This may be a way of resolving the 159th Avenue and the Rum
River Rope swing problem.

A request of five cents per capita has been made of Anoka
County communities to operate MEDIATION SERVICES for 1987.
If successful, this amount will provide 44% of the annual
budget of $23,000.
To date, these communities have agreed to funding based on
the five cents per capita for the current population

To Whom it May Concern:
This is an open endorsement for Mediation Services as it re-
lates to the assistance they provide to local law enforcement.
Of the miriad problems we deal with, there are those which
require enforcement action, there are those for which no
remedy is available, and there are those nagging problems
which a solution is obtainable but our limited resources do
not meet. These problems are often quality of life issues
involving disputes between neighbors, such as noise, control
of pets, life style, and care/appearance of property.
Law enforcement agencies are called again and again when these
problems become acute or when someone has had "enough". 'Some-
times, the situation esculates to the point where a legal
solution becomes available. Rarely, however, do we have the
time to develop long-term positive solutions.
This is an area for which Mediation Services are particularly
adept. Their concept of using trained volunteers to mediate
disputes provides a low-cost resource in solving community
problems. There is a great potential for relieving law enforce-
ment officers to attend more serious concerns.
This concept deserves community support - an opportunity to
improve our quality of life.

Dear Mr. Windschitl:
I am writing to-request time on the agenda of your next council meeting.
I would like to update the council on activities of the organization since
Lanni McCauley's last visit and report on services to your community.
We are currently working with Melanie DeLuca and the Andover Key
Communicator Program and the Anoka County Sheriff's deputies in a
cooperative effort to provide a wide range of services to your community.
I have discussed with Melanie the possibility of her appearing and speak~ng
on behalf of mediation which she is willing to do. I would expect that my
presentation would last 10 minutes with time for questions and several
minutes for Melanie to speak.
I will ask that the council reconsider our request for 5~ per capita. Of
the fifteen councils which have considered the request, Andover, East Bethel
and Ramsey were the only councils who gave a negative response. I hope.that
with a little more concrete information about Andover cases and the services
actually in place that the council would reconsider the request and fund the
organization at 5~ per capita.
I have had an opportunity also to talk I.d th Bill Hawkins, city attorney who
has spoken in favor of mediation and the supplement to existing services it
provides.

and Zoning Commission recommend to the City Council approval of the
Special Use Permit requested by Loretta Mason to split the double
bungalow located at 3555 - l34th Avenue N.W. into two single family
units for the following reason:
1) A hardship is created by the proeprty and there is no way to
enlarge the parcel as it is bordered on two sides by streets
and two sides by lots that belong to someone else.
Approval is subject to the following:
1) A party wall agreement shall be provided to the City;
2) Construction of a fire wall and approval of said wall by the
Building Official;
3) A survey establishing a zero lot line.
The following variances will be granted:
1) Lot depth - the existing lot is 100 feet deep and the ordinance
requires 130 feet;
2) Lot width - the width is 150 feet and when split, the lots will
be 75 feet wide. The ordinance requires 80' feet.

Section 2.

by the Owners who
Sharing of Repair and Maintenance. The cost of
and maintenance of a party wall shall be shared
make use of the wall in proportion to such use.
Section 3. Destruction by Fire or Other Casua1ty. If a
party wall is destroyed or damaged by fire or other casualty, any
Owner who has used the wall may restore it, and if the other
Owners therea~ter make use of the wa11, they shall contribute to
the cost o~ restoration thereof in proportion to such use without.
prejudice, however, to the right of any such OWners to call for a
larger contribution from the others under any rule of law
ragarding liability for negligent or willful acts or omissions.
Section 4. Weatherproofing. Notwithstanding any other
provision of this Article, an Owner who by his negligent or
willful act causes the party wall to be exposed to the elements
shall bear the whole cost of furnishing the necessary protection
against such elements.
Section 5. Right to Contribution Runs With Land. The right
of any Owner to contribution from any other Owner under this
Article shall be appurtenant to the land and shall pass to such

Section 6. Arbitration. In the event of any dispute
arising concerning a party wall, or under the provisions of this
Article, each party shall choose one arbitrator, and s~ch
arbitrators shall choose one additional arbitrator, and the

Section 7. Basement. The Owner of each unit is hereby
granted an easement in and to the other unit to the extent
necessary to maintain, repair and preserve the party wall.

