HomeMy WebLinkAbout2026-05-19 CC REGULAR ANDOVER CITY COUNCIL MEETING – MAY 19, 2026 MINUTES The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor Barthel, May 19, 2026, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Karen Godfrey, Scott Schue, and Jonathan Shafto Councilmember absent: Rick Engelhardt Also present: City Administrator, Sarah Cotton Director of Public Works/City Engineer, David Berkowitz Interim Fire Chief, Jason Baumunk Others PLEDGE OF ALLEGIANCE PROCLAMATION – ARBOR MONTH Mayor Barthel read the Arbor Month Proclamation. SWEARING-IN CEREMONY FOR NEW FIREFIGHTERS Interim Fire Chief Jason Baumunk provided an introduction of the six new firefighters. Mayor Barthel conducted the swearing-in of the firefighters. He spoke on behalf of the Council and thanked the firefighters for their willingness to help the community. He also thanked the families of the firefighters, recognizing they are also making a sacrifice. RESIDENT FORUM No one came forward to address the Council. AGENDA APPROVAL Motion by Godfrey, Seconded by Shafto, to approve the Agenda as presented. Motion carried unanimously. APPROVAL OF MINUTES Regular Andover City Council Meeting Minutes – May 19, 2026 Page 2 April 28, 2026, Workshop Meeting: Correct as written. May 5, 2026, Regular Meeting: Correct as written. Motion by Shafto, Seconded by Godfrey, to approve the April 28, 2026, Workshop and May 5, 2026, Regular meeting minutes as presented. Motion carried 3 -1 (Schue opposed). 1. CONSENT ITEMS A. Approve Payment of Claims B. Approve Refuse/Recycle Hauler Licenses C. Approve Resolution Setting Annual Income Level for Senior Citizens and Disabled Individuals for Deferral of Assessments and Reduced Sanitary Sewer Rates (R047-26) D. Approve Therapeutic Massage Establishment License E. Receive April 2026 General Fund Progress Report F. Receive April 2026 City Investment Report G. Order Improvement/Order Plans and Specs/25-37/Kelsey Round Lake Park Trail Reconstruction (R048-26) H. Accept Resignation/Retirement – Rhonda Anderson, Engineering Secretary Motion by Godfrey, Seconded by Schue, to approve of the Consent Agenda as read. Motion carried unanimously. 2. DISCUSSION ITEMS A. ANOKA COUNTY SHERIFF’S OFFICE MONTHLY REPORT Commander Brent Erickson provided a monthly report for the Sheriff’s Office, highlighting different incidents that occurred during the time period. B. ANDOVER FIRE DEPARTMENT MONTHLY REPORT Interim Fire Chief Baumunk provided a monthly report for the Fire Department, highlighting calls for service and other items of interest. 3. STAFF ITEMS A. ADMINISTRATOR’S REPORT City Staff updated the Council on the administration and city department activities, legislative updates, updates on development/CIP projects, and meeting reminders/community events. (Public Works/Engineering Department Report) Mr. Berkowitz acknowledged the retirement of Rhonda Anderson, who has been with the City of Andover for 35 years and has been an important part of the engineering department. He also provided updates on construction projects underway Regular Andover City Council Meeting Minutes – May 19, 2026 Page 3 throughout the community. He noted Gateway is in the community, installing fiber lines, and provided information on that project. The City held a bid opening this week for the last street project, and he noted the bids were favorable. He referenced the Red Oaks project, noting that several homes have made connections to water. MAYOR/COUNCIL INPUT Councilmember Schue stated this is National Mental Health Awareness Month and commented on the resources that are available for those in crisis or needing assistance. Councilmember Godfrey thanked the residents and City staff for hosting the first women’s clothing exchange. ADJOURNMENT Motion by Shafto, Seconded by Schue, to adjourn. Motion carried unanimously.
