Jim Schrantz and I met with Melanie Deluca and representatives of Campaign
Success, Inc., the firm that did the last Tri-CityNewsletter, to discuss
the future of the newsletter.
Campaign Success is not interested in doing the project again since they
lost money on their first attempt. Their report and recommendations are
attached.
It is our understanding that Ramsey wants to do their own newsletter on a
monthly basis. Anoka is only interested in continuing with a newsletter if
outside advertising can pay the entire cost of it. That may be difficult to
do, particularly in Andover.
It would appear that if Andover is to have a community newsletter, we will
most likely have to do it on our own with the cooperation of the school.
Melanie indicated that the school would be interested in doing this depending
on the costs involved.
Melanie and I are going to be getting price quotes on both a 11" by 17" four
page newsletter and a 8}" by 11" eight page newsletter. We will have this
information for the February 18th city council meeting. The council will then
have to decide 1) if you want to continue with a newletter and if yes, 2) how
often it shoul d come out; i. e. monthly or every other month. A quarterly
newsletter is of little value for information of a timely nature.
It would appear that a newsletter of some sort could do a lot toward helpin~
establish.a community identity and fill in the gaps caused by inadequate
coverage by any other newspaper.
No action is required at this meeting.

MEMO REGARDING TRI-CITY NEWSLETTER
TO: THE CITY OF ANDOVER

It is with regret that we inform you of our decision to
terminate our involvement in the publication of the Tri-City
Newsletter in its present format. There were several reasons
for the decision and we thought it might be helpful to the
city and staff people involved for us to outline what we perceive
to be the trouble areas.
1. Advertising sales. This is probably the most diffucult
problem we had. It simply took too long to sell the ads in the
Tri-City to make it profitable. We believe there are several
reasons for slow sales. First of all, the paper comes out too
infrequently for advertisers to consider it a really viable
advertising vehicle. Secondly, the ad prices, in order to subsidize
the printing, mailing, commissions on ad sales, and our profit margin,
are necessarily set too high for the advertisers. Finally, we were
told both explicitly and implicitly that the area retailers feel
resentful at being expected to provide the sole financial support
for a city newsletter.
2. Production schedules. We had quite a bit of trouble with
getting the typesetting for the publication done in a timely fasion.
Because the staff at the Scotsman has other weekly deadlines, we
felt we were always trying to squeeze production work for the Tri-
City into someone else's schedule. This problem led to a degree of
uncertainty as to our pu~lication date, which inhibits future ad
sales, and understandably disturbs newsletter contributors and
present advertising clients. We realize this may be a problem
inherent only to Scotsman; on the other hand, given that this
paper is printed once every two months, ~OY company printing
ref:.lular basis publications would also need to "squeeze us in."
3. Postal service. Although we used instructions from the
US Postal Service, routing from the US Postal Service, and materials
from the US Postal Service, our mailings of the Tri-City Newsletter
(and previous mailings, we have been told) did not get to all the
residents in the three cities. We paid for the right amount of copies,
and correctly con~leted the paperwork for the bulk mailing, yet some
of the carrier route pre-sorts went to the wrong place, while others
were not delivered at all. Without some intervention from some higher
authority, we can only assume this situation will continue.

4. Inconsistencies. Several characteristics of the Tri-City
indicate that the newsletter should be coordinated by a small company:
estimated yearly profits are low, compared to the amount of time needed
to publish the Tri-City Newsletter; the area covered by the Tri-City
requires solicitation of small, local advertisers and contributors, who
need a great deal of personal contact. However, a small company does
not have the resources to tackle the Tri-Cityas it is currently
organized. The company that coordinates the newsletter must expect
to take a loss for several issues (we have lost about $1000 on this
issue, and we believe ~~[9~[QQ iQ~ a~~QSii~~~ had similar problems),
and must have on staff both the writers and advertising sales managers
to handle the diverse needs of the Tri-City Newsletter. Few small
companies, given the relatively small potential profits, have the
seed money or diversity in staff to have the flexibilty required to
publish a high quality newsletter and still make a profit.

