WHAT'S HAPPENING?
***CDBG - I told the County that we plan to continue as in 1986 to elimate
Blight. See attached project description.
I have revised the 1986 CDGB proposed project to include the residential
blight in the Nordeen for the 1987 project.
1986 fund must be spent by July 1, 1987 and the 1987 funds by July 1, 1988.
We have received the Bever Land appraisal. If we buy this parcel we will spend
the 1986 CDBG and the 1987 funds can be used in the Nordeen Addition area.
1987 fund will amount to about $36,000 each year for the next three years.
We can revise the project at a later date. The County needed information by
the 13th of March so I revised the project per the motion of the Council
to consider the Nordeens Addition.
We must purchase some parcel by July 1, 1987.
***1 promised not to put the Pocket Gopher bounty on the agenda. Anoka County
will pay 40~ per gopher. Helena is not afraid of gopher feet and I am sure
would be willing to collect the feet and count them.
I discussed this at the last staff meeting and some staff people thought
it would be a good idea to have Andover pay 10 or 20 cents additional to help
get rid of the gopher problem.
We would pay the trappers from petty cash and document for reimbursement from
the County at 40~ per gopher.
***Reminder the deadline for the March/April newsletter is March 16, 1987. We
need "you" for articles. The editor Valerie is getting tough on me, she wants
the newsletter out on April 1st. We should be timely so people that are
announcing events can depend on us being published before their event.
***NOTE: George Hoff, the City's Attorney was unable to meet the Council
scheduled for March 17 at 7:00. See item 6c resetting the meeting for
3/31/87 at 7:30 pm.
THE LIGHTER SIDE OF THINGS
***1 will be in Arizona from 3/15/87 to 3/26/87. I have been called down
there to take pictures, horseback ride and sun.
I have been suffering from "Seasonal affective Disorder" (or S.A.D.)
which is associated with underexposure to sunlight.

MOTION by Bo,ell, ,econded by Rogers that the Andover~anning
and zoning Commission recommend to the City Council denial of
the request of the T.F. James Company to vary from the land-
scape requirements of Ordinance 8, Section 8.04 requiring a
depth of 20 feet or more along all streets for the following
reason:
1) The Commission has considered visibility at this inter-
section and consider safety as a primary concern. Twenty
feet of green area is necessary to protect safety.
It is further recommended that the City Council reduce the
size requirement for parking stalls as has been done at the
Downtown Center to 9' x 18'. This would still allow for a proper
traffic pattern which was the purpose of the proposal.
Reasons for approving the 9'x18' parking stall size are:
1) It would not be in conflict with the Comprehensive Plan;
2) It meets the spirit and intent of the zoning ordinance;
3) It would not be detrimental to the health, safety or

dated February 16, 1987 based on the following criteria:

Concern was expressed regarding the site of the proposed

in such things as screening, etc. There are specific restric-

3) The PUD would not negatively impact the environment of the

The lots in the Russell/Stack Addition were established when

assessed.
We recommend approval of the lot without going through the

Sprinkling Code/l& 2

BY: Ray Sowada
Attached are copies of Ordinance 63, SeGtion 4 regarding fire
code standards. The City Council is requested to read the
attached to determine whether NFPA 13-D is a part of the ordinance.
On connections for sprinklers, the water line should be before
or after the water meter. If it is before the meter, it will
eliminate friction loss through the meter. Also, a valve (back
flow) should be installed in the sprinkler line.
Jeff Meinzer, Brooklyn Park Fire Marshal, said that Olson Fire
Protection recommends that a solenoid valve which shuts off the
domestic side of the system when the flow switch on the sprinkler
system trips should be installed. This would provide better
pressure to the sprinklers. The solenoid valve is not required
or addressed by the code.
Bob Imholt, State Fire Marshal, talked about a bill going to the
State Legislature dealing with licensing of sprinkler contractors.
The licensing and enforcement would be under the State Commissioner
of Labor and Industry.
PUBLIC WORKS DIRECTOR'S COMMENTS:
Attached is the arrangement preferred by the Building Dept. & Public Utilities
Dept.
I~ a builder submits a plan for sprinkling, the plan will be submitted to the
Flre ~arshal for a~proval ~nd inspecti?n. If installed without a plan submitted,
the Flre.Marshal wlll not lnspect the lnstallation. Public Utilities will ckeck
to see if there is a back flow valve installed when the water meter is installed.
The solenoid valve mentioned in Ray's comments above, would be acceptable to
the Public Works and Building Department.

