HomeMy WebLinkAbout2026-04-20 BOR ANDOVER BOARD OF REVIEW APRIL 20, 2026 – MINUTES The Annual Board of Review was called to order by Mayor Barthel at 7:00 p.m., Monday, April 20, 2026, at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Rick Engelhardt, Karen Godfrey, Scott Schue, and Jonathan Shafto Councilmembers absent: None Also Present: Sarah Cotton, City Administrator Jason Dagostino, Anoka County Residential Supervisor Jake Stenzel, Anoka County Residential Appraiser Ted Anderson, Anoka County Commercial Appraiser Ms. Cotton administered roll call: Councilmember Shafto – here Councilmember Schue – here Councilmember Engelhardt – here Councilmember Godfrey – present Mayor Barthel - here Mayor Barthel read the official Notice of the Board of Review. Mr. Dagostino presented the Assessor’s Report. Mr. Dagostino indicated in 2025, there were 290 residential home sales in the city with a median sale price of $440,000, and for 2024, there were 276 residential home sales with a median sale price of $431,600. Mr. Dagostino stated 18 calls have been received since January 2, 2026, for residential properties, and five of the properties were reviewed. Mr. Anderson has received two calls regarding commercial property. Mr. Dagostino asked for the following parcels to be recorded into the meeting minutes: PID 2026 Current EMV 2026 Adjusted EMV  33-32-24-22-0014 $582,400 $544,900  12-32-25-21-0010 $778,600 $706,300 Andover Board of Review Meeting Minutes – April 20, 2026 Page 2 Mayor Barthel opened the meeting to any residents who wished to appeal their property valuation. Marilyn Sullivan, 15300 Prairie Road (23-32-24-14-0001), stated her property valuation went from $452,300 to $987,600, which is a 125% increase. She owns 10 acres next to a new development and has not made any improvements to her property. She understands land value has increased but is wondering why the valuation has doubled. Mr. Dagostino explained the parcel is appraised as to what the parcel would sell for in the open market. Parcels in the area have been selling for up to $170,000 per acre. Ms. Sullivan’s property was appraised at $100,000 per acre. Mayor Barthel asked Mr. Dagostino to explain the process of the appeal. Mr. Dagostino indicated the Board can say no change to the valuation, decrease, or increase the valuation. If the resident does not agree with the decision, they can appeal to the County Board. Councilmember Shafto asked how common this scenario is. Mr. Dagostino answered they see maybe one or two a year. Councilmember Schue indicated he would like to have the property value reduced and to have a similar property in the area reviewed as well. Mr. Dagostino stated since the property owner of the similar property is not present to appeal the valuation, State Statute does not allow the County to review the property. Motion by Schue, Seconded by Shafto to approve the reduction of property valuation for 23-32- 24-14-0001 from $987,000 to $720,000. The motion was discussed. Mayor Barthel asked if the motion passes, what are the next steps? Mr. Dagostino replied if the motion passes, the valuation will be reduced unless the property owner is not satisfied, they could appeal to the County Board. Councilmember Schue stated this parcel will more than likely continue to increase in the next few years, but with this reduction, it will give the property owner time to prepare for the next few years. Motion carried unanimously. Motion by Shafto, Seconded by Godfrey, to close the Board of Review. Motion carried unanimously.
