Enclosed Is the Revised Preliminary Assessment Rol I and Location Map for
the above referenced project. Estimates were based on the fol lowing July
1986 sanitary sewer trunk rates:

Earlier estimates were based on 1985 trunk rates and an estimate of 2.5
units/acre. Recent plats have had between 2.1 and 2.2 units/acre due to
pondlng and park requirements and the prevalence of unbulldable soil
conditions. The enclosed rol I Is based on 2.0 units/acre for al I
res I dent I a I, commerc I a I and I ndustr I a I parce I sand .1 nc I udes on I y the areas
that would definitely have lateral benefit ($20.00/FF Is based on 1986
final project costs).
The breakdown of estimated assessments which tol lows Is In the approximate
order of priority based on discussions with the City:

Soil Exploration - Mom's

The Engineering Department has received three (3) proposals re-
quested by the Andover City Council for Mom's Junkyard to determine
the soil condition that exists.
The Engineering Department has discussed Mom's Junkyard site and the
area adjacent to Mom's with the PCA. PCA has recommended to
postpone the soil borings. Currently, the area is under study
by the PCA.

A final report from the PCA will be presented to the City of
Andover for further examination by approximately Thanksgiving.
The possible hazardous waste area is on a list to receive super
funds for cleanup if be needed.

Therefore, it is recommended to postpone until further information
can be received from the peA.

HEW STAD PROGRAII OFFERS COIIPBRSATION
FOR DAMAGE CAUSED BY HAZARDOUS WASTE .
If you think that exposure to hazardous waste has injured
your heal th or damaged your property, you may be able to get
monetary compensation under a new state program.
Under a law passed last year by the Minnesota Legislature,
you may be e1 igib1e to file a claim with a newly created
Hazardous Substance Injury Compensation Board. The five member
Board was set up to deal with claims resulting from exposure to
hazardous substances occurring outside the workplace. A typical
claim might involve a problem with drinking water, contaminated
through the improper disposal of hazardous waste.
The Board has the power.to investigate claims, and award
damage payments from a $2,000,000 fund set up by the state. It
can compensate injured persons for medical expenses, lost income,
and the value of lost household labor, as well as providing death
benefits to survivors. It can also pay for cleaning up or
replacing a contaminated water supply.

In hardship cases, compensation can be provided to persons
who must sell their homes at less than the appraised value,
because of a release of hazardous waste.

The Board gives people a chance to recover damages for an
injury or loss, while avoiding the costs, delays and uncertainty
t.hat can be involved in filing a lawsuit. It also gives them a
way to be compensated even if the persons or organizations
responsible for the problem are unknown, or are unable to pay any
damages.
However, the amount of money the Board can award is limited.
The maximum amount that. can be awarded to one individual, for all
types of losses or injuries, is $250,000.
Reimbursement for lost income is limited to $24,000 a year,
and the limit is the same for household labor expenses. The
limit on reimbursement to homeowners for clean-up or replacement
of a contaminated water supply is $25,000, and reimbursement is
also limited to $25,000 for losses associated with the sale of a

Persons who file claims with the Board are restricted from

suing for damages at the same time. .persons who have won a
previous lawsuit can only file a claim if it's impossible to
collect whatever damages were awarded in the suit.
Once the Board reaches a decision, and the person making the
claim accepts the compensation offered by the Board, no lawsuit
can be filed involving the same injury or damage problem.
The Board is composed of five members, three recruited for
their professional expertise and two r~presenting the general
publ ic.
By law, the professional members must include an

attorney, a physician familiar with the field of toxicology, and
another health professional familiar with hazardous substance
injuries.
Current members include Byron Starns of Minneapolis,
attorney member and Board Chair; Dr. C. John Hodgson, physician
member, Rochester; Dr. Constance Pries, physician/health
professional member, Fridley; and the two members representing
the general public, Richard Mergens of Stillwater and David
Miller of White Bear Lake. .

Listed below is the cost of the Aerial Photos which was requested
by the City CounciL The two sites that are considered for Aerial
Photos are:
1. Tire piles located along Bunker Lake Boulevard NW in Andover.
2. 15955 Nightingale Street, Andover.
Total cost for both sites using 9x9 negative size prints, one
exposure per site is approximately $580.
Total cost for both sites using 9x9 negative size prints, two
exposures per site is $660. The advantage for two exposures
per site is that MarkHURD CQrporation will be able to develop
a three dimensional view.

This letter will confirm our understanding of the arrangements covering our audit
work for the City of Andover. Minnesota for the year ending December 31. 1986.
We will examined the general purpose financial statements as of and for the year
ending December 31, 1986. Our examination will be made in accordance with
generally accepted auditing standards and will include such tests of the accounting
records and such other auditing procedures as we consider necessary in the
circumstances. The objective of our examination is to express an unqualified
opinion on the financial statements. although it is possible that facts or
circumstances encountered may require us to express a less than unqualified opinion.
Our procedures will include tests of documentary evidence supporting the
transactions recorded in the accounts. tests of the physical existence of
inventories and direct confirmation of receivables and certain other assets and
liabilities by correspondence with selected customers. creditors. legal counsel and
banks. At the conclusion of our examination. we will request certain written
representations from your staff about the financial statements and matters related
thereto.
The fair presentation of financial position and results of operations in conformity
with generally accepted accounting principles is management's responsibility.
Management is responsible for the development. implementation and maintenance of an
adequate system of internal accounting control and for the accuracy of the
financial statements. Although we may advise you about appropriate accounting
principles and their application. the selection and method of application are
responsibilities solely of management.
Our engagement is subject to the inherent risk that material errors. irregularities
or illegal acts. including fraud or defalcations. if they exist, will not be
detected. However. we will inform you of any such matters that come to our
attention.

Fees for our services are based on our regular per diem rates, plus out-of-pocket
expenses.. all of which will be billed as our work progresses. Our fee for this
engagement will not exceed $9.100. Our services include the work necessary for the
"Legal Compliance Audit Guide". Should any situation arise that would increase
this estimate. we will of course. advise you.
Whenever possible, we will attempt to use your personnel. This effort could reduce
our time requirements and help you hold down audit fees.
During the course of our work. we may observe opportunities for economy in or
improved controls over your operations. We will bring such matters to the
attention of the appropriate level of management. either orally or in writing.

The 1986 fee is an increase of approximately 4.5% over the 1985 fee.
Included in the proposal is our fee for the work necessary to comply with the
"Legal Compliance Audit Guide" from the Office of the State Auditor.
The "Guide" is required to be incorporated into all 1985 and subsequent audits of
governmental units. The sixty page guide focuses on: depositories, investments.
conflicts of interest, indebtedness, bid laws. claims and disbursements.
If our actual time is less than the estimate. we will reduce our fee accordingly.
