Schrantz I got a call from Minnesota Pollution Control Agency, Ken Haberman, 296-7399, concerning WDE/SW 28 group. Final report on the remedial action for correcting the WDE site will be here today, 6/14/88. Minnesota Pollution Control Agency's staff are now reviewing the report. They asked that Andover and Anoka County review and comment. MPCA would like to set up a joint meeting with Anoka County and Andover during the afternoon of June 21st to discuss c:> the report and probably formulate our response. If the City doesn't care if the County is at the meeting, we can meet with the PCA the 22nd, 23rd, or 24th of June. o o o o CITY of ANDOVER NOTICE! ! Schrantz May 31, 1988 MSA Assessment Policy Discussion o City Council is requested to consider the MSA assessment policy as it applies to a new alignment through a new plat that would be coordinated with the development of the plat. Andover has just designated 168th Lane as an MSA street from Verdin street to Round Lake Boulevard. Our assessment policy states that if the right-of- way is provided the City constructs the street without assessing. It seems reasonable to me comparing the MSA streets we've constructed so far, that there's always been some existing street. We should then require the developer to grade the streets to a width to support the typical section that the City requires, including topsoil and seeding and necessary storm sewer for the plat. The City would continue the project by constructing the gravel, the bituminous pavement and the curb and gutter, and necessary storm sewer for the streets. (That is, the City would pay for the eligible storm sewer and whatever storm sewer would be needed to support the plat would be paid for by the developer.) o This policy decision will have to be decided on before an item on this agenda, Lund's Evergreen Estates 5th Addition can be approved. Lund is quite anxious to develop this year. If we want to coordinate with him and take advantage of not duplicating some of the work in the future, it might be well for us to put together a project (1988); call a public hearing for the property owners on 168th Lane from Lund's plat west to Round Lake Boulevard. The City would construct an o MSA street from Round Lake Boulevard to Verdin street. Another option, if the Council doesn't feel we can construct a city MSA street this year because of our budget, the developer could construct his other streets to a bituminous surface as required, construct the MSA street to gravel grade putting down part of the gravel and then in 1989, or after, the City could continue to build the state aid street. We could approve the developer's plat when he completes his street construction. The developer would be building houses along the gravel MSA street until such time that the City would do its project. o o o CITY OF ANDOVER REQUEST FOR COUNCIL ACTION DATE June 14, 1988 AGENDA SECTION NO. ORIGINATING DEPARTMENT Discussion Items Engineering ITEM NQ Lund's Evergreen Estat s 5th Addn. MSA BY:James E. Schrantz The City Council is requested to discuss options for Lund's Evergreen Estates 5th Addition development. Jim Lund, developer of the property, is interested in completing the last phase of the plat on (Lund's Evergreen Estates 5th) this year. Recently the City designated 168th Lane NW as an MSA street ~rom Hanson Boulevard to Round Lake Boulevard. We have discussed the MSA street with Jim Lund. We told him that his costs wouldn't be greater than if he constructed 168th Lane as a residential stree~~ The developer will have to redraw his plat to provide 66' of right-of-way and straighten out a section of 168th Lane. Schrantz BY: Greg Murphy wants to talk to the Council about Andover'S financial package; it's reliability and lack of support. We are working on DIS to support the software as they do the hardware. We have contacted Mark of American Data and he will look at our current problems and see if he can solve them. Schrantz BY: The City Council is requested to accept Valerie Lee's resignation as of July 5th, 1988. (We placed an ad in the paper to close on June 27th). We recommend that the City hire Valerie on a part-time basis for 20 hours per week without benefits to help train the new person, to help with the billing of July 15th and to work on the 1988 books and putting finance on the computer. Valerie has offered to continue as part-time as Newsletter Editor at $11. 32/hour. MOTION BY TO COUNCIL ACTION SECOND BY o CITY OF ANDOVER REQUEST FOR COUNCIL ACTION AGENDA SECTION NO. DATE June 14. 1988 ORIGINATING DEPARTMENT ITEM NO. Public Works Position Engineering Frank Stone BY: James E. Schrantz We recommend Dale Mashuga be returned to the Public Works II position at the salary (wage) he was receiving in 1987 ($9.69 per hour) when he was disciplined. Also, we recommend placing Dale on a 90 day probation in the Public Works II position. Then, if after 90 days he has satisfactorily performed, his pay would go to the 1988 pay level of $10.36. Scott has filled in and performed a lot of the duties Dale was doing. We recommend that Scott's salary be increased from $7.50 to $8.15 per hour. This will make Scott's salary the same as what Wayne and Dale are getting as Public Works Ill's (Public Work Ill's have two pay levels; $7.50 & $8.15). The Maintenance of Status Quo order issued by the "Bureau of Mediation Services" has been lifted as of May 13, 1988. As an option to the City I would consider WJrking 30 hours per week with city paid benefits and a percent of other earned benefits thrOugh September 6, 1988; at the same rate of pay as present. Mditiona1 consideration will be made to other forms of part-tine WJrk through September 6, with no benefits- not to exceed 20 hours per week at the same rate of pay. I would also consider full-time WJrk in the future. in a position of greater opportunity, if one should arise or become available. I would be willing to continue as Newsletter Editor with no date restrictions at the rate I am presently receiving for that position Please respond with a decision as soon as possible.