NFPA 130-1984
1984 Edition of NFPA 130
This edition of NFPA 130, Standard for the Installation of Sprinkler Systems in
One- and Two-Family Dwellings and Mobile Homes, was prepared by the Technical
Committee on Automatic Sprinklers, released by the Correlating Committee on Water
Extinguishing Systems, and acted on by the National Fire Protection Association, Inc,
at its Annual Meeting held May 21-24, 1984 in New Orleans, Louisiana, It was issued
by the Standards Council onJune 14,1984, with an effective date of July 5,1984, and
supersedes all previous editions,
The 1984 edition of this standard has been approved by the American National
Standards Institute as an American National Standard,
Changes other than editorial are indicated by a vertical rule in the margin of the
pages on which they appear. These lines are included as an aid to the user in identify'
ing changes from the previous edition,
Origin and Development of NFPA 130
Recognizing the need to reduce the annual life loss from fire in residential occupan'
cies (about 50 percent of total loss of life by fire), the Committee on Automatic Sprin.
klers appointed a subcommittee in May 1973 to prepare a Standard on the Installation
of Sprinkler Systems in One- and Two-Family Dwellings and Mobile Homes. The Sub,
committee was composed of members of the Committee on Automatic Sprinklers and
other technically competent experts, The standard was submitted and adopted at the
Annual Meeting in Chicago, IL on May 12,16, 1975,
The 1980 edition was a complete rewrite of the 1975 edition including SI units
where appropriate. The 1980 edition incorporated the results of the residential sprin,
kler test program administered by the National Fire Protection Association, and fund,
ed 'bya research grant from the United States Fire Administration. Factory Mutual
Research Corporation and the Los Angeles City Fire Department conducted the dwell,
ing tests. Factory Mutual Research Corporation, McNeary Insurance Consulting Ser'
vices and the Charlotte, North Carolina Fire Department conducted the mobile home
tests. Further amendments were made in 1984,

Preface
It is intended that this standard provide a method for
hose individuals wishing to install a sprinkler system for
dditionallife safety and property protection, It is not the
'urpose of this standard to require the installation of an
utomatic sprinkler system, This standard assumes that
ne or more smoke detectors will be installed in accor-
.ance with NFPA 74, Standard for the Installation,
laintenance, and Use of Household Fire Warning
.quiPment,
Chapter I General Information
-I * Scope. This standard deals with the design and in,
:allation of automatic sprinkler systems for one- and
.vo,family dwellings and mobile homes,
-2* Purpose. The purpose of this standard is to pro-
ide a sprinkler system that will aid in the detection and
'Jntrol of residential fires and thus provide improved'
cotection against injury, life loss, and property damage.
. sprinkler system installed in accordance with this stan,
ard is expected to prevent flashover (total involvement)
, the room of fire origin, when sprinklered, and to im-
rove the chance for occupants to escape or be
.'acuated_
Guidelines are established for the design and in-
allation of sprinkler systems for one. and two, family
',.ellings and mobile homes. Nothing in this standard is
.tended to restrict new technologies or alternate ar-
,ngements providing the leve\of safety prescribed by the
Jndard is not lowered.

said authority may require evidence of proper installation, pro-
cedure or use. The authority having jurisdiction ma)' also refer
to the listings or labeling practices of an organization concerned
with product evaluations which is in a position to determine
compliancc with appropriate slandards for the current produc-
tion of lisH'd items.
Authority Having Jurisdiction. The "authority
having jurisdiction" is the organization, office or tn'
dividual responsible for "approving" equipment, an in,
stallation or a procedure.
NOTE: The phrase "authority having jurisdiction" is used in
NFPA docum('nts in a broad manner since jurisdictions and "ap.

automatic sprinkler expressed in gallons-per-minute,
Dry System. A system employing automatic sprin.
klers attached to a piping system containing air under at-
mospheric or higher pressures. Loss of pressure from the
opening of a sprinkler or detection of a fire condition
causes the release of water into the piping system and out
the opened sprinkler.
Dwelling. Any building which contains not more
than one or two "dwelling units" intended to be used,
rented, leased, let or hired out to be occupied, or which
are occupied for habitation purposes.