Mr. Anderson owns less than three acres of land and would
like to build a pole building. He has been told by Jane,
Dave and me that he cannot build this building because
the ordinance does not allow it.

Edward J. Wallum property at 15619 Kumquat Street.
Attached is a list of items that Mr. Wallum wishes to discuss with
the City Council.
Note:
The City Attorney is negotiating on this property and has made
an offer - the appraiser has considered all of the items listed.
I recommend the City let the Attorney continue with the
negotiating as he has with the others.

I Edward ~a11um am writing to you in reference to the above land thct I no~
own. I paid $22.500.00 at the time of purchase which was April or 1935.
Since then I have done the following to improve the building and
grounc1s.
Lot cleaned and tri~ed and thirteen stumps removed.
Septic tank and system cleaned and pumped.
Driveway Aspha1ted with chips and tri~ed with railroad ties
t~obile i10me on the inside has had walls and ceiling refinished.heve carpeted
three rooms, linoleum on the floors in two rooms.
Have replaced range and hot water heater.
nave installed new faucets in bathroom and kitchen plus new shower and walls
ins ta lled.
Replaced kitchen counter wall.
Put in 100 amp circuit breakers on power pole.
in garage put in new furnace with reostate and ~eat d~cts,work benches, and storage room
has numerous shelves.
220 ~mp hook-up in laudry room and storage room.
In the yard I Have several trees \'/hich consist of three plum trees.one crab t.ree
one cherry apple tree,one mixed crab and apple tree,one flowering tree and
several pine trees border my land on one side, plus other nu~erous trees and
shrubs.
The location of the land is ideal as it is a corner lot bordered by two quiet
residential streets.
At the time I purchased the property my intentions wnere to live in the mobile home
until it was paid for and them build a house on the land as finances \~here
available. I can not afford to build a house at1he present ti~ so am more or
less forced to sell such property at a price I do not feel is adequate for the
time and money I have already invested in it.
I hereby extend an invitation to the members of the city council to come
and look over such property so that they can see for themselves the cere I
have taken to upkeep and improve the property. I wo~ld like to see an offer
of a higher dollar amount given to me.

MOTION by Vistad, seconded by Jacobson that the Andover Planning and
Zoning Commission recommend to the City Council approval of the Special
Use Permit requested by Woodland Development for a Planned Unit Develop-
ment to allow a golf course, residential uses and Neighborhood Business
pursuant to Ordinance 8, Section 4.18 for the following reasons:
1) The proposed use will not be detrimental to the health, safety or
general welfare of the community;
2) It will not cause serious traffic congestion;
3) It will not depreciate surrounding property values;
4) it is in harmony with the general purpose and intent of the Zoning
Ordinance and Comprehensive Plan.

and Zoning Commission recommends to the City Council approval of the
preliminary Plat of Colonial Creek as being developed by Woodland
'Development in Section 32-32-24 with the following conditions:
1) Variances will be granted for lot depth for Lots 4, 9, 14 and 19,
Block 13;
2) Variances will be granted for average lot depth for Lot 34, Block
13 and Lot 1, Block 14;
3) Subject to the conditions outlined by the Park Board;
4) Subject to permits being obtained from the Corps of Engineers;
5) Subject to approval by the Coon Creek Watershed District.
The Planning Commission expressed concern over the access to the golf
course, club house and facilities through the park propetty on South
Coon Creek Drive and request legal counsel to look at the legal
requirements over using this access.

