HomeMy WebLinkAboutMarch 17, 2026 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING – MARCH 17, 2026 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Jamie Barthel, March 17, 2026, 6:20 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Rick Engelhardt, Karen Godfrey, Scott Schue, Jonathan Shafto, Brian Loch, and Greg Mueller Commissioners Absent: None Also present: EDA Executive Director, Sarah Cotton Community Development Director, Joe Janish Director of Public Works/City Engineer, Dave Berkowitz City Attorney, Scott Baumgartner OATH OF OFFICE President Barthel administered the oath of office to the newly appointed Commissioners Brian Loch and Greg Mueller. APPROVAL OF MINUTES January 20, 2026, Regular Meeting: Correct as written. Motion by Engelhardt, Seconded by Mueller, to approve the minutes as written. Motion carried 5 ayes and 2 present (Godfrey and Loch). REVIEW OF EDA BY-LAWS Mr. Janish indicated the By-Laws were put into place in 1994. Staff determined the EDA should review and consider some modifications to the By-Laws. Mr. Janish reviewed the items outlined for review. Ms. Cotton explained the City Council’s EDA terms are staggered, the Resident Commissioner’s terms are not. The EDA concurred to have staggering terms for Resident Commissioners. Mr. Janish reviewed the By-Laws regarding Tax Increment Expenditures. Currently, the By- Andover Economic Development Authority Meeting Minutes – March 17, 2026 Page 2 Laws require a 4/5 vote for a tax increment expenditure. With a seven-member commission, the 4/5 vote should be updated to a 6/7 vote. The EDA concurred. Mr. Janish asked if there should be a provision addressing the ongoing absences of members. The EDA consensus was since other city commissions have absence provisions, the EDA should also have them. Per EDA direction, Staff will review the recommendations, compare them to State Statute, and bring them back to a future EDA meeting. BUNKER LAKE REDEVELOPMENT AREA UPDATE Mr. Janish reviewed the area, indicating two city-owned structures were taken down earlier this year. Mr. Janish indicated since the area is vacant, mowing will take place every other week. th The City still owns the duplex at 2503 138 Avenue. Mr. Janish indicated a common question for staff is what is going to happen with the area. Staff’s response is the current comprehensive plan calls for 12 units per acre; however, with the 2050 Comprehensive Plan coming out, if development occurs prior to the 2050 Comprehensive Plan adoption, it does not count towards the city’s density. Commissioner Godfrey asked how much land the City has accumulated. Mr. Janish replied approximately five acres. REVIEW COMMERCIAL PROJECT ACTIVITY Mr. Janish updated on the following: Interest in Hughes Industrial Park – Staff continues to have occasional discussions with business owners in the area on expansion. However, they tend not to carry through on the expansion due to costs associated with sprinklers, septic systems, etc. Restaurants/Fast Food – The city continues to receive occasional inquiries from companies interested in acquiring land for development in Andover. Chase Bank, 2184 Bunker Lake Boulevard – Open for business. Bank of Elk River, 13879 Round Lake Boulevard – Building permit has been issued. Crosstown Landing – Insulation and drywall inspections are taking place daily. Interior finishes are near completion in Section A and the upper floors of Sections B and C. The steel has been placed for the covered front entry. Brick installation is ongoing, and siding has started on the independent living side. They are also working on the swimming pool finishes and have started in the commercial kitchen. Andover Economic Development Authority Meeting Minutes – March 17, 2026 Page 3 Boulder Prairie Estates – Final plat was provided to the applicant for recording purposes. Lakeview at Sloth Farm, 13624 Gladiola Street – Homes are under construction. Housing – 27 new home permits have been issued in 2026. st Transform Church, 1657 161 Avenue – Footing inspections are occurring. Meadow Creek Church, 3061 Bunker Lake Boulevard – Under construction, with steel stud framing and sheathing has started on the exterior of the building. Hartmans Meadows – Homes are under construction. th Fields of Winslow Cove – Lennar recently submitted the 5 Addition for staff review. Pizza Ranch, 13797 Jay Street – An escrow was provided for this addition. It is currently open. Rural Reserve/Fields of Andover Draft AUAR – Draft AUAR is out for comment from March ththrd 10 to April 9. An Open House is planned for March 23 from 5:30 p.m. to 7:30 p.m. at Andover City Hall. Overall Marketing – City staff continues to work with parties interested in investing in Andover and marketing all commercial sites. Staff continues to work with Anoka County Regional Economic Development (ACRED) on marketing of the community and Anoka County. OTHER BUSINESS There was none.