Chapter 4 System Design
4-1 Design Criteria.
4-1.1 Design Discharge. The system shall provide a
discharge of not less than 18 gallons per mInute (68
L/min) to any single operating sprinkler and not less than
13 gallons per minute (49 L/min) per sprinkler to the
number of design sprinklers. .
4-1.2* Number of Design Sprinklers.Tne number of
design sprinklers shall include all sprinklers within a com-
partment to a maximum of 2 sprinklers.
/'
4-1.2.1 The definition of compartment for use in 4.1.2
to determine the number of design sprinklers is a 'pac.
which is completely enclosed by walls and a ceiling. The
compartment enclosure may have openings to an adjoin.
ing space if the openings have a minimun lintel depth of 8
in...(203 mm) from the ceiling.
o
4-1.5 The minimum operating pressure of any sprinkler
..shall be in accordance with the listing information of the
sprinkler and provide the minimum flow rates specified
in 4.1.1.
4-1,6 Application rates, design areas, areas of coverage,
and minimum design pressures other than those specified
in 4.1.1,4'1.2,4-1.4, and 4-1.5 may be used with special
sprinklers which have been listed for such specific
residential installation conditions,
4-2 Position of Sprinklers.
4-2.1 Pendent and upright sprinklers shall be posi,
tioned so that the deflectors .are within I to 4 in. (25.4 to
102 mm) from the ceiling,
Exception: Special residential sprinklers shall be in-
stalled in accordance with the listz'ng limitations,
4-2.2 Sidewall sprinklers shall be positioned so that the
deflectors are within 4 to 6 in. from the ceiling,
Exception: Special residential sprinklers shall be Ill-
stalled in accordance with the listing limztations,
4-2,3* Sprinklers shall be positioned so that the
response time. and discharge are not unduly affected by
obstructions such as ceiling slope, beams or light fixtures.
4-3 System Types,
4-3.1 Wet-Pipe Systems. A wet.pipe system shall be
used when all piping is installed in areas not subject to
freezing,
4-3.2 Dry-Pipe Systems. Where system
located in unheated areas subject to freezing,
system shall be used.
pIping IS

4-4 Pipe Sizing.
4-4.1 Piping shall be sized in accordance with 4.4,3 and
4.4,4, If more than one design discharge is req uired (see
4,1,1), the pipe sizing procedure shall be repeated for
each design discharge.
Exception: When piping is sized hydraulically, calcu/a,
tions shall be made in accordance. with .the methods de.
scribedin NFPA 13, Standard for the Installation of
SPrinkler Systems,
SYSTEM DESIGN
-"-,. . -.--.--
13D-9
/4-4.2 Minimum pipe size shall be % In. for copper; 1
in. for steel.
4-4.3* To size piping for systems connected to a city
water supply, the following approximate method is ac-
ceptable.
(a) Establish system flow rate in accordance with Sec-
tion 4.1.
(b) Determine wate, pressure in the street.
(c) Select pipe sizes.
(d) Deduct meter pressure losses if any. [See Table
4-4, 3(d).]
(e) Deduct pressure loss for elevation, (Building height
above street in ft x 0.434 = psi,) (Building height above
streel in meters x 0,098 = bars.)
(I) Deduct pressure losses from city main to control
valve by multiplying the factor from Table 4-4.3(a) or (b)
by the total length(s) of pipe in ft (m),
(g) Deduct pressure losses for piping within building
by multiplying factor from Table 4.4.3(a) or (b) by the
total length in ft (m) of each size of pipe between the con,
trol valve and the farthest sprinkler.
(h) Deduct valve and fitting pressure losses, Count the
valves and fittings from the control valve to the farthest
sprinkler. Determine the equivalent length for each valve
and fitting as shown in Table 4-4.3(c) and add these
values to obtain the total equivalent length for each pipe
size, Multiply the equivalent length for each size by the
factor from Table 4-4,3(a) or (b) and total these values,
(i) In multilevel buildings, steps (a) through (g) shall
be repeated to size piping for each floor.
(j) If the remaining pressure is less than the operating
plTSSllre established by the testing laboratory for the
sprinkler being used, a redesign is necessary. If this
pressure is higher than required, smaller piping may be
used when justified by calculations.
(k) The remaining piping shall be sized the same as the
piping to the farthest sprinkler unless smaller sizes are
justified by calculations.
Exceptz'on: For sprinkle red dwellings manufactured of I
site, the minimum pressure needed to satisfy the system
design criteria on the system side of the meter shall be
specified on a data Plate by the manufacturer, (See Sec.
tion 2-3.) .

