REGULAR ANDOVER CITY COUNCIL MEETING – JUNE 2, 2026
MINUTES
The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor
Barthel, June 2, 2026, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto
Councilmember absent: None

RESIDENT FORUM

Brent Miller, 3140 149 Avenue NW, referenced the Fields of Andover development on the
agenda and stated he supports the rights of the property owners and understands the responsibility
of the City to plan for growth. He asked that the Council carefully consider the long-term effects
this development could have on neighbors and their ability to enjoy their own properties. He stated
the developer also has property rights and builds the types of development that people want to live
in. He expressed potential concerns with the quality of his well during and after development,

149 Avenue becoming an acceleration lane for the residents of the new development, and traffic

conflicts at the 149 Avenue and Round Lake Boulevard intersection. He asked the City to
consider the plan carefully to ensure that growth is planned in a way that respects the rights of
those developing the land and the rights of the current residents who will live with the
consequences for many years to come.

Motion by Godfrey, Seconded by Schue, to approve of the Consent Agenda as read. Motion

2. DISCUSSION ITEMS
A. 2025 AUDIT PRESENTATION/REDPATH & CO, LLC
Finance Director Brezinka stated the City completes an annual audit and reported the City received
a clean, or unmodified opinion.
Andy Hering, Redpath and Company, presented the City of Andover Annual Comprehensive
Financial Report. He also provided an overview of the General Fund and other City funds.
Councilmember Shafto thanked Redpath and City staff for the excellent work. He referenced the
General Fund assigned balance to expenditures ratio, noting the recommended ratio is 35 to 50
percent to ensure cities can manage unexpected expenses and cash flow. He stated the City’s
current ratio is 96 percent, which is very healthy. He stated the City is positioned well against
economic shocks or unexpected emergencies. He referenced the operating ratio of the General
Fund, which is 87.3 percent, and means the City has a sustainable tax and fee structure. He
commented there was a dual positive variance in the budget to actuals, which is a credit to City
staff and highlights financial stewardship and internal controls over department spending. He
recognized outside factors such as inflation and infrastructure replacement costs. He stated the
City is in a good financial position and credits City staff.

Councilmember Godfrey provided an example to support the analysis of Councilmember Shafto,
noting that the fact that the City keeps a strong operating ratio and General Fund means that they
can handle unexpected items and also invest in things like roads. She commented they have been
investing far more than the standard maintenance amount into the roads, averaging 12 miles of
road refurbishment annually. She stated overall, the roads within the community have an average
rating of 6.6, and they will continue to address the roads to get them to a point where they can
maintain them without having to invest at such a high rate.
Mayor Barthel thanked Mr. Brezinka and his staff for their work, noting the financial award that
the City has received for the past 23 years.
Motion by Shafto, Seconded by Godfrey, to receive the presentation from Redpath and Company,
LLC, and the City of Andover’s Annual Comprehensive Financial Report as of December 31,
2025, the corresponding Management Report, independent auditor’s report, report on legal
compliance, and communication with those charged with governance. Motion carried
unanimously.
B. CONSIDER RESOLUTION ADOPTING THE FINAL ALTERNATIVE AREAWIDE
REVIEW (AUAR) AND MITIGATION PLAN FOR FIELDS OF ANDOVER
The City Council is requested to consider the resolution adopting the Fields of Andover Final
Alternative Urban Areawide Review (AUAR) and Mitigation Plan, based on findings in said
resolution. Community Development Director Janish reviewed the information with the Council
and recommended adoption of the resolution as presented. The AUAR provides a foundation for
planning and further study or development impacts in the study area, and the Mitigation Plan is a
tool for managing the impacts of either development scenario within the study area.
Councilmember Shafto recognized the difficulty in balancing property rights, the interests of the
Metropolitan Council, environmental concerns, future planning, and the unknowns. He
commented he still has traffic concerns when this is fully built out. He recognized that even if
approved, this development would be a slow build-out, and the City would be able to react to issues
that arise. He commented he lives in that area and there is a lot of traffic on Round Lake Boulevard,
noting he would like to have a better understanding of the County’s plans and how traffic could be
addressed if their calculations are not accurate. He stated the AUAR focuses on the assumption
of just the proposed development, but acknowledged that there is additional development that will
occur to the north, which is not part of the traffic study, and they need to keep a close eye on traffic.
He reiterated this is not an approval of development but sets the ceiling of what could be developed
and ensures that any development would need to be consistent with the guides of the AUAR. He
stated any proposed development would still follow the typical City review process to address any
concerns. He thanked the residents who participated in this process.
Councilmember Schue reemphasized that by taking the action to approve the AUAR, it does not
signal a predetermined direction and is a fact-finding effort to show how growth interacts with
infrastructure. He stated for residents, it may seem that the Fields of Andover is moving fast, but

noted this began several years ago when the farmers looked for potential developers. He stated
the Council and administration are being fully transparent with the residents and appreciated the
input that residents have provided throughout this process.
Motion by Schue, Seconded by Engelhardt, to adopt Resolution No. R052-26 Adopting a Record
of Decision for the Final Alternative Urban Areawide Review (AUAR) and Mitigation Plan for
the Fields of Andover. Motion carried unanimously.
3. STAFF ITEMS
A. ADMINISTRATOR’S REPORT
City Staff updated the Council on the administration and city department activities, legislative
updates, updates on development/CIP projects, and meeting reminders/community events.
(Administrative Staff Report) Ms. Cotton provided a development update year to date, comparing
that to the previous year, and provided a status update on different projects. She commented there
is an abundance of street improvement projects occurring and more to come. She stated project-
specific information can be found on the City website and on the Anoka County website. She
thanked the Finance Department for their efforts on the annual audit, as well as members from
other departments who assisted.
(Public Works/Engineering Department Report) Mr. Berkowitz provided an overview of recent
County improvements and ongoing projects this year. He stated the County also plans for future
improvements and provided examples of future projects that are planned, noting an upcoming open

house for the Round Lake Boulevard and 181 Avenue roundabout, which will be held in Oak
Grove. He provided an update on the anticipated timing for the 2026 construction projects.
MAYOR/COUNCIL INPUT
Mayor Barthel noted the new website for Andover Family Fun Fest. He stated the parade is back
this year and highlighted other new items, including a raffle and a hot dog eating contest.