Given the problems we had and those we foresee with the present
newsletter format, those of us who worked on the project offer the

1. We recommend, given the diversity of needs and the differing
characters of each of the three cities involved in the newsletter, that
each city address its own communications needs.
2n We recommend that each city~ at minumum, finance the
production and printing of its own pages, and the mailing and
coordination costs of its share of the publication. We also recommend
that the city no longer view advertising space as ~h~ producer
of revenue, but rather as a service provided by the city to the
business communityu
~. We would recommend a switch to first class postage, to
better guarantee newsletter delivery.
4. We recommend limitinq the information published to only those
articles the city feels are absolutely necessary public information.
The cost of printing the newsletter goes down significantly as the
number of pages to be printed is reduced.
4. We recommend the city find a more reliable production
group than Scotsman, and the city play an active role in the
development of a contract with that company.

5" If the city chooses not to follow these recommendations,
we recommend the city contract with i~g companies -- an ad
agency for advertising, and a communications company for writing
and coordination. We would also recommend the city offer each
company a financial guarantee, so the risks of loss are more
equitably distributed between the city and the production agents.
6. We recommend that the city take a close look at other
possible resources for help in publishing a city newsletter, such
as the school district, the chamber of commerce, the community
college and the vocational school.

The City Council is requested to review and comment on
the sketch plan presented by Robert Boyum for Section 3,
adjacent to Rolling Forest plat.
The zoning is R-l.
The width at the setback per Ordinance 8 is 300'. Three
of these lots are about 100' and 2 at about 170'.
The lots are large enough to be subdivided by metes and
bounds.
Staff has been encouraging the owner (Robert Boyum) to
process the subdivision as a plat so the staff will be
provided with soil information, water table information,
contours, etc. To make sure the lots are buildable now
or would be made buildable (39,000 s.f. - 6' above water
table, etc.) before the parcel is divided and the parcels
sold.
Note the one way turnaround with the center island.
Andover doesn't have one like this.
The paved surface of the turnaround should be at least l6'.
Possibly an urban or rural section could be used - the
streets in Rolling Forest are rural section streets.

The City Council has been requested to give direction to the
Planning and Zoning Commission on the new concept that has been
discussed for Universal Properties on Hanson Boulevard adjacent
to Hartfiel's Addition.
Staff Ideas
The existing ordinance provides for a PUD (Ordinance 8, Section
4.l8, PUD) for residential subdivisions submitted under "Density
Zoning" provision (Density zoning Ordinance 8, Section 4.20).
The proposed plat could be developed under a density zoning PUD
with the green space being public or semi-public.
In the future, the area would have to be rezoned to allow further
subdivision & platting of the open space, providing we assume
the open space .(re~erved/controlled by.agreement) be released
back to the property owner when sewer is available.
At some point in time and this seems to be an appropriate time,
Andover should estimate what the ultimate urban service area is
going to be - zone that area to provide for rezoning transition.
Attached is a map where I have shown the boundary of the future
sewer available area or if you prefer, the future urban service
area.
In this area 20ned R-l-T, the developments can be planned to
provide ~or a future rezoning whete sewer and water service
would be feasible.

Background:
On July 2, 1985, Andover requested that Anoka County, Coon
Rapids, Anoka and Andover have a joint study of Crooked Lake
relocation/Round Lake Boulevard & TH 10 and RLB/TH 242/
Burlington Northern RR areas.
There are some immediate solutions that may be implemented:
1) signalization; 2) move the ramps to the service roads; 3)
speed reduction on County Road 9.
Coon Rapids staff doesn't recommend signalization at the present
ramp location and are recommending a broader solution - maybe
the ramps moved and signals at the new location.

The City Council is requested to approve the revision to
Ordinance 32 and 32A establishing the rate change to be
made by resolution. The ordinance states that non-residential
users should pay a user charge per residential equivalent
connection (REC). This REC charge seems to have been derived
assuming that the average residence produces 73,000 gallons
of waste water per year. (This is true in Blaine.) In Andover,
the 100,000 gallons/residence is closer to being true. In
fact, in 1981 the average was 121,000/res. We have reduced
that considerably by sealing the leaks in the system.
In addition, Andover hasn't billed the non-residential per
the ordinance - the non-residential have been charged based
on SACs not RECs. REC = SAC x 100,000

residential usage.
In 1984 the average residential usage was 97,000.
In 1985 the average residential usage was 87,000.

