Dear Ms. Volk:
As a city official you are well aware of possible problems that
may be affecting local units of government due to national and
state government budget constraints. As part of an attempt to
study and develop possible solutions to these issues, the
Governor's Advisory Council on State-Local Relations is seeking
the opinions of individuals, such as yourself, who deal with
intergovernmental program delivery issues on a daily basis.
Your experiences place you in the best position to clearly
identify where there may be problems and concerns regarding the
current system for government service delivery. Your name was
randomly selected from a list of all city officials in the
state. In order that the results of this part of the study
truly reflect the opinions of Minnesota city officials we ask
that you fill out the questionnaire personally.
You may be assured of complete confidentiality. The
questionnaire has an identification number for mailing purposes
only. This is so that we may check your name off the mailing
list when your questionnaire is returned. Your name will never
be placed on the questionnaire.
The results of this questionnaire will be made available to
officials and representatives of the Council. The Council
consists of representatives from the following: League of
Minnesota cities; Association of Minnesota Counties; Minnesota
Association of Townships; Minnesota School Boards Assooiation;
and, Minnesota Association of Regional Commissions. The Chair
of the Metropolitan Council as well as the Commissioners of
Revenue, Finance, Trade and Economic Development, Education,
Human Services and State Planning are designated members by
executive order. One member is appointed by each of the
following: Senate Majority and Minority Leaders, Speaker of the
House, and House Minority Leader. They have reviewed and
approved this study.

As part of a larger study conducted by the A.C.S.L.R. the many services
carried out by units of Minnesota governments have been grouped into
nine categories. The broad categories and some subcategories are:

As you are aware, last year the Anoka County Board of Commissioners
established the Anoka County Regional Railroad Authority. At the most recent
meeting of the Authority, the Board adopted the attached planning
recommendations. In order to implement these recommendations, the County
contracted with Bennett, Ringross, and Wolsfeld (BRW) to conduct the first
phase of the Anoka County Light Rail Transit Comprehensive System Planning
Analysis. This first phase will be a preliminary Light Rail Transit Scoping Study
focusing on identifying all the possible Light Rail Transit routes, assessing
travel needs in Anoka County and examining how possible Light Rail Transit
routes would interface with existing or planned bus service and other county's
potential Light Rail routes.
In 1970, Anoka County's population was approximately 150,000. Serving that
population were four north/south highways: East River Road, Highway 47,
Highway 65, and 35W. By the year 2010, however, Anoka County's population is
projected to increase to 284,000 - a 90% increase from 1970. It is my
understanding that there are no new or expanded north/south highways planned
to accommodate this very large population increase. As Anoka County
continues its transit planning for the future, the Railroad Authority will
seriously analyze Light Rail Transit as a component of our transportation needs.

As we begin our first phase of the analysis, I would like to invite you and any
appropriate staff person to a Light Rail Transit planning meeting scheduled for
Wednesday, April 20, at 9:00 a.m. in the Blaine City Hall Counsel Chambers.

Planning Recommendations
The following are planning recommendations for the Anoka County Regional Railroad
Authority as we begin to review the opportunity for light rail transit as part of our
comprehensive transportation planning in Anoka County,
I. The Anoka County Regional Railroad Authority (ACRRA) proceed with the
development of a comprehensive plan for light rail activities.

2.
ACRRA pursue a level of funding sufficient to carry out its planning activities
and should seek temporary funding from Anoka County until such time as
permanent funding can be implemented.
3. ACRRA authorize issuance of an RFP for technical assistance for ACRRA's
planning activities, including conducting a feasibility study.
4. ACRRA coordinate its activities with the activities of other Regional Railroad
Authorities and the Metropolitan Council with respect to light rail alternatives to
ensure thot light rail transportation to and from Anoka County is fully considered.
5. ACRRA pursue legislation allowing Joint Powers Agreements between or among
Regional Railroad Authorities.
6. ACRRA develop a model for involvement of local communities and the public for
planning and implementation of light rail transit activities.
7. ACRRA work with the Metropolitan Council to ensure that its policy plan does
not exclude rapidly developing areas of Anoka County from consideration for light
rail transi t service,

Junk cars - are we spending enough time and effort or should we be
tightening up our ordinances to make enforcement easier to get
results and make this process less time consuming. Is staff
getting out of step with the Council? If we are, these items
should be discussed and a policy established.

How can we limit the items on an agenda? Who is left off!
We are going to make sure the non-discussion items are truly
that.
If so, the mayor could ask if any Council member wants to
discuss an item. If so, the item will be removed from the non-
discussion items and discussed. The remainder of the items can be
approved in a single motion.
Anoka is having an agenda problem also. (See attached article
from the paper).
Televising the Council Meeting.
We have a tape without the audio of the April 5th meeting - if you
want to see yourself, stop by and look at it.
Terry said he will be willing to modify our P.A. system and also
work with us to make us all look better and in turn make their
production look better and be more meaningful to the T.V.

This summer North Central Gas Co. will have natural gas at its
corner of Hanson Blvd. and Crosstown Blvd. The Public Work/Fire
Station Buildings are on propane so conversion to natural gas is a
matter of making a few minor changes like changing nozzles. City
Hall has oil furnaces except for the new addition - there are 4
oil units. If the Council is interested we will get cost to
convert - possibly placing the units on the roof, not in the
ceiling.
