary to a protected water resource and that
perform a beneficial water quality function will be maintained in their
natural condition or improved to provide more benefits for water
quality management, with consideration for other amenities.
2, Wetland alteration may be allowed in Types 1, 2, and 6 wetlands only if
it is determined that the alteration will not impair the necessary
water quality function of the wetland, will not eliminate required
storage within the watershed, and will not adversely affect the
aesthetics of the area and any significant wildlife habitat,

3. The WHO will generally preserve the wetland habitat and hydrologic
function of Types 3, 4, and 5 wetlands of 2-1/2 acres or more.

4. Wetland relocation within a development or watershed unit may be
considered if the wetland to be relocated is less than 2-1/2 acres and
if it is re-established as a comparable type of wetland. In making
this decision,' the WMO and municipalities will generally consider
storage volume, water quality, aesthetics, and wildlife habitat.
Groundwater
1, The WMO encourages sound, contemporary land use development that
incorporates grassed open spaces to allow infiltration of precipitation
in all land use categories,
2, The WMO encourages the use of facilities to enhance groundwater
infiltration whenever possible and practical.
3, Land use and development within the watershed should not knowingly
endanger groundwater quality or impair groundwater recharge.
Recreation. Open Space, and Wildlife
1. The WMO will seek to apply a multi-use management approach to the water
resources of the watershed; considering the benefits and effects of all
activities not only on water resources, but also on recreation, open
space, and wildlife.
2, The WMO will seek opportunities to develop or improve recreational,
open space, and wildlife facilities.

OF ANDOVER, MINNESOTA
ARTICLE I
THE AUTHORITY
Section 1.
Name of Authority.
The name of the
Authority shall be the "Housing and Redevelopment Authority of
Andover, Minnesota".
Section 2.
Seal of Authority.
The seal of the
Authority shall be in the form of a circle and shall bear the

name of the Authority and the year of its organization.
Section 3.
Office of Authority.
The offices of the
Authority shall be at 1685 Crosstown Boulevard N.W. in the City
of Andover, State of l1innesota, but the Authority may hold its
meetings at such other place or places as it may designate by
resolution.
ARTICLE II
OFFICERS
Section 1.

the Authority in a journal of proceedings to be kept for such
purpose, and shall perform all duties incident to his office.

the care and custody of all funds of the Author i ty and shall
deposit the same in the name of the Authority in such bank or
banks as the Author i ty may select.

Commissioners of the Authority, and shall hold office' for one
year or until their successors are elected and qualified.
The Executive Director shall be appointed by the
Authority. Any person appointed to fill the office of Executive
Director, or any vacancy.. therein, shall have such term as the

Authority fixes, but no Commissioner of the Authority shall be
eligible to this office.

Section 8. Vacancies.
Should the office of Chairman,
Vice-Chairman or Secretary-Treasurer become vacant, the Author-
ity shall elect a successor from its membership at the next
regular meeting, and such election shall be for the unexpired
term of said office.
When the office of Executive Director
becomes vacant, the Authority shall appoint a successor, as
aforesaid.
Section 9.
Additional Personnel.
The Authority may
from time to time employ such personnel as it deems necessary to

exercise its powers, duties and functions as prescribed by the
Municipal Housing and Redevelopment Law of Minnesota applicable
thereto.
The selection and compensation of such personnel
(including the Executive Director) shall be determined by the
Authority subject to the laws of the State of Minnesota.
ARTICLE III
MEETINGS
Section 1.
Annual Meeting. The annual meeting of the
Authority shall be held on the 1st Tuesday of January at 7:30
o,'clock a.m. at the regular meeting place of the Authority. In
the event such date shall fall on a legal holiday, the annual
meeting shall be held on the next succeeding secular day.
Section 2.
Regular Meetings.
Regular meetings may be
held without notice at the regular meeting place of the Author-
ity on the 1st and 3rd Tuesdays of each month, at 7:30 o'clock
p.m. unless the same shall be a legal holiday, in which event
o
said meeting shall be held on the next succeeding secular day.

Special Meetings. Special meetings of the
Authority may be called by the Chairman, or two members of the
Authority for the purpose of transacting any business designated
in the call. The call for a special meeting may be delivered at
any time pr ior to the time of the proposed meeting to each
member of the Authority or may be mailed to the business or home
address of each member of the Authority at least two (2 ) days
pr ior to the date of such special meeting.
At such special
meeting no business shall be considered other than as designated

in the call, but if all of the members of the Authority are
present at a special meeting, any and all business may be trans-
acted at such special meeting.
Section 4.
Quorum. The powers of the Authority shall
be vested in the Commissioners thereof in office from time to
time.
Three Commissioners shall constitute a quorum for, the
purpose of conducting its business and exercising its powers and
for all other purposes, but a smaller number may adjourn from
time to time until a quorum is obtained.
When a quorum is in

a majority of the Commissioners present.
Section 5. Order of Business. At the regular meetings
of the Authority the following shall be the order of business:

WHEREAS, pursuant to a written contract signed with the City of
Andover on July l, 1986,American Contracting Corporation of Coon
Rapids has satisfactorily completed the following improvement of
watermain, sanitary sewer, storm drain, and streets with curb and
gutters constructed in accordance w~th such contract.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Andover,
Minnesota. The work completed under said contract is hereby accepted
and approved; and
BE IT FURTHER RESOLVED that the City Clerk and Mayor are hereby
directed to issue a proper order for the final payment on such contract,
taking the contractor's receipt in full.

