ANDOVER CITY COUNCIL SPECIAL MEETING – JULY 7, 2026
MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Barthel, July 7,
2026, 6:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton
INTERVIEW THE CANDIDATE
Lara Newberger – Natural Resources Commission (NRC)
Mayor Barthel welcomed the candidate. Mayor Barthel asked what interested them in applying to
serve on the Natural Resources Commission.
Lara Newberger introduced herself and answered questions of the Council related to her interest
in serving on the NRC.
Erin O’Leary – Natural Resources Commission (NRC)
Mayor Barthel welcomed the candidate. Mayor Barthel asked what interested them in applying to
serve on the Natural Resources Commission.
Erin O’Leary introduced herself and answered questions of the Council related to her interest in
serving on the NRC.
The City Council discussed applicants for the NRC. The City Council recommended for
appointment to the Natural Resources Commission the following:
Erin O’Leary - three-year term
Margaret Miller - three-year term
Lara Newberger – three-year term
Jonathan Gwinn – two-year term
Emily Thomsen – two-year term
Kim Kovich - one-year term
Peter Miller - one-year term

ADJOURNMENT
Mayor Barthel adjourned the meeting at 6:59 p.m.
