Utility Budget BY: James E. Schrantz The City Council is requested to review the proposed utili ty budget. We are submitting the proposed budget on our work sheets. The sewer and water budgets both show a surplus. *Does the Council want the budget approved on the regular City Council meeting of 2/18/86 or have a special meeting? We must plan to pull pump #1 and bail the well within a year or two. Pump #1 has started and stopped so often that I am concerned about its condition. We check the pump for vibration each year - so far the pump hasn't indicated any problem. Schrantz The City Council requested this resolution be placed on the 2/6/86 special Council meeting after I received Coon Rapids' resolution. Coon Rapids is passing a resolution to support Andover's resolution of 2/4/86. Andover asked that I prepare a resolution supporting Coon Rapids' resolution. Ottensmann City Engineer SUBJECT: Unsafe Traffic Conditions Round Lake Boulevard and Highway 10/47 Interchange INTRODUCTION The above indicated intersection has been pointed out on several occasions as being a potential safety hazard. The City of Andover has requested the City of Coon Rapids to join with them in requesting the Minnesota Department of Transportation to correct the situation. BACKGROUND o The intersection of the Trunk Highway 10 ramps as well as several street intersections with County Road 9 (Round Lake Boulevard) creates a potentially unsafe traffic condition. The grade of County Road 9 coming off of the Highway 10 overpass, particularly tends to create some site problems which have contributed to accidents at this location. This location has been studied by City staff and reviewed by the Coon Rapids Safety Commission in the past. It has been City staffs' position that traffic signals would not be effective and may create a greater hazard problem unless accompanied by reloca- tion of the intersections or regrading of Round Lake Boulevard. RECOMMENDATION AND ACTION REQUIRED We do believe the conditions warrant some study by MnDot and some modifications to correct the situation. I would therefore, request that the City Council pass the attached resolution requsting a study by Minnesota Department of Transportation. Respectfully submitted. LJ~ Y2 O~~ William R. Ottensmann City Engineer WRO:car <:J Attachment 1313 COON RAPIDS BOULEVARD, COON RAPIDS, MINNESOTA 55433-5397 (612) 755-2880 J " RESOLUTION NO. 86-29 o A RESOLUTION REQUESTING TRAFFIC SAFETY IMPROVEMENTS TO TRUNK HIGHWAY 10/47 INTERCHANGE AT ANOKA COUNTY ROAD 9 (ROUND LAKE BOULEVARD) WHEREAS, the City Council of the City of Coon Rapids is cognizent of the hazardous traffic conditions at the Trunk Highway 10 ramp intersections with County Road 9, and WHEREAS, there have been many accidents and close calls due to limited site distances, and WHEREAS, this safety hazard is continually worsening due to increased traffic. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Coon Rapids requests that the Minnesota Department of Transportation take immediate actions to initiate a study leading to a solution to the traffic problems, the study to include, among other things, traffic signals, relocation of the ramps, and regrading of County Road 9. c:> ADOPTED BY THE COON RAPIDS CITY COUNCIL THIS 11TH DAY OF FEBRUARY, 1986. MOTION by Councilman to adopt the following: A RESOLUTION REQUESTING TRAFFIC SAFETY IMPROVEMENTS TO THIO/47 INTERCHANGE AT ANOKA COUNTY ROAD 9 (ROUND LAKE BOULEVARD). WHEREAS, the City Council of the City of Andover is cognizant of the hazardous traffic conditions at TH 10 inter- change at Anoka County Road 9; and WHEREAS, there have been many accidents and numerous close calls due to the limited sight distance; and WHEREAS, this safety hazard is continually worsening due to increased traffic. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Andover requests that the Minnesota Department of t r~i~~rtatioE.take immediate action to relieve this condition 1e~fo by ins~~ignalization; ramp access moved to the access O road location; and/or other control or site distance improve- ments. MOTION seconded by Councilman and adopted by the City Council at a Meeting this day of , 19 , with Councilmen voting in favor of the resolution, and Councilmen voting against, whereupon said resolution was declared passed.
