MOTION by Councilman to adopt the following: A RESOLUTION ACCEPTING WORK AND DIRECTING FINAL PAYMENT TO LAKE AREA UTILITY CONTRACTING FOR PROJECT NO. 86-19 FOR THE IMPROVEMENT OF STORM DRAINAGE IN THE FOLLOWING AREA: DEHN'S POND. WHEREAS, pursuant to a written contract signed with the City of Andover on January 6th, 1987, Lake Area Utility Contracting, Inc. of Hugo, MN has satisfactorily completed the following improvement of Storm Drainage construction in accordance with such contract. NOW, THEREFORE, BE IT RESOLVED by the City Council of Andover, Minnesota. The work completed under said contract is hereby accepted and approved; and BE IT FURTHER RESOLVED that the City Clerk and Mayor are hereby directed to issue a proper order for the final payment on such contract, taking the contractor's receipt in full. Stat. 1986 sec. 473.8771) NOTICE OF FILING OF PETITION NOTICE IS HEREBY GIVEN that a joint petition was filed with the Minnesota Water Resources Board (Board) by the Lower Rum River Water Management Organization (WMO) and the Coon Creek Watershed District (District) requesting certain changes in the boundary of the District. The petition was accompanied by written statements of concurrence from the Cities of Andover and Coon Rapids. The purposes of the petition are to include in the District certain lands that drain into the District but are not currently under the District's jurisdiction, and to exclude from the District cert*in lands that drain into the WMO and more properly belong under the jurisdiction of the WMO. The above-cited parcel identification numbers are those currently used in the Anoka County Offices. The Board encourages persons who believe that any of the proposed boundary changes would not make the District's legal boundary more closely conform to the District's actual hydrologic boundary to submit written comments and recommendations on the petition to the Board's office. All comments and recommendations received will be considered before a decision is made on the petition. Any person who objects to the proposed boundary changes may submit a written request for a public hearing. If no written requests for hearing are submitted by September 18, 1987, the Board will make a decision on the petition at a regular Board meeting without conducting a special hearing. ANDOVER HAZARDOUS WASTE CLEANUP TO BE FOR IMMEDIATE RELEASE September 3, 1987 DISC~SED~.c.. %,/17 For more information: Susan Brustman 612/296-7769 Recommended cleanup measures for the former Waste Disposal Engineering Landfill in Andover will be discussed at a public meeting at 7:30 p.m., September 14, in the Andover City Hall. U.S. Environmental Protection Agency (EPA) and Minnesota Pollution Control Agency (MPGA) staff will present the pro- posed cleanup actions and hear comments from the public at the meeting. The cleanup measures proposed include the following activities: e Covering the entire site with a cap incorporating clay and lime sludge, topped with soil and grass; . Pumping out contaminated ground water to intercept it before it reaches Coon Creek and treating it before releasing it either to the creek or the sanitary sewer system; e Placing a ground-water cutoff wall around the hazardous waste pit portion of the land~ill to contain heavily contaminated ground water; . Pumping out contaminated ground water from within the cutoff wall and treating it before releasing it either to the creek or the sanitary sewer system; e Expanding ground-water monitoring and geophysical surveys to detect any spread of contamination or development of areas where relatively pure liquid wastes may collect underground; . Filling wetland areas between the landfill and Coon Creek where wildlife may be exposed to contaminants leaching from the site and developing new wetlands in the area to replace the filled zones. (more) 520 Lafayette Road, St. Paul, MN 55155 ANDOVER HAZARDOUS WASTE CLEANUP Page two The recommendat ions are a part of an "Deta il ed Ana lys i s Report II prepared by a group of companies as part of their agreement with the MPCA and EPA. The report, together with MPCA and EPA comments and modifications, is available for review at the Andover City Hall. Public comments may be made at the meeting or in writing to Jennifer Hall, U.S. EPA - Region V, 230 South Dearborn St., Chicago, Illinois, 60604. The comment period extends until September 29. The Waste Disposal Engineering Landfill operated for approximately 20 years prior to 1983. For an unknown period of time, the operator accepted hazardous wastes, some of which were placed in a specially-designed pit. Ground water under the site is contaminated with hazardous chemicals leaching from the land- fill and discharges into Coon Creek. Repeated tests of water from private wells in the vicinity of the landfill have shown no evidence that they have been affected. In 1984, 12 companies who are believed to have produced wastes disposed of in the landfill agreed to investigate the site and develop possible remedies. Since then, three firms have joined the group. The EPA and MPCA anticipate meeting with the companies to negotiate an agreement for implementing the cleanup measures within the next few months. ###