The City of Andover Planning and zoning Commission will hold a
public hearing at 7:30 P.M., Tuesday, June 23, 1987 at the Andover
City Hall, 1685 Crosstown Boulevard N.W., Andover, MN to consider

Local Oil Variance
MOTION by Bosell, seconded by Vistad that the Andover Planning and
Zoning Commission recommend to the City Council approval of the
variance requested by Local Oil Company for Lot 2, Block 1, Local
Oil Addition for the purpose of allowing the applicant to increase
the south driveway that abuts Bunker Lake Bouleva~d to 35 feet in
width.
This will be consistent with the plat discussion at the time this was
platted and the drawings were submitted.
The variance is pursuant to Ordinance 8, Section 8.08 CD).
Though this does not meet the strictest ihtent of Section 5.04 of
Ordinance 8, this variance would allow for the reasonable use of this
property to continue and further in the letter December 24, 1986 from
Bill Sironen of the Anoka County Highway Department, they suggest that
30-35' is an allowed measurement.

Regarding: Driveways onto County Highways
Dear Jim:
This letter is in response to some questions regarding driveway
widths accessing County Highways.
We recommend commercial driveways be 30 feet wide and use a
maximum of 20 foot radii. We will allow up to a 35 foot width
but no wider unless a center median is installed. When a median
is constructed we will allow up to 24 feet for 2 lanes and 14
feet for one lane.
In the particular case of a gas station where the concern is for
gas tankers entering and exiting, we recommend against a center
median as this makes it more difficult for the large trucks.
With a 30-35 foot driveway and 20 foot radius, the large vehicles
can access the site. There will be encroachment on the other
lanes of the driveway, however, this is normal for the large
~rucks even at street intersections.

The City Council of the City of Andover hereby ordains:
Ordinance No. 8 is amended as follows:
Section 3.02 Definitions
(FFFFF) 2-Family Home Conversions
The changing of an existing 2-family home from sole ownership into
two separate ownerships.
Section 4.19
2-Family Home Conversions - Such conversions may be permitted following
issuance of a Special Use Permit provided that each dwelling unit be
provided with individual sewer stubs, individual wells or sources of
water, and that a party wall agreement, including an arbitration clause,
be entered into by all affected parties. Such conversion must take
pursuant to a plan submitted to the Planning Commission showing the
location of the sewer stubs, individual wells or sources of water,
- party wall; shall include submission of said party wall agreement;
and upon submiss~on of a survey setting out each individual lot and its
location along said party wall.

Dear Council Member.

I recently received a complaint of unreasonable accelloration in
your city. It then came to my knowledge that such an ordinance
does not exist in Andover. Therefore. I was unable to take any
Pol ice action much to the dissatisfaction of the complainant.
I found a copy of such an ordinance but was told by city officials
that the ordinance did not exist. I have enclosed a copy of this
ordinance with this letter. I feel such an ordinance would provide
law enforcement personnel a good tool in regulating traffic within
the city of Andover and urge you to consider the passage of such an
ordinance.

CHAPTER 9-300
MOTOR VEHICLE REGULATIONS
ON PRIVATE AND SEMI-PRIVATE PROPERTY
9-301 Definitions.
'-'
(1) "Vehicle" means every device in, upon, or by which any per-
son or property is or may be transported or drawn upon a highway,
except devices moved by human power or used exclusively upon sta-
tionary rails or tracks.
(2) "Motor vehicle" means every vehicle which is self-propelled
and not deriving its power fran overhead wires.
(3) "Motorcycle" means every motor vehicle having a saddle for
the use of a rider and designed to travel on not more than three (3)
wheels in contact with the ground, including motor scooters,
minibikes, blCYcles with motor attached, but excluding a tractor.
(4) "Public property" is property that may be used by ail of the
public subject to reasonable regulation by a governmental body. For
the purposes of this Chapter, such property includes City parks or
parking lots and school parking lots or yards, but does not include
pubUc streets and highways.
(5) "~ipublic property" means private property generally open
fO( use by the public but not owned or maintained by a governmental
body_ . Such property includes. without limitation church property,
shopping center property, and other property generally used by patrons
of a canmercial or private business establishment, but not including
private streets in residential areas.
(6) "Private property" is property owned by a person, firm,
voluntary association, or corporation other than a goverrmental body
and is not generally open for use by the public.
9-302 Traffic Re~ulations.
(1) No person shall operate . or halt any vehicle on public or
semipublic property carelessly or heedlessly in disregard of the
rights or safety of others.
(2) No person shall park a vehicle, motor vehicle, or motorcycle
in any designated handicapped parking area on public or semipublic
property unless such person is physically handicapped and the vehicle
displays an identifying certificate or insignia issued by the
Minnesota State Department of Public Safety.
(a) For the pur poses of this Section, "physically handi-
capped" shall include any person who has sustained an amputation
or permanent material disability of either or both arms or legs,
or who has been otherwise permanently disabled in any manner ren-
dering it difficult and burdensome for him to walk.
(b) No person charged with violation of this Section may be
convicted notwithstanding that no identifying certificate or
insignia is displayed on the vehicle if that person is, in fact,
physically handicapped.

