Adjoum o o o o ~ a...<u ~ 1-\1-06 CITY OF NDOVE ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING JANUARY 17,2006 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by Vice President Julie Trude, January 17,2006, 6:00 p.m., at the Andoyer City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: President Mike Gamache (arrived at 6:10 p.m.), Commissioners Don Jacobson, Mike Knight, Ken Orttel, Julie Trude, Joyce Twistol Robert Nowak and Edward Schultz Executive Director, Jim Dickinson Community Development Director, Will Neumeister City Engineer, Dave Berkowitz Others Absent: Also present: APPROVAL OF MINUTES December 20, 2005: Correct as written. MOTIONby Knight, Seconded by Jacobson, approval of the Minutes as written. Motion carried 3 ayes, 1 present (Trude) and 2 absent (Gamache and Nowak). AMEND ANDOVER STATION NORTH DESIGN GUIDELINES Community Development Director Will Neumeister stated the discussions with Louis Rudnicki have progressed to the point that the code change for dry cleaning processing is being brought forward to the City Council and the change to the design standards/guidelines for Andover Station North should also be made. Commissioner Jacobson thought laundry was added to this resolution. Mr. Neumeister stated laundry is already allowed in the Code and the new word if "processing" is what they added. Commissioner Knight asked if laundry and Laundromat are both allowed. Mr. Neumeister was not sure. He thought if laundry is listed with dry cleaning it would be for commercial use only. Commissioner Jacobson stated he does not have a problem allowing this with the one shop but he does not want a lot of satellite businesses. Mr. Dickinson thought this would be along the same lines as the conditional use permit for liquor stores. It is what the City allows. o Andover Economic Development Authority Meeting Minutes - January 17, 2006 Page 2 President Gamache arrived at 6: 1 0 p.m. Commissioner Trude stated she wants to have the preface for all of the listed businesses for commercial/retail only. Commissioner Orttel wondered if they should just list the title indicating retail only for Laundry/Dry Cleaning. Commissioner Jacobson wants to make sure the dry cleaner does not get too big. Commissioner Trude stated this will be citywide. Mr. Dickinson stated that is correct. Motion by Orttel, Seconded by Jacobson, to include retail laundry/retail dry cleaning as allowable uses in Andover Station North Design Guidelines and ask the City Attorney to review the language and discussion at the meeting to make sure this is the intent of the EDA. Commissioner Knight asked if Mr. Rudnicki has any plans for this site. Mr. Neumeister stated Mr. Rudnicki will be at the City Council meeting. o Commissioner Trude talked to the City Attorney and he indicated the City has the ability to control the number of machines allowed. Commissioner Trude indicated they could add a definition to "Laundry/Dry Cleaning". President Gamache asked how they would be able to enforce this. Commissioner Orttel thought the business owner would need to follow all the ordinances. They could put a definition in the [mal agreement or a statement indicating only the stores in Andover will be allowed to use the processing at the site. Motion carried unanimously. UPDATE OF ANDOVER STATION DEVELOPMENT Mr. Neumeister indicated the City Attorney and the Attorney for Brad Poylitzki have agreed to change the closing date on the land exchange to May 15, 2006 to enable the lot split to be recorded when the first half year taxes are due. This will not haye any effect on the land sale to BruggemanlPulte Homes. The BruggemanlPulte Homes staffhas been working with the City Planning Staff to put a new plat together showing the layout of the units. This also includes the land adjacent to the pond and will result in the EDA receiving approximately $200,000 of additiona11and sales above the original purchase price. The development has previously been reviewed by the EDA and no further action is needed by the EDA to allow this amended o Preliminary Plat to move forward. Mr. Neumeister reviewed the information with the EDA. Mr. Neumeister indicated a developer is interested in developing the front portion of Kottke' s o o o Andover Economic Development Authority Meeting Minutes - January 17, 2006 Page 3 property. He noted they would need a new connection out to Jay Street with turn lanes. The approximate cost would be $125,000 to do the median and service road. Part of the land would be a restaurant pad and the rest would be some type of strip mall. He stated they are looking to be able to get out onto Hanson possibly through the gas station or mini-storage. Mr. Dickinson stated part of the proposal is they would be looking for some assistance with the road costs. He noted this would fall within the Tax Increment District. Commissioner Jacobson asked who owns the service road now. Mr. Dickinson stated the City owns the service road. Commissioner Orttel thought they would be abandoning part of the service road as it exists and moving it towards the back of the property. He asked why they could not leave the service road where it is. Mr. Neumeister stated they did not look at that and it may make sense to leave it. Mr. Neumeister stated the turn lane configuration works if the bus barn is not redeveloped. Mr. Berkowitz stated the concern he has is the turn lane now is 300 feet that goes out onto Bunker. If they reduce the turn lane, there will be buses that stack up into the service lane. Commissioner Knight asked what kind of restaurant would be at that site. Mr. Neumeister did not think there was an answer for this yet. Commissioner Ortte1 asked what the costs would be to do this. Mr. Dickinson stated the developer would need to show the EDA a pro forma showing a return on investment. Commissioner Jacobson stated he is not against the restaurant there but he is concerned about the strip mall. He thought they should look at the entire parcel and try to do something with it instead of splitting it up into smaller parcels. Commissioner Trude stated she likes the idea of having the service road remain so it would not be split up. She thought it may take a long time for Kottke's to develop and she wondered if they want to wait that long. President Gamache stated he like this idea because he did not think Kottke's will move for quite awhile and this may get things started. He thought it made sense to have a restaurant on the corner. Commissioner Trude thought people liked the condensing of retail in one area. Commissioner Jacobson indicated he would like to have the developer bring forward plans and discuss this further with the EDA. President Gamache asked how they would get the road out onto Hanson Boulevard. Mr. Berkowitz showed a drawing of the proposed frontage road for Hanson to access the businesses along there and they would need to tie into that service road. He indicated the City is currently only building the road to minimum width. o o o Andover Economic Development Authority Meeting Minutes - January 17, 2006 Page 4 President Gamache asked if widening the road would be a problem with the County. Mr. Berkowitz stated they are splitting the costs with ABC Mini-Storage and Croix Oil Company. He thought they would need to bring the road through the mini storage property. He indicated the service roads meets the County's requirements at this time, making it smaller; the County may have a problem with that. President Gamache asked if they could oversize the existing entrance at this time to minimize the costs. Mr. Berkowitz stated they would haye to maintain an easement under the existing service road because they have a water main and sewer pipes under the road so he did not know how much closer a building could be to Bunker. The Commission discussed possible road reconstructions for the area Commissioner Jacobson asked in the Pov's deal, outlot C, what is going on with that. Mr. Neumeister stated that will be part of the exchange. Commissioner Trude wanted to make sure in the Rudnicki project that there will be safe areas for drop offs at the dance studio. Mr. Neumeister stated there was an inquiry about putting in a funeral home without a crematorium in Andover Station North. He indicated the developer was looking at either site 2 or the restaurant site. The Commission wanted to save the restaurant site for a restaurant use. Commissioner Orttel asked if they could put a funeral home on the Play Venture site because that would get great exposure and have a stoplight. OTHER BUSINESS There was none.