The first thing is that the additional siren price is quite high.
The big sirens that were bid would cover 4800' radius for around
$9,0001 (Lehn Electric) and $7,l001 (Electric Service). The
smaller siren would cover around 2300' radius and is $6,250 1
(Electric Service) and$7,9001 (Lehn Electric).
Therefore, at this time I would feel it would be better to go
to the 7 units and if need be, add the bigger units, i.e., better
coverage for not much more money.
As to awarding the bids, I believe I would like to leave this
entirely to the Council. I believe there is enough information
for a decision. There may be people here from the siren companies
to explain and answer any questions. Also, the lease program is
still in effect with Federal.
The one reason the Electric Service Company bid was so low is
that when the manufacturer knows they are bidding against Federal
they will cut their prices. Same price for a single phase unit
or a 3 phase unit.
Electric Service has quoted us $3,000 per year 1 20% for 4 main-
tenance calls per year and any emergency calls.
Lehn Electric said that a maintenance contract is not required.
If a unit were damaged and the motor would need to be repaired, the
cost would be $650 to $750 plus material plus repair of the motor.
They felt a maintenance contract would be a waste of our money.

In a discussion this past week with Jim Peterson of Electric Service, Jim in-
formed me that you were considering the recommendation of the Federal Signal
Thunderbeam siren for the City of Andover even though he was considerably
lower in his bid price with our P-l0 siren. Jim mentioned that you were con-
cerned about a motor problem we had in the past. I believe we took care of
those problems under warranty, and as a company we strive to continue to stand
behind our products.

Our firm has been a Wisconsin manufacturer since 1873, and we have been manu-
facturing sirens since 1942. I have enclosed a copy of our warranty which is
two years electrical and three years mechanical. In the past we have stood
behind our products even when the warranty has expired, and I asked you to call
Corky Stevension, Director of Hennepin County Emergency Government, to verify
that claim. His phone number is (612) 827-5687.
The siren Jim proposed in his bid is the updated version of a siren we have
manufactured since 1942.. We have updated this siren by changing the steel
components to aluminum and utilizing fiberglass covers to prevent rust and
eliminate the need for maintenance painting. We have also beefed up the motor
from 10 H.P. to 15 H.P. for longer performance.
I understand that the criteria is 124dB at 100 feet from the siren on a hori-
zontal plane with the siren and 70dB at 4800 feet on the ground. The siren
Jim has proposed is a single tone siren rated at 125dB at 100 feet from the
SIren. This siren is capable of producing 70dB at 4800 feet. For the sake of
conservatism, we publish 70dB at 4500 feet. Any siren that is rated by a
manufacturer to be 125dB at 100 feet and actually produces that amount of sound
has to, by the law of physics, produce 70dB at 4800 feet. There can be no
exception other than some manufacturers claims are more conservative than others.

I submit for your information the results of an independent test conducted in
the City of Newark, Ohio on Thunderbeam sirens by an independent testing
company. The Thunderbeam siren at that time was rated by Federal as a 128dB
siren. A copy of Federal's literature is enclosed. As you can see, the sirens
tested did not even reach the 124dB claim that is being made at this time. In
fact, the siren produces considerably less decibels than claimed in their cur-
rent literature. If a siren cannot produce at 100 feet what will the results
be at 4500 feet?

The City Council is requested to approve the resolution
accepting the bids and awarding the contract for Improve-
ment Project 85-8, watermain along Bunker Lake Boulevard
and Crosstown Boulevard.
6.d.l - SANITARY SEWER EXT/BLB/VERDIN TO RAVEN
Part of the bid is for sanitary sewer construction. The
Council discussed at the December l7th Council meeting to
hold a public hearing for the extension of sanitary sewer
from Verdin Street to Raven Street.
TKDA is presently updating the sanitary sewer study they did
for the southeast area which this extension is a part of.
We are having some real concern about the depth of the sanitary
sewer if we continue with a gravity system. Near Jay Street
the depth is around 40 feet. I have asked TKDA to look at the
costs of the gravity system compared to a lift station with
O&M costs.
Blaine fixed a service in a deep system near 109th Avenue and
Jefferson Street in 1980 and it cost $22,000 to fix the service
and restore the street.
Dewatering becomes a large cost for the new construction and
an equaily large part of a maintenance repair costs.
Attached is a recommendation letter from TKDA.

the City of Andover to hereby accept the above bids as shown to
indicate Kenko, Inc. as being the apparent low bidder.
BE IT FURTHER RESOLVED TO HEREBY direct the Mayor and
Clerk to enter into a Contract with Kenko, Inc. in the amount of
$327,214.70 for construction of Improvement Project No. 85-8 for
watermain in the area of Bunker Lake Boulevard- from Narcissus St-reet
to Raven Street and Crosstown Boulevard from Bunker Lake Boulevard
to l39th Avenue; and direct the City Clerk to return to all bidders
the deposits made with their bids, except that the deposit of the
successful bidder and the next lowest bidder shall be retained until
the Contract has been executed and insurance and bond requirements