9-303 Private Property. No vehicles, motor vehicles, or motor-
cycles shall be driven across or upon any private property without the
written or oral permission of the owner, occupant, or lessee thereof.
Written permission may be given by a posted notice of any kind or
description that the owner, occupant, or lessee prefers, so long as it
specifies the kind of vehicles allowed.
It is unlawful for a person to post, mutilate, or remove any
notice or sign provided in this Section upon lands over which he has
no right, title, interest, or license.

9-304 Public Property. It shall ,be unlawful for any person to
operate any vehicle, motor vehicle, or motorcycle upon public property
other than a paved surface designed for vehicular use or upon a path
or area designated by appropriate signs permitting such use.
9-305 . Semipublic Property. It shaH be unlawful for any person
to operate or permit to be operated any vehicle, motor vehicle or
motorcycle upon semipublic property which is not held open to the
public for vehicular use; provided, however, that this Section shall
not be applicable unless there has been posted upon the property a
sign indicating that such operation is prohibited by use of the words
"motor vehicle riding prohibited," or words of similar import.
9-306 Exceptions. The provIsIons of this Chapter shall not
apply to emergency vehicles, vehicles used by goverrmental bodies, or
to persons driving upon such property with the consent of the owner or ...
his agent or any person in lawful posses sOn of such real property. WI"
9-307 Speed Limits. No person shall operate a vehicle, motor
vehicle, or motorcycle on public or semipublic property at a speed
greater than is safe and reasonable under the conditions of traffic
then existing, and in no event shall exceed a speed of 15 miles per
hour.
9-308 Unnecessary Noise. No person shall operate a vehicle,
motor vehicle, or motorcycle on any public or semi;.public property in
a manner that creates or causes unnecessary engine noise or tire
squeal, or causes the tires to spin or slide' upon the acceleration or
stopping of said vehicle or that causes the vehicle, motor vehicle, or
motorcycle to unnecessarily turn abruptly or sway fronside to side.

squeal, or causes the tires to spin or slide upon the acceleration of
stopping of said vehicle or that causes the vehicle, motor vehicle, or
motorcycle to unreasonably turn abruptly or sway from side to side.
9-802 No A TV' s on Streets. No person shall operate an all-
terrain vehicle, as defined by Minn. Stat. S84.92 Subd. 8, as amended,
on any public street, highway, or right-of-way, except as provided by
Minn. Stat. S84.92 to 84.929 and rules adopted under 84.924.
Violations are petit misdemeanors; provided that a violation occurring
within one (1) year of any prior violation of 9-802 is a misdemeanor.

do so.
The attached permit was adapted from the model permit provided by
the DNR. The criteria and information is directly adapted from
the model permit.
The only remaining item on this permit is the permit fees. It
is my recommendation that a fee of $50.00 be charged for review
of this permit. As you can tell from the plans required to be
submitted, there is a considerable amount of time required and a
certain amount of expertise (engineering) needed ,to make the
determinations as set out in the attachments. The choice of
$50.00 was in order to cover some of the costs of the personnel
required to administer this request, anyon-site inspections
that may need to be made, and review.

Grading and filling design preserves or blends with the natural
contours of the land.

Trees and other native vegetation are retained to the maximum
extent possible and/or are replaced following construction.

The grading and/or filling shall be directly related (or accessory)
to a permitted or conditional use.

