SAC Discussion 4. BY: Vicki Volk BY: From 19~3 through 1986, Sewer Availability Charges were paid by builders in a large area of the city that will probably never be served by sanitary sewer. The amount paid for each home ranged from $275 in 1973 to $475 in 1986. In May of 19.87, the Metropolitan Waste Control Commission sent to the city a letter (copy attached) changing the policy of collecting SACs only when building and/or sewer connection permits are issued and when these facilities have access directly or indirectly to the Metropolitan Disposal System. It is up to the city as to whether or not the previous charges be refunded. <=) Attached is a list of those addresses where a SAC was paid and sewer is not available. This list is as accurate as possible, but the records from the '70's are rather sketchy. In response to these inquiries the Commission would like to take the opportunity in this letter to review these policy changes and their implementation which were described in letters to your community dated October 24, November 24 and December 10, 1986. o The new policy, initiated in 1987, is to collect SAC only when building and/or sewer connection permits are issued and when these facilities have access directly or indirectly to the Metropolitan Disposal System. The change in policy, (to collect SAC only if sewer service is available) suggested that a refund program be considered for SAC previously collected from facilities which as yet do not have sewer service. The Commission subsequently approved a voluntary SAC refund program for all or a portion of the eligible units at the amount equal to that paid. The refund program is available to the communities during the period of 1987 through 1989. The disposition of any refund is the responsibility of the community. To implement this optional SAC refund program it is necessary for the community to identify the eligible units, if any, for refund. This process will require information such as: the permit number and date it was issued; location and type of building; number of SAC units and. amount paid; and the date it was reported to the Commission. We are enclosing a form which will be helpful in identifying eligible SAC refund units. It will also be necessary, by City Council Resolution, to inform the Commission whether all, a portion of, or none of the eligible units should be refunded. If the city elects to have only a portion of the eligible SAC units refunded, it will be necessary to establish an area which encompasses the eligible units requested for refund. Prior to issuance of refunds it is necessary that you complete the entire list of eliqible permits for which you deserve SAC refund. o 350 Metro Square Building, Saint Paul, Minnesota 55101 612.222-8423 o o o ,. Page Two MaL1J~,_1~8}____ There may be some communities who do not have any eligible units <on-site systems for which SAC had been previously collected). In these cases a written communication from the community indicating that no SAC refund is requested should be submitted to the Commission. For buildings constructed after January 1, 1987 and served by on-site sewer systems, or for existing buildings that receive a refund under this program, SAC will be collected at the time the buildings are con- nected to sewer system. For this reason, it is recommended that the City implement a sewer connection permit program that has sufficient detailed information on each permit form to allow for the deter- mination and verification of SAC units. BY: Vicki Volk BY: The City Council is requested to establish rules and guide- lines for the use of the senior center and the council chambers. At the present time, the following groups use the rooms on a regularly scheduled basis: o Community School classes TOPS (Take Off Pounds Sensibly) 4'-'H Independent Republicans District 10 Hockey Andover Athletic Association North Metro Soccer Andover JC's Andover Lions Club We have also allowed people to use the Senior Center for birth- day parties for Andover Senior citizens, anniversary parties, etc. None of the above groups pays a fee for the use of the rooms. In the past, a church group met in the Council Chambers and I believe they were charged a small fee. We have had requests from political candidates and several other groups to use the center or chambers; therefore, we need to have some rules as to who can and cannot use the rooms.
