The staging plan has been redrawn from the input received at the public hearing and letters received since the hearing. Property owners in subdivisions may not have seen their time schedule changed as they requested due to others in the neighborhood re- questing improvements. If your property is benefited by sanitary sewer trunk proposed staged improvements, you will find a sanitary sewer map included. If your. property is benefited by water trunk proposed improvements, you will find a water area benefit map included. The sanitary sewer trunk area assessment is $821 per acre (1987 cost). The water trunk area assessment is $875 per acre (1987 cost). You received the public hearing notice in January 1987 with a cover letter dated December 31, 1986. The Council will consider additional comments on Thursday, February 12th at 7:30 P.M. The city, after the meeting on the 12th, will proceed to amend the Comprehensive Plan (sanitary sewer section) with the Metropolitan Council using the approved sanitary sewer staging plan. I currently occupy a single family dwelling located in the approximate center of the lot and hope to occupy it as my family home indefinitely. The cost of assessments for sewer and water would (in addition to being greater than the purchase price of the land in the fall of 1985) be prohibitively expensive. I, therefore, request that my property be excluded from the sewer service and development area for any time prior to the year 2,000. Please advise. Gorham January 14, 1987 TO: City Council of the City of Andover RE: Proposed development of lanslow Hills Plat Dear Council Members: We have submitted a sketch plan of our proposed development to Mr. Jim Schrantz, Director of Planning. We have asked to be placed on the agenda of the February 17, 1987 council meeting for discussion of this plat. As owners and developers of the property, we would be in favor of sewer and water extension to this site, as soon as possible, preferrable in 1987. .' This sit:e'~eonsists of mostly gently rolling, wooded land. Upon completion, it would be a single family development of approximately 400 lots with two proposed neighborhood commercial lots. Finished house and lot prices would average around $150,000. All the lots as submitted in the sketch plan exceed the minimum lot sizes by about 10%. We think that this is a very nice piece of land and with its development, it could help set the tone for the development of the properties around it. The city is proposing to stage the assessments for the improvements to coincide with the time the facilities are available to your particular area. The lv1etrcpolito!1 Council stages the cities' gro1tlth by limiting seever capacity. Therefore, the city will stage accordingly. There are various petitions for sanitary sewer and water before the Council, such as Shady Knoll Addition, Hills of Bunker Lake proposed plat, the County public works facility and possibly a new District 11 elementary school facility. At the public hearing, the staging will be discussed. The petition was signed by property owners in the City of Andover residing on Prairie Road and the eastern end of Bunker Lake Blvd. The petition asks that, regardless of the final form taken by the above project, the project that the portion of Andover in which they reside be excluded from the proposed sewer and water development and assessment area. Also, I am informed that the city has scheduled another meeting in February to consider the project. No notice of that meeting has been sent.