The grading and/or filling is performed in such a manner to minimize
earth moving, erosion and the destruction of natural amenities.

Dear Mr. Schrantz:
I, Lawrence B. Carlson, do hereby petition for the construction/improvements
of watermains, sanitary sewer, storm sewer, and streets with concrete curb
and gutter. I request that the cost of such improvements be assessed against
the benefiting property, which property is described as follows:
Proposed plat called Colonial Creek legal to include the following PIN
numbers: 29 32 24 44 0001; 32 32 24 14 0003; 32 32 24 II 0001;
33 32 24 220003; 33 32 24 23 0001 and 33 32 24 23 0004, all of which
property is located in Anoka County, Minnesota.
The above described properties shall become a part of that residential devel-
opment.
It is my understanding that a publ ic hearing on this matter can be waived
because of a 100% petition. We have contacted the City office, and have asked
to be placed on the City Council agenda.
We have also proceeded with preparation of the prel iminary plat of Colonial
Creek and hope that both can be acted upon during the same meeting.
The escrow amount of $1000 has been paid.

This agreement made and entered this
day of

by and between the City of Andover, a municipal corporation herein
after referred to as "Andover", and the city of Coon Rapids, a munici-
pal corporation herein after referred to as "Coon Rapids".
WITNESSETH:
WHEREAS, Crooked Lake lies partially within the City of Coon
Rapids and partially within the City of Andover, and
WHEREAS, the cities of Coon Rapids and Andover in cooperation
with the Department of Natural Resources have acquired aeration equip-
ment for Crooked Lake, and
WHEREAS, the said aeration equipment is intended to be
operated for the purposes of maintaining an acceptable desolved oxygen
level for maintenance of fish life within Crooked Lake, and
WHEREAS, the Minnesota Department of Natural Resources
periodically during winter months checks the oxygen level within
Crooked Lake, and
WHEREAS, the aeration equipment is intended to be operated at
such times as the Minnesota Department of Natural Resources determines
an insufficient desolved oxygen level within Crooked Lake, and
WHEREAS, the cities of Andover and Coon Rapids mutually agree
to share equally in the cost of operation and maintenance of said
aeration equipment, and
o

WHEREAS, Minnesota Statute Section 471.59 authorizes political
subdivisions of the State to enter into joint powers agreements for
the joint exercise of powers to each.
NOW, THEREFORE, it is mutually stipulated and agreed:
1) purpose
The parties are joined together for the purpose of opera-
tion and maintenance of aeration equipment to maintain
desolved oxygen levels within Crooked Lake for the main-
tenance of fish life.
2) Storage
The City of Coon Rapids will provide storage for the aera-
tion equipment.
3) Operation and Maintenance Costs
The City of Coon Rapids will provide power and maintain
aeration equipment in reasonable operating condition with
the cost thereof to be shared equally between the two
cities.
4) Insurance
Each party will provide public liability insurance in the
amount of $600,000 for protection against claims for
negligent operation of equipment. A Certificate of
Insurance will be provided to the City of Andover con-
firming such coverage. The City of Andover will provide
to the Ci ty of Coon Rapids a Certif ica te of Insurance
conforming similar coverage.

5) Payment
The City of Andover agrees to pay Coon Rapids one half of
the cost of operation and maintenance annually within 30
days of receipt of invoice from the City of Coon Rapids.
IN WITNESS WHEREOF, the parties hereto have executed this
agreement by their duly authorized officers and have caused their
respective seals to be affixed hereto.

WHEREAS, the City Council did on the 21st of July, 1987,
order the preparation of a feasibility study for the improve-
ments in Creekside Estates; and
WHEREAS, such feasibility study was prepared, by TKDA and
presented to the Council on the 21st day of July, 1987; and
WHEREAS, the property owners have waived the right to a
public hearing; and
WHEREAS, the City Council has reviewed the feasibility study
and declares the improvement feasible, for an estimated cost
of $55,000.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Andover to hereby receive the feasibility report with
an estimated total cost of improvement of sanitary sewer,
watermain, storm drain and street with concrete curb and gutter
for Creekside Estates under IP No. 87-28.
BE IT FURTHER RESOLVED by the City Council to hereby direct
the firm of TKDA to prepare the plans and specifications for such
improvement project.
BE IT STILL FURTHER RESOLVED by the City Council to hereby
require the developer to escrow the sum of $1,000.00 with such
payment to be made prior to commencement of work on the plans and

