Plans did note that the proposed slope went beyond rlght- of-way but slope easements were not processed at the same time as the right-of-way acquisition due to time constraints and oversight. Discussions with affected landowners Indicated that the required slopes would be unacceptable due to the location of trees and house setbacks, so a retaining wal I alternate was pursued. Due to design I Imitations created by the lack of pondlng upstream and the related emergency outlet requirements, the road could not be raised In this area without creating flooding problems upstream. To extend the specified completion date from October 1,1987 to October 30,1987 due to MPCA permit and easement acquisition delays. Several trees along Coon Creek were transplanted In order to obtain waivers of trespass. Work completed by North Central Tree Transplanting. Add $500.00 2. Time and material to raise Invert on special manhole 9-4 as requested by Public Works personnel. Add $258.75 3. H4/Shady Knol I - The Oak~(Channel Constcuctlon) The City of Andover requested that al I driveways be extended fram the back of curb to the right-of-way line with either bituminous or concrete, depending on the existing type of driveway. The City desired to equate requirements with new development, which ask for a hard surfaced driveway. Project 87-8/C.0. ~nslngton Estates (Channel COnstruction) This change order was for work completed In Creekside Estates, Project 87-28, due to requirements of the Coon Creek Watershed District and request by Paul Gengler for a backflow control structure on his property. The backflow control structure wll I prevent the creek from backing up onto Mr. Gengler's property when the creek elevation rises. He has Indicated that the existing spoil pile has efficiently acted as a dike; however, since the Woodrldge Acres/Creekside Estates drainage exits through this area, this structure could prevent the development drainage from outlettlng when the creek is high. Mr. Gengler stll I requested the structure. *Thls cost wll I be assessed to Creekside Estates. 1. Proposed to be paid under this contract due to their current project contract and the limit of additions to the Woodrldge Acres project cost. The City Council is requested to discuss the Assessment Policy items listed. John Davidson will be at the meeting to discuss various assessment policy items that need to be discussed. Lot Standards BY: David Amlgren The City Council is requested to consider a policy on house pads. On all lots constructed for houses the pad shall be a minimum of 100' in depth and shall extend from side lot line to side lot line, and also shall be a minimum of 18" above curb grade. Any soil correction done shall comply with recognized engineering standards. Some modifications could be done to the lot at preliminary time with grading plan for walkouts and these would have to be noted on the lots. A plan showing which houses are to be built on the lots ie, full basement, split, walkout should be submitted with the grading plan.