SUBJECT: Solid Waste Delivery Contract and Designation
Reference is made to our June 29, and July 30, 1987 correspondence concerning the
construction of our Elk River Resource Recovery facility and the need to guarantee
delivery of solid waste to the facility.
Construction of the facility has commenced. If you drive west on Hwy. 10 you will see
the work progressing on the north side of 165th Avenue. We expect construction to be
completed and the facility in operation in the spring of 1989. At that time the County
must deliver, or arrange to deliver, 500 tons per day of mixed municipal solid waste.
As yet we have not heard from you concerning your thoughts or concerns on the draft
contract for delivery of solid waste to the facility, nor have we heard from you
concerning waste designation. As you are aware, the public hearing on June 23rd
initiated a 90 day contract negotiation period (June 24 -Sept. 23, 1987). Shortly we
will have to finalize these contracts.
Your thoughts and concerns regarding this matter are of interest to us. We believe
that even if you should elect not to contract wittJ us, the discussions provided for
during this 90 day negotiation period will be most helpful to us and also to you in the
waste designation process. County staff has found that the discussions they have had
with haulers to date have identified a number of issues or concerns which will need to
be addressed during the contract and/or waste designation process.
We are hopeful that you, also, will be able to meet with us to discuss those items of
concern to you. For this reason we have enclosed a schedule for the next several
weeks which indicates the times that our negotiating team will be available. The
available times are shown as the unshaded areas. Please call on me as soon as possible
to schedule a session for you. I hope that you will meet with us as soon as possible to
discuss the contract for waste delivery and/or designate the issues that concern you.

meeting of July 7, 1987 has not been complied with in that the
dirt taken from the mining site was not used for the City project
and, in fact, was hauled off the site.

ORDINANCE 47/PROPOSED REVISION
MOTION by Orttel, Seconded by Elling, the Council amend Ordinance 47
as proposed by the Park Board relating to the consumption ot alcoholic
beverages, gambling, offensive, obscene, abusive language, and so on.
Motion carried on a $-Yes vote.
GILBERT MENKVELD/MINING PERMIT
Mr. Schrantz noted Mr. Menkveld has made application for the mining
permit, and the dirt is to be used for a City project.
MOTION by Orttel, Seconded by Elling, that we authorize the City
Engineer to issue a permit tor the removal of fill to an adjacent
construction site involving sewer and water construction on Bunker
Lake Boulevard on the property owned by Gilbert Menkveld, subject to
the Engineer's approval ot final grades, and that it should be
limited to a maximum of 4,000 yards. Motion carried on a $-Yes vote.
BIDS FOR PRAIRIE KNOLL PARK
Mr. Stone stated there is no problem placing fill over the gas line.
If there should be a problem with the gas line, they will restore the
area back to grade and level it oft. In that event, the City may need
to do some additional finishing.
MOTION by EI ling, Seconded by Orttel, that we direct the Park
Department to proceed with grading of Prairie Knoll as presented at
the last meeting. Motion carried on a $-Yes vote.
BIDS FOR HAWK RIDGE PARK
MOTION by Elling, Seconded by Orttel, that we authorize Frank Stone
to solicit bids for grading and seeding of Hawk Ridge park. Motion
carried on a $-Yes vote.

I received a call from Mr. Les Bever who owns the property on
Bunker Lake Boulevard on the northeast corner of the Sonterre
property. You will recall that we had this property appraised
several months ago and a proposal with Mr. Bever was discussed
regarding acquisition. He declined to sell the property
indicating that he wanted substantially more than the appraised
value. Mr. Bever recently called me and indicated that he would
sell the property to the City for the appraised amount of
$90,400.00. As a condition of this, however, he would like to
rent the house from the City for a period of two years until his
daughter graduates from high school. A reasonable rate of rent
would be established based on the acquisition cost.
In view of the commercial development in the immediate area, I
believe the City Council should consider this acquisition.
Would you please have this matter placed on the agenda for
discussion by the Council.

WHATS HAPPENING
PUBLIC HEARING for Hanson Boulevard CSAH 20 to County Road 58. A
Public Hearing date was not set by the Council, so I set the 22nd of
September for the project improvement hearing date. (the 22nd is a
Tuesday, usually the Councils best day) I was unable to reach all of
the Council before the notices needed to be mailed and if the Council
can not meet the hearing will have to be canceled.
The schedule for Hanson Boulevard is as follows:
Improvement hearing September 22nd
Notice to paper for assessment hearing September 23rd
Mailed assessment notices September 24th
Assessment hearing October 13th (this is 3 days late for the County
but they have verbally agreed to accept this one late)
If we can not have the hearing on the 22nd, I suggest we have the
hearing in November or December of 1987, and the assessment hearing
in August or September of 1988.
The Bishop Court Case has been dismissed (the boy that drowned in Red
Oaks pond area)
Don Anderson our Building Inspector is leaving us on the 15th of
October to take the Building Inspectors Position for the City of Ham
Lake.
The Council needs to set a hearing date for the Budget. The October
Regular Meeting is October 6, 1987
The Budget as submitted is at the maximum levy except the City can
levy more for equipment if you so desire.
