1989 Budget

The city Council is requested to discuss the 1989 Budget.
We plan to discuss salaries, staffing and the various programs for
each department.
I have summarized the salaries on the attached sheet; showing 1988
salaries, what the salaries will be with a 4% increase, and what
the market place show other cities are paying.
When Daryl left and Todd had an offer, the Council along with me
were concerned that we were not competitive with salaries. As to
work load, opportunity and experience, we are very competitive.
The salaries are all relative to the pay plan and keeps everyone
in line per comparable worth.
The salaries are based on the job, not necessarily on the
individual filling the position. Some merit plus or minus should
be considered. If the Council wishes to be somewhere in between
the 4% and the market place, I recommend that we do all positions
equally. That is, the Council may, as an example, want to have
everyone within 95% of the market place salary.
The Personnel Committee is planning to meet to discuss the
salaries before the 22nd meeting.
Staff has discussed other staffing such as public works summer
help. We have added a lot of parks this year. They will all need
mowing and other maintenance. In 1988 we didn't have to mow.
Frank and I have discussed two summer help positions.
Also, the Park Board is discussing more manned warming houses for
this winter.

The budget contains funds for a Finance Director and funds for the
adjustment to the salaries to make them competitive.
