The City Council is requested to review the attached information relative
to the 312 Hous i ng Rehabil itati on Program and determi ne whether or not the
City is interested in participating in the program.
A note from JoAnn Wright accompanying the information said that HUD looks
for "Comprehensive Effort" in the defined area to be served and will not
approve a 312 project that does not include other activity.
It could be that Andover does not have sufficient properties that could benefit
from such a program or that the cost of administration outweighs the potential
benefit.

PROGRAM DEFINITIONS
~ Homesteading:
isition by the County of FHA, VA or FmHA property which has been
"~sessed by those agencies. The funds for the acquisition are provided by
::::'ther Federal program ("810"). The property is subsequently "sold" by contract
for deed t,o a lower-income, first-time homebuyer for, $.1.00, conditional on
ehabilitatang the house to approved standards. The traditIOnal source of funds
for the rehab is the "312" Housing Rehab Program explained below.
First priority for ownership is given to lower-income residents who are living in
"substandard" housing (as defined by HUD).
Urban Homesteading "neighborhoods" must be defined in the application. They
are areas that are identified in community plans for upgrading and where
activitiy is currently being undertaken to accomplish that end. In other words,
the Urban Homesteading Program is part of a larger effort.
312 Housing Rehabilitation:
A Federal Housing Rehabilitation Loan Program for commercial and residential
property located in areas identified by a community as needing general
improvement and where activities are currently underway to achieve that end.
The loons have terms of up to 20 years and are offered at 4% to low income
residential owners and at the 20-year Treasury Bill rate to~ommercial and
higher income residential owners (currently 9%). The County, through a contract
with ACCAP, administers the program to the end of construction, at which time
all responsibility is shifted to HUD for loon administration.

Dear Councilman Lachinski;
As a fellow Minnesotan, we can all be proud of the way that the
young men of this state have responded to the requirement to
register for Selective Service. In order to maintain this proud
tradition of compliance to our country's legal requirement, we
must create and promote a high degree of public awareness with
the general population as well as with the young men.
It is with this goal ~n mind that we in Selective Service request
and urge your assistance for this important endeavor. By promoting
a Resolution, again declaring April as Registration Awareness Month,
our goal of obtaining 100 percent compliance can be achieved. I
have enclosed an example of what has been used on other occasions
in this important project for your consideration.
If you have any questions or need more information, please call
the State Director, Robert P. Knight at 439-9065.
We would appreciate receiving a copy of your approved Resolution.
Thank you.

MOTION BY

BY:
This year's quotes on street sweeping are in.
Crosstown Sweeping Corp. $54.00 per hour
Allied Blacktop Co. $48.00 per hour
Clean Sweep, Inc. $52.00 per hour
Ambassador Sweeping Cont. $48.00 per hour
All q~otes use Elgin Pelican with self pumpings.
Last year we swept for a total of 105 hours at
$48.00 per hour at a cost to us of $5,040.00.
This year, I estimate a total of 110 hours for
a cost of $5,280.00.
We have two quotes at $48.00 per hour. One from
Ambassador Sweeping Contractors and one from Allied
Blacktop Company. I would prefer we go with Allied.
They have swept our streets for the last two years
and have done a good job.