The City Council is requested to approve the resolution
the plans and specifications and ordering award for bid
87-22 for Watermain, Sanitary Sewer, and Storm Drainage
order to project 87-2.
The pLans and specifications will be at the meeting for approval.
The change order has been prepared and we believe the contractor
will have signed the c.c.o. by Tuesday July 21, 1987.
This c.c.o. for the Water, Sanitary Sewer, and Storm Drainage will
allow the 2nd Phase to be completed this year. We will proceed to bid
the street part of the project, the street part of the project caused
the c.c.o. to be more than 25%.
The escrow for the 2nd Phase c.c.o. #1 is $38,000.00.
The development contract needs to be approved.
The plat could be approved at this time.

BYLAWS OF THE HOUSING AND REDEVELOPMENT AUTHORITY
OF ANDOVER, MINNESOTA
ARTICLE I
THE AUTHORITY
Section 1.
Name of Authority.
The name of the
Authority shall be the "Housing and Redevelopment Authority of
Andover, Minnesota".
Section 2.
Seal of Authority.
The seal of the
Au thor ity shall be in the form of a c i r cle and shall bear the
name of the Authority and the year of its organization.
Section 3.
Office of Authnrity.
The offices of the
Authority shall be at 1685 Crosstown Boulevard N.W. in the City
of Andover, State of Minnesota, but the Authority may hold its
meetings at such other place or places as it may designate by
resolution.
ARTICLE II
OFFICERS
Section 1.
Officers.
The officers of the Authority
shall be a Chairman, a Vice-Chairman, and a Secretary.
Section 2.
Chairman.
The Chairman shall preside at
all meetings of the Authority.
Except as otherwise authorized
by resolution of the Authority, the Chairman shall sign all con-
tracts, deeds and other instruments made by the Authority. At
each meeting the Chairman shall submit such recommendations and
information as he may consider proper concerning the business,
affairs and policies of the Authority.

Section 3. Vice-Chairman. The Vice-Chairman shall
perform the duties of the Chairman in the absence or incapacity
of the Chairman; and in case of the resignation or death of the
Chairman, tht: Vice-Chairman shall perform such duties as are
imposed on the Chairman until such time as the Authority shall
select a new Chairman.
Section 4. Secretary-Treasurer. The
Secretary-Treasurer shall keep the records of the Author i ty 1
shall act as Secretary at the meetings of the Authority and
record all votes, and shall keep a record of the proceedings of
the Authority in a journal of proceedings to be kept for such
purpose 1 and shall perform all duties incident to his office..
He shall keep in safe custody the seal of the Authority and
shall have power to affix such seal to all contracts and instru-
ments authorized to be executed by the Authority. He shall have
the care and custody of all funds of the Author i ty and shall
deposit the same in the name of the Authority in such bank or
banks as the Author i ty may select. The Secretary-Treasur er
shall sign all orders and checks for the payment of money and
shall payout and disburse such monies under the direction of
the Authority. Except as otherwise authorized by Resolution of
the Authority, all such orders and checks shall be
counter-signed by the Chairman. He shall keep regular books of
account showing receipts and expenditures and shall render to
the Authority, at each regular meeting (or more often when
requested), an account of his transactions and also the finan-
cial condition of the Authority. He shall give such bond for

o the faithful performance of his duties as the Authority may
determine. With the consent of the Authority, the
Secretary-Treasurer may delegate these duties to a designated
employee of the City of Andover.
Section 5. Executive Director. The Authority may
employ an Executive Director who shall serve at the pleasure of
the Board of Commissioners, shall be the chief appointed
executive officer of the Authority, and shall have such
additional responsibilities and authority as the Board may, from
time to time by Resolution, prescribe.
As assistant to the Secretary, the Executive Director
in his own name and title shall keep the records of the Author-
ity, shall act as Secretary of the meetings of the Authority and
record all votes, and shall keep a record of the proceedings of
the Authority in a journal of proceedings to be kept for such
purpose, and shall perform all duties incident to his office.