A-l-1 NFP A 130 is appropriate for usc only in one. and
two, family dwellings and mobile homes. Residential por.
tions of any other building may be protected with
rcsidential sprinklers in accordance with 3.16,2.9 of
NFPA 13.1983, Standardfor the Installation of SPrinkler
Systems. Other portions of such sections should be pro.
tected in accordance with NFPA 13.
The criteria in this standard are based on full.scale fire
tests of rooms containing typical furnishings found in
residential living rooms, kitchens, and bedr09ms. The
furnishings were arranged as typicaIly10undin dwelling
units in a manner similar to that ,shown in Figures
A.I-l(a), A-I.l(b) and A'I'I(c). Sixty full,scale firc tests
were, conducted in a two story dwelling in Los Angeles.
California and 16 tests were conducted in a 14,ft
(4.3,mm) wide mobile home in Charlotte, North
Carolina. Sprinkler systems designed and, installed ac,
cording to this standard are expected to prevent flashover
within the compartment of origin if sprinklers are in,
stalled in the compartment. A sprinkler system designed

A-I-2 Levels of Protection. Various levels of firesafety
are available to dwelling occupants to provide life safety
and property protection.
This standard recommends, but docs not require,
sprinklering of all areas in a dwelling; it permits sprin.
klers to be omitted in certain areas. These areas arc the
ones shown by NFl' A st atistics (see Table A ,]-2) to be the
ones where the incidence of life loss from fires in dwell-
ings is low, Such an approach produces a reasonable
degree of fire safety. Greater protection to both life and
propen y will be achieved by sprinklering all areas,
Guidance for installation of smoke detectors and fire
detection systems may be found in NFPA 74, Standard
fOT the Instaltation, Maintenance and Use of Household
Fire H/anling Eq uit;ment.

A-I-3 System control valves should be of the indicating
type, such as plug valves, ball valves,. butterfly valves, or
OS & Y g,ale valves" _
A-I-4 .. The responsibility for properly maintaining a
sprinkler system is the obligation of the owner or manager
who should understand the sprinkler system operation, A
minimum monthly maintenance program should include
the following:
APPENDIX A
13D-13
(a) Visually inspect all sprinklers to ensure against
obstruction of spray.
(b) Inspect all valves to assure that they are open.
(c) Test all water flow devices.
(d) The alarm system, if installed, should be tested,
NOTE: When it appears likely that the test .....ill result in a
response of the fire department. notification to the fire depan-
ment should be made prior to the test.
(e) Pumps, where employed, should be operated, See
NFPA 20, Standard for the In.stallation of Centrifugal
Fire Pumps.
(f) The pressure of air used with dry systems should be
checked,
(g) Water level in tanks should be checked.
(h) Care should be taken to see that sprinklers are not
painted either at the time of installation or during subse.
quent redecoration, When painting sprinkler piping or
painting in areas next to sprinklers, the sprinklers may be
protected by covering with a bag which should be re-
moved immediately after painting has been finished.
(i) For further information see NFPA 13A, Recom'
mended Practice for the In.spection, Testing and Mainte.
nance of SPrinkler Systems.
A-I-5.1.1 At least 3 spare sprinklers of each lype, tern.
perature rating and orifice size used in the system should
be kept on the premises, When fused sprinklers are re-
placed by the owner, fire department or others, care
should be taken to assure that the replacemrnt sprinkler
has the same operating characteristics.
A-I-5.1.4 Testing of a system can be accomplished by
filling the system with water and checking visually for
leakage at each joint or coupling.
Fire department connections are not required for
systems covered by this standard, but may be installed at
the discretion of the owner. In these cases hydrostatic
tests in accordance with NFPA 13, Standard for the In.
stallation of Sprinkler Systems are required.
Dry systems should also be tested by placing the system
under air pressure. Any leak which results in a drop in
system pressure greater than 2 Ib/sq in. (0,14 bars) in 24
hours should be corrected. Check for leaks using soapy
water brushed on each joint or coupling. Leaks will be
shown by the presence of bubbles_ This test should be
made prior to concealing of piping.
A-2-2 Connection for fire protection to city mains is
often subject to local regulation concerning metering and
backflow,prevent-ion req uirements:."p!:d'erted 'an'd' accept'
able water supply arrangements are shown. in Figures
A.2,2 (a), (b) and (c), When a meter must be used be.
tween the city water main and the sprinkler system sup-
ply, an acceptable arrangement is shown in Figure
A-2,2(c). Under these circ\1mstmces.,;, :t!le flow
characteristics of the meter 'must' be included in the
hydraulic calculation of the system, (See Table 4.4,3(d),]
When a tank is used for both domestic and fire protection
purposes, a low water alarm actuated when the water
level falls below 110 percent of the minimum quantity
specified in Section 2- I should be provided.

