ORIGINATING DEPARTMENT Engineering APPROV~ED FOR AGEN~A V BY: /J f ITEM NO. 8 . Budget Discussion BY: James E. S', Attached is a complete budget for your review along with the resolution, Form 280 and form to be submitted to Anoka County with Andover's 1989 levy. I have adjusted some figures in the revenue; the total revenue remained the same. The City levy limit is $906,259 with an over levy of $100,009. The over levy is down from last year because the Fire Department and Public Works building is off the levy which was about $55,000. A levy that we canceled last year brought down the mil rate in the amount of about $25,000 and is back on. Therefore, it still reduces the over levy available to the City by about $30,000 (or from about $134,000 to approximately $100,000). The other $4,000 is the reduction in the individual levy that makes up the $100,009. For 1989, the state placed the City on a new talk about mil levies any longer, but we use system (see attached chapter 719, article 5). included the following sections: formula. We don't the tax capacity I have also 1. "Conversion of Mill Rate Levy Limitations; 2. A section called "Truth in taxation Law"; 3. "property Tax Statement". The County Auditor's office told me Andover tax capacity for 1989 is $10,430,861. Andover's share of the 1988 mil rate was about 13% in District 11. (14.168 of 109.048) and 13.9% in District 15 (14.168 of 101.814) 13% of $10,430,861 is $1,356,012. Andover's proposed 1989 is $1,006,268 which is about 75% of the City's tax capacity. MOTION BY C TO COUNCIL ACTION SECOND BY o o We will need to set a meeting to discuss the detailed budget, salaries, future staffing and equipment needs. Bills are not being generated accurately or efficiently. These problems are caused by poor training and installation assistance received from Ameridata and by a lack of ongoing support from Ameridata. o In the short term, some software support is being provided by an Ameridata employee moonlighting from his "regular" job. This support is of marginal value. The cost of this support is minimal. o The moonlighter is not a reliable source for long term comprehensive support on the NMS software. o The NMS fund accounting, cash disbursements, purchase order and payroll software is not being used. o The ASI office automation software is not being used. o Both the word processing and spreadsheeting software are being used and are adequately supported. o The hardware is performing in an acceptable fashion. large enough and fast enough to meet the city's needs. The city can keep the existing hardware and software. It can attempt to obtain additional training on NMS from ex-Ameridata employees or other sources. It can attempt to operate the system without guaranteed effective, comprehensive support. Advantages: o The city will avoid major outlays for new hardware and software. o The city will have effective word processing capabilities. No retraining required. o The City will have effective spreadsheeting capabilities. No retraining required. Disadvantages: o The system cannot be returned to Ameridata for a refund. o staff .is forced to continue using software it doesn't understand. This will result in continuing problems with utility billing. The fund accounting, cash disbursements, payroll and office automation software may never be implemented. o The city may never have a system that is well supported. o The city will never have a system that is popular and used by a large number of cities in Minnesota. No retraining required. o The City will have effective, new utility billing, accounting, cash disbursements and payroll software. will be well trained in its use. fund Staff o The City may be able to get a refund from Ameridata for the NMS software. Disadvantages: o There are no vendors in Minnesota selling software for cities designed to run on the DEC hardware. This means that the City will have to acquire software and support from an out-of- state vendor or acquire non-DEC software from an in-state vendor and convert it for use on the DEC hardware. o The City will not have a system that is used by a large number of Minnesota municipalities. o Support from an out-of-state vendor may not be effective. o Staff will have to convert the existing utility billing data to a new system. o The city will not be able to return the existing hardware, word processing, spreadsheeting and office automation software to Ameridata for a refund. This means that there would be two complete computer systems at the City - the existing system for word processing and spreadsheeting, and a new system for use by accounting personnel only. The City might be able to return the NMS software to Ameridata for a refund. Advantages: o The city will have effective word processing capabilities. Street Light Policy BY: James E. Schrantz The City Council is requested to discuss the method we will be using to assess/bill/etc. for street lighting. We have three types of installation now: 1. Anoka Electric installs; bills Andover monthly for facility (cost of light installation and interest), energy and maintenance. 2. Anoka Electric installs; bills Andover for cost of the lights and installation; and bills monthly for energy and maintenance. 3. Anoka Electric installs; bills the developer for cost of the lights and installation; and bills the City monthly for energy and maintenance. The attorney has advised us that the cost of the lights and installation should be assessed. I am not sure, at this writing, if the costs need to be certified or can be billed quarterly. Oh yes the City will bill quarterly for street lights similar to water and sewer. The billing will be on the water and sewer bills in the water and/or sewer area. The Council has scheduled a public hearing on street lights for the October 4th regular meeting. I am not sure that I know exactly what the process is. I will talk to Bill Hawkins.
