PLANNING AND ZONING COMMISSION REGULAR MEETING – MAY 26, 2026
The Regular Meeting of the Andover Planning and Zoning Commission was called to
order by Vice-Chairperson Hudson on May 26, 2026, at 7:00 p.m., at the Andover City
Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners present: Vice-Chair Scott Hudson, Commissioners Roger Grout,
Chuck Naughton, Jonathan Weinhold, Nicole Wicklund, and
Ryan Winge.
Commissioners absent: Chairperson Nick Loehlein.
Also present: City Planner Peter Hellegers.
CALL TO ORDER

APPROVAL OF MINUTES
Motion by Commissioner Naughton, seconded by Commissioner Grout, to approve the
April 28, 2026, Regular Session Meeting Minutes as presented. The Motion passed on a
4 aye, 0 nay, and 2 present (Hudson and Winge) vote.
PUBLIC HEARING – CONSIDER CITY CODE AMENDMENTS – TITLE 11:
SUBDIVISION REGULATIONS, TITLE 12: ZONING REGULATIONS, TITLE 13:
PLANNING AND DEVELOPMENT, AND TITLE 14: FLOOD CONTROL – CITY OF
ANDOVER
Mr. Hellegers reviewed several proposed city code amendments intended to improve
clarity, consistency, and functionality within Titles 11 through 14 of the city code. He
explained updates related to definitions for decks and porches, corrections to section
references, floodplain regulations, landscaping language, and accessory dwelling units. He
also outlined proposed policy-related amendments addressing ADA-accessible ramps,
temporary storage containers in contractor yards, shared parking flexibility for
institutional uses, and additional curb-cut allowances for certain corner lots. He updated
the definitions of animals to distinguish equines from recreational animals better.

Commissioner Grout asked whether the proposed definition of a porch in Section 12-2-2
aligned with the building code definition and whether any differences could create
confusion.
Mr. Hellegers explained that the proposed language does not conflict with building code
standards and was primarily intended to clarify zoning and encroachment provisions. He
noted that the city had identified a lack of clarity during prior discussions regarding decks
and porches. He emphasized that all applicable building code requirements for porches
would remain in effect.
Commissioner Weinhold asked for clarification regarding the general provisions language
in Section 14-1-4, specifically whether the “more stringent standard applies” provision
referred only to local laws or also included state law.
Mr. Hellegers explained that state law would always supersede local regulations when
more restrictive, while the proposed language was intended to address conflicts between
overlapping local regulations. He noted that the city generally works to eliminate
conflicting standards. Still, when overlaps occur, the more stringent requirement applies to
ensure consistency and compliance with the zoning code.
Commissioner Grout asked why the proposed allowance for an additional curb cut under
Section 12-14-8, Subdivision 5, applied specifically within the MUSA area rather than
outside of it.
Mr. Hellegers explained that properties outside the MUSA already have more flexibility
for additional curb cuts. At the same time, the proposed amendment was intended to
provide a similar exception within the MUSA under specific circumstances. He noted that
the change was requested by engineering staff and would primarily apply to smaller urban
lots where property configurations may warrant a second curb cut.
Vice-Chair Hudson opened the public hearing at 7:15 p.m.
Mr. Hellegers noted there were no letters, emails, or phone calls, and no one was present
at the meeting.
Vice-Chair Hudson closed the public hearing at 7:16 p.m.
Motion by Commissioner Grout, seconded by Commissioner Weinhold, to recommend
that the City Council approve the City Code Amendments as presented. The Motion
passed unanimously.

Mr. Hellegers informed the Commission that the interim use permit for the Fields
Winslow Cove topsoil stockpiling request, discussed at the previous meeting, had been
approved by the City Council.
ADJOURNMENT
Vice-Chair Hudson adjourned the meeting at 7:18 p.m.