ITEM Replacement signs
NO.
The embossed letters on the first street signs purchased by
the city have lost all of their reflective paint and cannot
be seen at night. Others are missing due to theft or other
damage.
Some areas of replacement are:
Red Oaks: 56 name plates
Chapman's: 10 name plates
Northwoods 13 name plates
Sub 82: 28 name plates
Total 107 name plates
There are also another 129 name plates around ,the city that must
be replaced.
The total number of plates to replace is 236 for the year 1987.
Earl F. Anderson gave us a bid of $12.95 per name plate for a
total of $3,056.20.
Gopher Sign gave us a bid of $12.67 per name plate for a total
of $2,990.12.
We put $1,985 in the budget for new street name plates. I also
budget~d $750 for a post puller. But as bad as the street signs
look, ihis $750 should be used for signs. The puller can be put
in the budget for 1988. This would give us $2,645.00 from the
580 capital outlay of street signs, general. The balance needed,
$345.12, could come from 210 Operating Supplies. This should
take care of the street sign replacement for 1987.

The City Council is requested to approve the 1987 junkyard
license for Andover Auto Parts.
At the Council meeting of February 17, 1987 the attorney was
authorized to begin proceedings for revocation of the license
because of noncompliance because the insurance had been
cancelled and the fire lanes were not clear.
Since that time, a new certificate of insurance has been
received and the Fire Marshal has inspected the junkyard (see
attached report).
Approval of the junkyard license is recommended.

All of the quotes are in for the 1987 street sweeping. We
would like to start sweeping the second week in April if the
weather permits.
This year with more streets I estimated around 180 hours or
95 hours per machine. If we go with the low quote, it comes
to a total of $9,810. We furnish the water truck and dump truck.
We also use our water truck to flush off our streets without
curb.
With any luck we should have some rain before this time which
makes for less sweeping.

Allied Blacktop Company has the low quote at $51.00 per hour. Also,
Allied has swept our streets for the last three years and does a
very good job.
In 1986 the low quote, which was Allied, was $48.00 per hour.
This year's quote is only a $3.00 per hour increase.

In 1985 Ramsey purchased a Pelican Sweeper for $60,000. For the
last two years they have swept up to 80 miles a year with no break-
downs.
I think that in 1988 we should budget $70,000 in our streets and
highway budget for a sweeper. We could sweep our streets up to
twice a year.
This also saves the storm sewers by not having everything washing
down the sewer. We also could possibly get started earlier rather
than waiting for contractors to schedule us in.

CITY of ANDOVER
MEMORANDUM
TO: Mayor and City Council
COPIES TO: ci tv Administrator
FROM: Fire Marshal
DATE: March 12, 1987
REFERENCE: Andover Auto Parts License
On March 5, 1987 I walked the fire lanes at Andover Auto
Parts with Dennis Barta, the operator of the junkyard.
He said that materials (hoods, engines and vehicles) will
be removed and kept out of the fire lanes. A cul-de-sac
at the west end will be kept opened for a turnaround. The
holes in the fire lanes will be filled with dirt to make
the fire lanes passable. Also, the tire pile in the middle
of the lot will be handled by the owner to keep the pile
small.
I will re-inspect the junkyard prior to the city council
meeting.

I wished to inform you that the City of Andover must
apparently initiate a simple action to the school districtCs)
