REGULAR ANDOVER CITY COUNCIL MEETING – JULY 7, 2026
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel on July 7, 2026, at 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None
Also present: City Administrator, Sarah Cotton
PLEDGE OF ALLEGIANCE
RESIDENT FORUM
No one came forward to address the Council.
AGENDA APPROVAL
Motion by Schue, Seconded by Shafto, to approve the Agenda as presented. Motion carried
unanimously.
APPROVAL OF MINUTES
June 16, 2026, Regular Meeting: Correct as written
June 23, 2026, Workshop Meeting: Correct as written
Motion by Shafto, Seconded by Godfrey, to approve the June 16, 2026, Regular meeting and June
23, 2026 Workshop meeting minutes as presented. Motion carried unanimously. (Schue abstained
from the June 16, 2026, minutes)

A. Approve Payment of Claims
B. Approve Change Order #2/25-39B/Red Oaks Monitoring Area – Public Improvements

C. Adopt Resolution Appointing Election Judges for the Primary Election (R057-26)
Motion by Engelhardt, Seconded by Schue, to approve of the Consent Agenda as read. Motion

A. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton stated absentee voting is open from 8:00 a.m. to 4:30
p.m. at City Hall, with election day for the Primary on August 11, 2026. Andover Family Fun Fest
is this weekend at the City Hall Campus. She stated the parade is back with a drone show and
fireworks. She recognized the work of the volunteers who helped to make the event possible, as
well as the Public Works staff who assisted in preparing the property.
Mayor Barthel recognized this is not a City-run event and is run by volunteers. He noted the public
interest in the medallion hunt.
MAYOR/COUNCIL INPUT
Councilmember Shafto commented the City will have a booth at Family Fun Fest and encouraged
residents to stop and say hello. He also thanked the volunteers for their efforts in the events and
encouraged more residents to volunteer.
ADJOURNMENT
Motion by Schue, Seconded by Godfrey, to adjourn. Motion carried unanimously. The meeting
adjourned at 7:06 p.m.