The compensation of the Executive Director shall be
determined by the Authority.
Section 6. Additional Duties. The officers of the
Authority shall perform such other duties and functions as may
from time to time be required by the Authority or the Bylaws or
rules and regulations of the Authority.
Section 7. Election or Appointment. The first Chair-
man shall, pursuant to his appointment, serve in the capacity of
Chairman until the expiration of his term of office as
Commissioner. The Vice-Chairman, Secretary-Treasur er and,
except in the case of the First Chairman, the Chairman shall be
elected at the annual meeting of the Authority from among the
Commissioners of the Authority, and shall hold office' for one
year or until their successors are elected and qualified.
The Executive Director shall be appointed by the
Authority. Any person appointed to fill the office of Executive
Director, or any vacancy therein, shall have such term as the
Authority fixes, but no Commissioner of the Authority shall be
eligible to this office.

c:> Section 8. Vacancies. Should the office of Chairman,
Vice-Chairman or Secretary-Treasurer become vacant, the Author-
ity shall elect a successor from its membership at the next
regular meeting, and such election shall be for the unexpired
term of said office. When the office of Executive Director
becomes vacant, the Author i ty shall appoint a successor, as
aforesaid.
Section 9. Additional Personnel. The Authority may
from time to time employ such personnel as it deems necessary to
exercise its powers, duties and functions as prescribed by the
Municipal Housing and Redevelopment Law of Minnesota applicable
thereto. The selection and compensation of such personnel
(including the Executive Director) shall be determined by the
Authority subject to the laws of the State of Minnesota.
ARTICLE III
MEE'I'INGS

Section 1. Annual Meeting. The annual meeting of the
Authori ty shall be held on the 1st Tuesday of January at 7: 30
o'clock a.m. at the regular meeting place of the Authority. In
the event such date shall fall on a legal holiday, the annual
meeting shall be held on the next succeeding secular day.
Section 2. Regular Meetings. Regular meetings may be
held without notice at the regular meeting place of the Author-
ity on the 1st and 3rd Tuesdays of each month, at 7:30 o'clock
p.m. unless the same shall be a legal holiday, in which event
said meeting shall be held on the next succeeding secular day.

Section 3. Special Meetings. Special meetings of the
Authority may be called by the Chairman, or two members of the
Authority for the purpose of transacting any business designated
in the call. The call for a special meeting may be delivered at
any time pr ior to the time of the proposed meeting to each
member of the Authority or may be mailed to the business or home
address of each member of the Authority at least t'wo (2) days
pr ior to the date of such special meeting.
At such special
meeting no business shall be considered other than as designated
in the call, but if all of the members of the Authority are
present at a special meeting, any and all business may be trans-
acted at such special meeting.
Section 4. Quorum. The powers of the Authority shall
be vested in the Commissioners thereof in office from time to
time.
Three Commissioners shall constitute a quorum for the
purpose of conducting its business and exercising its powers and
for all other purposes, but a smaller number may adjourn from
time to time until a quorum is obtained.
When a quorum is in
attendance, action may be taken by the Authority upon a vote of
a majority of the Commissioners present.
Section 5. Order of Business. At the regular meetings
of the Authority the following shall be the order of business:
1. Roll Call.
2. Reading and approval of the minutes of the previ-
ous meeting.
3. Bills and Communications.

Report of the Executive Director.

6. Unfinished Business.
7. New Business.
8. Adjournment.
All resolutions shall be in writing and shall be copied
in the journal of the proceedings of the Authority.
Section 6. Manner of Voting. The voting on all ques-
tions coming before the Authority shall be by roll call, and the
yeas and nays shall be entered upon the minutes of such meeting.
ARTICLE IV
AMENDMENTS
Amendments to Bylaws. The Bylaws of the Author i ty
shall be amended only with the approval of at least three (3) of
the members of the Authority at a regular or a special meeting.
