Adjournment o CITY of ANDOVER WHAT'S HAPPENING - Jim is expected back in the office on March 31st. - The first issue (March/April) of the new version of Andover News should be in the maiL by April 3rd. - The 1986 budget has now been typed and we hope to have it printed within the next two weeks. - Larry hopes to have a modest remodeling plan ready to 6iscuss at the April 15th council meeting. - The meeting with Charlie LeFevere on tax increment financiIlg has been set up for April 10,th at, 7: 30 p.m. - On April 8th at 7:30 p.m. is the meeting with Group SW28. On April 9th at 7:00 p.m. is the Public Hearing on the cable t.v. transfer of ownership request to be held at the Anoka City Hall. The Cable Commission will be conducting the hearing on behalf of the four Cities. - Bob Weisbrich,our city assessor,has resigned h~s position with Anoka County, effective April 1st. He will be self employed doing fee appraisals in the St. Cloud area. He will be at the Board of Review. Discussion ORIGINATING DEPARTMENT BY: The City Council is requested to review the attached information relative to the 312 Hous i ng Rehabil itati on Program and determi ne whether or not the City is interested in participating in the program. A note from JoAnn Wright accompanying the information said that HUD looks for "Comprehensive Effort" in the defined area to be served and will not approve a 312 project that does not include other activity. It could be that Andover does not have sufficient properties that could benefit from such a program or that the cost of administration outweighs the potential benefit. o MOTION BY TO COUNCIL ACTION SECOND BY , .. o " o PROGRAM DEFINITIONS ~ Homesteading: isition by the County of FHA, VA or FmHA property which has been "~sessed by those agencies. The funds for the acquisition are provided by ::::'ther Federal program ("810"). The property is subsequently "sold" by contract for deed t,o a lower-income, first-time homebuyer for, $.1.00, conditional on ehabilitatang the house to approved standards. The traditIOnal source of funds for the rehab is the "312" Housing Rehab Program explained below. First priority for ownership is given to lower-income residents who are living in "substandard" housing (as defined by HUD). Urban Homesteading "neighborhoods" must be defined in the application. They are areas that are identified in community plans for upgrading and where activitiy is currently being undertaken to accomplish that end. In other words, the Urban Homesteading Program is part of a larger effort. 312 Housing Rehabilitation: A Federal Housing Rehabilitation Loan Program for commercial and residential property located in areas identified by a community as needing general improvement and where activities are currently underway to achieve that end. The loons have terms of up to 20 years and are offered at 4% to low income residential owners and at the 20-year Treasury Bill rate to~ommercial and higher income residential owners (currently 9%). The County, through a contract with ACCAP, administers the program to the end of construction, at which time all responsibility is shifted to HUD for loon administration. , o o .. 312 Rehabilitation Program Fact Sheet Single Family Housing Available to: Single family homeowners in selected neighborhoods. Priority to households with gross incomes at 95% of metropolitan median $32,660 for a family of four). Amount of Loan: Up to $27,000, depending on existing debt on and value of property. Interest Rate: 4% for families at or below 80% of medion ($27,500 for a family of four) Currenf 20 Year Treasury Bill Rote Term of Repayment: Up to 20 years Permissible Improvements: Funds are primarily for code improvements (health and safety such as heat, plumbing, electrical and structural). However, 40% of the total loan amount for code improvements may be used for general improvements desired by the homeowner. A certified building inspector will inspect your home to determine what work is necessary. You may add to that list improvements you would like to make. The final work to be done will be determined by the amount of the loan available. Mortgage: Your loan will be secured by a second mortgage on your property which must be signed by anyone who holds title to the property. Application Fee: $150 submitted with your application will be returned if your application is denied. If it is approved, you may include the $, 50 in the loan and regain your $150 at closing. If you voluntarily withdraw from the program, you will forfeit the $1 50 fee. A RESOLUTION DECLARING THE MONTH OF APRIL 1986 AS REGISTRATION AWARENESS MONTH. WHEREAS, the continuation of the program for peacetime registration for the Selective Service System contributes to national readiness by reducing the time required for a full defense mobilization; and WHEREAS, over one million United States citizens have sacrificed their lives to protect the rights and freedoms of all Americans and registration for Selective Service is an .integral part of current preparedness to preserve these rights and freedoms in the future; and WHEREAS, more than 96 percent of potential registrants have registered with the Selective Service System since the resumption of registration and by so registering have enhanced United States national defense preparedness; and WHEREAS, the Selective Service System has been tasked with assisting in the process of improving our readiness by calling upon eighteen year old male citizens to comply with the law by simply registering their name, address, date of birth and social security number at the Post Office within thirty days of their eighteenth birthday. Said sand to be removed from the property legally described as the West one-half of the Northeast one-quarter of Section 36, Township 32, Range 24. Reasons for approval are: 1) removal of the sand is in conformance with City ordinances; 2) Removal will leave the remaining land in a buildable condition. The following should be noted: 1) Not more than 100,000 cubic yards of sand will be excavated; 2) The land will be repaired per the map provided; 3) The traffic pattern will follow Bunker Lake Boulevard to Hanson Boulevard and south to the freeway; 4) The final grading plan will be followed; 5) the maximum excavation will still be within 6~ feet of the water table; 6) A public hearing was held and there was no opposition; 7) Completion will be May 31, 1986. Approval of the Special Use Permit is contingent upon the receipt of the required bonds and certificates of insurance. Motion carried unanimously. MOTION by Councilman . ~~ to adopt the following: A RESOLUTION APPROVING A SPECIAL USE PERMIT AS REQUESTED BY LEROY JOHNSON AND PARK CONSTRUCTION FOR THE PURPOSE OF MINING SAND FROM PROPERTY LOCATED IN SECTION 36, TOWNSHIP 32, RANGE 24. ItJHEREAS, pursuant to publishe<:'l. and mailed notice, the Planning and zoning Commission has conducted a public hearing and revielt/ed the request of Leroy Johnson and Park Construction to mine sand from the property legally described as the West one-half of the North- east one-quarter of Section 36, Township 32, Range 24; and WHEREAS, after such hearing and review the Planning and Zoning Commission has recommended approval of the request with reasons for such recommendation as 1) removal of the sand is in conformance with City ordinances; 2) removal will leave the remaining land in a buildable condition; and WHEREAS, the City Council is in agreement with the reasons cited by the Planning and zoning Commission; and NOW THEREFORE, BE IT RESOLVED ~y the City Council of the City of Andover to hereby approve the Special Use Permit requested by Leroy Johnson and Park Construction, noting the following: 1.
