REGULAR ANDOVER CITY COUNCIL MEETING – JULY 21, 2026
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, July 21, 2026, 7:00 p.m., at Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton

RESIDENT FORUM

Dawn Schnickles-Johnson, 1553 140 Lane NW, thanked the Mayor for recognizing John Kunza.
She commented that she enjoys Fun Fest, but had heard discussion that the bands the Rockin
Hollywoods and The Law may not be coming back next year. She noted those bands have been
at the event for the past 20 years. She submitted a petition with 177 signatures to keep the bands
and invite them to the festival next year.
Mayor Barthel stated the City does not run the Andover Fun Fest. He stated the resident could
still leave the petition and staff could get it to the private committee that runs the event.
City Administrator Cotton stated she can pass the petition on to the Andover Fun Fest Committee,
but this would not be considered a formal petition to the City Council.

Bud Holst, 4276 165 Avenue NW, commented they have recently considered splitting off some
of their land for sale. He stated after speaking with staff about one year ago, he was given the
choice to do a lot split which could then be followed with another lot split in three years or to do
a plat to split the lots which would include engineering. He stated when he spoke with staff again
in the last month, he was told they would need to do engineering and pave the extended cul-de-sac

from 164 Avenue into their land. He stated he received a follow-up call that he should also
consider the ghost road that was contemplated when the development around his property
occurred. He stated it then sounded like they may not be able to split the lots at all unless they
could include the ghost road that was contemplated in 2005. He stated they listed the 5.5 acres
behind their home last fall and received an offer from someone who wanted to build one home on

it. He commented he is unsure that he can accept the offer after speaking with staff. He provided
additional information on the timelines he was provided by staff and conflicts he and his wife
would have with the August and September workshop dates. He commented he does have a
problem and is receiving different information every time he speaks with staff and noted he will
follow up via email.
Aaron Lindberg, 16369 Gladiola Street NW, informed the Council that he filed a written notice to
appeal the Andover Review Committee’s decision earlier today to deny a building permit for an
addition on his home. He stated he was just present to ensure the Council was aware of his appeal.

Motion by Shafto, Seconded by Engelhardt, to approve of the Consent Agenda as read. Motion
carried unanimously.
2. DISCUSSION ITEMS
A. ANOKA COUNTY SHERIFF’S OFFICE MONTHLY REPORT
Commander Brent Erickson provided a monthly report, highlighting certain incidents that occurred
during the month. He encouraged residents to register their parties for visits on Night to Unite and
provided an update on staffing.
Councilmember Godfrey noted a pattern of warrant arrests in Andover and asked for more
information on the arrests that are done in Andover for warrants from other agencies and asked if
that work is being reciprocated. Commander Erickson estimated that it is an even split down the
middle between the requests from other agencies and the deputies being proactive. He provided
information on the process that is followed when they receive a request from another agency. He
stated they also make similar requests of other agencies.
Mayor Barthel commented that an Andover resident, who works for the Sheriff’s Department,
recently completed FBI training and asked for more information, noting that it is very honorable
to be selected for that training. Commander Erickson commented he attended that same academy
in 2020 and agreed that it is a highly coveted training opportunity, with someone chosen from the
department every five or six years. He commented it is a ten-week program in Virginia with a
class size of 200 to 250 individuals from around the country and world. He commented the
Andover resident already had his master’s degree and therefore was taking higher-level classes.
He commented that graduates of the National Academy come back with a vast network of
individuals they can reach out to with questions and ideas.
B. ANDOVER FIRE DEPARTMENT MONTHLY REPORT
Mayor Barthel commented earlier tonight on the Consent Agenda, the Council approved the action
to make Interim Fire Chief Jason Baumunk the Fire Chief.
Fire Chief Jason Baumunk expressed his gratitude to the Council for their support and trust. He
thanked the members of the Fire Department for their support during this time of transition, as well
as the assistance of Interim Deputy Chief Todd Lindorff. He provided a monthly report. He also
provided information on mutual aid provided by the department at a fire in Ramsey the previous
night. He commented on the department’s participation in Fun Fest and also encouraged residents
to register their Night to Unite parties for visits from the department.
Councilmember Shafto congratulated the Fire Chief and thanked him for taking on the permanent
role, recognizing that the Parks Department will miss him. He stated he was at Fun Fest and
walked in the parade with the firefighters and expressed his appreciation.

Mayor Barthel thanked Fire Chief Baumunk for taking the position, recognizing that it is a difficult
position to recruit for. He recognized it is not an easy role and was proud of the choice they were
able to make for the City.
3. STAFF ITEMS
A. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton formally welcomed Fire Chief Baumunk to his new
position. She recognized there will be some ripple effects to that decision, including the Deputy
Chief position and a Public Works vacancy that the City will look to fill. She stated the City has
received a lot of calls over the past two weeks about the Round Lake Boulevard project, noting it
is a County-led project, and there is an information webpage for the project on the County website.
She provided a brief overview of the scheduled improvements, noting they are about halfway
through that project. She stated the filing window for local municipal elections opened on July

14 and runs through July 28 at 5:00 p.m. She encouraged interested residents to file their
affidavit of candidacy during that window. She commented absentee voting is open for the
Primary Election.
MAYOR/COUNCIL INPUT
Councilmember Godfrey commented it has come to her attention that there is a serious blood
supply shortage throughout the state and encouraged residents to donate blood.
Councilmember Shafto thanked all the volunteers who made the Fun Fest possible. He also
thanked all the residents who stopped to talk to the Council at the booth during the hot weather.
Mayor Barthel agreed that Fun Fest was a great time, even with the hot weather.

Motion by Engelhardt, Seconded by Schue, to adjourn. Motion carried unanimously. The meeting
adjourned at 7:36 p.m.
