SUBJECT: Consider Representation on 2050 Comprehensive Plan Steering Committee DATE: September 30, 2026
INTRODUCTION
The Natural Resources Commission is requested to discuss and consider having a member participate in the 2050 Comprehensive Plan Steering Committee. BACKGROUND
State Law requires that municipalities within the Twin Cities metro area develop a
Comprehensive Plan for the orderly planned development of the community and must update the Comprehensive Plan every 10 years. The Metropolitan Council, as directed by state law (MN Statute 473.145), has prepared a
comprehensive development guide that establishes the parameters for regional infrastructure and
local planning within the 7-county metro area. The framework for the current update cycle is the ‘Imagine 2050’ regional plan and was formally adopted in February 2025. The updated regional system and policy plans, including the 2050 Transportation Policy Plan, the 2050 Regional Parks and Trails Policy Plan, the 2050 Water Policy Plan, the 2050 Housing Policy Plan, and the 2050
Land Use Policy. Municipalities are subsequently required (MN Statutes 473.851-871) to
prepare a local comprehensive plan that reflects these Met Council adopted elements. DISCUSSION City staff is in the beginning process of preparing the City Council directed structure for the
review and 2050 Comprehensive Plan Update. The City of Andover has successfully conducted
the Comprehensive Planning process “in-house” during the last several update cycles. In the past, the City has utilized consultants for the technical components of the process, specifically as they relate to Water, Sanitary Sewer, the Water Resource Management Plan, and Transportation.
The City Council discussed their preferred structure and determined that they would like a
steering committee to assist with the review of the Comprehensive Plan Update. The steering committee would be a designated group of stakeholders tasked with guiding the creation or update of the comprehensive plan. Typically, such committees would consist of local business owners, residents and stakeholders. During the last update of the Comprehensive Plan (2040
plan), the Planning and Zoning Commission reviewed the comprehensive plan and functioned as
a steering committee for the majority of the plan, after which the City Council finalized density-related elements.

The steering committee is anticipated to meet on the fourth Tuesday of each month.
ACTION REQUESTED Consider appointing a Natural Resources Commissioner as a member of the 2050 Comprehensive Plan Steering Committee.

INTRODUCTION The Commission is requested to review the bylaws and portion of the City Code, which pertains
to the newly formed Natural Resources Commission.
BACKGROUND This is a new commission in the City. Staff will provide a summary of the origin and purpose of this new group. In addition, meeting logistics, attendance policies and other items will be
discussed.
ACTION REQUESTED It’s requested that the Commission review the commission bylaws and the applicable portion of City Code.

INTRODUCTION As a newly formed commission, it’s requested the Commission to begin discussing focus areas
and priorities for the year.
BACKGROUND The Commission has a list that had been drafted by members of the former Nature Preserve Commission to consider.
ACTION REQUESTED It’s requested that the Commission discuss focus areas and priorities for the year.
