ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING –
MAY 19, 2026 - MINUTES
The Meeting of the Andover Economic Development Authority was called to order by President
Jamie Barthel, May 19, 2026, 6:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners Present: Karen Godfrey, Scott Schue, Jonathan Shafto, Brian Loch, and
Greg Mueller
Commissioners Absent: Rick Engelhardt
Also present: EDA Executive Director, Sarah Cotton
APPROVAL OF MINUTES
March 17, 2026, Regular Meeting: Correct as amended.
Commissioner Godfrey had one correction on page 2, line 22, “Commission should be
Commissioner”.
Motion by Godfrey, Seconded by Shafto, to approve the minutes as amended. Motion carried
unanimously.
REVIEW OF EDA BY-LAWS
Ms. Cotton indicated in the agenda packet is the redline version of the By-Laws. This version
indicates the proposed amendments to the By-Laws.
Ms. Cotton reviewed the proposed amendments, indicating Appendix A is a revision history
which shows what was done to the By-Laws and when. Ms. Cotton indicated she reviewed the
amendments with City Attorney Baumgartner and checked for conformity with State Statute.
Commissioner Godfrey stated the By-Laws do not indicate filling a vacancy due to a
Commissioner resigning. Ms. Cotton indicated she would check State Statute for clarification.
The EDA directed Staff for additional language regarding a commissioner vacancy and to bring
the By-Laws back to a future meeting for approval.

Ms. Cotton indicated on May 7 several staff members toured Crosstown Landing. At this time,
65 units are spoken for.
OTHER BUSINESS
There was none.
ADJOURNMENT
Motion by Mueller, Seconded by Godfrey to adjourn. Motion carried unanimously. The
meeting was adjourned at 6:17 p.m.