THE CITY COUNCIL OF THE CITY OF ANDOVER HEREBY ORDAINS:
Ordinance No. 32 and Ordinance No. 32A are hereby amended as follows:
-SECTION V - BUILDING SEWER CONNECTIONS

B. There shall be two (2) classes of building sewer permits: (a)
for residential and commercial services; and (b) for service
to establishments producing industrial wastes. In either case,
the owner or his agent shall make application on a special form
furnished by the City. The permit application shall be supple-
mented by plans, specifications~ or other information considered
pertinent in the judgement of the Building Official. A permit
and inspection fee ef-$~5.66-de11ars as set by Council resolution
for a residential or commercial building sewer permit; $166.66-
de11ars a fee as set by Council resolution for an industrial .
building sewer permit shall be paid to the City at the time the
application is filed, plus a $15.66-de11ar administrative fee
as set by Council resolution to cover processing costs. Upon
approval of the permit, the City will furnish the applicatn
sanitary sewer service stub elevations and location ties.
SECTION VIr - TRUNK SANITARY SEWER CONNECTION CHARGE

SECTION VIII - SEWER RENTAL CHARGES
A. All premises located within the corporate limits of the City
served by the City sewer system shall pay a sewer rental fee

payable quarterly for each sewer availability charge (SAC) unit.
B. l) Residential Use - For each living unit, the sewer use charge

The City Council is requested to approve the appointment of Linda S. Stern
to the position of Utility Billing/Account Clerk to begin as soon as possible,
but no later than February 24th, at a wage of $6.00 per hour.
Prior to the last city council meeting staff interviewed those applicants with
previous utility billing experience. Our first choice withdrew due to salary
reasons. We had recommended to hire our second choice who would also have had
to take a cut in pay; however. over the weekend before the council meeting. her
husband was notified he was being transferred to North Dakota. We checked the
previous employer of our third choice and did not get a favorable report.
We have now screened all 90 resumes again and interviewed seven more applicants.
When I called to schedule interviews five more of the applicants declined to be
interviewed upon learning what the salary was. Of the seven interviewed the
second time around. two declined the job due to salary.
All applicants interviewed were given a calculator test and a typing test as
well.
Linda Stern has indicated she would accept the position at $6.00 per hour. Her
resume is enclosed. She needs to give a two week notice to her present employer.

Upcoming meetings

I received a call today from Tbm Snell with the Anoka County Chamber of Commerce
informing me of two upcoming legislative meetings the Chamber is hosting.
The fi rst is Wednesday. February 5th at 7: 30 a. m. at the Coon Rapids Country
Kitchen with State Senetor Gene Merriam. Breakfast can be ordered off the
menu.

The second is Tuesday. February 11th at 7:30 a.m. at The Seasons with U.S.
Senetor Dave Durenberger. Breakfast will be served at a cost of $6.00.
Perhaps the Council should be notified of these two meetings.
I have also received a call from Anoka County advising me of a City/County
Management Luncheon at The Seasons on Tuesday, February 4th at noon.

Star Cities Program
I am enclosing some material on the Star Cities Program as you requested after
the council meeting of January 21st. The annual Star Cities Training Conference
mentioned will be held in September this year. Some of the things required for
Star Cities designation may already be done. For example. I understand someone
is already working on a community brochure and we do have a five year improvement
pl an.
Bob Stern, the Minnesota Dept. of Energy and Economic Development staff person
who heads up the Star Cities Program. is a friend of mine from St. Cloud and
would be happy to attend a meeting of the council and/or the economic development
committee to further explain the program.

Combined Pit and Landfill Alternatives Report
Dear Mr. Anderson:
The City Council met to discuss the referenced report and
made the following motion:
MOTION by Orttel,seconded by Elling, that the City
of Andover does not have the capability to make an
informed decision on the alternatives presented in
the short time allowed. The information was received
on January 24 and the response was requested by Jan-
uary 29. However, it has always been our first choice
to have the contents of the hazardous waste pit removed
from the site. We do not want on-site burning if
there is any resultant air contamination. The capping
alternate gives rise to concerns of the increased
storm water run off. We do not have a system in
place to handle it. This alternate would create a
methane gas problem also. Motion carried unanimously.
We also discussed a recycling option rather than burning
and/or landfiLl,.

copy the City of Andover.
